CAIRO, June 9 : The UK
Navy on Sunday said that a
vessel caught fire after being
hit by a projectile in the Gulf
of Aden.
The United Kingdom
Maritime Trade Operations
(UKMTO) agency, which is
part of Britain’s Royal Navy,
said that the vessel was hit
“by an unknown projectile on
the aft section” at about 2340
GMT on Saturday, about 70
nautical miles (130 kilome-
tres) south-west of Aden in
Yemen.
The hit “resulted in a fire,”
the UKMTO said, adding
that no casualties were re-
ported. Damage control was
under way, and the vessel was
proceeding to its next port

of millions across the

in EU parliamentary elections
in a massive exercise of
democracy that is expected to
shift the bloc to the right and
redirect its future.
The war in Ukraine,
migration, and the impact of
climate policy on farmers are
some of the issues weighing
on voters’ minds as they cast
ballots to elect 720 members
of the European Parliament.
Surveys suggest that
mainstream and pro-
European parties will retain
their majority in parliament,
but they will lose seats to
hard right parties like those
led by Italian Premier
Giorgia Meloni, Hungarian
leader Viktor Orban, Geert
Wilders in the Netherlands
and Marine Le Pen in France.

killed and hundreds more were
wounded in the Israeli raid that
rescued four hostages held by

strongly condemned deadly

In a statement released on
Saturday by the Ministry,
Kanaani denounced Israel’s
killing of hundreds of Pales-
tinian civilians during the at-
tacks as a “horrendous and
shocking crime”.

tional organisations in the
face of eight months of “war
crimes and violations of all

Festering issue
N
eutral observers of the Manipur scenario have been
hammering home the truth that unless there is an
honourable and abiding administrative mechanism
put in place in the State, one which satisfies both the Meitei
and Kuki communities, undercurrents of violence would
continue to fester, and explode sporadically every now
and again. These observers have been proven right yet
again, though the imbroglio in the State has entered its
second year. Reports of violence have come that suspect-
ed militants torched a police outpost and set fire to several
houses in the Jiribam district, which had been relatively
free from the ethnic lunacy that had overtaken the rest of
the State. The suspects of this arson attack carried guns,
and are likely to be militants from the hill areas of Manipur.
The militants also launched multiple attacks in different
areas of the district located nearly 220 km from the capital
Imphal. In keeping with the policy of containment that has
so far been adopted by the Manipur State Government, a
commando contingent of Manipur Police was airlifted to
Jiribam on Saturday morning from Imphal to assist in the
security operations against the militants. It may be noted
that the Jiribam district administration had imposed an in-
definite curfew in the district following the killing of a 59-
year-old man belonging to one community, allegedly by
militants belonging to another community.
That the latest violence has flared up despite the cur-
few illustrates how ineffective the State Government has
been in tackling the Manipur situation. The people seem
to have appreciated this reality, as shown by the Lok Sabha
election results in which both the seats from the State were
won by the Congress. The Manipur violence, which has so
far claimed over 200 lives and saw thousands displaced,
has been marked by complete inertia and lack of any initi-
ative by the powers that be in BJP-ruled New Delhi and
Imphal. No doubt, given that any attempt to address the
Kukis’ desire for an autonomous administration will be op-
posed by the other two entities, the Meiteis and the Nagas,
the road to a possible resolution of the Manipur conun-
drum would be a tortuous one. Yet, an attempt does have to
be made to provide a political solution around which the
communities can focus. By now, hopes for bridging the fis-
sure between the warring Kukis and Meiteis seem to have
evaporated and only artificially created buffer zones
manned by the military and police seem to be keeping the
two groups from engaging in violence against each other!
This is a reality which cannot be ignored, and, unless some
mechanism is implemented to placate both the ethnic
groups, the prospect of renewed peace appears at the
moment to be remote, for in the absence of a permanent
solution the issue would continue to fester!
Flood preparedness
hile the first wave of floods still has the State in its

