Background
Swadesh Darshan Scheme 2.0 Guidelines stipulates planning, development and
management of tourist destinations in a holistic manner under the Scheme following the
destination centric approach. The focus shall be to elevate the existing tourism hotspots in
the destination and integrate with nearby attractions & curate immersive experiences.
As per the SD 2.0 Guidelines, subsequent to the approval of destinations, State
Implementation Agency shall submit Destination Master Plan, Strategy and Action Plan
(DMP) via the PDMC for the selected destination for In Principle Approval by the Central
Sectioning and Monitoring Committee (CSMC) of Ministry of Tourism. The preparation of
Master Plan, Strategy and Action Plan will be an iterative process with up to four iterations of
the plan. Subsequent to approved iteration, the Detailed Project Report (DPR) shall be
prepared for proposed intervention leading to sanctioning of the projects while some softer
interventions would be directly taken up for implementation after approval of the Plan.
The Master Plan, Strategy and Action Plan for a destination is an essential planning
document for the SD 2.0 Scheme in development of Sustainable and Responsible Tourism
Destinations in the country. The Plan will have a perspective period of ten years and is to be
prepared carefully and with sufficient details to ensure holistic planning, clarity of action, to
ensure desired impact and avoid undue risks during the implementation phase.
This document has been developed as guidance template to develop the Planning document
for the destination. The major sections covered in the Plan are as follows:

1 Introduction

1.1 Background
As per the SD 2.0 Guidelines (Section 4.2), Consortium of M/s L&T Infrastructure
Engineering Limited (Lead) & PricewaterhouseCoopers Private Limited (Consortium
Member) has been appointed as Project Development and Management Consultants
(PDMC) vide its letter dated 14th March 2023 to take up development of Destination Master
Plan, Strategy & Action Plan for the destination Bhongi in Yadadri Bhuvanagiri district of
Telangana State besides other scope of services.
As per the SD 2.0 Guidelines (Section 4.2), State has set up a Destination Management
Committee (DMC) for the destination under the Chairmanship of the District Collector /
Magistrate. The copy of the notification of the DMC along with undertaking by the DMC is
attached as Annexure A.
Ministry of Tourism, Government of India, subsequent to the Central Sanctioning and
Monitoring Committee (CSMC) meeting and vide its letter provided the In-Principle Approval
of destination to be developed under Swadesh Darshan 2.0 Scheme. Copy of the letter of
approval / minutes of the meeting is attached as Annexure-B.

1.2 Status of Inception Report

1.2.1 Brief about Inception Report

Project team had initiated the stakeholder consultations and as-is assessment of the
destination post the formal agreement signing. Detailed site visits were made to the
destination and all the attractions were visited. The first project deliverable i.e., Inception
Report was prepared and submitted to the State Implementing Agency (SIA) on 2nd June
2023 and the same was presented to the officials of SIA & Managing Director, Telangana
State Tourism Development Corporation (TSTDC) on 19th June 2023. The report was
submitted with following key sections:
1. Section 1 - Introduction
The section provided a brief on the project background, Swadesh Darshan Scheme &
objectives, Holistic Development & Destination Centric Approach, Overall Framework/
Scheme governance & implementation, Project Progress.
2. Section 2- Destination Profiling
As part of the initial assessment, regional assessment, brief profile of tourist, key
observations from site visits, stakeholder’s consultations, identification of available land bank,
etc. were studied. Further, delineation of influence area of destination was presented which
will be considered as study area for the destination. Tourism profile of the destination is
presented elaborating all primary and secondary attractions, tourist profile and existing
tourism offerings.
Further, as-is assessment was undertaken for attractions based on the site visits. Key
outcomes of all the stakeholder consultations were also provided. All the government land
available in the destination were mapped and presented to provide an overview of the
available land bank in and around the primary attractions. This information was presented

based on the preliminary data collected from revenue department and will require further
evaluation once any of the land parcel is selected for any proposed intervention.
The delineated influence area of the destination was presented which will be taken up for all
further assessment. Based on study team’s assessment, broad possible intervention was as
below presented along with few examples from across the globe:
• Development of new activities/ experiences and improvement of existing activities/
experiences
• Development of a marketing strategy and branding communication to establish the USP
of the destination and communicate it to the right audience.
• Identifying potential segments to be developed in medium to long term
• Skill Development of local workforce, identification of avenues to create / improve
community-based tourism.
The feasibility of such intervention in destination’s context will be further assessed.
3. Section 3 - Detailed Approach & Methodology
Section presented consultants detailed approach to the project and methodology to be
followed to achieve the project objectives in timebound manner.
4. Section 4 - Project Team & Work Plan
The section showcased the details related to the Project Team, work plan & deliverable
timelines for the project.
5. Section 5 - Way Forward
The section showcased the upcoming project tasks & aspects where support & facilitation
from SIA would be required to proceed further in the project.

1.2.2 Study Area of the Destination

Task of delineation of the destination area to arrive at the study area was presented in the
inception report and also during subsequent review meeting with SIA.
Bhongir Municipality is part of the Hyderabad Metropolitan Area and the proposed master
plan for 2031 is prepared for it. The Destination is well connected through road and railways
in all four directions.
Bhongir block is delineated based on the road proposals around the hill area. Site is covered
with 30m ROW roads on the three sides and 18m ROW road in one side. Residential area is
earmarked in the sanctioned master plan for this area and there are no restrictions are
placed for the surrounding residential developments which may impact the heritage context
of the site as the fort is located above the hill.
The analysis of four parameters comprising of administrative boundary,
transport/connectivity, tourist attractions, civic amenities and accommodation was carried out
to arrive at the delineation area of Approx. 300 Sq. km. The map consisting of the thematic
layers used for analysing the Delineation area & the final delineation area for the said study
is provided below:

1.2.3 Recommendation received from Ministry

The inception report along with its contents was presented to SIA on June 6, 2023 by the
project team. The Swadesh Darshan NPMU, Ministry of Tourism undertook the preliminary
evaluation of the Inception Report, and the observations were received on 09th July 2023.
The suggestions provided during the meeting will be duly considered and further assessed
for its inclusion in next stages of the assignment.

1.3 Approval of State Steering Committee


Telangana State Tourism Development Corporation (TSTDC), through its State Mission
Director for Swadesh Darshan 2.0 NPMU, hereby submits the Iteration 1 of the said
Destination Master Plan, Strategy & Action Plan for Bhongir for review and approval of
Ministry of Tourism, Government of India.
State Steering Committee (SSC) constituted by Government of Telangana vide letter wherein
the Committee approved the Iteration the said Destination Master Plan, Strategy & Action
Plan. The copy of the approval / minutes of the meeting is attached as Annexure-C.

