BARANGAY ORDINANCE NO. 1

SERIES OF 2024

AN ORDINANCE implementing the citizen charter of Barangay Dinginan,

Roxas City Province of Capiz and providing penalties for violation there of be it ordained by
Sanggunian Barangay of Barangay Dinginan, Roxas City that

Section 1. Title - this ordinance shall be known as the citizen charter ordinance
of Barangay Dinginan, Roxas City.

Section 2. Purpose - this Ordinance is enacted to adopt the citizen charter to

institutionalize a mechanism to eliminate red tape and other graft practices in the barangay.

Section 3. Declaration of Principles - the enactment of this ordinance is

anchored in and its implementation shall be guided by the following principles.

1. Transparency in government transaction

2. Efficiency in the delivery of frontline services in the Barangay

3. Accountability of Barangay Officials

4. Participation of the citizen through the establishment of comments and
4 feedback mechanism and through simplification of system and procedure.

Section 4. In the pursuit of integrity, transparency, accountability and efficiency

in the delivery of services in the barangay, the Task Force submitted to this August body the
Citizens Charter after review the charter red tape ACT of 2007 and it is here by resolved to
approved the citizens charter of Barangay Dinginan as attached.

Section 5. Be it ordained by the Sanggunian Barangay of Barangay Dinginan,

that all concerned Barangay Officials whether elective or appointive, shall be held
responsible and accountable for the implementation of this Anti-Red Tape Act of 2027 shall
be held accountable to the public in rendering fast, efficient, convenient and reliable service.

Section 6. Failure of all concerned barangay officials to act accordingly shall be

penalized pursuant to Section 1, Rule VIII of implementing Rules and Regulations of R.A
9485, otherwise known as the ANTI-RED TAPE ACT OF 2007.

Section 7. This ordinance shall take effect TEN (10) DAYS after posting at the
entrance of Barangay Hall and other conspicuous places within the Barangay.
