CONSTITUTION OF FORUM OF MEN

WRITTEN JULY 2019

VISION: TO PRODUCE MEN OF NATIONAL AND GLOBAL REPUTE

SECTION I : NAME OF THE CLUB


This organization Shall be known as Forum of Men

SECTION 2: MOTTO
the motto of the club shall be "FLYING EAGLES”

SECTION 3: logo
Flying Eagle on world globe

SECION 4: AIMS AND OBJECTIVES OF THE CLUB

4.1 To create a forum and the conducive atmosphere for members to


exchange ideas and views.
4.2 To foster, promote and maintain cordial relationship among members.
4.3 To ensure unity and progress of our members and the society at large.
4.4 To promote love and welfare of our members.
4.5 To ensure harmonious and peaceful co-existence among members.
4.6 To encourage, invoke and awaken the spirit of hard-work among members.
4.7 To Work toward integration of the members irrespective of our indigenous,
cultural and religious differences.
4.8 To pull our dreams and resources together for the development of our club
and society in general.
4.9 To encourage the spirit of brotherhood among members.

SECTION 5: MODE OF GREETING

SECTION 6: MEMBERSHIP

6.1 Membership is open to any Nigerian male from 25years and above without a
questionable character
6.2 Members shall have a legal source of income & must be a graduate.

6.3 LOSS OF MEMBERSHIP

6.3.1 A member can lose membership by expulsion, resignation or death.

6.3.2 It shall require the entire house to deliberate, decide and expel a member' No
compensation or refund shall be given to an expelled member.
6.3.3 A member can lose his membership if he fails to abide by the constitution of
the club.

SEITION 7: ADMISSION OF MEMBERS


7.1 Intending member must be duly screened and certified by the general
house.
7.2 Members must have clearly defined means of livelihood and
must be innocent of any offense.
7.3. Intending members are expected to complete admission form, which
will be submitted with passport photograph
7.4 The interview of an intending member shall be conducted by the
general house.
7.5 An admitted member is expected to pay an admission fee of N20,000.00

SECTION 8: MONTHLY DUES


Every member of the house is expected to pay a monthly due of N6,000.00;
N1,000.00 for entertainment while N5,000.00 goes to the club account or to the host.

SECTTION 9: CONDUCT OF MEETING


9.1 General meeting of the club shall be held first Friday/Saturday of every month
by 4:00pm
9.2 Monthly meeting shall be conducted in rotational order from the first on the
Fin. Sec’s register to the last person. Or at a named venue with rotational
hosting.
9.3 The provost shall allow every member to contribute once in an issue/debate
before a person is given a second chance in the same subject.
9.4 Anyone wishing to speak/contribute in an issue shall indicate by raising of hand
and shall only speak when permitted by the provost.
9.5 Lateness to meetings (after 5:pm) attracts fine of N500.00
9.6 Normal duration of meetings shall be 2 hours but may be extended as need
arises.
9.7 Emergency meeting shall be summoned by the General Secretary on the
instruction of the President or anyone acting on his behalf
9.8 The host of the monthly general meeting is expected to present pepper
soup/fish/food and 2 bottles of everyone’s choice of drink to the house.
9.9 QUORUM
(a) The club’s monthly meeting shall start with a quorum of five (5)
members.
(b) If the condition 9.9(a) is not met, such a meeting shall be
postponed
9.10 Agenda of meetings shall clearly state the nature and order of matters to be
discussed.
9.11 The Agenda of meetings hall be prepared by the general secretary or his
deputy
9.12 Agenda of meetings shall include:
a. Approval minutes of the Previous meeting
b. Treat correspondences
c. Report of Officer/committee
d. Financial matters
e. Matters arising
9.13 Minutes of meeting shall state the No. of members present at a meeting.

9.14 ADJOURNMENT OF MEETINGS


a. A meeting can only be adjourned on the conditions of:
- Movement of motion for adjournment and its secondment
- Persistent disorderliness of the house

b. A meeting can finally be adjournment by the President or anybody acting on


his behalf.

SECTION 10 CONTROL OF DEBATES

10.1 Every member shall be given the opportunity to contribute once in a


motion.
10.2 It is the duty of the provost of the club to choose those that will
contribute in a motion.
10.3 The mover of a motion might be given a second opportunity if need
be.
10.4 The President or anybody acting on his behalf shall see that all
contributions are relevant to the motion on the floor.
10.5 All motions raised shall be completely resolved unless suspended for
later hearing.
10.6 Voting on motions shall be by raising of hands and its adoption by
simple majority.

