MESSAGE

In 2011, a year after I was installed as President of Basilan State College, I


commissioned the Office of Corporate Affairs and Planning to formulate a 5-Year Medium
Term Development Plan. The intention at that time was to come up with viable strategies and
platforms that would arm the College to address the myriad of issues and concerns that hinder
development to take shape in BaSC. Through series of workshops and brainstorming, we
were able to lay the foundations of the developmental thrusts of the College. Imbued with the
determination to succeed, we were able to achieve a lot of what we had planned. Having
achieved what we had planned for in 2011, we can fairly say with confidence that BaSC
today is far different and better than what it was decades ago.
Today, we once again chart the course of BaSC’s destiny. As my term as College
President nears its end, I sincerely consider this as my legacy to the academic institution that
I hold in my heart so dearly. To this, I am very glad to present the 2019-2023 5-Year Medium
Term Development Plan of BaSC.
Banking on the gains that we had achieved in the last eight years, the succeeding
medium term plan hopes to uncover the potentials of BaSC in the field of academic
instruction, community extension services and the further development of the faculty with the
end-goal of establishing itself as the University here in Basilan. With dedication,
commitment and the cooperation, I believe we can make a difference for the greater glory of
BaSC and the youth of our beloved Basilan Province.

Foreword

The updated and enhanced version of results-based Medium Term Development Plan is a product of
the collective efforts of the men and women who voluntarily and tirelessly contributed their time,
knowledge and skills in crafting this strategic plan that will help propel us to our bid for
UNIVERSITYHOOD and the future change and development that we hope to attain.

We have several major accomplishments as mentioned in the succeeding section of this plan
document. These accomplishments did not come instantly and easily but a result of hard work, good
planning, functional management and our collaborative efforts together with our partners and
supporters.

But we need to do more and as a push factor, fundamental change must start from our way of life in
the BaSC community, a more responsive and responsible utilization and management of resources
and greater cooperation and equity in sharing the benefits to our ever developing society in the field of
technology, research, extension services and academics. Most importantly, is the need to integrate the
sustainable development dimension into the education and culture, social fabrics and economics.

It has been proven that a good planning and effective implementation thereafter will always reaped
positive results. And this is true to us. Thus, it is worth mentioning and as such, a recognition of our
sincerest efforts of being part in making BaSC an academic institution that every Basileño can be
proud of and can identify with.

The Five-Year Development Plan further concretizes the mandate of BaSC and sets the direction

Executive Summary

This plan document is an updated and enhanced version of results-based Five-Year Strategic
Development Plan designed to push BaSC bid to universityhood. Excluding the preliminary
pages and other attachments, it has five parts, to wit:

Part One – Introduction: Explains the need to review, update and enhance the BaSC Five-
Year Strategic Development Plan since it has already gone through phases of
implementation. This section also describes the process it went through.

Part Two – General Profile: Exhibits and showcases one of the sources of strength and
pride of Basilan State College – its rich history, its sprawling campuses, infrastructure
support facilities and utilities, human resources, organizational and administrative set-up, and
more.

Part Three – Development Constraints and Challenges: Evaluates and analyzes the major
accomplishments it garnered at the time it first had its formal planning in 2005 until the
present. This will show that the accomplishments it made was a product of good planning.

Part Four – Development Intervention: This section highlights the meat of the plan in
capsulized form – the Vision and Mission Statement, the Roadmap, the Logical Framework
Matrix (LFM) that serves as summary and monitoring and evaluation (M & E) framework
and the Plan of Operations that lay down the details of the content of the LFM into
implementable strategic programs, projects and activities with corresponding indicative
budget estimates. It is in the plan of operations where the Annual Investment Plan (AIP) can
be culled out every fiscal year.
Part Five – Monitoring the Plan Implementation: strongly recommends that M & E
system must form an integral part of the plan itself. It further suggests some steps, forms and
systems for regular monitoring of the implementation of plan activities to keep tab on the
developments and changes unfolding, assessing its outputs, checking on its outcomes
(immediate impacts) and measuring the overall impact vis-à-vis its development to a wider
environment.
PART ONE

INTRODUCTION

When Basilan State College began operating in 1984 by virtue of Presidential Decree No.
1943, it had already established for itself some necessary physical plant and facilities to
support the academic instructions for post-graduate, graduate and undergraduate courses
offered at the time. However, in the course of its operations, little effort was made to augment
the needed support facilities and enhance the quality of the academic instruction of the
college by one reason or another. So it happened that Basilan State College lagged behind
many other state colleges and universities in terms of campus development and academic
instructions. It performed less in the accreditation processes, thus, remained at level 0 for
quite some time.