2 Overview of the Destination

2.1 Introduction of Destination


Bhuvanagiri is a city in Yadadri Bhuvanagiri district officially known as Bhongir and district
headquarters and part of the Hyderabad metropolitan region of the Indian state of
Telangana. The town was constituted as a city municipality in the year of 1910.
Subsequently, it constituted a municipality in the year of 1952, recently as per government
orders under Bhavanagiri municipality and town 3 Gram panchayats namely Raigiri,
pagidipalli and Bommaipally areas have been merged in Bhuvanagiri Municipality.

Bhongir fort stands as evidence to the history of Telangana State which is the epitome of
many conflicts. This magnificent fort, which is nearly 3000 years is a home to many
astonishing structures. Telangana is a separate state after the partition of Andhra Pradesh
from June 2014.

2.2 Physiography and Climate


Bhongir has a unique combination of a tropical wet and dry climate that borders on a hot
semi-dry climate. The climate of Bhongir remains warm through most of the year and not
receive much rainfall in the monsoon. The winters in the north central parts of India,
temperatures marginally come down in the months of December and January and the nights
become quite cool in and around the Bhongir District. During the summer months, the
mercury goes as high 42 ◦C in winters the minimum temperature may come down to as low
as 12 ◦C. June to November are the temperature may come down to as low as 12 ◦C. June
to November are the months month of monsoons, accompanied by rains. During the
Monsoons also the temperature goes down at times. Thus, for most parts of the year the
weather and climate of Bhongir remains moderate.
The Bhongir is situated is the hottest part of the state during summer and coldest in winter.
The mean daily temperature varies from 30 ◦C to 36 ◦C from April to June and from 20 ◦C to
24 ◦C in the months of December and January.
Maximum temperature ranges between 39 ◦C and 43 ◦C in May. After the withdrawal of the
monsoon, the maximum temperature rises slightly due to increased protection.

2.3 History
Bhongir fort is in Yadadri-Bhuvanagiri District it was built in the 10th century on an isolated
monolithic rock by the western Chalukya ruler Thribhuvanamalla Vikramaditya VI and was
thus named after him as Tribhuvanagiri. At the foot of the fortified rocks 609.6 meters above
the sea levels stands the town of Bhongir, the fort was considered practically impregnable by
invading armies. The fort is associated with the rule of queen Rudramadevi and her
grandson Prataparudra II
Tourists visiting Telangana will be interested in visiting places like Hussain Sagar and Birla
Mandir in Hyderabad as well as historical sites like Golconda Fort and Charminar in the city
of Hyderabad.

Bhongir fort is one of the most prominent places in the Yadadri Bhuvanagiri District.
In 10th century the cities of Bhuvanagiri Durgam and Bhuvanagiri existed. As king of the
chalukya dynasty, Rajayagiri was looking for a fort on the Mallanna Gutta. Impressed by the
beauty of the mountain, king Rajagiri built a khilla (Quila) at the fort. When the king Inamuliku
gave Bonaiyah, who had shown a wonderful place he gently rejected them and requested
that his name and the name of his wife Giramma built together. Legend has it that the city the
king built on their names is today cultured in Bhongir.
Bhongir fort was long time ruled by Qutub Shahi. Later, when the Mughals invaded Golcanda
in 1687, they came to power. Sarvai Pandu who was born in Telangana to a common kalu
Geetha family won the Orugal in 1708 and later took over Bhuvanagiri.
Bhongir fort is an ancient monument built on a monolithic rock fortress, about 47km from the
city of Hyderabad. The hill is 184.5m high from road level it is one of the highest mountains in
Deccan plateau. The mountain is an oval monolithic mountain and from the south it looks like
a tortoise and a sleeping elephant from the western side travelling on the NH163. Bhongir for
tis said to have been built during the reign of Mugla Vikramaditya, the 6th triangular dynasty
of the western Chalukya dynasty. It is named after him as the Bhuvanagiri fort.
The hill has southbound and south-eastern passageways. The current route starts from the
southwest. Bhuvanagiri Fort is the first steel gateway. It is said that the Nizam built it at his
own expense. The entrance resembles that of Fateh Darwaza, the first gate of Balahisar in
Golconda Fort. Tall walls and spacious rooms are visible in the architecture of Islamic
culture.

2.4 Demographic Profile


Bhongir, also known as Bhuvanagiri is a town (Mandal) and the administrative headquarters
of the Yadadri Bhuvanagiri district which forms part of the Hyderabad Metropolitan region of
Telangana. District is spread over an area of around 3,253 Sq.Kms. The Bhongir Fort is the
main attraction of the region which is visited by several tourists.
As per 2011 census1, Yadadri Bhuvanagiri district had a population of 770,833 with 390,492
males and 380,341 females, comprising up of 188,520 households. The district had around
2% share in the total population of the state. In the district, only 17% of the total population

lived in urban areas while 83% lived in rural areas. The district had an average population of
237 persons per sq. km which was low as compared to 312 persons per sq.km of Telangana.
The average literacy rate of Yadadri Bhuvanagiri district stood at 65% in 2011, of which the
male and female literacy rate were recorded at 76% and 55% respectively. The district’s sex
ratio stood at 974 females per 1000 male as compared to the state average sex ratio of 988
as per the reports.

The district is predominantly agrarian with majority i.e., around 60% of the workers engaged
in some sort of agriculture related activities either directly or indirectly. Out of the total
population, around 49% constitute the workers category in Yadadri Bhuvanagiri district. That
implies around half of the workforce is involved in work-related activities. The workforce
constituted nearly 58% male workers and 42% female workers. Around 19% people of the
workforce were owner or co-owner of cultivable land (Cultivators) and 41% were agricultural
laborers.

The Gross District Domestic Product (GDDP) at current prices stood at INR 1,865,142 Lacs
during the year 2020-21 which was approximately 2% of the State’s economy. The GDDP
grew at rate of 5% in 2021 over the previous year.

The estimated Per Capita Income (at current prices) for the year 2020-21 was around INR
207,132 which was lesser as compared to the states’ per capita figure. Per capita grew at a
healthy rate of 17% and 19% during the years 2018-19 and 2019-20. However, the growth
rate in district’s per capita income also showed a decline during 2020-21 due to the covid
situation.
The district’s economy is mainly concentrated around agriculture, however small and
medium scale industries around Bhongir and Bibinagar provide employment to many locals
in the region. Bulk drugs, chemical, rice mills, stone crushers, handloom & textile industries
are some of the major industrial segments in the district. As per reports of the industries
department, there are more than 1,000 industries in the district, of which the micro and small

industries constitute more than 90%. Around 19,000 people are employed in these
industries. Bhongir Industrial Park was also developed in an area of around 60 acres in 1981
which has several industries of aluminum utensils, furniture, pharmaceuticals, fine chemical,
HDPE Pipes, handicrafts, paper products, plastic, and General Engineering Units.

