WHEREAS, HVCAs allows the community to identify vulnerable groups;identify what makes
groups vulnerable and how they are affected; assess the needs and capacities of these groups;
and ensure that projects, programs and policies address these needs.
WHEREAS,RA 10121 of 2010 is an act Strengthening the Philippine Disaster Risk Reduction

WHEREAS, The CBDRM approach is one highly recommended process of formulating a
comprehensive Barangay Disaster Risk Reduction and Management Plan of the community.
NOW THERFORE,upon motion of Barangay Council Member Committee In-charge in Peace and
Order Hon. Bienvenido L. Pateno BE IT RESOLVE,AS IT IS HEREBY RESOLVED to A ADOPT THE
