PREFACE
It gives me immense pleasure that Capital Police is
coming out with a publication titled ‘ITANAGAR CAPITAL
POLICE ANNUAL REPORT 2022’. Itanagar, a beautiful city
in the lap of nature provides mesmerizing views at the
same time functions as the fulcrum of administration and
governance for the state of Arunachal Pradesh.

Policing involves a special trust given to us by the public


Shri Satish Golcha, IPS
to uphold and enforce the law. As servants of the public,
DGP, Arunachal Pradesh
policing entails and requires us to have thousands of
interactions with the public and the community we serve.
Often times these contacts are during times of crisis and
distress and therefore being sensitive to needs of public
remain sacrosanct.

Capital of Arunchal Pradesh like any other state has its own
challenges and therefore require specific policing solutions.
Itanagar Police through this document has complied the
works done and citizen services rendered throughout the
year 2022.

I am really excited to present this initiative in the form


of Annual Report 2022 which will help Capital Police to
review its work and keep striving for highest standards of
professionalism and public service in all its endeavours.
Also, I would like to extend my hearty compliments to the
entire team that has worked to bring out this document.

FOREWORD
I am delighted to know that Itanagar Capital Police
has prepared first of its kind document titled ‘ITANAGAR
CAPITAL POLICE ANNUAL REPORT 2022’ which entails
a summary of the work done by Capital police in the last
calendar year.

The publication has focused on Crime trends, L&O and


Security arrangements for the year 2022, Community
Shri Chukhu Apa, IPS
Policing Initiatives, Emergency Response Support System
IGP, Law & Order
Arunachal Pradesh (ERSS) Dial 112, Police Welfare and year-long professional
good work done by the personnel of Capital Police.

I believe that this document shall help us advance


professional police services in the Capital Complex by
promoting citizen-first approach and build cordial relations
with all stakeholders.

In the end, I wish this document becomes a continuing


endeavour which is reviewed, amended and updated
annually making it an organic publication exercise.

ITANAGAR CAPITAL POLICE AT A GLANCE


HISTORICAL BACKGROUND

SP Office, Itanagar capital region


was established after bifurcation of
Papumpare district in the year 2008 with
its jurisdiction over the whole region
of the state capital of Itanagar and its
adjoining regions including, Itanagar,
Naharlagun, Nirjuli and Banderdewa.

Initially, the capital police started


with 04 police stations: PS Itanagar,
PS Naharlagun, PS Nirjuli and PS
Banderdewa.

Later in the year 2013, Women Police


Station, Itanagar became functional as
part of Capital Police.

On 14th August, 2021, three more police


stations became part of Itanagar Capital
Police cohort- PS Chimpu, PS Niti Vihar
and PS Papu hills.

Presently, Capital Police has a total of


08 (Eight) Police Stations namely, Itanagar,
Chimpu, Niti Vihar, Women PS, Naharlagun,
Nirjuli, Banderdewa and Papu Hills;
and a Police Outpost i.e., Chessa Police
Outpost.

LAW & ORDER AND


SECURITY ARRANGEMENT
Maintenance of Law and order and ensuring peace and security is the primary duty of
police. Itanagar, being the capital of the state houses important and vital installations from
where the entire government machinery functions. Hence, any disruption in capital due to
law and order can have debilitating impact on entire state ecosystem. Therefore, Capital
police always gives top priority on handling L&O situations in capital with full sensitivity
and adequate deployment.
• Throughout the year, Capital police besides crime and investigation was
engaged in various Law and order arrangements in the Capital region.

EMERGENCY RESPONSE
“DIAL-112”
• Capital police has 05 PCR vehicles equipped with GPS and MDT besides other
equipment, positioned at five locations of Gohpur tri-junction, Ganga Police Beat
post, Ziro point, Naharlagun and Kankar Nallah 24 hours a day and seven days a week
to respond to any sort of emergency.

• On 12/08/2022, the first all-women PCR was started with a total strength of 07 lady
police personnel.
• A total of 796 calls attended during the year 2022.
• The average response time of the PCR vehicle was about 9 minutes.

Note: PCR 3 and PCR 5 became functional from month August and October respectively.

Examples of good work done by PCR: (Not exhaustive but indicative)


• On 28/07/22 at 1001 hrs, PCR-1 received information about the missing of two minor
girls from Rajbhawan area. After getting the photographs and other details of the girls,
PCR-1 conducted a search operation, and successfully recovered the two girls from
near BHQ, Chimpu at around 1015 hours. The girls were handed over to Oju NGO safely.