Total workers are 44, 778 depending on multi-skills out of which 28, 234 are men and 16,
544 are women. Total of 5, 476 cultivators are dependent on agriculture framing out of 3,577
are cultivated by me and 1900 are women. 9,474 people work in agricultural land as labour in
Bhuvanagiri, men are 3,775 and 5,699 are women. Current estimated population of
Bhuvanagiri municipality in 2023 is approximately 73,000. The schedule census of 2021 for
Bhuvanagiri city is postponed due to covid.

2.6 Tourism Profile


Bhongir is a historical town located in the Yadadri Bhuvanagiri district of Telangana, India. It
is known for its significant historical and cultural attractions, making it an interesting
destination for tourists.
The most prominent landmark in Bhongir is the Bhongir Fort, also known as the Bhuvanagiri
Fort. The Bhongir Fort features a unique and impressive structure, with a massive single rock
forming the base of the fort. The complex architecture includes a series of gateways, intricate
carvings, and remnants of various structures like palaces, granaries, and temples.
The ascent to the hilltop fort is an adventurous experience as visitors climb staircases and
negotiate narrow pathways. The panoramic view from the top rewards the efforts, offering
breath-taking vistas of the surrounding countryside. it has steadily grown in popularity,
drawing visitors from near and far.
The increasing tourist footfall in Bhongir fort can be attributed to several factors. First and
foremost, the location's accessibility plays a crucial role. Situated within a reasonable
distance from major cities, it has become an ideal weekend getaway for urban dwellers

One of the significant draws for visitors is the scenic views from the fort's hilltop location
offers stunning panoramic views of the surrounding landscape, attracting nature lovers and
photographers who seek to capture the picturesque vistas. Climbing the steep staircases and
navigating narrow pathways to reach the hilltop fort adds an element of adventure. Trekkers
and thrill-seekers are enticed by the challenging ascent and the rewarding views from the
top.

The hospitality of the locals further enhances the experience, creating a warm and
welcoming ambiance that makes tourists feel at home.
The Bhongir Fort's footfall has demonstrated an intriguing pattern over the past five years,
reflecting its enduring appeal as a historical and architectural marvel. In 2018, the fort
witnessed a remarkable influx of 66,507 tourists, showcasing its popularity as a must-visit
destination. The subsequent year, 2019, saw a slightly lower but still substantial count of
57,011 visitors, indicating sustained interest in the fort.
However, the year 2020 posed challenges for the tourism industry worldwide due to the
COVID-19 pandemic, leading to a significant drop in footfall. With travel restrictions and
safety concerns in place, the tourist count dipped to 27,063. Despite the adversity, Bhongir
Fort remained resilient and continued to draw visitors seeking an escape into history and
natural beauty.
As conditions improved in 2021, the fort's allure regained momentum, attracting 48,699
tourists eager to explore its cultural significance and breathtaking vistas. Encouragingly, in
2022, Bhongir Fort experienced a positive surge, welcoming 56,373 visitors, a testament to
its enduring charm and popularity as a historical landmark.
The footfall trend suggests that Bhongir Fort is not merely a fleeting attraction but a
destination that continues to captivate travelers across the years. Its rich history, architectural
grandeur, and panoramic views have solidified its position as a prominent tourist magnet in
the region, appealing to both local enthusiasts and travelers from afar. However, the
attraction has not seen growth in footfall over the years, which might indicate the need for
improving the offerings of the attraction as well as promoting it extensively.

Monthly footfall figures were also assessed, yielding valuable insights into visitor patterns
and trends. The data for year 2020, while included, has not been considered for seasonality
assessment as the fort was closed for 7 months owing to Covid-19.

The seasonality heatmap reflects that tourist visits to the fort are low during summers,
however the tourist footfall increases as the temperature drops. This is due to the location of
the fort being on mountain top and harsh weather making the climb straining. While the
footfall is slightly higher during the winter months, the footfall is relatively similar in all
months, other than the summer months from Mar-May/ Jun.
Further, there are many popular attractions in the vicinity, which can be leveraged upon to
increase footfall in Bhongir, in the short term.
Situated in Yadagirigutta, the Sri Lakshmi Narasimha Swamy Vari Devasthanam, ancient
temple dedicated to Lord Narasimha is situated near Bhongir and attracts devotees and
tourists alike. This ancient temple is revered and is an important pilgrimage site for devotees
in the region. ~15 kms from Bhongir, Yadagirigutta attracts significant footfall from
neighbouring cities as well as states providing a captive tourist population for the Bhongir
Fort.
Similarly, the Kolanupaka Swetamber Jain Mandir, ~100 kms from Bhongir Fort and 25 kms
from Sri Lakshmi Narasimha Swamy Vari Devasthanam, is an ancient and historically
significant Jain temple located in the town of Kolanupaka, in the Yadadri Bhuvanagiri district
of the Indian state of Telangana. It is one of the essential Jain pilgrimage sites in South India
and holds great religious and architectural importance. The temple attracts pilgrims not just
from South India but from the entire country.
Surendrapuri, is an unique spiritual and cultural theme park located in Yadadri Bhuvanagiri
district of Telangana, India. It is situated in the town of Kunda Satyanarayana Kala Dhamam
near Bhuvanagiri. The park is the brainchild of Kunda Satyanarayana, a spiritual guru and
visionary artist, who wanted to create a place where visitors could experience various
aspects of Indian mythology, spirituality, and culture. The park's aim is to promote spirituality,
cultural understanding, and religious harmony among visitors. It is a popular tourist
destination, attracting both devotees and tourists interested in exploring Indian mythology
and heritage.