In 2010, Basilan State College was governed by a young and visionary statesman in the
person of Hji. Nasser A. Salain, Ed.D. Armed with his knowledge and experiences as a
former member of the Sangguniang Panlalawigan, he began leading the College onto its
present state of development. By 2011, he commissioned the Office of Corporate Affairs and
Planning to come up with a 5-Year Development Plan with the end-goal of identifying and
addressing the development bottlenecks of BaSC. Equally important, the plan also came up
with a strategic development framework that served as their guide to achieving the desired
outcome of the Plan.
As the Plan moved onto the implementation phase, outputs were gradually made perceptible.
Additional physical plants and facilities were set in place, support services were upgraded,
extension sites were expanded, networks were established, additional lots were acquired in
partnership with the Provincial Government of Basilan under the Administration of Governor
Jim S. Hataman Sallliman. Academic instructions were improved, accreditation on several
undergraduate courses were slowly attained. By 2017, Basilan State College was already
gaining its place as one of the most improved state colleges in the region and in the country.

To date, having assessed the capacities and capabilities of BaSC, College President Hji.
Nasser A. Salain once again commissioned the Office of Corporate Affairs and Planning to
come up with 5-Year Development Plan. However, this time, the thrust of the Plan is bent on
the College’s transformation into a university.

With the universityhood in mind, Ms. Beata B. Orillo, the Director for Corporate Affairs and
Planning, organized a Planning Body tasked to assess BaSC’s present condition and mapped
out general plans and programs leading to the transformation of BaSC into a university.
Hence, this 2019-2023 BaSC Medium Term Development Plan.
PART TWO
BaSC GENERAL PROFILE
2.1 Historical Background

Basilan State College had its beginnings in 1969 when the institution started as the UP Land
Grant High School in Sta. Clara, Lamitan, Basilan by virtue of the Sta. Clara Barangay
Charter. It opened up two classes for First and Second Year High School with a total
enrollment of 120 students. In 1976, the school was converted to UP Sta. Clara Barangay
High School through the same Barangay Charter that created it in 1969. The intent of which
was to meet the ever increasing number of young and adult population who were seeking
access to education in Sta. Clara and its neighboring barangays.

Under Presidential Decree No. 1303, it was renamed as Basilan National Agro-Industrial
School (BNAIS) in 1978 and received from the national coffer an annual budget of
Php650,000. At this period, secondary curricula for agriculture and trade were incorporated
in high school curriculum in keeping with the new thrust that the school inherited under the
Presidential Decree. The decision to incorporate agriculture and trade in the curricula was
prefigured by two factors: first is the availability of agriculture-graduate personnel teaching
in high school; and second is the vast tract of land that is in possession of the school which
the UP Land Grant donated in 1966. This allowed agriculture and trade technologies to hold
ground and eventually flourished.
Having assessed the potentials of the 18 hectares of land acquired by the school, the
Commission on Higher Education, DECS and TESDA collaborated for the establishment of a
College in Basilan. It was made possible through BP Blg. 363. Under this promulgation, the
High School was converted into college and thereby renamed Basilan National Agro-
Industrial College (BNAIC) in 1983. Supervision of the newly created college rested in
CHED, DECS and TESDA. Although the courses offered during this period were limited to
agriculture and manpower skills, the conversion to college also gave rise to the development
of demonstration farms, establishment of mini-forest and the crafting of college curricula
bent on deepening agro-industrial theories and practices.