• On 15/05/2022 at 2040 hrs, PCR-2 received information about a landslide that occurred
near Punjabi dhaba, Itanagar. PCR-2 rushed to the site immediately and evacuated 02
(two) persons to RKM hospital, Itanagar saving the lives of both the victims.

• PCR vehicles upon receipt of the information of accidents, on several occasions


reached the accident site and rescued the victims to the hospitals on time.

TRAFFIC
POLICING
In order to address the challenges of growing traffic in city, Capital Police has a
separate Traffic Cell headed by a DySP (Traffic). DySP Traffic is assisted by two Traffic In-
charges/Officers, one each in Itanagar and Naharlagun. The mandate of Traffic cell is also
to regulate and enforce traffic rules and ensure no infringement of traffic laws takes places
in the ICR.

TRAFFIC ENFORCEMENT (YEAR 2021 AND 2022)

ENFORCEMENT THROUGH WHEEL CLAMPS:


During the year 2022, wheel clamps were used in 1272 vehicles parked in the ‘No Parking’ area/
zone and for wrong parking; and legal actions against them was taken as per the MV Act.

In 2021, the number of vehicles where wheel clamps used was 748.

INITIATIVES AND
COMMUNITY POLICING
E-SERVICES
Providing of police services at the click of a button through use of internet and web-based
applications was introduced in the year 2021 for ICR region.

The rationale was to remove delays and hassle of physically visiting police stations; and to
make service delivery system more citizen-centric and transparent.

E-services introduced in 2021 provide the Police Clearance certificates, Lost Certificates,
Passport verification and Service verification to the citizens through online mode.

• E-Challan introduced in the ICR to ease
the process of challan and to maintain
transparency.

ROADSIDE PATHSHALA
• Capital Police launched and started a Roadside Pathshala, a traffic awareness
campaign to educate the commuters and drivers about the traffic rules & regulations,
traffic signs & symbols, consequences and costs of road accidents.
• In 2022, a total of 16 roadside pathshalas were organised, wherein, around 900 persons
were given the awareness.

SASHAKTI: SELF-DEFENCE TRAINING FOR SCHOOL GIRLS


• Capital police conducted self defence training of one week each in 10 schools of ICR
and imparted training to around 350 girl students.

ANTI-DRUGS CORNER
• Capital Police established an anti-drugs corner in all the 8 (Eight) police stations of
Itanagar Capital region to facilitate and provide awareness and information about the
rehabilitation and de-addiction centers to drug addicts who want to undergo change
in their life.
• Around 15 drug addicts have availed the facilitation during the year.

COMMUNITY OUTREACH PROGRAMME


• Community outreach programmes were conducted in Dera Natung Govt. College, Bini
Yanga Women college, Don Bosco College and Arunadhaya university to familiarize
the students about the police functioning and to improve the relationship with the
students. Senior police officers from PHQ attended the programmes.
• Around 1200 students from the four educational institutions participated in the
programmes.

EDUCATIONAL TOUR OF THE STUDENTS TO POLICE STATIONS AND


TRAFFIC POLICE
• Around 50 students were familiarized with Women PS and Itanagar PS, and were
briefed about the functioning of the police in the capital.
• The students were attached with the traffic police as well.
• NCC cadets attached to PS Naharlagun.

INTRODUCTION OF KEY PERFORMANCE INDICATOR


• To assess and improve the performance of the Investigating officers and OCs of the
PSs, KPI introduced.

• The IOs and OCs submit the report weekly to SP, and on the basis of the various
indicators, the officers are given the points.

ORIENTATION CUM DETOX CAMP ORGANIZED


• A three-day orientation cum detox camp was organized by Itanagar police team with
an objective of “Towards drug free life” in collaboration with the Recovery Wellness
Society at LBS Mess, Itanagar.

Meeting with the members of Itanagar Market Welfare Association (IMWA), Chimpu
Market Welfare Association and Naharlagun Market Welfare Association regarding the
cases of extortions and other forceful donations/contributions.

CAPITAL POLICE AS A FIRST RESPONDER IN NATURAL DISASTERS


• ICR due to its geographical location and climatic condition, influenced by monsoon
faces the challenges of landslides, mud runoffs etc every year.
• In 2022, Capital Police performed rescue operations and relief tasks with general
administration and SDRF during the landslides and other natural calamities, saving
lives and providing immediate assistance in hours of crises.
• Capital police assisted in setting up of relief camps and evacuation of victims to relief
camps.
• Recovery of dead bodies helped families perform last rites.