grip, there are clear indications that we will be
experiencing another wave sooner than later. This,
in turn, calls for putting in place a streamlined rescue,
relief and rehabilitation mechanism. Engagement of
trained personnel apart, dealing effectively with flood
situations warrants a higher level of coordination among
different departments and the administration.
Unfortunately, year after year, the recurring floods
continue to expose our lack of preparedness even as we
search for a permanent solution to the twin menace of
flood and erosion. It is regrettable that despite Assam
being a perennially flood-prone State, our preparedness
level remains abysmal. A quick-response mechanism in
the form of an adequate number of rubber boats and trained
manpower continues to be conspicuous by its absence,
whereas this should have been the norm in all the districts.
We now have a State Disaster Management Authority
and it should, in coordination with the district
administrations, devise a sound rescue and relief
mechanism for the flood-affected. Floods have a habit of
catching us on the wrong foot, adding to the woes of the
flood-hit people. The all-important exercise of providing
foodstuff and other relief materials to the marooned
people also leaves a lot to be desired. With adequate
forewarning, it is now possible to anticipate floods, and an
effective mitigation mechanism should have been the
natural corollary. An emergency warrants greater
coordination among different departments, voluntary
bodies and the media. Unfortunately, we are habituated to
confronting a situation of chaos and confusion whenever
a disaster strikes.
As for flood control measures, it is an open secret that
shoddy, corruption-riddled embankment repair work has
been a bane for the flood-affected for years even as the
corrupt practice has fattened the coffers of a sinister nexus
involving politicians, contractors and officers. A stringent
quality control mechanism is a dire need, and at the same
time, it should be ensured that the local populace, too, has
a stake in the monitoring mechanism. This can be done by
involving representatives from local communities in
ground-level monitoring. Floods in Assam have their own
peculiarities, and a permanent solution being only a distant
possibility, the best course of action for the authorities is to
ensure that we have an effective disaster preparedness
and disaster relief mechanism. Innovations at the local level
such as building houses on elevated platforms, storing
foodstuff ahead of the flood season, etc., can also lessen
the woes of the flood-hit. Among other things, any long-
term strategy for flood control has to give proper thrust on
environmental aspects. While it is not unusual for a State
like Assam having a vast network of rivers and a prolonged
monsoon to experience floods, man-made factors have
escalated the magnitude of inundation. Rampant
encroachment on riverine areas, widespread deforestation
causing siltation and leading to abnormal rise in riverbeds,
frequent shifting of courses by rivers, etc., have added to
the floods’ destructive dimension.

it’s time to dissect what went wrong for the
BJP, making the Congress, the underdog,
emerge as the eventual ‘winner.’
The 2024 election was extraordinary, as
the ruling regime had controlled every
possible institution, from the media to the
bureaucracy, over the past decade, making
the general election an uneven playing field.
However, more than the Congress and
Opposition parties, it was the civil society,
from Jorhat to Ayodhya, that stood up and
turned the tables, highlighting the beauty
of India’s democracy.
Here, we attempt to dissect what truly
transpired in this general election and why
the BJP’s victory has been perceived as a
loss, while the Congress’ defeat has been
seen as a win.
The waning appeal of the Hindu-Mus-
lim narrative: This narrative, which has
been a staple in the BJP’s electoral strate-
gy, appears to be losing its broad appeal.
While it still resonates within an echo cham-
ber and with the BJP’s core base, its effec-
tiveness in wider electoral contests is di-
minishing. This shift is evident from the
election results in States like Uttar Pradesh,
West Bengal and even Ayodhya. The BJP’s
success in Odisha, achieved with minimal
emphasis on communal issues, underscores
this point.

feat of All We Imagine As Light, a Malay-
alam-Hindi feature film, being considered
for the Palme d’Or, the top prize at Cannes.
As the shutter of cameras and lights im-
mortalised the moment, it also signalled a
significant turn – for Indian women broad-
ly, and for women in cinema, in particular.
There was an ease and confidence about
them, a genuine reassurance that was ut-
terly refreshing.
“Women in India are so indoctrinated to
be the one that sacrifices, the one who suf-
fers, that for me, part of the battle of surviv-
ing as a woman has been to laugh ... the idea
that you are going to fight these battles and
suffer – be a martyr and quiver with moral
outrage – and that’s not me. You know, we’re
going to have fun while we are doing it; we’re
going to pursue art; we’re going to find the
things you do ridiculous because that too is a
part of a political lens,” said Arundhati Roy
in a recent interview.
The Booker Prize-winning author was
talking about herself, but it may as well have
been an accurate rendering of Kapadia’s life
so far. As an FTII student in 2015, she led
the charge against the appointment of Gajen-
dra Chauhan as their president, arguing that
he lacked the credentials for the post. The
reply from the other side was somewhat of
a tired trope: Kapadia’s grant was revoked
and the institution pressed charges on her.
Interestingly, the same institution was one
of the first to congratulate the 38-year-old
director on Twitter, basking in her reflected
glory. Her response, instead of the standard