3.2 Review of “HMDA Master Plan -Bhongir Mandal Proposed Land use
Plan”
A total of 5965 square kilometres of land are given under the anticipated land use by 2031 in
the Hyderabad Metropolitan Region, according to the Hyderabad Master Plan 2031. A
population of 184 lakhs is projected by the Hyderabad GHMC Master Plan 2031 (HMDA
Master Plan 2031), coupled with current development trends like the Inner Ring Road, the
Outer Ring Road, and roads. 55 Mandals in five districts—Hyderabad, Medak, Rangareddy,
Mahbubnagar, and Nalgonda—come within the authority's purview. The Sangareddy and
Bhongir Municipalities, the Greater Hyderabad Municipal Corporation, and 849 villages are
all under the HMDA's purview.
The extended region of the Hyderabad Metropolitan Development area includes Buvanagiri
Mandal. In the year 1910, the town became a city municipality. In 1952, it was subsequently
established as a municipality, and most recently, on instructions from the government, three
gramme panchayats—Raigiri, Pagidipally, and Bommaipally villages—were combined to

form Bhongir Municipality and Town, which has a land area of 76.537 square kilometres.

An attempt is made to understand the proposed land use patterns in the town based on the
outline development plan of Bhuvanagiri Mandal. The major observations are listed below:
• Administrative and physiographic setting of the town has been detailed. City and
Regional contexts have been included.
• The total extent of town planning scheme (Masterplan) is 3186 Acres, whereas the
area covered by Municipality is 7686 Acres.
• The proposed landuse map shows a dominance of residential landuse with 52.32% of
total planning area. Commercial landuse, Public Semipublic and graveyards show
minimum extent of landuse i.e. 3.5%, 3.8% and 0.24% respectively.
• Hillocks and Waterbody constitute 8.15% and 2.6% respectively.
• Further the share of land under transport & communication is 14.27%, followed by
industrial use with 9.14%, and Recreation with 5.9%.
• Presently the development plan does not show any area under Forest landuse, which
needs to be incorporated.
• The Bhongir Fort is falling in Survey number 212 under Heritage buildings and
precincts in special reservations category.
• The open space buffer is provided only at the south east part of the survey number.
• The NH 202 is passing along the north and west abutting the fort. There is a proposed
18m ROW road along the south edge.

All the Tourist Attractions are being mapped and categorized into two main types of
attractions i.e., Primary and Secondary attractions. The Rationale being considered for
categorization is as follows: “Primary attractions are those which are the main reason for
taking a leisure trip. They tend to draw visitors ‘attention from great distance and visitors will
spend most of their time either because the site is a vital resource for a preferred activity or
to enjoy all its elements in order to worth for their money. On the other hand, secondary
attractions (supporting attractions) are those places that do not have pulling power of their
own (individually) to bring tourist to a destination. They can be seen as supplementary
attractions able to enhance and diversify tourist experiences by providing vital addition to
primary attraction. They also might be those places visited on the way to and from the
primary attractions.” 4

4.2 Destination Connectivity


Bhongir, also known as Bhuvanagiri is a city and headquarters of the Yadadri Bhuvanagiri
district part of the Hyderabad Metropolitan region of Telangana. Bhongir fort is located about
fifty kilometres east from heart of the Hyderabad. Deriving its name from the Bhongir Fort,
which itself was named after the Western Chalukya ruler Tribhuvanamalla Vikramaditya VI
who commissioned its construction in 1076 CE, Bhongir has been historically associated with
the rule of the Kakatiya queen Rudramadevi and her grandson Prataparudhra. It is located
along the Hyderabad to Warangal National highway 163. The nearest Airport is Rajiv Gandhi
International Airport (HYD). The nearest railway station is Bhongir (BG). Bhongir is well
connected by roadways. It is very near to Hyderabad, Nalgonda, Hanmakonda and Warangal
districts.
The town is well connected to Hyderabad via road and rail, with Rajiv Gandhi International
Airport (located 75 kilometres away from the Bhongir Fort) and Nearest railway station is
secunderabad located in 47km, the Bhongir Railway Station (located 2.5 kilometres away
from the Bhongir Fort) as the closest gateways. Bhogir Bus Station located within 0.5km. The
Bhongir Industrial Park, situated on Hyderabad – Warangal State Highway has also

4.2.1 Air Connectivity

Rajiv Gandhi International airport is located 75 km from Bhongir. It is in Shamshabad, about


24km south of Hyderabad which was serving the sole civilian airport serving Hyderabad. It is
largest airport in India by area. It is owned and operated by GMR Hyderabad International
airport limited (GHIAL). It has handled almost 21 million passengers.
In a day on an average the airport handles 5,500 passengers for international departing,
travelling 32 international flight departures. Connecting 29 global destinations.
It is identified as Greenfield airport. The airport has an integrated passenger terminal,
runways aviation facilities, fuel farm, solar power plant and operation and maintenance
facilities. RGIA airport is having 2 Terminals Domestic and International.
The airport serves as a hub for alliance air, Blue dart aviation, SpiceJet and IndiGo. It covers
379, 370 Sq.m and has a capacity of 34 million passengers per year. One of the world’s
largest cargo plane Airbus Beluga landed in India at RGIA airport, carrying 116 tonnes of
weight. There are 52 Aircrafts available in RGIA Airport.
Hyderabad is having Two Permanent helipad locations of Yadagirigutta Temple City &
Integrated District Officers complex premises at Raigiri of Bhongir Mandal of Yadadri
Bhuvanagiri district.

Currently RGIA is the only airport is serving as a Domestic and International airport for all the
districts in Telangana.

4.2.2 Rail Connectivity

The nearest railway station is Bhongir (BG) located 2.5 kilometres away from the Bhongir
Fort. It is also well connected to secunderabad railway station located within the 47km from
the Bhongir Destination. Nearest Railways stations to Bhongir is Bommaipalli is located
within the 3.07km, Raigir is located within the 7.68km of 14min frequency, Pagidipalli
Junction located within the 7.75km, Nagireddipalli is located 9.42km, Bibinagar located
11.12km of 42min frequency, Wangapalli located within the 13.84km. These are the railway
Junction which is very close proximity to the Bhongir Destination.
As per the MoR South central railway serving the entire state of Telangana, considerable
portion of Andhrapradesh, Karnataka, Maharastra states and small parts of Tamilnadu and
Madhyapradesh. Bhongir parliamentary constituencies falls under Telangana state. Entire
railway network of this constituency is being served by South Central Railway.
Assembly segments near the Bhongir Destination are Ibrahimpatnam, Munugode, Nakrekal,
Thungathurthi, Alair, Jangaon. Infrastrucre development undertaken by MoR proposing new
railway line for construction of MMTS Phase II project up to Yadadri for 33km with an
estimated cost of 412 crore proposed for construction.
Coming to the safety proposals, to ensure safety of the rail users, foot over bridges (FoBs)
road under/ over bridges are constructed and proposed for construction at various stations
locations in Bhongir Parliamentary Constituency Jurisdiction.