POLICE ADMINISTRATION AND WELFARE


• Transfer and posting:
During the year, 32 police officers and personnel were released upon their transfer to other
districts and units from the capital police, including 02 DySsP and 02 Inspectors; and 73
police officers and personnel joined in the district including 01 Addl. SP, 02 DySsP, 04
Inspectors and 03 Sub-Inspectors.
• Retirement:
09 Police officers and personnel retired from service upon their superannuation, including
one Inspector and 05 ASIs from the Itanagar Capital Police. The pension of 06 personnel
finalized, while the finalisation of the pension of rest 3 personnel is on process.
• Promotion:
A total of 14 police officers and personnel promoted during the year, including 02 officers
from DySP to Addl SP, one from ASI to SI and 11 from Constable to Head constable.
• Leave:
Various leaves were granted to 411 personnel on various grounds.
• Welfare loans:
Loans from APP welfare were sanctioned to 10 police personnel on ground of marriage and
medical, amounting to total Rs. 8,75000/-
• Disciplinary actions:
Departmental enquiries (DE) against 07 personnel contemplated and awarded major
and minor punishments accordingly. Show Cause Notices against 12 personnel served,
Explanation from 47 personnel issued and Advisory Memo against 07 personnel issued.
Sampark Sabhas:
Sampark Sabhas on PS level, Sub-division level and District level conducted on regular
basis, and redressed the grievances of the police officers and personnel.

ANNUAL HEALTH CHECK UP


• Benefited around 131 police personnel of various ranks.

IMMEDIATE RELIEF FUND


• Upon the untimely demise of two police personnel during the year, an immediate relief
fund of Rs. 1,25,000/- each has been disbursed and handed over to the next of kin of
the two deceased.

Recovered 10 stolen luxury cars including Fortuners, Scorpios, Creta etc. and arrested two
accused persons.

FEBRUARY 2022

Solved the case of fake appointment in Health department and arrested two accused
persons from Patna, Bihar and Gohpur, Assam.

SI Shibu George Murder Case:- Chimpu Police led by Investigating Officer of the case
Insp T Tasso, Itanagar PS team and SIT (PHQ) after the relentless effort cracked a clueless
murder case and arrested the main accused persons from North Lakhimpur, Assam and 02
co-accused from Barrackpore, West Bengal.

APRIL 2022

Record Seizure of illegal narcotic drugs: Naharlagun PS team seized around 721.64 Kg of
Ganja/Cannabis and arrested 06 accused persons. The police team seized cash amount of
Rs. 50000, 1 pistol (.22) and 1 Vehicle (Toyota Furtuner) from their possession.

JULY 2022

Khoya-Paya Abhiyaan
The initiative taken by Naharlagun Police Station and later introduced in Itanagar PS to
recover the missing mobile phones by constituting a Special Cell comprised of young
and educated constables of the PS. The team successfully recovered more than 150 cell
phones and handed over the mobile phones to their rightful owners. The initiative helped
Naharlagun police to develop and improve its relationship with the public.

AUGUST 2022

Solved the ATM Burglary case The case of ATM burglary occurred in Model Village,
Naharlagun, the Naharlagun Police team showed immense professionalism by solving the
case by identifying the unknown miscreants, uncovering the conspiracy and preventing
their plan to commit another ATM robbery, all within a span of 15 days. 09 accused persons
from Assam, Haryana and Rajasthan were arrested, equipment used to commit the offence
were recovered and around 3 lacs of cash amount was recovered.

Arrested 6 (six) persons in APPSC AE paper leakage case of 2022: Capital police
investigated the case and arrested 06 accused persons before handing the case to SIC.

SEPTEMBER 2022

Itanagar Police rescued a four-month-old child from a known drug peddler within 4 hours
and arrested the accused person.

Capital police along with executive magistrates seized huge amount of IMFL being sold
illegally in shops across the ICR.

NOVEMBER 2022

Wanted rape accused of Shi-Yomi district, who was avoiding arrest for 20 days arrested by
capital police after conducting raids in multiple locations across the city within 12 hours of
receipt of the information.

Naharlagun police rescued a 4-year-old child who was kidnapped and trafficked for Rs.
1.5 lakhs, and arrested two accused persons.

DECEMBER 2022

Solved a case of cheating of Rs. 4.15 crore: Itanagar PS team and the IO of the case Inspr O
Ronrang solved the case by recovering/freezing an amount of Rs. 3.68 Crore and arresting
one accused from Delhi.

ROAD AHEAD 2023

C hallanges: Itanagar Capital Region being the most


populated urban area in the state, has the most diverse
mix of people in terms of tribal identities as well as people
from other parts of the country. Being the administrative
center, educational focal point and the business hub of the
state, the demography is also continuously changing due

to the capital to pursue their studies and other vocations.
There is a fast-paced growth in business and construction
enterprises, which has led to increased commercial activities
in this area.