Implement anonymous
evaluation system in APSC exam
Sir, – I wish to express my grave con-
cern about a seemingly innocuous issue in
the APSC CCE Mains examination – the
inclusion of roll numbers on answer sheets.
This minor detail, however, poses a signif-
icant threat to the very foundation of the
selection process – meritocracy.
The public availability of selection lists
containing roll numbers creates a disturb-
ing vulnerability. Evaluators, knowingly or
unknowingly, may be influenced by the
knowledge of a candidate’s identity. This
introduces a subjective element into what
should be a purely objective assessment
based solely on the quality of written re-
sponses.
The possibility of favouritism and nepo-
tism resulting from such a system is deep-
ly troubling. It undermines public trust in
the APSC’s ability to conduct a fair and
impartial selection process, leading to cyn-
icism and disillusionment among aspiring
civil servants.
Fortunately, a readily available solution
The evolving political landscape suggests a need for nuanced strategies,
and a focus on substantive issues that resonate with the broader electorate.
Contrary to common perceptions, civil lib-
erties, democracy, and individual rights are
highly valued by the aam aadmi (common
man), not just the urban middle class. Many
expressed frustration over the lack of free
speech, a sentiment that may have contrib-
uted to the inaccuracies in exit polls. The
suppression of free speech has become a
significant issue that resonates deeply with
the broader populace. Instead of Ram Tem-
ple becoming a major issue, the Save Con-
stitution became the issue of the masses.
The 400-paar slogan – a potential self-goal:
The ambitious 400-paar slogan set by the
BJP may have inadvertently set the stage
for its own challenges. By setting expecta-
tions sky-high, the slogan allowed the Op-
position to effectively leverage the ‘Consti-
tution in danger’ issue, particularly resonat-
ing with the Dalit voters in Uttar Pradesh.
The Opposition capitalized on this, empha-
sizing the importance of democracy and fun-
damental rights for the underprivileged,
which struck a chord with many voters.
Unemployment: It remains India’s most
pressing issue, demanding top priority from
the new government. Even BJP supporters
frequently mentioned unemployment, albeit
with a belief that Modi was best positioned
to address it. However, schemes like “free
grain” fall short of addressing the underly-
ing issue; young people are vocal about their
need for employment opportunities rather
than mere handouts.
Modi’s popularity vs poll strategy: Despite
Modi’s enduring popularity, the BJP’s strat-
egy to frame the elections as a ‘Modi vs
who?’ referendum did not fully material-

‘moral outrage,’ is interesting: She chose to
create durable art with her friends and col-
laborators. On April 26, 1937, the Basque
city of Guernica was pounded by Nazi Ger-
man and Italian bombers, most of us wouldn’t
remember the details of this historical day;
we will, however, instantly recognise the
Guernica painting by Pablo Picasso, one of
the most famous anti-war paintings in histo-
ry. The point is: Art endures when every-
thing else perishes.
In Kapadia’s A Night of Knowing Nothing,
a ‘hybrid documentary’ which won the Gold-
en Eye Award for Best Documentary at
Cannes in 2021, there is a beautiful blend,
rather a coming together of the political and
the personal to illuminate the larger story of
the nation. As the camera zooms in on cam-
pus life at FTII – students talk about every-
day crisis – anxiety of a career in cinema,
love stories hemmed in by families, etc.; as
politics surreptitiously enters the campus in
FTII and elsewhere in the country, there is a
seismic shift as youth and idealism collide with
exists. Implementing a system that ano-
nymizes answer sheets in the Mains
exam, through the use of random codes
for instance, would be a transformative
step. This would ensure unwavering ob-
jectivity in evaluation, placing the focus
squarely on the merit of the candidate’s
work. Such a change would not only safe-
guard the integrity of the selection proc-
ess but also send out a powerful message
– that the APSC is unequivocally com-
mitted to identifying and nurturing the
most deserving candidates for the Assam
Civil Services.
The time to act is now. The APSC has a
responsibility to guarantee a level playing
field, where brilliance and hard work, not
extraneous factors, determine success. I
urge the Commission to take immediate
steps to implement an anonymous evalua-
tion system and uphold the true spirit of
meritocracy in the APSC CCE Mains exam.