4.2.3 Road Connectivity

Bhongir Destination is well connected through NH163. Surrounded mandals and villages
through state highways and primary roads. The major Urban centers are connecting via
Bhongir is Nalgonda, Suryapet, Warangal, Siddipet are within the 100km. Bhongir is well
connected to other parts of the Districts in Telangana and Neighbourhood States with
extensive rail and road connectivity. There are regular buses from Jubilee Bus station
located within the 47Km from Bhongir Destination and Mahatma Gandhi Bus Stand located
48 Km from Bhongir Destination, it is well connected from other major cities of the country to
Bhuvanagiri Yadadri District.
Nearest Bus stand located within the 2.5 km from the destination. Auto facilities are available
from the Bhongir Bus Stand, the destination is connecting from the Primary Roads from
NH163. Along the Hyderabad to Warangal Highway (NH 163) from the Gudur Toll Plaza
there are several wayside amenities available. The wayside amenities will provide rest and
refreshment for highway commuters during their journey. There would be restaurant, food
court, dhaba, fuel station etc.

Bhongir has limited accommodation options, which has been a key challenge is promoting
the destination. Yadagirigutta, the town next to Bhongir, has many accommodation options
and are currently being used by Bhongir visitors. There are 90 hotels in Yadagirigutta as per
google.com. However, there are limited star-category options. There are no 4- or 5- category
hotels and only 8 3-star properties as per google.com

The government should proactively encourage investments from both the public and private
sectors in developing and upgrading accommodation facilities in the region. This can be
achieved through various initiatives, such as offering incentives, tax breaks, and/ or
streamlined approval processes for hospitality projects. Attracting investments would not only
increase the number of available rooms and enhance the overall quality of accommodations
but also create employment opportunities for the local community.
Currently, there is a lack of comprehensive official data on accommodation availability in the
destination. To address this issue, conducting annual surveys to record the accommodation
inventory becomes imperative. These surveys would include gathering data on the number
and categories of hotels, the total number of rooms and beds available, occupancy rates
(including seasonal variations), and the average room rates (ARR).
Such data would serve as valuable insights for planning and regulating the accommodation
sector in the destination. Understanding the current supply and demand dynamics will aid in
identifying areas that require improvement or expansion. It can also help identify peak tourist
seasons, enabling the implementation of strategies to manage fluctuations in occupancy.
By employing these measures, the destination can pave the way for a thriving and well-
regulated accommodation industry, contributing to its overall tourism development and
enhancing the overall visitor experience. A strategic focus on data-driven planning and

4.4.2 Employment and Skilling


Telangana was ranked 2nd in the school and vocational education index as per a recent
report by National Skill Development Corporation (NSDC) but the other skill development
priority indices could be improved significantly which include Population, Industry and
Labour.
According to the District Skill Development Plan (DSDP) of Yadadri, there are 3,76,592 total
workers out of which 2,44,938 are engaged primarily in Agriculture, cultivation and
households’ industries, with around 1,31,654 individuals engaged in other sectors of the
district. The percentage of female workers is 42.5% which is almost equal to male workers at
57.5 %.

There are two other training centers in the district, Employment Generation and Marketing
Mission and Swamy Ramananda Tirtha Rural Institute which provide trainings in retail,
apparel, automotive, electrical & electronics, IT/ITeS and renewable energy, indicating a lack
of focus on tourism and hospitality.
The district has active implementation of skill development
scheme - Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and
Pradhan Mantri Kaushal Kendras (PMKK). There are 15
training partners in the districts situated in urban centres like –
Bhongir, Mothkur, Aler, Bibi-Nagar and Choutuppal. Satyam
Skills, Exalsoft Solutions, Spice Technologies, Visri
Technologies, Ramky Foundation, Softech Education, Hornet
Infotech and Sparx Rural Society are a few training partners
that have been taking part in implementation of PMKVY, apart
from the government and private ITIs that are involved in
industrial training. These training partners impart skills that supplement the job roles like data
entry operator, consignment booking assistant, customer relationship management (non-
voice), self-employed tailor and mechanical fitter.

According to Telangana State (TS) Employment Generation and Marketing Mission, the
nodal implementation partner for Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-
GKY) in the state, the district has mapped 336 youth, trained 283 youth and placed 86 youth
during batch cycle 2021-22. The batch cycle of 2020-21 had very limited candidates with only
75 youth being mapped and trained due to the pandemic effect.
The youth were trained in the courses like CCTV installation, accounting works, solar panel
installation, mobile phone hardware repairing, electrician domestic solutions and automotive
service technicians.
New Directions Educational Society, Swamy Ramananda Tirtha Rural Institute and
Employment Guarantee and Marketing Mission are a few training partners that played active
role in mobilizing the rural youth, counselling them career, training them desired courses by
National Skills Qualifications Framework (NSQF) standards.
Apart from the abovementioned skilling approaches, a Rural Self Employment Training
Institute (RSETI) has been established by State Bank of India (SBI) at Nalgonda which
caters to Yadadri district to provide training to unemployed youth to enable them to take up
entrepreneurial ventures. A total of 679 candidates were trained and 502 candidates were
settled during the financial year 2018-19.
Some of the challenges that the district identifies for skilling in tourism, travel and hospitality

▪ Lack of knowledge of new concepts such as adventure tourism, religious tourism,


experiential tourism
▪ Lack of professionally trained adventure sports teachers
▪ Shortage of good quality trained guides
▪ Inadequate knowledge of local attractions and tour planning Hospitality
▪ Shortage of managerial staff in most districts, and thus this staff has to be brought
from Mumbai, Pune etc.
▪ Insufficient understanding of hotel offerings
▪ Insufficient knowledge on client etiquette except for in bigger cities
▪ Inadequate customer relationship management

The sectoral skill demand on a state level was previously assessed in a skill-gap study in
2013. Therefore, taking that data into account would provide less accurate results.