In 1984, then MNLF leader Gerry A. Salapuddin altered the course and future of the college.
Upon his return to the folds of the law, he put away armed struggle and advocated social
reform and genuine development for the Province of Basilan in a peaceful manner. Long
been a believer in the value of education as a potent tool towards socio-cultural and economic
development, he requested for the establishment of a State College in Basilan of which then
President Ferdinand E. Marcos approved by virtue of Presidential Decree No. 1943.
Thereafter, Basilan National Agro-Industrial College was elevated into a State College and
was renamed Basilan State College (BaSC). From then on, the seat of the newly established
State College was transferred to Barangay Sumagdang, Isabela City and the Sta. Clara
Campus was designated as Campus 1. Gerry A. Salapuddin earned his rightful place in the
history of the institution as the “Father of Basilan State College.” Scores of development
interventions took place following the conversion. School infrastructures were augmented
within the old campus in Sta. Clara, while the Main Campus was established in a 4-hectare
lot located in Sumagdang, Isabela City; new course offerings were introduced; teaching items
were increased for both high school and college; extension sites were established in Lamitan
City in 1999 through BOT Resolution No.9 S.1999, Maluso Municipality in 2000 through
BOT Resolution No. 59, S. 2000 and Tipo-Tipo Municipality in 2011 through BOT Resolution
No. 15, S. 2011.

From its humble beginnings as an agro-industrial school, Basilan State College now evolved
into a more complex learning institution under the able leadership of HJI. NASSER A.
SALAIN, Ed.D. It now holds a wide array of physical plant and facilities ranging from
newly constructed school buildings, gymnasium, amphitheater, student centers and other
support facilities. On June 27, 2018, BaSC also acquired from the Provincial Government of
Basilan, through the Deed of Donation initiated by Governor JIM S. HATAMAN
SALLIMAN, a tract of land measuring 23,883 square meters. The donated land is intended
for the development of the College of Fishery and the college’s Sports Complex. In the field
of academics, it now offers 32 undergraduate 4-year courses and 13 graduate courses.

At present, the Administration is now working for the university-hood of the college
institution.

2.2 Features of Basilan State College

2.2.1 Geographical Location and Land Area

Basilan State College occupies a Main Campus and 4 satellite campuses in Basilan. The Main
Campus is located in Barangay Sumagdang, about two kilometers west of Isabela City – The
seat of the Provincial Government. The old campus, now designated Campus 1, is located in
Barangay Sta. Clara, about 15 kilometers north of Isabela City, or about 13 kilometers west
of Lamitan City where it politically belongs. Campus 1 in Sta. Clara holds an area of 18.112
hectares broken down into use as follows: 9.112 hectares of School Site, 2 hectares of
Pasture/Grazing Area and 7 hectares of farmland. The Main Campus located in Barangay
Sumagdang has an area of 4 hectares. It houses the administration building, the seat of the
Board of Trustees, school buildings, gymnasium, amphitheater and other support facilities.
Along the shoreline in Barangay Sumagdang, about 2.4 hectares of land donated by the
Provincial Government through the initiative of Governor Jim S. Hataman Salliman, is
earmarked for the establishment of the College of Fishery and the Sports Complex. Campus 2
is located in Barangay Lagasan, Lamitan City, Campus 3 in Maluso Municipality and
Campus 4 located in Tipo-Tipo Municipality.

2.2.2 School Infrastructure Support Facilities and Utilities

Infrastructure facilities and utilities such as campus road networks, administration building,
faculty building, school buildings, library, gymnasium, amphitheater, water supply,
electricity, communications facility and transportation are present in the two major and
satellite campuses.
In terms of access to telecommunications, BaSC is linked to local, regional and international
contacts by way of the Provincial Telephone System located in Isabela City. All campuses
are also accessing telecommunications services to two network providers namely, GLOBE
and SMART Telecommunications. All campuses have access to internet. However, strong
Internet connectivity is yet to be established in all BaSC campuses.
For transportation, Basilan State College is maintaining a Utility Van and School Bus. These
transportation units are used extensively by all offices and departments in most official
travels within and, on rare occasions, outside the province. During cross visits, field trips, and
other mass activities, the faculty and staff rely on the services of Rubiel Transport Inc. and
other independent mass commuter lines operating in Basilan.

Electricity is mainly supplied by Basilan Electric Cooperative (BASELCO) via a stand-by


NPC Power Barge, land-based power generators and the hydro-electric power plant located in
Barangay Matarling, Lantawan Municipality.

There is an established water supply and distribution system in all campuses. The main
campus in Barangay Sumagdang is supplied with water by Isabela Water District
(ISAWAD); satellite campus in Lamitan is supplied by Lamitan Water District (LAMWAD);
the satellite campus in Maluso is supplied by Maluso Water District while campuses in Sta.
Clara and Tipo-Tipo by a number of natural springs located in and around Basilan National
Park.

