1. PURPOSE
- To standardize the electrostatic protection method to prevent electrostatic sensitive component from
electrostatic destroy in process during production, inspection, storage and transport, and then ensure
the quality of product.
2. SCOPE
- This instruction applies to the production, inspection, storage, transportation for AZ project.

4.1 QA
- Check ESD training for workers before assigning jobs.
- Regularly audit all ESD protection areas to ensure all units comply with this
document.
- Maintain regular audit records of ESD.
- Perform regular checks to ensure ESD in all work stations and work areas are
functioning properly.
- Provide reasonable ESD protection stations and equipments for line and factory.
- Install / maintain the contact ground devise of the all ESD protection stations and floors.
- Regularly carry out the inspection and point check to ensure the maintenance of the ESD
state of all stations and areas.
- Complete all progress of improvement action to solve all issues in ESD audit result.
- Be responsible for each machine contacting ground and maintaining.
- Ensure the staff record their antistatic shoes and / or ESD wrist trap.
- Complete all progress of improvement action to solve all issues in ESD audit result.
4.5 Installation
5. TECHNICAL REQUIREMENT
5.1 To prevent the electrostatic sensitive components destroyed by electrostatic, should establish a
complete electrostatic contacting ground system as passageway to release electrostatic. The
system divides into three grades in accordance with structure grades: electrostatic contacting
ground system structure, main line and sub-line.
Works affair is responsible for electrostatic contact ground system structure main line control.
Works affair with QA should ensure the system comply with requirement or provide relevant test
report before the system used.
Works affair should be responsible for the maintenance of electrostatic contact ground system
structure main line and check contact ground resistance every half year
5.1.3 Electrostatic contact ground system structure sub-line is antistatic contact ground devise which
electrostatic contact ground system structure main line extent to the end station/area. As the end
interface of connecting devise, person etc electrostatic protection contact ground, the section
area should be no less than 1.25mm2. When product line build the request should be proposed
and ensured. Main line resistance should be less than 1Ω. It can be coordinated and changed
according to product line’s arrangement. Request to point check and ensure every week.
5.1.4 Electrostatic contact ground structure final include final discharge source and producing body of
electrostatic. It contains antistatic rubber on the working platform connected with sub-line.
Electrostatic wrist trap connecting with sub-line should implement with point inspection SOP
together.
5.1.5 Resistance between the ESD ground wire and the device ground wire < 25Ω
5.2.2 Antistatic work (include design, manufacture operate, inspect, store and transport) should comply
with the principles as below:
5.2.2.1 Suppress the accumulation of electrostatic charge, for example: preventing from electrostatic
voltage accruing, using antistatic rubber and clothing.
5.2.2.2 Electrostatic protection rubber should be washed in the first week of every month by the using
department to prevent ESD from contamination and then make it non-effective. After washing
and inspecting, if find something not good, change the electrostatic protection rubber. Each
electrostatic protection rubber should check two points in the corners at least when inspection.
5.2.2.3 All electrostatic floor wax is in the charge of manufacturing, once every quarter wax and record
5.2.2.4 Dispel the electrostatic charge safety, instantly and effectively which has produce, for example,
wear electrostatic hand ring and ion fan.
5.2.2.5 Use electrostatic shield to prevent electrostatic voltage shock, for example, using electrostatic
bag, electrostatic box and machine surface contacting ground to prevent electrostatic voltage
shock.
5.2.3.A Antistatic area should establish grade of protection according to electronic component
electrostatic discharge sensitivity. In the state of non especially rules, the electrostatic voltage is
between<100 V.
5.2.3.B Electric time electrostatic eliminator are scattered and ion balance. When the ion wind blows
The ion balance pad, voltage from 1000V to + + 100 v electric time, required for the residual
voltage (ion balance) decision criteria for: time T < 6 s, voltage 35V.
5.2.3.3 Shall have control plan for insulation material during producing, to decrease the CDM damage
of induction field.
If field intensity is over 2000V/inch, should follow one of the instruction as below:
(1) Put the insulation material 30cm(12inches) away from ESD sensitive component.
(2) Use ionization equipment or other anti-static method to neutral electric charge.
If the induction field of insulation material is over 125V/inch during producing, and the distance
between ESD sensitive component is less 2.5cm(1inch), can follow the instruction as below.
(1) Put the insulation material 2.5cm (1 inch) away from ESD sensitive component.
(2) Use ionization equipment or other anti-static method to neutral electric charge.
5.2.4.1 ESD protection: ESD-Protected workstation contact resistance should be less than 1Ω and the
device contact resistance should be less than 1Ω.