4.4.3 Community Engagement

Textile is the major economy driver of the district, and Pochampally handloom products are
famous across India and globally. The local community producing these products could be
given soft skills & hospitality training to add value to locally made products. They could also
be given branding and marketing trainings to better market their products at the prime
attractions such as Bhongir fort.
The fort also has a Rock-Climbing Institute where training is given to professional & semi-
professional rock climbers in different batches. The institute also has lodging facility in a
nearby school premises which is not function at present. It’s on the agenda of hard
interventions to build a proper facility for them. The staff of the institute can be given skill
upgradation training since they host a number of adventure tourists. Apart from this, Hard
and soft adventure sports that includes rappelling, ziplining, rock climbing, hiking can be
activated at the site.
Stakeholder consultations revealed that the site does not have any trained tourist guides who
can highlight its historic and cultural significance. The site also does not have any drinking
water amenities, directions for the fort.
Introduction of heritage walks can enable tourists who cannot make the trek to top of the fort
also connect with the culture and history of Bhongir while ensuring urban conservation and
providing economic opportunities of the local populace in terms of job creation for tour
guides, sale of traditional artwork, handicrafts, and textiles.
Yadadri temple which is a major attraction underwent a large expansion and rebuild during
March 2022, while premium infrastructure facilities are under construction. This indicates an
intake of personnel in the temple premises, and an opportunity for upskilling and skilling the
unemployed unorganized candidates to be placed at this location.
There are 294 rooms on the top of the hill of the Yadadri temple put of which 30 are AC
rooms, and 187 rooms available at the bottom of the hill with 6 of them in the form of halls
and rest as non-AC rooms.

Bhongir Fort, also known as Bhuvanagiri Fort, is a historic fortress located in the town of
Bhongir in the Yadadri Bhuvanagiri district of the Indian state of Telangana. It is situated
about 48 kilometers from the state capital, Hyderabad. The fort was originally built in the 10th
century by the Western Chalukya ruler Tribhuvanamalla Vikramaditya VI and was later
fortified and expanded by various other dynasties, including the Kakatiyas and the Bahmanis.

with their proposed intervention
• Instruction boards and safety sign boards are not available in Bhongir Fort, which can
lead to confusion among visitors and pose potential safety risks. Visitors may not have
proper guidance on exploring the fort, and important safety instructions might be
overlooked, leading to accidents or injuries.
• The historical significance of the monument is not adequately showcased, depriving
visitors of the opportunity to learn about the fort's rich heritage and cultural importance.
Proper interpretation panels or informative displays can help educate visitors about the
historical background and architectural marvels of Bhongir Fort.
• The absence of safety rings at the top of the fort, where people often gather to take
pictures and enjoy the view, poses a significant safety concern. Installing safety rings or
barriers can prevent accidental falls and ensure the well-being of the visitors.
• Lack of lighting facilities in the fort at night hinders evening visits and potential nighttime
events or activities. Illuminating key areas of the fort can create a captivating ambiance
for tourists and allow them to explore the historical site during extended hours.
• The absence of CCTV cameras throughout the fort, apart from the entry gate, leaves the
site vulnerable to security risks and illegal activities. Installing CCTV surveillance at

top of the fort leaves the site unprotected and prone to unauthorized access. Deploying

6.2 Consultations with Private Sector

6.2.1 Workshop with Indian Association of Tour Operators (IATO)

A consultation was done with Indian association of Tour Operator and the major impediments
to the destination development was discussed.
Bhongir Fort is a historical hilltop fort located in Bhongir, Telangana, India. Despite its
historical significance and breath-taking panoramic view, the fort faces challenges in
attracting visitors and lacks essential amenities and safety measures. The key issues
highlighted by IATO include:
• Steep ascent with 500+ steps: To reach the panoramic view from the top of Bhongir Fort,
visitors must climb almost 500+ steps. This strenuous ascent can discourage many
tourists, especially those with physical limitations, from attempting the trek to the fort.
• Lack of marketing campaign: The fort suffers from a lack of proper marketing efforts,
which results in limited visibility and awareness among potential visitors. Without effective
promotion, Bhongir Fort remains undiscovered by many tourists.
Mitigation Plan:
To address the challenges faced by Bhongir Fort and enhance its tourism potential, the
following mitigation plan can be implemented:
Infrastructure Improvement
• Install basic amenities like washrooms, seating areas, and safety measures within the fort
premises to provide a more comfortable experience for visitors.
• Ensure proper signages and directional information to guide tourists along the trekking
route to the top of the fort.
Marketing and Promotion
• Develop a comprehensive marketing campaign to promote Bhongir Fort. Utilize various
channels such as the Ministry of Tourism (MoT) website, MoT brochures, social media
platforms, and travel websites like TripAdvisor to increase visibility and attract more
visitors.
• Highlight the uniqueness of Bhongir Fort, emphasizing its historical significance and the
breath-taking panoramic view from the top.

By implementing these mitigation measures, Bhongir Fort can attract a wider range of
visitors, both domestic and international, and establish itself as a popular historical and
scenic destination in the region.

the challenges they encounter has been gained. Based on this insight, the proposed
mitigation measures have been developed to address these issues effectively and enhance

From the tourists and locals point of view below are the challenges
• Safety and Maintenance: Both tourists and locals are concerned about the safety within
the fort due to steep and rocky pathways, and inadequate safety measures. Additionally,
there might be challenges in maintaining the historical structures and the overall upkeep
of the fort.
• Lack of Amenities: Tourists and locals alike may feel the absence of essential amenities
such as clean washrooms, drinking water facilities, shaded resting areas, and waste
disposal facilities.
• Information Availability and Interpretation: challenges related to the availability of clear
and informative signboards, information panels, and proper interpretation of the historical
and architectural significance of the fort.
• Economic Opportunities and Distribution: While tourism can offer economic benefits to
the local community, ensuring equitable distribution of revenue and opportunities for local
businesses can be a concern for both tourists and locals.

of Bhongir Fort is a mutual challenge for both tourists and locals.

backgrounds and residents may require cultural sensitivity and effective communication
to foster positive experiences for both parties.
• Seasonal Variation: Seasonal fluctuations in tourist arrivals may impact the local
economy, affecting the livelihoods of locals dependent on tourism-related activities.
• Security and Surveillance: need for visible security personnel and surveillance systems to
ensure the safety of visitors and protect the historical site from potential vandalism or
theft.

6.5 Online tourist survey


An online tourist survey has been conducted in June 2023. The questionnaires were
circulated to over 15,000 people to understand their travelling preferences.
The survey aims to examine the overall perspective of domestic travellers ranging from the
age of 18 to 54 years. The survey assessed traveller’s preferences in terms of choices,
travellers’ characteristics, preferences, tourism receipts, length of stay, transport used etc.
The survey further deep dives to assess tourists who has visited Bhongir. It records their
experience, level of satisfaction, and challenges faced with the tourism products of the
destination.
The section below highlights the key findings from responses received from over 550
participants. More responses are expected over the next few weeks, and findings of the
same will be updated in the subsequent iterations of the Master Plan.
Profile of the survey participants
Majority of the respondents were in the age group of 25-34 years. The top 5 states constitute
77% of the respondents and they are from Karnataka, Haryana, Delhi, Tamil Nadu and
Telangana.