BJP, whereas the reality of State-centric
elections led to a final tally of 240-250 seats.
Rise of Rahul Gandhi: Just a year ago,
Rahul Gandhi and the Indian National Con-
gress seemed to be on the brink of irrele-
vance, posing little threat to Modi’s domi-
nance. The Congress had been steadily los-
ing ground in national elections, with each
defeat more dismal than the last. Addition-
ally, Gandhi himself faced personal setbacks,
including a slander conviction that barred
him from Parliament.
However, in a surprising turn of events,
Gandhi and a broad Opposition coalition led
by the Congress performed much better
than expected in the recent elections, pav-
ing the way for a potential resurgence. Gan-
dhi showcased his evolution as a politician,
deftly deflecting questions about future
strategies and emphasizing collective deci-
sion-making within the alliance. Despite
Congress’ reputation as a challenging ally,
the Gandhi family, particularly Rahul, in-
vested heavily in the INDIA bloc, recog-
nizing that the Congress alone could not
counter the Modi phenomenon.
To maintain the alliance, the Congress
made significant concessions and Gandhi
actively demonstrated unity with other
party leaders, fostering a sense of camara-
derie among workers and voters. His cam-
paign messaging, influenced by insights
from the Bharat Jodo Yatra and Bharat Jodo
current reality. The

cording to Kundera, was the sameness of their
belief in art that was ‘kitschy’ at best and ‘ag-
onisingly mechanised’ at worst. Cinematic ex-
cellence, or, indeed, of any sort, demands free-
dom to thrive and in that freedom is embed-
ded the right to dissent. Uniform thought and
order is the enemy of the artist: It was diffi-
cult for Salman Rushdie’s attacker to grasp a
‘different universe based on a different ontol-
ogy.’ There can never be a fatwa on differ-
ence; disagreement should suffice.

Crucial role of women voters: Women
voters have emerged as a critical demo-
graphic. Schemes often dismissed by the
urban elite as “freebies” significantly im-
prove the lives of women and their fami-
lies. However, gratitude for these benefits
can be directed either towards the Central
or State government. For instance, in West
Bengal, the TMC won the majority of seats
where women outvoted men, demonstrat-
ing the pivotal role women voters play in
electoral outcomes.
Economic outlook and business senti-
ment: The Indian economy and markets are
expected to remain stable. Many business-
men, speaking off the record, indicated that
their ideal scenario was a Modi govern-
ment with its vision and execution, but
somewhat weakened to ensure checks and
balances and eliminate the “fear factor.”
This seems to be the current outcome,
providing a balance that could foster a health-
ier business environment.
The election once again highlighted the
complexity of Indian politics, where unem-
ployment, civil liberties, and the strategic
roles of key demographics like women vot-
ers intersect with traditional political nar-
ratives and emerging alliances. The evolv-
ing political landscape suggests a need for
nuanced strategies, not religion, and a fo-
cus on substantive issues that resonate with
the broader electorate.
Cannes as she holds the Grand Prix Award,
Payal Kapadia acknowledges her actors on
stage: “These women have given me so much
and contributed to the film and made it their
own.” She goes on to say, “This film is about
the friendship between three very different
women. And, oftentimes, women are pitted
against each other and this is the world... this
is the way our society is designed and that’s
really unfortunate. But for me, friendship is a
very important relationship because it can
lead to greater solidarity and inclusivity and
empathy towards each other. This is why I
feel these are the values we should be striv-
ing for...” A wonderful affirmation of the pow-
er of female friendship, it holds out its revo-
lutionary potential. Here, the emphasis is not
on ‘sameness’ but the freedom to thrash out
one’s opinions without the fear of being judged
or ridiculed. Unlike romantic relationships,
which tend to have a ‘high’ and a ‘low’, friend-
ship provides for ‘elasticity’. Having grown
up on male buddy films like Dil Chahta Hain
where the women are only incidental, it is a
revelation to step into a time where apart
from the ‘home and the world,’ there is also
this alternative space of friendship between
women, by nature a less defined and con-
strained relationship. Virginia Woolf tautly
points out in her 1929 essay, A Room of One’s
Own, “Sometimes women do like wom-
en.” It is then a ‘truth universally acknowl-
edged but only occasionally seen on film.’
With directors like Kapadia, and mainstream
Bollywood hits like Crew, not to forget the
evocative friendship between Jiya and Pal-
lavi in the recently-released Assamese film
Jiya, women are now being increasingly
looked at ‘with relation to each other’ and
‘not merely in oppositional terms’ in cinema
and in life.

