Republic Act No. 11055
R.A. No. 11055 or the Philippine Identification System Act was signed
into law in August 2018 to establish a single national identification
system, referred to as the Philippine Identification System or the
“PhilSys," for all citizens and resident aliens of the Republic of the
Philippines.

acknowledge and/or recognize the PhilID or PSN,
subject to authentication, as the only official P500,000
identification of the holder/possessor thereof shall
be fined in the amount of Five hundred thousand
pesos

Acceptance of the
National ID

Memorandum Circular No. 95, 2022

“Directing all government agencies, offices,
instrumentalities as well as local government
units to prepare for the implementation of the
Philippine identification system and its integration
into government processes, databases, systems,
and services. “

Executive Order No. 162 (s. 2022)

Section 3 of the EO 162 reiterates the acceptance of
PhilID as the official government-issued identification
document and official proof of identity of cardholders in
dealing with all government and private sector
transactions.
The presentation of the PhilID, PSN or PSN Derivative of

an individual, shall be honored and accepted in
transactions with the government and private sector
entities, notwithstanding the non-presentation of the
PhilID subject to authentication.

PSA Advisory: 30 September 2022
Use and Acceptance of National ID in Paper format
This advisory informs the public and all government

agencies on the use and acceptance of various formats of
the National ID as a valid and sufficient proof of identity,
subject to authentication

PSA Supplemental Advisory: 19 December 2022
The photocopy of the National ID in paper format the

captured photo, and the Portable Document Format
(PDF) version saved in the registered person’s smart
device shall be accepted in transactions requiring
proof of identity, subject to authentication.

PSA Advisory on the Acceptance of Digital National ID 11 June 2024
The PSA would like to inform the public, government, and

private institutions to accept the presented Digital
National ID as a valid and sufficient proof of identity
subject to authentication.

National ID Check
National ID Check is the revamped version
of the PhilSys ✔. It is created to serve as a
platform between the individuals and
various Relying Parties (i.e. government
agencies, business entities, etc.) for identity
verification in relation to their respective
transactions.

What devices can access the National ID ✔?

● Any computer or smartphone with a
camera and a browser with internet access
can use the National ID ✔.
Who can access the National ID ✔?

● The system can be accessed by
anyone, without the need to interface
nor sign any agreement with PSA.
However, consent shall be requested
from the card holder prior to scanning
of the QR code.