The survey finds that a significant 70% of people undertakes 2 to 4 vacations within a year to
travel around the country. The average number of vacation days taken are 2 to 4 days for
58%, followed by 4 to 6 days for 32%. This is a noticeable trend where the preference for
taking shorter trips and rejuvenating staycations is on the rise with a desire amongst
travellers for quick escapes.

hand, 11% of respondents consider taking solo trips. However, various other studies states
that the trend of travelling solo for the last couple of years has been increasing. To match the
need of solo travellers, we find many online travel groups have started organizing group
tours for solo travellers, as many actively looks for new social contacts.
Segments and Activities of Interest
Survey respondents have shown strong propensity towards natural flora & fauna. Nature
tourism was preferred by 18%. Food attracts around 12% of the participants as they were
inclined to explore local food and cuisine. India’s rich cultural heritage also acts as a
determining factor for tourists as 10% of the respondents looks for heritage architecture.
About 10% of the respondents like going to places where they can experience the thrills of
adventure sports and similar number of travellers seeking rest and solitude.

Likewise, in activities of interest while travelling, respondents have shown major interest in
activities such as exploring heritage sites, shopping and guided walks accounting for 45% of
preferred tourist activities.
Around 12% of people mentioned interest in adventure sports, showing a scope of growth for
Adventure Tourism.
Apart from these, a noticeable number of people have shown interest in Nightlife, Wellness,
Fairs, Festivals and Events.
A significant interest is also seen in Community Driven Activities where 8% of the
respondents have stated to be interested in arts, traditions and pottery. This reflects a
trend of people interested in understanding the rich culture and lifestyle of a place.
Accommodation, F&B, and Travel Budget
The most chosen accommodation was 3-to-4-star category hotels with 25% of
respondents preferring to stay in comfort and style. This is followed by resorts and
homestays, with each category being selected by ~17% and 15% respondents respectively.
5-star category accommodation has been preferred by 10% of the respondents. 7% of the
respondents have mentioned camping portraying a scope for more camp like set ups in the
destination.

This also highlights a preference towards local attire, footwears, adornments and souvenirs

As 42% of the respondents showed preference to stay in 3-to-4-star category hotels and
resorts, the accommodation budget for 40% is INR 2000 to INR 4000, followed by 25%
spending less than INR 2000 per night. A niche 2% keeps a budget of above INR 10,000 per
night for accommodation.

7.1 Vision Statement

“To develop & promote Bhongir as a heritage destination, beckoning travellers to explore
ancient wonders of history and experience breath-taking vistas from vantage points in the
destination.”

7.2 Key objectives of destination development


Bhongir offers a captivating heritage attraction that entices visitors. However, it is essential to
note that tourists' duration of stay in Bhongir tends to be relatively short compared to the
numerous offerings it boasts. Owing to its proximity to Hyderabad, many tourists come to
Bhongir for a day trip, to explore the fort.
Based on the key gaps identified, following objectives have been identified for holistic
development of the destination and achievement of the destination vision:
• Develop and upgrade tourism infrastructure at Bhongir and key sites to enhance the
overall visitor experience
• Ensure the preservation and restoration of Bhongir Fort's historical structures and
artifacts to maintain its authenticity and cultural significance for future generations of
tourists
• Diversify the adventure tourism offerings at Bhongir, attracting a wider range of
adventure-seeking travelers of various skill levels
• Launch comprehensive marketing and promotional campaigns, both locally and globally,
to raise awareness about Bhongir’s historical importance to attract captive tourist
population in the short term and a diverse range of travelers from around the world over
the next decade

7.3 Proposed framework for holistic destination development


To achieve the objectives and realize the vision for Bhongir, a holistic destination
development approach will be crucial. While select products/ themes will establish the
perception and offerings of the destination, many enablers ranging from hard interventions
like infrastructure development to softer activation through marketing, ICT etc. will play an
equally significant role in providing access to the many travellers across the globe.
The approach to understanding the key components for framing the development strategy
will be based on the following framework.

7.4 Key products/ themes for the destination

Key products/ themes for the destination


After conducting an as-is assessment and stakeholder consultations, two key
themes/products have been identified for Bhongir: Heritage Tourism, Adventure Tourism.
Each of these themes highlights distinct offerings and potential, while also encountering
specific challenges.

7.4.1 Heritage Tourism

Bhongir Fort, also known as Bhuvanagiri Fort, is a majestic historical fortress located in
Bhongir town of the Nalgonda district in the Indian state of Telangana. Perched atop a rocky
hill, the fort stands as an architectural marvel and a symbol of the region's rich history.
Bhongir fort offers a unique blend of Rich heritage and historical significance
The fort's strategic location provided an advantage in defence during ancient times, with its
impregnable position making it a formidable stronghold against invading forces. The unique
feature of Bhongir Fort is its monolithic rock base, on which the entire fort structure is built,
showcasing the engineering prowess of its builders
The ascent to the fort involves climbing a series of steps and narrow passages, adding an
element of adventure to the visit. The panoramic views from the hilltop are breathtaking,
offering a glimpse of the surrounding countryside
Within the fort, visitors can explore various structures, including the remnants of palaces,
granaries, and temples. The entrance to the fort, known as "Mukhamantapa," features
intricate carvings, reflecting the architectural finesse of the Kakatiya artisans

Enhance the infrastructure in the site, including the Bhongir fort to ensure a
comfortable and accessible experience for visitors. This includes well-maintained
pathways, seating areas, restroom facilities, better signage and lighting facility.
Since, the climb is steep and temperatures are harsh many months of the year, it
is crucial that shaded areas and water kiosks are installed at regular intervals

Provide guided tours of the sites with knowledgeable guides who can share
the history and significance about the location. An audio based guides can also
be developed for travelers who are not keen on hiring a guide. The tourists can
access the audio guides through scanning QR codes installed across the site

Conduct targeted marketing campaigns to promote Bhongir as a Heritage


tourism destination. Utilize digital platforms, social media, and travel agencies
to reach a broader audience

To develop and promote Bhongir as a heritage tourism destination, the following key
products and experiences can be offered:
• Guided Tours: Organize guided tours led by knowledgeable guides who can provide
insights into the historical significance, architectural features, and fascinating stories
associated with Bhongir Fort. These tours can be tailored for different age groups and
interests, enhancing the overall visitor experience.
• Light and Sound Show: Implement a captivating light and sound show that narrates the
fort's history and showcases its architectural brilliance. The show can be held during
evenings, creating a mesmerizing ambiance and leaving a lasting impression on the
visitors.
• Adventure Trekking: Promote adventure trekking experiences for adventure

