PRESIDENT’S
REMARKS
PAM ELECTION 2023
Short of 2 days it has been a month I have been elected as PAM
president. At the time of announcement of election results on
29th April 2023, I was away in Ann Arbor, Michigan attending my
youngest daughters convocation. Thank you to all members for
believing in me to lead PAM for 2023-2024. However, the very
next day (8th May 2023) that I arrived home from overseas, I
was in PAM being updated by the Secretariat.
PAM subsidiaries will be called on to provide various
resources to make these happen.
2. Ensuring more PAM representatives sit on various major
local authorities and agencies will keep the architects’ voice
constantly heard and that definitive actions will be taken to
advance the profession.
3. Turning PAM as a platform where members may use to
promote their new enhanced skills thus enhancing their
practices.

TRIALS AND TRIBULATIONS MAJOR EXCITING EVENTS IN THE YEAR

2023/2024
My journey in PAM began sometime in 1992, became a PAM
member (a mandatory requirement to be registered architect by KLAF2023 ongoing till year end.

Serving PAM and members quietly in the background, facing
many challenges along the way. After more than 31 years…
Syukur Alhamdulillah… Finally, here I am speaking to you all as
PAM President.
The underlying message to those aspiring higher in life
endeavours:
BE PATIENT. PERSEVERE.
NEVER, NEVER, NEVER GIVE UP.
IF WHATEVER YOU ARE ASPIRE FOR, YOU WILL GET IT IS
ALLAH PLAN IT SO.
THERE IS ALWAYS A GOOD REASON FOR EVERYTHING.

1. Taking up matters close to PAM members especially practice
issues.
2. Getting more members to represent PAM in local authorities
and agencies to voice out several critical issues affecting the
architectural profession.
3. Engage with other stakeholders in the industries and other
regulatory bodies putting pressure to ensure uniform
submission procedures, balance equity in decisions.
4. Create new training programs for members to gain new skill
sets.
5. PAM as a platform where members may use to promote their
practices.
6. Promote architectural services to the general public and create
new project opportunities.
7. Monthly engagement with members.

AS PAM PRESIDENT

My first task is to continue the good work of the previous

councils.
1. It is essential to help the members face the many challenges
with their practice. Appropriate programs and events will be
carried out focusing on matters weighing heavily on their
minds, especially practice issues.

IMMEDIATE PAST PRESIDENT
Ladies and Gentlemen,
Tonight is a night of celebration, as we step into 100 years of our
institute, I hope to thank the many people who have helped PAM
along the past term to make our institute great again. I hope you
can give these dedicated people you applause and heartfelt
appreciation. There are the real heroes behind the scenes who
actually propel PAM towards greater heights. Truth be told the
president is but the captain of the ship and a ship is nothing
without its crew.
These achievements I show tonight are not my achievement it
belongs to all of you , the members, the people behind the
scenes, the architects that help build this great country.
I am a mere inheritor of a great of this great ship that is PAM
tasked to guide it the best I can during my term. Yet this ship has
been built on the shoulder of many great past presidents without
which we will never be who we are today. I would like for all of
us to give these exemplary group of people a huge round of
applause.
Without them we would not have the frame work we have today,
no architects act, no PAM contract and definitely no PAM
building. We merely build on the great foundation that these men
and women have put into place. Our most sincere thanks.
May we have a great Next hundred years.
I would like to extend a special word of appreciation to our
esteemed Council members who have tirelessly dedicated their
time and expertise to lead our institute. Your guidance and
wisdom have been invaluable in shaping our strategies,
advocating for our profession, and fostering a sense of unity
among our members. Together, we have embarked on
meaningful initiatives that have advanced the field of
architecture and raised public awareness of its significance.
A special thanks to our Past Presidents on Council Tan Sri Esa
Mohamed, Datuk Tan Pei Ing, Datuk Ar Hj Hajeedar and Ar Lee
Chor Wah; and of course immediate past president Datuk Ezumi
Harzani. Your wisdom, guidance, and unwavering commitment
to the profession have set a high standard for us all. Thank you
for you advice and wise council. We are deeply grateful for your
invaluable contributions and the lasting legacy you have left
behind.
Thank you again council members and Past Presidents for your
service and for being the guiding lights of our institute.
If an army with only officers and no soldier would ultimately fail.
Hence, PAM would be nowhere without its secretariat. Presidents
and Councils come and go but the secretariat remain. People like
Zarina Ibrahim the chief Secretriat and Mr Norazam Victor have
spent most their lives dedicated to PAM.
I would like to express my heartfelt thanks and highlight the
diligent and hardworking secretariat of PAM. Behind every

