Scope of Work for Website Creation of CGST, Customs and Central Excise Zone, Bhopal

**Project Overview:**

The project involves the creation of a comprehensive website for the CGST, Customs, and Central
Excise Zone, Bhopal. The website will serve as a unified platform for all 12 Commissionerates within
the Bhopal Zone, excluding Customs. The site must be bilingual (English and Hindi) and include
various modules and functionalities as detailed below.

**Modules and Functionalities:**

1. **Language Support:**

- All pages available in both English and Hindi.

2. **Commissionerate Details:**

- Information on all 12 Commissionerates, including their jurisdictions.

3. **Quick Links:**

- Bilingual formats for various sections including Budget, GST Trade Notice, E-Tenders Notices,
Pension, Principal CCs, RTI.

- Sections for Tax CBIC, Training/Webinars, Departmental Officers, Useful Links, and GST E-Services.

4. **Help Desk:**

- A chat bot for quick user assistance.

5. **Charters and Information:**

- Citizen Charter for all Commissionerates.

- Central Public Information Officer (CPIO) details for all Commissionerates.

- Prevention of Sexual Harassment (POSH) Charter for all Commissionerates.

6. **Homepage Functionalities:**

- DIN Verification Facility.

- Twitter feed integration.

7. **Dynamic Pages:**

- News Updates.

- Public Notices.

- Photo Galleries.

- Separate login dashboards for each Commissionerate to manage notices, news updates, and
photos.
8. **User Management System:**

- Main super admin to create sub-admins for each Commissionerate to handle all website
activities.

9. **HOP Module:**

- Search functionality for employee details by Employee Code, Date of Birth, and Name.

- Admin Panel for managing and editing employee data.

10. **E-Sampada Module:**

- Display details and availability of departmental quarters and guest houses.

- Employees can request accommodation.

- Admin Panel for handling notifications and updates regarding quarters.

11. **Guest House Booking Module:**

- Embedded link for guest house booking on the Zonal Website.

- Display availability of guest houses by location.

- Guest login option for booking.

- Admin Panel to manage guest house bookings, check-ins, check-outs, and inventory.

- Notification and request management, along with daily and monthly report generation.

**Technical Requirements:**

- The website must be responsive and accessible on all devices.

- Ensure data security and user privacy as per government norms.

- Incorporate SEO best practices for better visibility.

- Provide comprehensive training and documentation for the admin and sub-admins.

- Include a robust content management system (CMS) for easy updates and maintenance.

**Project Phases:**

1. **Planning:**

- Requirement analysis and confirmation.

- Finalizing the project timeline and milestones.

2. **Design:**

- Create wireframes and design prototypes.

 - Review and approval of designs.

3. **Development:**

- Front-end and back-end development.

- Integration of required modules and functionalities.

4. **Testing:**

- Perform unit, integration, and system testing.

- User acceptance testing (UAT).

5. **Deployment:**

- Deploy the website on the designated server.

- Conduct a final round of testing post-deployment.

6. **Training and Handover:**

- Provide training sessions for administrators.