2.2.3 Academic and Enrollment Profile

For school year 2018-2019, Basilan State College posted a total number of 4,621 officially
enrolled students. 177 of them are into the Graduate Program while 4,444 are into the

2.2.4 BaSC Organizational and Administrative Set-Up

Basilan State College is governed by two governing entities, i.e. the Policy-making body
which is composed of 9-member Board of Trustees, and the Executive Body which
implements the policies, plans and programs decided upon by the Board of Trustees. In
between sessions, the Board of Trustees is represented by the Board Secretary in the day to
day affairs of the institution. She/He acts as the link between the Executive Body and the
Board of Trustees other than keeping official records of the Office of the Board.

The Executive Body is headed by the College President, who at this planning period, is HJI.
NASSER A. SALAIN, Ed.D.. Within the Office of the College President are three
functionaries that assist and/or advise the President in organizing the school policies and
programs to be implemented. These functionaries are Academic/Administrative Council,
Presidential Assistant on Public Relations & Information and Executive Assistant on Civil
Security Unit.
Directly under the Office of the Office of the College President are the offices of the Vice
President for Administrative Affairs and the Vice President for Academic Affairs. The Vice
President for Administrative Affairs directly supervises the Chief Administrative Officer and
his/her administrative staff, the Director for Finance and his subordinates, the Director for
Corporate Affairs/Planning to include the Heads of Agri-production and IGPs, and the
Director for Physical Plant. On the other hand, the Vice President is directly responsible in
overseeing the functions of the Campus Directors, Deans, Department Heads and other
support groups.
PART THREE

DEVELOPMENT CONSTRAINTS
AND CHALLENGES

When the first formal planning session of Basilan State College was held in 2005 and then went
through several reviews and enhancements in 2008, 2011 and re-planning in 2016, notable changes
were observed. However, these changes were not thoroughly and collectively discussed, assessed,
analyzed and documented. It should have been the primary task of the Monitoring and Evaluation (M
& E) System to keep tab on the changes unfolding but since M & E was not installed as a system,
many vital information and data were not objectively utilized to support decision-making.

Adapting the Goal-Oriented Project Planning (GOPP) as the planning method, the planning
participants in 2005 identified the core problem as “Low Level of Institutional Status of BaSC”. The
core problem was the effect of the following major problems, to wit: 1. Lack of Research Works, 2.
Minimum Extension Services, 3. Low Quality of Graduates, 4. Inadequate Physical Facilities and, 5.
Low Absorptive Capacity.

This low performance of the College has somehow improved after more than a decade. Prior to 2005
and a couple of years after it, rate of board passers at the national level was at low average of 40%; its
courses offered had zero accreditation ratings. Even more worrisome was the inadequacy of physical
facilities and not just limited but obsolete and dilapidated as well. Its extension services were both
minimal and fledgling. Likewise, research works did not make a dint. Production of research ideas,
concepts and designs were less dynamic and innovative. The absorptive capacities of the Faculty
and Staff were also considered low though there are some doctorate and masteral degree holders.
Hence, the need for continuing enhancement of their capacities.

As observed, the College remarkable performance started to pick up sometime in 2007 and 2008 and
onward when it registered a booming 80% board passing rate at the national level of the majority of
its licensure-required degree courses. The College also took pride when one of its board takers landed
top 10 in Criminology Licensure Examination at the national level. It also obtained accreditation with
Level 1 rating of its Bachelor of Elementary Education (BEED) and Bachelor of Science in Education
(BSED) in 2013 and raised to Level 2 in 2016. Eight more programs were accredited with Level 1
rating in 2016. These were: Bachelor of Science in Criminology (BSCRIM), Bachelor of Science in
Computer Science (BSCS), Bachelor of Science in Nutrition and Dietetics (BSND), Doctor in
Education (Ed. D.), Master of Arts in Education (MAED), Master in Public Administration (MPA),
Bachelor of Agricultural Technology (BAT) and Bachelor of Arts in Political Science (ABPOLSCI).
The following year in 2017, three more programs were raised to Level 2 accreditation, that made up to
six Level 2 accredited programs. The additional three programs were BSCS, BAT and ABPOLSCI.
During this year, Bachelor of Arts in Islamic Studies (ABIS) got Level 1 accreditation.

