MANIFESTATION WITH NARRATIVE SURVEY. -
COMES NOW, The undersigned. a Geodetic Engineer , concurrently assigned at
DENR-PENRO, Taytay. Rizal as In charge, Surveys and Mapping Unit and a Team Leader
and Technical Staff of Surveys and Control Section, Surveys and Mapping Division, DENR
Regional Office (R-IV-A), Calamba City, Laguna, unto this Honorable Court, most
respectfully manifest and set forth:
That on October 7, 2020, this honorable Court issued an Order, directing Engr. Daniel
C. Delos Santos to conduct relocation survey to determine the metes and bounds of the
respective property of the movant and the court agrees with movant that the property of
GLC Holding Corp covered by TCT No. R-6098 should be excluded from the
implementation of the writ of demolition in this case
Please be informed that Engineer Daniel C. Delos Santos, the former Surveys and
Mapping Unit head has retired from the service since last August |. 2021, before the schedule
of the said hearing; Engr. Daniel Delos Santos was already retired. Please be informed that in
view of the retirement of Engr. Delos Santos, the undersigned was hereby designated as In
charge, Surveys and Mapping Unit under my designation working arrangement; 2 days at
Regional Office and 3 days at PENRO Office, per Memorandum dated July 09, 2021, signed
sy the Regional Director Nilo R. Tamoria, CESO III.
‘That in letter dated September 6, 2021, received by our office with a Document Action
Tracking Slip, Document number 2021~4036, Ms. Meldred Bendanilio, and the Attorney in
‘act of Ramoncito Tagle . requesting informing the undersigned to comply with the order of
MC Branch 4, Antipolo City.
That on September 20, 2021, our OIC, PENR Officer, Mr. Ramil R. Limpiada wrote to
Chief of Police, Philippine National Police, Antipolo City, requesting for the assistance in
order to ensure peace and order and safety of the DENR personnel that will be involved in the
plementation of the relocation survey.
aRESEARCH/ REFERENCES SUCH AS TITLES, PLAN, CADASTRAL MAP AND
LOT DATA COMPUTATION USED IN ACTUAL SURVEY
‘That before we proceed to the actual ground survey; we should gather the following data’s
ad information to wit:
1. Original Certificate of ‘Title, OCT No. P-1085, coniaining an area of Thiny Eight
Thousand Five Hundred Thirty Bight (38,538) square meters respectively under the
name of Mr. Ramoncito Tagle, situated in Brgy. Mayamot , Antipolo Rizal
Pcs 2, Plan Psd- 04-242496 a subdivision plan of Lot 7804, Cad 29 Extension, situated in
the Barangay Mayamot (now) Mambugan, Antipolo, Rizal containing an area of
‘Thirty Eight Thousand Five Hundred Thirty Eight (38,538) square meters,
3. Cadastral Map of CM 14- 37 N 121 -08 B, Cad 29 Extension, Antipolo Cadastre.
4. Sketch plan signed and certified by Engr. Manuel Delas Alas. as prepared and
surveyed for Ramoncito Tagie, situated in Brgy. Mayamot , Antipolo Rizal.
5. Plan (LRC) Psd-23357 and (LRC) Psd- 25041, Subdivisi
Benito Ine. situated in Brgy. Mayamot , Antipolo Rizal.
DURING PRELIMINARY PLOTTING:
That upon verifying the technical description of OCT no.P-1085 under the name of
che plaintiff, it was found out that the tie point and tic line of BLLM No. 1, Cad 29
Extension, § 64-19 E.,2895.65 m. As inscribed in the title does not appear to fall inside
the subject lot in particular to Lot 7804, Antipolo Cadasre Cad 35- Extension, The
Sadist Map i Map under CM 14-37 N 121-08 E, Cad 29 Extension, Lot 7804, is covered and
portion by plan (LRC) Psd-25041 as reflected in the Cadastral Map. Per plan (LRC) Psd-
25041, it was found out that the tie point and tie line appears on the plan is Barangay Location
Boundary Monument (BLBM) no. 1, of Brgy. Mayamot. Antipolo Rizal. N 64-19 E, 2895.65
1m, instead of Bureau of Lands Location Monuments (BLLM) no.1, Cad 29 Extension, base
‘tom evaluation and submitted data and references the correct tie point and tie line which
should be used in projecting the subject lot is BLBM _no.1, Barangay Mayamot, Antipolo,
Rizal and the Directional Bearing should be North (per plan (LRC) Psd- 25041) instead
BLLM no. 1, and South direction which appears on the submitted Title OCT no. R-1085.
‘The said evaluation was confirmed by Engr. Manuel B. De las Alas, the private
Seodetic Engineer, a representathe of Ni Ramonciio G. Tagle, apor submission of his
stepared and signed Sketch plan with his justification/ certification of the correct tie point and
dig line used and also base on his notation on the plan, he used plan PSU-169289 as reference.

That a title with OCT no. P-1085 is described as @ parcel of Lot 7804, Cad 29
Extension, Case 5; On the NE along line 1-2-3 by Lot 7827 Cad 29 Ext., On the SW along
line 3-4-5 by Lot 7825, Cad 29-Ext.. On the NW along line 5-1 by Lot 7803. Cad 29 Ext.ACTUAL GROUND SURVEY AND FINDINGS:
That on September 24, 2021. the undersigned and the DENR Survey team conducted a
relocation survey, together with the presence of Sheriff Manuel P, Viaje, Engr. Manuel Delas
Alas, private Geodetic Engineer, the Representative and Lawyer of Mr. Ramoncito G. Tagle Name?
together with the Police assistance of PNP-R-IV-A and PNP-Antipolo City; police
representative. conducted a relocation survey of the subject case. We used the Concrete
Hollow Block (CHB) Wall of Lot 7804 (on the North East Direction of the subject lot). Lot
7798 Cad 29 Ext, Antipolo and Lot 7803 (which is now Sumulong Highway. the adjoining lot
of the subject property) as our welerence oe i
RESULT AND FINDINGS OF THE RELOCATION SURVEY
That title, TCT No. R-6098, under the name of GLC Holding Corporation, containing
an area of Two Thousand Forty Nine (2,049) sq.m... A parcel of Land which described as Lot
33, a consolidation subdivision pian of (LRC) 5589, and being a portion of a consolidation of
Lot 1-A, (LRC) Psd-25041, It was ascertain that Lot 7804, Cad 29 Extension, the subject lot
of this case is also a portion of Lot 1-A, (LRC) Psd-25041 as reflected in the Cadastral Map
of Antipolo Cadastre, Cad 29 Extension,
Base from this finding, the GLC Holdings Corporation falls inside Lot 7804, Cad
29 Extension, covered by OCT no.P-1085, under the name of Ramoncito Tagle. The
property of GLC Holding Corporation was determined by Concrete Hollow Block (CHB)
‘Wall and Fence; it was also established on the ground and shown on the Google map.
In addition Lot 7804 Cad 29 Ext; the subject property of this case, is a portion of plan
(Fake!) PSU-169289 and Lot 1-A (LRC) Psd-25041, which shown on the Cadastral Map CM 14-07
N 121-08 E, Antipolo Cadastre, Cad 29 Extension.
Attached are the copies of a sketch showing an actual ground survey, (the blue lines
represent our actual shots using Real Time Kinematic (RTK-GNSS) and the Red lines and
dots represent the actual shot of Engr. De Las Alas using Total Station, Scan copy of
projection/ Cadastral Map wherein the subject cadastral lot is located, Sketch plan submitted
by Engr. Manuel De Las Alas with certification, justifying the correct tie point and tie line of
the subject iot.
