Project Specification – Positive Material Identification For Pressure Vessels

1. PURPOSE

This specification defines the test instruments, test procedure and identification required for a
program of Positive Material Identification (PMI) for Pressure Vessels, to verify that the elemental
composition of Alloy Materials is as ASME Code.

This specification shall be implemented by all SUPPLIERS to reinforce those procedures which are
normally used to identify and control Alloy Materials.

This specification excludes checking on Carbon Steel material.

The following terms used in this document have the meaning defined below:

CONTRACT The Form Of Agreement together with the documents in order of


priority, including the exhibits, drawings, specifications and
documents referred to and in the order of precedence listed in the
Form of Agreement.
CONTRACTOR Company(ies), joint ventures or consortium appointed by OWNER
with specified authority to perform the WORK in accordance with the
CONTRACT, here the Consortium of Technip France and Technip
Geoproduction (M) Sdn Bhd.
EPCC CONTRACTORS The person or persons, company, join venture or consortium whose
proposal has been accepted by OWNER for Engineering,

PROJECT including its personnel, representatives, successors and


permitted assignee.
LICENSOR Process Licensors selected by OWNER for the process of LICENSED
UNITS of the FACILITIES.
OWNER Petroliam Nasional Berhad (PETRONAS) which includes its
representative, successors, nominees and permitted assigns and shall
where the context so admits and requires, also include its employees,
agents and designated representative.
PROJECT Refinery And Petrochemicals Integrated Development (RAPID)
Project in the State of Johor, Malaysia.
SCOPE OF WORK The scope of work to be performed and services to be rendered by
CONTRACTOR under the CONTRACT in relation to the realization
of the PROJECT.
SUPPLIER Means a supplier of materials and/or equipment for the FACILITIES
including related documentation and services, where necessary, in
connection with the installation, testing, pre-commissioning,
commissioning and start-up support of any such materials or
equipment.
SUBCONTRACTOR Any third party Subcontractor engaged by CONTRACTOR in
connection with the WORK.
WORK Works, tasks and WORK to be performed by CONTRACTOR as
specified in or to be inferred from the CONTRACT, more specially
set out in the SCOPE OF WORK which may be modified by
CHANGE ORDER.

4. EXTENT OF TESTING

PMI testing shall be performed on all alloy material upon receipt at the fabrication facility and on

Pressure Vessels prior to shipment.

PMI shall be performed on materials listed in Table 2, with the extent defined in Table 1.

The material to be tested listed in Table 2, is a minimum requirement only. If a material is not
listed in the table but deemed necessary to be inspected and verified during EPCC. EPCC
CONTRACTOR shall include this material in the table accordingly.

The extent depends on vessel category as defined in PTS 31.22.20.31.

5. PMI MARKING AND IDENTIFICATION

Each component when PMI is accepted shall be identified and marked with the code letters "PMI”
of at least 6mm high (repairs of welding not marked).

Acceptable marking methods are low stress stamps, vibro-etching, paints.

Materials PMI tested shall remain identified during all fabrication, erection and testing processes
unless their identity is necessarily obliterated by processing (painting, insulation, or plant
operations).

6. TEST EQUIPMENT

Test equipment or methods used for testing shall be such as defined in API 578 § 5. They shall be
capable of providing quantitative, recordable, elemental composition results for positive
identification of the alloying elements present in the materials.

Chemical spot testing, magnets, alloy sorters and other methods using eddy current or triboelectric
testing methods are not acceptable for PMI examination.

All test equipment shall be fitted with a current calibration sticker and accompanied by the most
recent calibration certificate.

Test shall be performed by Portable X-ray Fluorescence, Optical Emission Spectrometry or


chemical laboratory analysis. Selected method shall be capable to provide quantitative, recordable,
elemental composition results.

7. RECORD AND ACCEPTANCE CRITERIA

The result of the PMI test shall be within the range specified in the applicable material standard.
Result shall be reported in a dedicated record sheet that details values of elements.

Elements to be tested and recorded are listed in table 2.

Rejected material shall be clearly segregated.

8. TESTING PROCEDURES

Checking shall be performed in accordance with written operating procedures which have been
submitted to CONTRACTOR prior to the start of fabrication.

Written operating procedures shall contain, as a minimum, the following informations:

a. Name, and manufacturer of equipment to be used, or Names of any proposed analytical


laboratories which might be used

b. Description of equipment operating principle.

c. Calibration procedure and frequency.

d. Equipment accuracy.

e. Surface preparation, cleaning, sample removal (as applicable), temperature of use (minimum
and maximum).

f. Marking method for typical components.

g. Acceptance criteria.

h. Procedure steps in detail (sequence of PMI during fabrication)

i. Time for acquisition.

j. Procedure to follow when identification results are inconclusive (alloy type is unknown).

k. Radiation Safety Operating and Emergency Procedures (if applicable).

l. Statement of operating personnel competency for PMI. techniques with supporting CV, validity
of the competency.

m. Reporting format.

n. Color coding.

o. Equipment items to be tested.

9. REPORTING

A signed and dated report shall be provided to OWNER and/or CONTRACTOR. A report of PMI
test results shall be provided in a format with following information:

- Project / PO No.

- Equipment No. with Identification of seam No., Part No.

- Unique PMI report No.

- Inspection lot size and number of pieces or items examined

- Results of Test – Pass /Fail


- Results of Elements

- Material manufacturer, MTR number, heat number and lot number, as applicable

- Material and Grade including material certificate and transfer record, as applicable

- Name of person who performs the test, including the qualifications of PMI testing

- PMI Agency name if subcontracting

- Date & Location of PMI examination

- Expand-Heat No. of material where applicable

- Instrument type and Identification No. including the calibration record

- PMI Procedure