(1) Forbid to directly use wood floor and lay fur, burlap, fiber carpet.
(2) Anti-static floor mats can be used to lay anti-static mats on common ground and
effectively grounded
(3) Electrostatic contact ground system of production place refers to the rules of 9.2 of
procedure. The electrostatic protection terminal of equipment should ensure the
reliability of contact, easy to assemble and dismantle and can use all kinds of fix
connectors;
(4) The ceiling material should choose antistatic type product and forbid to use normal
plastic product
(5) The wall of production place can use antistatic wall paper and usually can use gypsum
board products. Forbid to use normal plastic products.
(6) The environmental moisture of production place should be not lower than 40%. In the
case of no destroy to product, here accept to use humidity generative equipment to add
humidity.
(7) Label of antistatic in production place carry out according to “5.2.1”.
(8) Work-oriented, other departments assist in regular ESD testing of the ground to confirm
its ESD effect, ground test period (1 time / month), each line test two points printing
area (A), post-furnace inspection (B), such as: S1A, S1B, at least one test point per
1000 square feet in other areas
Antistatic devices in the production place are established by working affair when set up the wires. All
contact resistance of workstation ground and each power ground should be less than 1Ω and the
contact resistance of equipments should be less than 1Ω. The test result must be. All confirm by
technical staff (worker’s staff) and then sentence to QA before coming into operation. The relevant
reports and line/equipments history store together. After checking qualified, worker’s affair point
inspection one time every week to ensure the conformity.
5.2.5.2 Antistatic table should have more than two wrist strap connector and ensure it connect with static
ground wire really. Provide static contact ground wire which easy to close in the scene to
convenient operator to do wrist trap contact ground.
5.2.5.3 Static protection station should keep away from the electric glue production source. Do not allow
to pile up such apt incidentals which produce the static as plastic boxes, rubber, paper and glass
etc in the static safe working benching and the drawings should put into antistatic file bags. For
example: unprocessed plastic bag, box, foam, personal things and any articles not need should
leave ESD part 30cm distance at least.
5.2.5.4 Antistatic wrist strap: people directly contact static sensitive component should wear wrist strap
and it contact well with skin. Contact resistance of wrist strap system is between 10 6Ω -35*107Ω.
5.2.5.5 Antistatic container: component bearing bag, turnover case, PCA material shelf in production
place should possess static protect function and forbid to use usual container and turnover case
etc.
5.2.5.6 Antistatic clothing: the persons who entrance the static working area and contact with static
sensitive component should wear antistatic clothing whose material should comply with
ANSI/ESD S20.20
5.2.5.7 The staff who entrance working area should wear antistatic shoes and antistatic clothing when
come into the ESD protection area every time. antistatic shoes and antistatic rings should test
qualified before using and the test result automatic record in the ESD system. The worker affair
personnel need to hand over the quiet electric alarm system of the production line item by item
and confirm every month, and will confirm the result will be written down in " ESD warning
system measures the list ". QC check whether it test OK every day. Antistatic shoes should
comply with ANSI/ESD S20.20 standards. Wearing normal shoes should use conducting
electronic bunch and heel belt.
5.2.5.8 Manufacture equipments contain plug-in package line, conveyer belt, all kinds of soldering tin,
before process equipment, sucked and put board machine, tin lotion printing machine, sticking to
slices of machine etc. It should connect with static ground wire through especial static conducting
wire. Equipment forbid to connect to ground through another equipment. Each equipment should
contact ground independently.
5.2.5.9 Chairs in production place should have contacting ground with chains or the chairs itself connect
with antistatic ground and then it doesn’t need contact ground with chains.
5.2.6.1 Operations to all components have to carry out in safe static defending environment, static
sensitive component has to be treated as antistatic requirement once entry the antistatic
working area. ESDS parts (such as electric crystal, secondary body, shaking brilliantly) dropped
in the floor while working have to recheck before using. Components which couldn’t test directly
need to use special control procedure to confirm the influenced degree that the static is
destroyed, make sure it passed before using if need.
5.2.6.2 Static sensitive components without antistatic packing shouldn’t entry the production scene,
other
components entry the static working scene after dispelling the static.
5.2.6.3 Person may contact component or product in manufacturing process have to possess static
safeguard measure.
5.2.6.4 Enhance audit in important work station according to the requirement to supervise wristrap it is in
normal state.