War against Drug: The growing young population with urban aspirations but low source
of income has led to the challenges of increased instance of drug abuse in the city. In the year
2023, Capital Police will continue its zero tolerance against drug prevalence in the ICR. All
possible steps will be taken to tackle the menace of drugs in ICR in a wholistic manner which
will include awareness, enforcement and rehabilitation. A dedicated Anti-Drugs Squad and
special teams in the police stations are engaged to curb the drug menace with focus on major
distributors to small time peddlers.

Emergency Response Support System: A modern city requires faster delivery of public
services. Wider publicity of the Emergency Response Support System (ERSS) Dial 112 and even
swifter response on distress calls is key to bring policing services closer to the community. Capital
Police will put further efforts to make Dial 112 more public friendly by diverting resources and
improving upon efficiency of distress call handling. Synergy between police station and PCR
will be strengthened to iron out any coordination issues and ensure citizen first approach to
emergency response.

Community Policing: Effective Community Engagement and education, with special focus
on sections like women, children, other deprived groups, is key to maintaining law and order,
control crime in local areas, effective management of public expectations and confidence. In the
year 2023, Capital police will capitalise on the gains of programs like Shashakti, Road safety
Awareness, visits to educational institutions, community meetings, etc organised in last year
and take them forward to enhance their reach and effectiveness. The use of social media by ICR
police will be an area of focus for effective community engagement because of its inherent ability
of wide reach in the local community and specially the youngsters who are most susceptible to
deviant behaviour. The community engagement programs of ICR police will focus on improve
the public-police relation and making police more people friendly.

Cyber Crime and Scientific Investigation: The wide use of social media and mobile phones
have brought the world closer to the people, however, it has also made the public vulnerable
to newer modus operandi of the criminals who use it as a tool for deception and crime. Thus,
cybercrime has become an important area of focus for all Enforcement agencies across the

globe. In 2023, Capital police will focus on Capacity building and training of police personnel to
meet the demands of modern scientific investigations and challenges posed by cyber criminals.
Strengthening of the Cyber cell is the top priority of SP, Capital and a team has been formed at
the district level to streamline the processes of handing cyber-crime complaints. Technical and
capacity building assistance from State Cyber Cell under SP Crime and SIT will be sought for
enhancing staff’s professional competences.

Technological upgradation for effective crime management will also be an area of focus
for Capital Police in year 2023. Introduction and full implementation of NAFIS (National
Automated Fingerprint Identification System) will be done in the ICR region. Further, Capital
Police is also coordinating with PHQ in developing an all in one Mobile application for policing
needs for citizens.

Traffic Management: The rapid growth including increased motor vehicle ownership,
widening economic divide, rising floating population, unsafe parking and other related issues of
rapid urbanization have led to shift in patterns of crime in the city. Increase in crime like motor
vehicle theft, drugs, etc are manifestations of the above. Special drive and action against motor
vehicle theft in ICR will be one area of focus in the year 2023 for the ICR police. Such focused
approach will ensure sufficient deterrence for criminals. The Crime figures show a clear trend
of property crimes constituting the bulk of the FIRs registered in the Capital. Body offences
are fewer in number. Therefore, focus on property crime through a systemic study and strategy
development will be another key task for the capital police in the year 2023.

In area of traffic management too, the rapid growth of population and increased car ownership
combined with construction work/maintenance work of roads, bridges, culverts had led to
congestions at times in some areas of the city. Traffic management is an area of special focus
for Capital Police through the traffic unit. The traffic management will see the introduction
of 2 fully functional tri-junction signalling points. Further, the focus going forward will be on
Awareness as education is a big part of traffic management. The use of technology in Traffic
policing like cashless challan with options like QR code, ATM swipe machine, will be further
consolidated with a view to modernize the system.

Despite limitations and challenges, Capital Police Itanagar is committed to maintain law and
order in the city complex and ensure rule of law is adhered to and enforced without any fear
or favour. All efforts by City police will be made to ensure professional handling of cases with
sensitivities towards women, children and other weaker sections of society.

The challenges in managing a city’s law and order are always complex. However, these challenges
also motivate staff to work harder and put their best efforts in all tasks assigned to them. Efforts
will be made to fight all unlawful activities and take them to logical conclusions through proper
investigation so as to prosecute those involved in the court of law.

Capital police believes that, “We win as a community. We lose as a community. We succeed as a
community, and we fail as a community”. Hence, capital Police is committed to ensure citizen-
first approach in all its policing efforts and seeks equal cooperation from public for making ICR
a safer and more prosperous place to live in.