successful event, behind every program, and behind every
initiative, there is a team of dedicated individuals who work
tirelessly behind the scenes to ensure its smooth execution.
The secretariat, with their professionalism, attention to detail,
and unwavering commitment, has been instrumental in making
all PAM (Malaysian Institute of Architects) events happen
seamlessly.
I would like to extend a heartfelt thank you to the esteemed
office bearers of PAM. These are my support and friends
through the good and the bad. The Deputy President Ar Alice
Leong, Vice President Ar Adrianta Aziz, Honorary Secretary
Dexter Koh, and Honorary Treasurer Ar Erdayu Oshara are
crucial in ensuring the smooth functioning of our institute, and
I am deeply grateful for their exceptional contributions and
dedication.
Especially to the Honorary Secretary, as you well know the
institute is run by the Honorary Secretary thank you for your
meticulous attention to detail and your exceptional
organizational skills. Your role in managing our institute's
administrative functions, maintaining records, and facilitating
communication has been vital in ensuring the success of the
institute in the past year.
And to our lovely Honorary Treasurer, thank you for your
excellent financial management and stewardship. Your
meticulous attention to budgeting, financial planning, and
reporting has provided the necessary foundation for our
institute's success. Taking us out of the red and into the black.
And finally, to the most important person of all my beloved wife
Hani Hussin. In PAM we have term among the past presidents
we call it PAM widow as most presidents rarely have a weekend
to themselves what more in this 100 year celebration year. Last
year was exceptionally tough on Hani as she lost both of her
parents in short span of 6 months. On both incidents, I was
judging architectural competitions on behalf of PAM.
Please do give her a roaring round of applause. Truly if there is
a hero to this story it is her.
Thank you Hani and I will love you forever till Jannah.
I started last years dinner speech with my us adhering to the
core mission of PAM. To Promote the Advancement of
Architecture & the Architectural Profession for the Betterment
through society.
Though 7 precepts:

• Wellbeing
• Sustainability

Executed to 5 pillars:
• Institute & Community

I would like to mention them again and hope the incoming
council will stand true to the mission of the institute and carry on
these pillars.
Tonight I want to show some highlights of the year. But looking
at journal of activities and calendar of activities it would take
nearly 3 hours if I spent 1 minute on each activity. I will have to
show just the very few summarised version of these events. If
you look at this event calander on the right it is actually events
on top of our normal events.
First I would like to highlight our Archidex this year which has
finally heading back to the size of archidex pre pendemic times.
We have 900 booths present we have a footfall of 32,100 peaple
during the exhibition. This year we are expecting more!!!
A heartiest thank you to our convention committee and our
partners at CIS, Datuk Vincent for all their hard work.
Kuala Lumpur Architecture Festival 2022 was also a resounding
success with with nearly 1400 people attending Datum and its
related conferences. Heade by of KLAF director Ar Dr Lim Teng
Ngiom with the theme Mindshaping for the future it is definitely
a worthy prelude to this years 100 years Kuala Lumpur
Architecture Festival 2023.
As usually Datum itself is a celebration of sorts, finally we are
back to having our normal conventions. With it competitions such
as the Future City Design Competition open to all professionals,
The Architalent for students and many more. We were very lucky
to even have Architect Vo Trong Nghia from VTN famous for his
Bamboo work. He has now refused to give talks and has
transcended to a monk like existence.
This year KLAF is greater it spans the whole year under the
direction of our KLAF director Ar Zaini Mufti and his 5 co directors
• Ar Syah for Engage sub theme
• En Hakym for the Extend sub theme
• Ar Sacha for the Extend sub theme
• Ar Qhawarizmi for the Evovle sub theme
• Ar Ellina for the Educate sub theme
And the 2 program manager Sarah Sulaiman as Rumaiza Hani
And last and perhaps most important Ar Amzar for being the
convenor for Datuk Kuala Lumpur 2023!!! A round of applause
for this team!!!
The have promised us a great show. Further to that Amzar id also
convenoer for tonight dinner so if you like the food and the
entertainment he is the man to thank
One of the key things that we want to achieve to take PAM back
in the black. I am happy to report that we achieve that , the Net
Group Surplus is RM 418,266 which has increased by RM
2,082,373 from Previous Year’s lost. A huge round of applause
for our council members and especially our treasurer Ar Erdayu
Oshara.