More impressive is the performance of component on Physical Plant and Facilities. Those identified
needed infrastructure support facilities are in the pipeline, others are about to be completed with
construction works assessed at 90% completion rate while some are already completed and turn over
to the respective users. In the main campus alone, there are a total of 36 buildings constructed;
majority are newly-constructed while a few others are old but refurbished. In Lamitan City Campus, a
2-storey building that will house the Management Information System (MIS) and Student Resource
Learning Center is also being constructed and about to be completed. Sources of funds for the
construction and repair of these facilities come from Local Funds and General Appropriation Act
(GAA).

The Extension Program is fairly doing well and its desire to have a significant share in the change and
development unfolding in the area through its services is continuously pursued. In fact, at present and
on-going, it has joint undertaking with the University of Southern Mindanao (USM) in Kabacan,
North Cotabato on research study on the development of a new clone of natural rubber that will be
introduced hopefully in the future in Basilan.

As we all knew, the Province of Basilan is one of the leading producer of natural rubber in the
country. It was in the province where the first rubber seedling was planted more than eight decades
ago. Aside from rubber, it is also producing coconut, coffee, cassava, and more. Its fishery and
aquatic resources are not just abundant but of best quality as well. The coconut industry however is
battling against the infestation of cocolisap.

It is worth mentioning the huge potentials of the province because it is where the life and blood of
research works and extension services are directly link and may well give meaning to its existence.
The College has five extension sites: 2 in Lamitan City in Barangay Sta. Clara and Barangay Lagasan,
1 each in the campuses of Maluso and Tipi-Tipo, all located at the town center, and fifth site is at the
main campus in Sumagdang, Isabela City. These extension sites that are strategically positioned in the
entire province are the outlets of outreach programs and services of the College.

Just like the Extension Services, Research Works is yet to set a major take off though it has already
embarked on some minimal research initiatives. As its output level goal is to have at least 1 faculty for
every department engaged in research works and research outputs published and utilized in school and
various communities, it needs to firm up its research plan and design, undertake more specialized
trainings, make more dynamic and proactive the identification, conceptualization and preparation of
research proposals on relevant research projects, and if necessary, outsourcing of technical experts on
research. In this way, the College will not only be the user but the creator, innovator and animator of
knowledge, information, technology, skills, culture, and more which will be shared and replicated to
keep it alive and eventually form part of the life system of humankind.

As the College gears up on its aim of attaining university-hood status, focus must be fine tune on soft
development intervention i.e., consistently improve instruction, fully functional extension services,
active and proactive research works, humane and participatory governance, established bilateral and
multilateral linkages and networking, functional and accessible in-house support services, and needs
and demand-driven management of resources.

Although, the Physical Plant and Facilities are relatively adequate, BaSC may continue to identify
future needed facilities especially state-of-the-art type. For now, it must ensure that construction of
facilities is fully completed and hand-over, operation and maintenance plan are formulated and
implemented, and facilities are optimally utilized for its intended purpose.
PART FOUR

DEVELOPMENT INTERVENTION

This section presents the sets of development intervention in capsulized form from vision to
doable plans. In details, it contains the vision, mission, roadmap, logical framework matrix,
plan of operations and programs and projects.

Roadmapping and roadmap are distinctly different from project planning and project plans. In
project planning and project plans, the emphasis is on execution to completion, with focus on
tasks and resource management. The roadmap is basically a strategy designed to enhance the
implementation of the BaSC Five-Year Development Plan. It will be used to map out precise
details regarding the next steps to determine the pros and cons and precise actions for
achieving the set goals.

4.1 Vision and Mission Statement

Mission

Basilan State College shall provide quality human resources equipped


with adequate knowledge, skills and attitude in technological, and
professional field of instruction, research and extension and
production to improve the quality of life of its clientele.
4.2 BaSC Roadmap to Universityhood

The BaSC Roadmap is designed to enhance the effectiveness and efficiency of the
implementation of the 5-Year Development Plan. It is arranged per component. All horizontal
arrows lead to attaining the set goal which is, "Liveable and Sustainable Basilan". All
components are inter-related; each supports each other. Research component, for example,
supports Instruction and all other components as shown in orange-shaded arrow while the
component on Physical Plant and Facilities, in blue-shaded arrow supports the other four
components. The two big arrows above the roadmap frame represent the general strategies
while below it strongly recommends to subject the implementation of the plan to regular
review and assessment to be able to do some adjustments, draw lessons and insights and
identify areas of improvement. After the completion of the plan implementation, check on the
immediate impact (outcomes) of the project activities implemented to the BASC community
and its recipients and development partners. Six months after the end of the project term,
measure its impact to a wider community (provincial level or possibly at the regional level).