ment of waste and effluents in urban
areas is quite challenging, particularly in
the segregation of waste. If this matter
is not taken care of quickly, it will create
heaps of unmanageable waste in urban
areas, like the one being created at

Segregating the waste at its source is
the easiest way to tackle this problem.
Incentivising waste segregation at the
source, such as offering discounts on
power and water bills, could significantly

vestment of Rs 150 crore or
above, were hit by a cost over-
run of more than Rs 5.55 lakh
crore in April 2024, according
to an official report.
According to the Ministry of
Statistics and Programme Im-
plementation (MoSPI), which
monitors infrastructure
projects worth Rs 150 crore
and above, out of 1,838 projects,
448 reported cost overruns and
792 projects were delayed. The

the 2020-21 fiscal stood at
4,04,397 units. It rose to
5,77,875 units in the 2021-22

2,67,708 units since 2020-21.
In the last three fiscal years,

smugglers did not pay any
heed and turned aggressive.
They tried to encircle the on-

tent of assaulting him and
snatching his service weap-
on. Use of non-lethal weap-
ons further emboldened the
smugglers and they contin-
ued with their aggressive

ic death in Tripura’s Sepahi-
jala district after they inhaled
“toxic gas” that emanated
from a ring well while clean-
ing it, police said on Sunday.
The incident happened on
the premises of West Neo-
ramura School in Sonamura
subdivision of the district.
The school authority had
engaged the labourers to
clean the well, which was ly-
ing unused for a long time.
“At first, one labourer had
gone down to clean the well,
but when he did not respond,
two others also went inside
it... Later, they were found

Nameri National Park, on
Friday night destroyed a
house and some maize culti-
vation of a couple of villagers
in the Rangachakuwa area,
especially at Bordekorai,
Morisuti, Ajarguri, and
Khakanbasti.
The elephants crossed the
Bordekorai river, which
flows from the western part
of the Rangachakuwa area,
before going on the rampage.
The family of one Satrughna
Panika, a resident of Gopsar,
Marisuti, had a narrow es-
cape from the wild tuskers.
Meanwhile, the locals have
made an appeal to the author-
ities concerned, especially
the State forest department,
to take an initiative for the
protection of villagers from
wild elephants.
Special conservation models mooted for KNP, other NE forests