5.2.6.5 On-line worker have to wear antistatic hat in case the hair touches the ESD part inadvertently.
5.2.6.8 While solder by hand, adopt static defending, low-voltage and constant temperature flatiron, the
socket have to be grounded, if use insulting porcelain to soldering, the part of the heating wire is
low voltage and temperature controlled and earth resistance is smaller than 10Ω.
a) While taking the sensitive device, avoid contacting lead wire and component foot. For
example: finger can’t touch the foot when fetching IC; finger can’t touch lead wire foot part
when fetching electric crystal and FET.
b) High-frequency FET or the electric crystal arranges in worker's location of the plug-in package
at the end as much as possible and carries on the soldering tin project immediately.
c) When take and fetch the finished product of base plate, semi-manufactured goods, hands
can't be touched the soldering tin, gold finger, test one and mix line etc.
5.2.7.1 Engineer should make and evaluate packaging working specification according to the sensitive
degree of the product and customer’s requirement, product’s packaging Save, carry should
carry
out according to the packaging specification.
5.2.7.2 Preserve, pack and keep of static sensitive component (such as IC, electric crystal, secondary
body, shaking brilliantly etc.), when getting, sending or retreating material should use antistatic
box/sack/tube, use the former factory packaging directly.
5.2.7.3 Static sensitive component have to use antistatic container when making plug-in work.
5.2.7.4 Parts content static sensitive component shouldn’t put overlap and shouldn’t use PE to protect.
5.2.7.5 The package box used to carry/keep product have to use antistatic pack and use baffle to
prevent basic plate from keeping in touch each other, Can't be in the dilatory case of the floor
while carrying.
5.2.7.6 Antistatic packing box should accord with static defending label working.
5.2.7.7 FATP inspect static material by random samples according. if sample is NG,
then examine completely and record.
5.2.7.8 When storing or transporting SMT finished products and semi-finished products, the placement
racks, turnover boxes and trolleys must be made of metal or conductive materials. If necessary,
the SMT trolleys should be grounded with an electrostatic grounding chain and dragged onto the
floor.
5.2.7.9 Outside the sensitive area of ESD, do not allow to leave the host computer board and other
static sensitive component in the antistatic material package and static disappearing package
etc, have to put them in container made of static shielding material.
5.2.7.10 In the sensitive area of ESD, tools operator used have to be made of antistatic material to
prevent form hurting static sensitive component directly.
5.2.8.1 Put the effective static defending ring on the wrist, make sure the metal position stuck in the skin
closely, the wired of the static defending ring should buckl well correspondingly, wiring must
keep in touch with the special-purpose earth connection well.
5.2.8.2 All on-line people have to make wrist strap /static shoe test before working, and pay by credit
card to write down in the system. QC audit all static test result (including static ring, left shoe,
right shoe),
5.3 Anti-static compliance verification
5.3.1 The efficiency of static defending actions in manufacture scene (including produce line, processed
ago, the maintaining area, material preparing area), the semi-manufactured goods storehouse and
finished product storehouse, laboratory, SMT electronic storehouse, QA and OQC working area,
audit by examine person every day; IQC audit the efficiency of static defending actions of raw
material storehouse and IQC working area, if there is unusual, proposing in the form of
manufacturing unusual connect, inform relatively units and take corrective action immediately.
5.3.2 The electrostatic rubber grounding of the IQC work area and the original material warehouse is
checked by the public works monthly; the electrostatic rubber used in the production site and the
QC work area shall be checked in the first week of each month, and the results of the electrostatic
rubber film shall be recorded
anti-static measurement such as turnover box, turnover container, and turnover car are checked
periodical. And dispose of the non-static requirements. The results of the inspection are recorded
5.3.3 Working affair or quality engineer should in charge of organize ESD responsible person of each
department audit the static defending situation of the whole assembly line once a year. Including
ESD component in manufacturing or product packaging, efficiency of the static defending actions
about save carry person grounded situation etc.
5.3.4 Manufacture worker take responsible of daily maintenance of static grounded system’s branch line,
audit static defending equipment in manufacture plant according to 5.5. in first ten days every
month. Audit testing area, warehouse etc. executed by each responsible unit.
5.3.5.5 Packaging, store temporarily, save, carry and static defend record audit.

Note: The test instrument must pass the verification and the inspection label will be replaced once a
month within the control period.
5.4.1 All new personnel have to trained by static shelter and qualified before working
5.4.2 The training of static protection knowledge includes at least the principle and harm of static
electricity, the basic characteristics of ESDS devices and products, and the knowledge of ESD
protection in workplaces.
5.4.3 People may contact ESDS component and product have to retrained after 6 months at least, static
shelter as one of the performance appraisal projects of personnel.