MONITORING THE PLAN


IMPLEMENTATION

Any development plan is considered provisional in nature. Almost all of budget estimates,
identified indicators and other relevant data and information are plausible and open to
changes and adjustments. It becomes final when it is implemented. Thus, regular monitoring
of the implementation of the approved activities should form an integral part of the plan. It
must be strongly emphasized that the primary role of monitoring is to support decision-
making. Thus, information gathered from the field must be fresh and submitted/relayed on
time.

The Logical Framework Matrix (LFM), aside from serving as summary of the plan, it also
serves as monitoring and evaluation (M & E) framework design. At a glance, it presents the
gist and layout of the plan. It provides the planners and implementers the solid bases for
monitoring and evaluation.

BaSC Development Plan adapts a results-based planning method i.e., input-output-outcome-


impact relationship. The inputs which are the activities and the required resources once
carried out will produce the outputs. In like manner, once the outputs are utilized, outcomes
are taking shape and, if outcomes started to contribute or make a dint to a wider environment
then it is creating an impact.

It is important to conduct regular review and assessment of the first 3 years of plan
implementation to keep track of its developments and necessarily make some adjustments for
improvements. The frequency of review and assessment and the methodology will be decided
by the Implementing Team.
At the end of the third year implementation, a Mid-Term Review and Assessment will be
undertaken to determine the level and status of project implementation, the tasks and
responsibilities involved, increments accrued, benefits obtained, level of participation and
absorptive capacity, improvement of productivity and more based on baseline data. The result
of the Mid-Term Review and Assessment will be used as basis for improvements in the final
phase of project implementation.

Immediately after the culmination of the implementation of the 5-year development plan,
check on the outcomes vis-à-vis the LFM and the actual events in the fields (communities,
campuses, workplaces, and more). This will be a relatively huge task and the Planning and
Implementing Team must come up with a design on the conduct of determining and assessing
the outcomes of the plan activities implemented.

The overall Impact Assessment will be conducted 6 months after the end of the plan term. It
will measure the overall impact based on the development goal: performance as a university
in the province and at the regional and national level (and possibly, at the ASEAN level),
quality of graduates, adapters of technology, networks of partners, allies and supporters, and
more. Although, the Planning and Implementing Team will have its own internal impact
assessment, it is highly recommended to tap external evaluators to be able to come up with a
more objective and an un-biased results of the impact assessment.

The college library has a regular budget of 164 and a Fiduciary Fund to purchase
books and subscribe to peer-reviewed journals for all programs to support the curriculum and
academic needs of the library users every year. The librarian and staff guide the library users
in their choice of references and other library materials for learning both for personal and
curricular needs. The librarian and the staff in the library help the library users to be satisfied
with their needs in terms of references in the library. The main goal of the library is to satisfy
the library users in terms of the different library services offered. If the students can’t find
anything in the library, the librarian suggests the library users go to another library thru
referral, just to sustain the needs of the library users. The library aims to produce and sustain
the needs of its library users to satisfy them and give them the best services that a library
could offer and according to the result of the evaluation, the goals and objectives of the library
are satisfactorily attained.

The institution's organizational structure was meticulously studied and well-examined


by the academic council and approved by the Board of Trustees accordingly. The institution's
organizational structure shows the line of authority, from the Trustees to the Office of the
President to the Office of the Board Secretary to the different offices of the college and the
library is under the supervision of the Office of the Vice-President for Academic Affairs. In
these organizations, a supervisor exercises direct supervision over a subordinate. Also,
authority flows from the top-most person in the organization to the person in the lowest rung.

The library organization structure was based on the Institutional organizational


structure. From the highest authority which is the president, next is the Vice-President for
Academic Affairs, and next is the College librarian under the supervision of the college
deans/directors or the library committee. It was approved by the College President and it was
well-designed and effectively implemented.