KAZIRANGA, June 9: The
ecological history of North-
east India is very distinct with
unique habitat where differ-
ent forms of wildlife are
available in various protect-
ed forest areas, including en-
dangered and endemic wild
species of both flora and fau-
na. Consequently, there is a
need to chalk out Northeast-
specific conservation plans to
meet all kinds of necessary
requirement for better con-
servation measures, said Dr
Naveen Pandey, deputy di-
rector of the Corbett Foun-
dation, while speaking to this
correspondent here on Sat-
urday.
Dr Pandey said, “The evo-
lutionary pathway of land-
scape transformation in the
Northeast is different from
what we see in other river
valleys in India. Even within
the Northeast region, there
are different forms of land-
scapes which are intercon-
nected but retains unique fea-
ture like grassland and wet-
land habitat.”
In the context of Kaziran-
ga, Dr Pandey said that grass-
land and wetlands form an
important ecosystem which
is itself unique in its features.
At the same time, it is con-
nected to other landscapes in
Karbi Anglong on one side
and Arunachal Pradesh on the
other side which have differ-
ent ecological imperatives.
As such, he asserted that it is
essential to develop North-
east-specific conservation
plans and the policy planners
need to focus on this aspect
rather than borrowing con-
servation models from oth-
er protected forests outside
the Northeast region.
Expressing a similar view,
Uttam Saikia, a conservation
activist, feels that Kaziranga
need to develop additional
conservation models based
on facts and data which, how-
ever, need to be analyzed ex-
tensively considering area-
specific factors such as flood
and type of habitat. Saikia said
that pre-flood and post-flood
analysis is important to as-
sess the matter scientifically.
He observed that Kaziran-
ga National Park and Tiger
Reserve (KNP) needs to be
more independent in its ap-
proach for any conservation
measure, instead of depend-
ing all the time on NGOs
working for conservation. In
this context, Saikia added that
a special unit of the Wildlife
Institute of India must be set
up in Guwahati to look into
all aspects of the forest areas
in the Northeast, which are
unique in their habitat and
quite different from other
protected forest areas.
When contacted, Dr Sona-
li Ghosh, director of Kaziran-
ga National Park and Tiger
Reserve, said that as far as
tiger conservation is con-
cerned, the Kaziranga au-
thority has been adopting the
protocol and guidelines of
National Tiger Conservation
Authority (NTCA). Howev-
er, with regard to rhino con-
servation, the Assam model
of conservation has been giv-
en priority, she added.
Former DFO Ramesh Go-
goi said that the Kaziranga
authority has been giving ba-
sic priority to certain things
since the last couple of years,
such as emphasis on better
management of staff posted
in anti-poaching forest
camps. He further observed
that coordinated team work
is essential in any protected
forest area in the country to
make any conservation mod-
el successful. Specific conser-
vation plans need to be re-
viewed from time to time
considering changes in cli-
matic and ecological condi-
tions, he said.

loved and respected by all for

tal effort to combat climate change and
enhance environmental sustainability, a
mega-scale tree plantation event was
held in the Digboi Golai area. The initi-
ative saw the planting of 1,11,111 tree
saplings, a collaborative effort involv-
ing the Indian Oil Corporation Limited
(IOCL) Digboi Refinery, the Pollution
Control Board of Assam, various social
organizations, and enthusiastic students.
This was stated in an official press note.
This initiative is a part of the Digboi
Refinery’s ambitious plan to achieve
Net Zero emissions by 2025-26, align-
ing with Indian Oil’s broader mission
to become Net Zero by 2046.
In his address, the ED&RH of Dig-
boi Refinery emphasized that environ-
mental protection has always been at
the forefront of Indian Oil’s priorities.

CHAMATA, June 9: Aryabhatta Vijnan Kendra, Pachim
Nalbari and Madhupur blocks conducted various science-based
competitions in association with Asom Vijnan Prajuktividya
Aru Paribesh Parishad to attract the students towards sci-
ence.
More than 500 students participated in the competitions
from at least 35 schools in the greater area on project prep-
arations, extempore speech, and poster drawing competi-
tions.
The programme began with illuminating earthen lamps in
front of the portrait of the scientist Aryabhatta in the morn-
ing. The competitions were inaugurated by the president of
Aryabhatta Vijnan Kendra, Nalbari Zila Samiti, Dr Dinamani
Bhagabati at Milan and Asomi High School.
The co-ordinator of Nalbari Zila Samiti Pradip Mahanta
explained the rules of the competitions. At the end of the
competitions certificates and trophies were distributed among
winners.
The Digboi Refinery has taken a
significant step by signing a Memo-
randum of Understanding (MoU)
with the Pollution Control Board of
Assam on April 28, 2024, to plant six
lakh trees over 25 hectares of land
within the refinery township. The

One dies in
police custody

DOOMDOOMA, June 9: Tension is prevailing in Tongona
in Tinsukia district today after one Dhanjit Moran (21) of
Tongona Majgaon died in police custody at Tongona Police
Station. According to reports, police arrested Dhanjit last
night on the suspect of stealing goats. But, today his body was
found in police custody in a mysterious condition. Police are
also not certain about the cause of his death and suspect that
he has committed suicide. Police sent the body for post
mortem.
On the other hand, the family members of the deceased and
the locals raised a hue and cry in front of the Tongona Police
Station alleging that Dhanjit died from police atrocities. The family
members alleged that the police arrested Dhanjit without the
knowledge of the family members and after the death, police
sent the body for post mortem without informing the family.
Body recovered: In another development, a decomposed body
of a youth was recovered from a toilet of Assam Agency Petrol

a “demotion” for him.

ers here on a day when

arrangements, the NCP was