The restoration of The Colosseum in Italy involved a meticulous process that began with
a thorough structural assessment to identify areas needing repair. Extensive cleaning
and preservation efforts removed accumulated pollutants to reveal the monument's
original appearance. Fragments were cataloged and reassembled, and structural
consolidation and reinforcement addressed deterioration. New visitor facilities and
interpretation centers were established to provide historical context. The restoration was

to attract and accommodate a growing number of tourists. Conservation efforts, including
restoration and maintenance of the temples and surrounding infrastructure, have
preserved the historical and cultural significance of the site. The development of visitor
centres, interpretive signage, and guided tours has improved the understanding and
appreciation of Angkor Wat's architectural marvels. The introduction of sustainable
tourism practices, such as limiting visitor numbers and promoting responsible behaviour,

Ensuring safety of tourists, once they start the climb and till, they are back at the base,
is critical to instill confidence in tourists
Bhongir Fort stands on a monolithic rock and is a steep climb for even the experienced rock
climbers. While this adds to the adventure, it may pose a challenge for individuals with
mobility issues.
Once, one reaches the top, the tourist can experience breath-taking views of the town below.
Some areas of the fort do not have protective railings or barriers near the edges.
Further, there is no way of recording that a person climbing the rock is actually coming back.
And due to lack of adequate illumination, a person might face difficulties at night.
Destinations across the globe have adopted many initiatives which ensure safety of travellers
at such heritage sites. A few such initiatives include:
• Well-Maintained Pathways and Staircases: Clear and well-maintained pathways and
staircases with appropriate handrails are essential to provide safe access to different
areas of the fort. Uneven or broken steps should be repaired promptly.
• Protective Railings and Barriers: Installing protective railings and barriers, especially at
areas with steep drops or cliffs, helps prevent accidents and keeps visitors at a safe
distance from potential hazards

currently. Many sections of the fort can be seen inscribed upon by tourists, which not only
impacts the experience of tourists but also destroys the heritage value of the Fort. While, a
few interventions can be implemented to avoid this, it is critical to educate travellers and
locals alike to improve their behaviour at sites. A few interventions may include:
• Educational Signage: Installing informative and educational signage throughout the fort
site, explaining the historical significance of the structures and the importance of
preserving them. These signs often highlight the potential damage caused by
inscriptions.
• Awareness Campaigns: Conducting awareness campaigns among visitors, both on-site
and online, to promote responsible tourism and the importance of leaving no physical
marks on the structures.
• Guided Tours: Offering guided tours led by knowledgeable guides who emphasize the
significance of the heritage site and encourage respectful behavior from visitors.

service in the world. It is therefore a sure bet that this channel will enable you to connect with
the greatest number of customers globally.

Bhuvanagiri Fort Safety Management Solution for Visitors and Hikers
ICT interventions to ensure safety of travellers can be introduced at Bhongir Fort. These
interventions may include people counting system, digital video surveillance, solar system
module for outdoor cameras, panic alarm buttons, call boxes, public announcement system,
command and control solution. These include both hardware and software solutions.

8.2.2 Employment, Skilling and Community Engagement

The skilling plan has been designed with the following objectives:

• Improve the competence and employability of new entrants in the job market through
short term skill development training programmes
• Enhancement of skill set of the existing workforce by up-skilling and re-skilling and
certifying skills through Recognition of Prior Learning (RPL).
Following is the framework used for developing the strategic action plan:

▪ Mapping skilling opportunities: Map short-term, long-term and Recognition of prior


learning (RPL) courses in line with courses offered by National Skill Development
Corporation (NSDC) in the Tourism and Hospitality sector
▪ Capacity Building: Undertake skilling of job roles required in the destination along with
upskilling or providing refreshers to workforce already involved in the location. Some of
the categories of persons for capacity building are:
• Taxi drives, Auto Drivers, cleaners, cooks
• Tourist touch points and service
• Street Food Vendors for food safety and hygiene practices
• Artists for promotion of art, branding, packing, and shipping

The trainings mapped below are NSQF aligned, however there is a scope for non-NSQF
trainings with the institutions listed in the Community Engagement section, which will be
explored further after the upcoming stakeholder consultations.
The proposed action plan also shows the estimated costs for the Short-Term Training (STT)

‘Bhuvanagiri/ Bhongir’ is one of its kind. A giant monolith, standing tall and has been an
object of curiosity and awe. While there is a Hanuman temple at the top, Bhongir fort does
not qualify as a religious destination. With the existing rock-climbing school and visitors
indulging in soft and hard adventure activities, Bhongir is a delightful mix of heritage and
adventure. The visual identity needs to represent and highlight just that. Some suggested

maximize economic benefits in the destination. To address this, our promotion plan for
Bhuvanagiri/bhongir includes actively engaging tourism industry stakeholders, such as the
adventure tourism practitioners and Responsible tourism practitioners.

This involves collaborative efforts, such as partnering with tour operators and travel agents,
providing comprehensive information, organizing familiarization tours, hosting industry

12 Tourist Carrying Capacity of Destination

Assessing carrying capacity of a destination is critical for sustainable planning of a


destination and regulating and managing tourists. Physical Carrying Capacity (PCC) is
defined as the “maximum number of tourists that can visit from a specific destination during a
given time”.
Following table below summarizes the key attractions in Bhongir:

The average time of place availability for each of these attractions is assumed to be 8 hrs, as
they are seldom visited at night time and at peak day time, due to heat.
The optimum space for each tourist (V/a) will be estimated based on best practices and
learnings from discussions with relevant stakeholders. Subsequently, the carrying capacity of
each of these attractions, and hence the destination as a whole, will be calculated using the
following formula:
PCC = A × V/a × Rf
Where,
A is the area of the tourism zone (m2),
V/a is the amount of space every tourist needs to be able to move freely (tourists/m2)
and,
Rf is the number of permissible daily visits to a tourism zone (dividing the time of place
availability by the average time of a visit) (unitless).
The carrying capacity analysis will be included in subsequent iterations of the master plan.

13 Project Operation and Maintenance Plan


Operations and maintenance play a pivotal role in defining success of the conceived project
and planned impact. Project components should be combined as various O&M Packages,
wherever necessary to ensure sustainability. The overall assessment of O&M shall be
undertaken for these O&M Packages to ensure self-sustainability of each O&M Package so
formulated.
The 2following projects like Ropeway, convention centre & adventure activities would be
preferably on PPP mode and/or operator based thus may each be operated by a separate
agency, Along with these operators, an overarching facility management agency may be
appointed to operate & maintain the overall Bhongir fort facility after the entire project
development.