SECTION 11: ELECTIONS

11.1 Election of officers shall be conducted once in 3 years-


11.2 Every member of the house has the right to vote during elections
11.3 Only financially up-to-date members can vie for positions during
elections.
11.4 A committee shall be set up by the general house to conduct every
elections.
11.5 The incumbent President shall hand over power to the next command
if he intend to contest an election. Also if the Secretary wants to contest, he
must handover to the Assistant Secretary and it continues in that order where
other officer(s) are interested in the election.
11.6 After the election, the officer remaining in 11.5 above swear in the
next government
11.7 Elections can only be conducted if two-third (2/3) of members are
present„
11.8 Voting during election shall be done by open secret ballot system.
11.9 Elections shall be conducted February of every Three (3) Years.

11.10 THE OFFICERS OF THE CLUB INCLUDES


a. President
b. General Secretary
c. Assistant General - Secretary
d. Treasurer
e. Financial Secretary
f. Publicity Secretary
g. Provost

11.11 All offices, remain dissolved after a three year tenure


11.12 The outgoing officers shall therefore give an account of their stewardship.
11.13 No member shall be nominated for more than one office/post for an election.
11.14 Members of the committee are not allowed to vote during election except
in a deadlock situation.
11.15 A bye election can be to fill vacant offices in a situation where;
a. Where an office travel out of the town for a of six (6) months
b. Where an officer is relieved of his duty based on provisions of section
subsection
11.16 A member who does not pay monthly dues/fines for one month is not
financially up to date

SECTION 12: OFFICERS AND THEIR DUTIES


a. President
b. General Secretary
c. Assistant General Secretary
d. Treasurer
e. Financial Secretary
f. Publicity Secretary
g. Provost
12.1 THE PRESIDENT
He takes full charge of the administration of the club by performing proper
functioning of the club:
a. He shall preside over the general meetings of the club.
b. He shall ensure that orderliness is maintained during meetings and has the
light to adjourn a meeting if it is impossible to maintain order.
c. Make sure that standing orders are protected.
d. Ensure that meetings are properly constituted and followed.
e. Give adequate opportunity of members to speak on motions in the house.
f. Prevent •the discussion of irrelevancies on issues
g. Ensure that no other issue is allowed except the motion on the floor
h. He decides the points of Older and procedure
i. Ensure that motions and amendments are in proper form
j. He shall submit/present the annual report of the club to members at the end
of the year/tenure of office

12.2 THE GENERAL SECRETARY


He Shall record proceedings of meetings, deal with all correspondences of the
club, take attendance of meetings and perform others secretary duties of the
club.

12.3 ASSISTANT GENERAL SECRETARY


He Shall give the necessary assistance to the. General Secretary and take
charge of his responsibilities in his absence.

12.4 THE FINANCIAL SECRETARY


a. He shall keep the financial records of the club
b. He or his authorized agent(s) shall collect all funds for the club and
hand same over to the treasurer within two days,
c. He shall keep cash receipt of payment made and monies received.
d. He at the request of auditor(s) appointed by the General house
present his records for audit.
e. Prepare and approve withdrawal voucher on the instruction of the
President

12.5 THE TREASURER


a. He must give receipt and keep record of ail income and expenses
b. The passbook, tellers and cheque book of the club shall be in his
custody
c. He shall produce his records for audit if need arises„
12.6 THE PUBLICITY SECRETARY
a. He has the responsibility of notifying member for all meetings and
gatherings that concerns the club.
b. He also gives the necessa1Y publicity to all the programmes and
activities of the

12.7 THE PROVOST


a. He is empowered to maintain order at meetings and other club gathering.

12.8 REMOVAL/IMPEACHMENT OF OFFICERS


An elected officer be removed from, office on the following condition:
a. Prolonged absence from club meetings for more than three months
without cogent reason(s).
b. Proven case of incompetence in the discharge of the functions of one’s
office.
c. Misconduct or indiscipline of any type that could bring the house to
ridicule or disrepute
d. Protracted and disabling ill health for a period of six months.
e. Death
f. The removal of such an officer can only be effective if there is two -third
majority vote of no confidence by members.

SECTION 13: COOE OF CONDUCT


13.1 Absence from the dub; meeting without a written or oral excuse attracts a
fine of N2000, it is only the President, Secretary and Provost that can be
contacted in this case.
13.2 Lateness to meetings and functions without cogent reason(s) attracts a
fine of N500 but it is subject to amendment.
13.3 A member that fails to pay this fine shall leave the meeting which means
the person is considered absent.
13.4 Any member who disturb the progress of a meeting is liable to a fine or if
such a person refuses to pay, he shall be walked out of the meeting and
regarded as being absent from the meeting.
13.5 Any act such as theft, fighting etc. capable of bringing shame to the club must
be brought to the house for appropriate actions and punishments.
13.6 Quarreling and the use of abusive words against members meetings are
not allowed.
13.7 Any member that leaves before the official closing of the clubs meeting
and without permission from the president is assumed to be absent from the
meeting.
13.8 Dispute between members should be reported to the house for prompt
action(s).
13.9 Smoking during meetings is prohibited.
13.10 A member is assumed "to be suspended from club if such a person
refuses the judgement/punishment passed on him by the house.
13.11Such a person in 13.10 above can be only be readmitted into the club on
the condition that:

a. He accepts to take the judgment/punishment previously passed on him


b. He is ready to pay the fine attached to his punishment,
c. He must present a letter of apology to the General House.
13.12 No member shall withhold his monthly dues for any month. If a member is
found guilty of this offense, he shall pay the monthly dues with a fine of N2,000.00
13.13 The treasurer should be able to produce the clubs monies at least seven
days on demand. Where he defaults, he shall Be punished as decided by the
General House.
13.14 Any member who club's meeting for three Consecutive times without a
cogent reason be suspended.
13.15 Any member suspended for any reason whatsoever shall be made to pay
a fine commensurate to his offense.
13.16 Defaulter of any offense shall pay that stipulated fine before given a
chance to defend himself.
13.17 If the club has attended a member's function and eventually the member
losses his membership, he shall be made to pay back to the club the sum of
money or quantity goods presented to him during the function before his
membership if fully terminated.

SECTION 14: MEMBERS PRIVILEGES/BENEFITS


The club shall lend money to members only on the following condition:
14.1 The member must be financially up-to-date.
14.2 On no account shall the club money be given or lent out without the
consent and agreement of the General House.
14.3 Application must be written and addressed to the secretary, who in turn brings
it to the notice of the house for consideration.
14.4 A date of refund must be negotiated and decided between the borrower and
the house.
14.5 There shall be a monthly 2% interest on every loan given to members of the
club.
14.6 A maximum of N50,000.00 is allowed as loan.
14.7 Finally, failure to refund the money borrowed at the expiration of the
agreed period shall provoke the house to proceed to obtain by force the
borrower’s property worth the amount borrowed.
WEDDING/TRADITICNAL MARRIAGE
Requirement for wedding/traditional marriage of members:
14.8 For any invitation to be acknowledged, the club must be notified in Writing
for at least three (3) months in advance.
14.9 Only invitation of financially up-to- date members shall be honoured.
14.10 All members are expected to pay N10,000
14.11 The celebrant is expected to present required food and drinks

DEATH OF A MEMBER
14.13 If a member dies, everyone is expected at the residence of the deceased on
the day of wake keep. After the Club shall visit the deceased family with a total
sum N50,000.00

DEATH OF A MEMBER'S WIFE


14.14 If a member's wife dies, the club Shall visit the member with the sum of
N30,000 (Thirty Thousand Naira only)

DEATH OF A MEMBERS FATHER OR MOTHER


14.15 if a members mother/father dies the club shall visit the member with the sum
of N20,000.00 once.

END OF YEAR PARTY


14.16 The club's party must be arranged in such a way that every member
participates fully.
14.17 A committee Shall be appointed to handle the end of year party
14.18 The party fee and venue shall be decided by the General House.
14.19 It is obligatory that every member shall pay the party fee whether the member
will participate or not
14.20 Any member or committee that embezzles the party fee or club money shall
be punished as decided by the General House.

SECTION 15: FINANCE


This section of the constitution guides issues concerning the finances of the club.
15.1 All monies owned by the house expected to be in the treasurer’s custody.
15.2 Every member is expected to pay any occasional levy agreed by the general
House.
15.3 The President and the financial Secretary/Treasurer should sign as approval
before any money is released.
15.4 Any expenditure above N5000.00 shall require the decision of the General
house.
15.5 The club operate a saving Account in any of First Bank of Nigeria Pic, United
Bank for African (UBA) or Union Bank of Nigeria (UBN)
15.6 The club shall embark on any business venture which it deems fit.
15.7 Every revenue collected by the club shall be receipted, recorded and banked
accordingly.
15.8 The President, financial Secretary and the Treasurer shall sign for the
disbursement of any money and also be the signatories to the Club's account.

SECTION 16: AUDIT


16.1 Three (3) auditors is shall be appointed by the General House at the end of
every year to audit the accounts of the club.

SECTION 17: REPORT


17.1 The President is expected to prepare and present to the General House a
Report of the club's activities at the end of every year.

SECTION 18: AMEMDMENT/ADOPTION OF THE CONSTITUTION


Every section this constitution is subject to amendment as and when the need
arises.
18.2 Any motion for amendment shall be presented in a properly constituted
meeting of the club.
18.3 The amendment of this constitution must be endorsed by two-third majority of
the club.
18.4 This constitution be binding on all officers and members of the club.
18.5 The General House shall interpret and rule on matter(s) in which the
constitution is silent.
18.6 Such matter(s) or ruling(s) in 18.5 above become precedence until a
constitution amendment is effected.
18.7 This constitution of the Forum of Men is adopted this day 26 day of July, 2019