We have also wanted to improve PAM Awards, we wanted to
make it more affordable to enter and more environmentally
friendly. I amm happy to report this is the first year that PAM
awards is run totally online. No more wasted printing , no more
boards thorn away, and its cheaper. And because of this we see
a huge number of submission for this years’ award. Kudos to
our convenor Ar Lee Chor Wah and Co convenor Ar Rien Tan. Ar
Rien hard at work to push this agenda of having a fully digital
system for PAM awards.
This is just a pre birthday party. The gala dinner is on the 21st
of October 2023 at Majestic Hotel.
We wanted to increase efficiency. We had many meeting with
the secretarit to streamline many processes, a great thanks to
our Hon Sec Dexter Koh and hon Treasurer for spearheading
this.
We put Increase Member Engagement as one of our top
prioritise and have all kind of activities that engage the
members. This is the first term in PAM history that we have
quarterly townhalls with all the members where member can
bring up pertinent issues to Council and not wait for AGM as
previously. LAM also sees the value in this engagement hence
Our last town hall in the first quarter of this year was even done
together with LAM. Thank you Datin yong LAM president for
initiating this. Of course they are myriad activities that provide
a social engagement such as this run organised by Ar Aimi and
many many more under both PAM KLAF 2023, next 100!!!
In order to make PAM relevant again and a force to help with
nation building we set to Increase Government Engagement.
These are among the ministerial visits that we engaged on
many issues that are part of our profession. Chief among those
are of course OR frind YB Nga Kor Ming Minister of KPKT, we
have YB Nik Nazmi minister of natural Resource Environment
and Climate change, YB Senator Tengku Zafrul Ministry of
International Trade & Industry, YB Dato Sri Alexander Nanta
Linggi Minister of Works, YB Khairul Firdaus Akbar Khan.
Deputy Minister of Tourism, Arts and Culture and many more.
Including Mayors such as the previous mayor of our beloved
Kuala Lumpur , Datuk Seri Mahadi Che Ngah – hope to make a
visit to Datuk Kamarulzaman Mat Salleh soon. And many many
more. We hope the new PAM council will continue this initiative
to ensure that PAM and its members stay relevant the
betterment of the country.
We have also endeavoured to improve practice, it was an active
year lead by practice chair Ar Anthony Lee Tee and co chairs
Ar. David Teoh; Ar. Chee Hin; Ar. Thiri we are dedicated to
improving the submission process and improve all manner of
practice issues. One of the things that we are moving closer to
is the realisation of our Stake Holder fee with the amendment
to the architects ACT 1967 and hopefully forthcoming
implementation.
We are ripples in a pond to become a wave. If everyone
contribute work will be a better place.
May PAM prospers for the Next 100 years and Beyond!

SPEECH BY YB NGA KOR MING, MINISTER OF
LOCAL GOVERNMENT DEVELOPMENT MALAYSIA
A very good evening to you.
First and foremost, I would like to thank Pertubuhan Arkitek Malaysia for
inviting me to be here tonight.
It is my great pleasure to celebrate the 100 years Anniversary of
Pertubuhan Arkitek Malaysia, PAM, in Malaysia. PAM has been
instrumental in shaping the architectural landscape of our country and I
am honoured to be here tonight to celebrate this milestone and to be in
the presence of eminent people from the architectural profession.
Congratulations to PAM for successfully organising the Annual Dinner and
PAM Awards.
Architecture is an integral part of our culture and heritage. It reflects our
history and identity as a nation. Over the past century, we have seen the
evolution of architecture in Malaysia from traditional houses to modern
skyscrapers. This evolution has been driven by the creativity and
innovation of our architects who have pushed the boundaries of design
and engineering.
As we celebrate this milestone, it is important to recognize the
contributions of our architects who have made Malaysia a hub for
architectural excellence in the region. Their work has not only
transformed our cities but has also put Malaysia on the world map as a
centre for architectural innovation.
Under the present government, some local councils are collaborating
with PAM. This is a commendable move in promoting sustainable, green,
and modern designs. I hope PAM will continue to collaborate with the
local councils and inspire communities to choose a clean, healthy, and
sustainable lifestyle.
We must look at potential opportunities to introduce contemporary
innovations, ideas, designs, and technologies to cater to the growing
needs of an ever-expanding market.
In the accelerating pace of global economic change, design, and
creativity, along with “green”, are the two key differentiating factors in
the new world order, and it would be another oversight and
miss-opportunity for us to focus solely on the ’green’, and not on ‘design’
at the same time.
Both design and green are high value industries, and in combination have
immense potential not only as a combined high value economy, but also
in raising the value to the country’s other economies and enhancing the
country’s global competitiveness.
The creative architecture industry not only has a large potential to spur
the economy, but it adds value to the quality of life of the rakyat. In
architecture, the quality of life is demonstrated through quality
architecture which resolves the issues of functionality, stability, delight,
and sustainability, among others.
The Ministry of Local Government Development constantly aims to
improve the well-being of the people through many of its policies from
public parks, safety, clean toilets, liveable homes to ease of doing
business.
In order for our country to stay competitive, the Local Government
Department is studying the areas where we could help businesses to
flourish by doing away with unnecessary bureaucracy red tape and
procedures. We are currently looking at ways to pare down to the most
essential on protocols and procedures without compromising on quality
of service.
For instance, we are currently reviewing to reduce the maximum duration
for Planning Permission A (Kebenaran Merancang Besar A) under OSC
3.0 PLUS portal from 300 days to:

• 104 days for developments under Subsection 22 (2A) and
• 49 days for developments under section 20B of Town and Country
Planning Act (Act 172),
It is worth noting that Under Section 22 (Sub-Sections 2A) of Act 172,
all applications for planning permission involving matters of national
interest should be referred to the National Physical Planning Council
(MPFN) for its advice.
The Local Government Department progressively continues to enhance
and improve ways of doing business. The E10 Initiative introduced by
Kulim Municipal Council, a pilot project to fast-track process in dealing
with construction permits. The spirit behind this initiative is effective
interaction between investor and Kulim Municipal Council to facilitate
constructions works and ultimately the production could be started in
specified timeline without delays.
Once it is finetuned, we will replicate the initiative at other local
councils.
We are also studying two other initiatives to expedite the submission

• Applicants to conduct Prerequisite, Pre-consultation and Technical
Review before submitting the official application to OSC.
• Self-Regulation, where the Principle Submitting Person or PSP
declares on the compliance to all technical requirements.
We are also in the process of finalising a circular that will set the policy
for deployment of the electric vehicle (EV) charging stations in
Malaysia. KPKT through PLANMalaysia is drafting a circular on the
application procedures and approvals for the development of EV
charging stations. The circular will be presented at the National Council
for Local Government (MKNT) meeting next month.
There are currently more than 10,000 registered EVs in the country,
with 900 public EV chargers and the Low Carbon Mobility Blueprint
targets 10,000 EV charging station points installed in the country by
2025.
With this new circular, we hope that driving EV would become more
attractive for Malaysians.
Architects play a significant role in the development of the Malaysian
identity. Now that we have a century old experience to look back,
professional Architects must rise to the occasion and demonstrate that
you can deliver as a Professional in response to the Government’s
aspiration and public expectation.
The great impact on all of us with regards to cost of living and doing
business due to unpredictable costs of raw materials and quality and
availability of human resources arising from the recent pandemic
should inspire us to be innovative and more creative, inline with the
three pillars of the theme in ARCHIDEX this year, Sustainability, Future
Architecture, and Wellbeing. We shall promote ARCHIDEX as the centre
of excellence and the major regional player.
I call on all architects to meet this challenge with total commitment as
a way forward in raising the professional standard in our society and in
the best interests of the public.
On this note, I’d like to take this opportunity to congratulate the PAM
2023 Awards Winners for your outstanding achievement in architectural
design and creativity based on very stringent rules and criteria. I am

The centennial celebration of Pertubuhan Akitek Malaysia (PAM)
in 2023 would mark a century of architectural excellence and
contributions to the profession in Malaysia.
The architecture fraternity celebrated the best and brightest
amongst its members at the PAM Awards 2023 and PAM Annual
Dinner on 27 May 2023 at Shangri-La Kuala Lumpur.
Since its inception in 1990, this premier awards ceremony by
Pertubuhan Akitek Malaysia (PAM), alsoknown as the Malaysian
Institute of Architects, marks the highest recognition for
architectural excellence in Malaysia and has established itself as
the nation’s most recognised honour for architects, building
owners, builders and contractors.
These Awards give recognition to Malaysian Architects who
pursue excellence in design, to promote the advancement of the
quality built environment that creates a positive impact - whether
socially, physically, or culturally - in Malaysia, as well as to
highlight the diversity of Malaysian architecture.

The fact that the PAM Awards continue to showcase outstanding
architectural projects despite the challenges posed by the global
pandemic is truly remarkable. The high standards set by the
juries ensure that the quality and excellence of the awarded
projects are maintained. It is amazing to see such a wonderful
spread of projects highlighting the best and most significant
projects and their architects receiving the recognition and
adulation they deserve. The most amazing fact of all is that we
have just come out of a global pandemic which has affected our
construction industry to the extend that not only many projects
were delayed but they are many sites where the work had to
cease entirely. Emerging from such a trying time and still seeing
wonderful buildings being produced in that tumultuous period
is a testament to the determination and resiliency of Malaysian
architects and our will to prevail even through insurmountable
odds.
The Awards this year saw a total of 120 valid submissions
across 15 categories: Single Residential, Multiple Residential
(Low Rise), Multiple Residential (High Rise), Public &
Institutional, Alteration & Addition, Conservation, Overseas,
Commercial Low Rise, Commercial High Rise, Showroom,
Sports and Recreation, Collaboration, Planning & Master
Planning, Hospitality and Sustainable Development Goal (SDG)
The calling for nominations for the PAM Awards 2023 was open
from 30 December 2022 to 19 January 2023. On the closing
date of 19 January 2023, 152 projects were nominated online
across 15 categories. This was followed by the call for the
submission of entries from 6 February 2023 to 2 March 2023
where a total of 120 entries were submitted on the closing date
of 2 March 2023. No projects were shortlisted for the category
of Overseas and Master Plans while there were no submissions
for the Conservation category. On the other hand, the
Alteration and Addition category had the most shortlisted
entries whereas Showroom, Collaboration, and SDG only had
one shortlisting each.

A building defects inspec�on is a systema�c

inspec�on also involves analyzing the
probable causes of those defects. Finally,
prac�cal recommenda�ons will be issued to
rec�fy those defects to ensure long-term
durability. A report containing informa�on
in the form of photographs, key drawings
and recommenda�ons. This report is a
valuable source of reference for those
responsible for managing and maintaining
the building now and in the future. In
addi�on, the report is also useful for
problem iden�fica�on, preven�on and risk
management.

Fay Cheah was the iron lady of PAM. Though not an
architect, she was keenly attuned to good design and
architecture not just in Malaysia or the region, but the
whole world no less. She was also fully up to date with all
matters including contracts and legislations during her
time working at PAM.
Anyone wanting to become a PAM member in the 80s, 90s and
early 2000s would have met Fay. If not in person then at least by
her voice. I was one such person in 1992. It then became a 30
year friendship.
It would be fair to say that whilst the late Dato’ Kington Loo
urged me to serve in PAM, it was Fay that showed me the ropes
and introduced me to all the varied characters that made up
PAM. She knew everyone in and around PAM. Not just the good
things but literally everything.
Fay had an uncanny ability to spot talent and had no patience for
fools. She brought many talented young architects (and
non-architects) to the fore and gave them their day in the sun. It
was then up to them to grow and bloom as per their destinies.
She was also the “hand” behind many presidents. Organising
their schedules, meetings, talks and even some of their editorial
writings. She was immensely capable and could muster talented
young people to assist. Not many presidents could have carried
out their many duties without her by their side.
She was the behind-the-scene editor for PAM’s publications the
Berita, AM and Architecture Asia. None of these would have
survived till today without her dogged determination to get them
out. I enjoyed working with Fay. She got things done and I loved
her no-nonsense approach. It was this fiery demeanour that
rubbed some off the wrong way but that was Fay.

During my term as president she very aptly supported me and
we worked very closely and managed to implement some
exciting new ventures for PAM. She was by my side when we
negotiated and finalised the birth of PAM Convention and
ARCHIDEX. We surveyed the world looking for emerging star
architects to invite to speak at DATUM. She became very good
at it and maintained contact and personal friendships with
many of them long after they have become stars. This would
give her incredible connections for her later work with the Aga

Fay was also well known amongst the ARCASIA fraternity.
Again she introduced me to all and sundry. She also assisted in
the formation of Architect Centre.
In later years we drifted apart after she left PAM. We caught up
for coffee only once in a long while. It was a very sad morning
when I went to the University Hospital ICU ward along the
winding corridors of rooms looking forward to hear her
boisterous voice and have our usual often explosive banters.
Unfortunately I missed her by 20 minutes. I stood by the
bedside for a long while trying to come to terms that she was
no more with us. The iron lady of PAM was gone.
Fay cast a powerful larger than life shadow over PAM but she
always shunned the limelight preferring to stay in the
background. She was happy just getting things done. Her
voluminous contribution to PAM must be recognised and
remembered. I dare say that she helped set the foundations for
the current day prominence of PAM. Victor and Zainal, here
faithful staff are still working for PAM after more than 40 years.
RIP Fay Cheah and Thank You so much for all you have done
for architects and PAM.
