1 COMPETITION OBJECTIVE

Blockchain technology, which stands out with its decentralized, immutable, transparent
distributed ledger architecture, has been one of the most popular and promising
technological developments of the last decade.
Although the starting point of blockchain technology is the idea of developing an alternative
to centralized financial technologies, this technology can potentially be used in all areas
that require trust-based relationships, from the financial sector to healthcare, from supply
chain to public administration systems.
Blockchain platforms have been developing rapidly since they first emerged as crypto
asset systems, especially in terms of scalability, integration, interoperability, privacy and
security. In blockchain technology, which continues this development as open source
without being dominated by a certain geography, country or institution, our country has the
opportunity to be not only a user but also a developer.
It is important for blockchain technology to become widespread in our country and to
investigate its application areas on real problems. TEKNOFEST Blockchain Competition
(TBC) is organized with the content of both advancing the blockchain technology itself and
producing solutions to real-world problems in identity, finance, supply chain, Decentralized
Autonomous Organization (DAO), and other application areas using blockchain
technology. The main goal of the competition is to increase the knowledge and trained
manpower in our country.
The competition, organized for these purposes, aims to direct the participants to different
sub-fields and applications of blockchain technology and to ensure more effective
adaptation of our valuable human resources to this technology. In the competition,
innovative project ideas that will serve the development of technology in the world and in
our country will have the opportunity to come together.

2 COMPETITION SCOPE

• High Performance and Scalable DLT (Distributed Ledger Technology)


Infrastructures
- Layer 0, Layer 1, Layer 2, Layer 3 and hybrid DLT architectures
- Innovative custom designs using state channels, side chains, rollups, sharding
and/or other approaches
- Integration and interoperability solutions
- Payment and anti-double-spending protocols combining on-chain and off-chain
solutions

• Privacy in DLT Systems


- Privacy protocols for decentralized applications
- Privacy protection methods for digital currency systems
- Privacy-preserving solutions for the basic DLT protocols

Projects other than the five main topics listed above will not be evaluated within the scope
of the competition.

3 COMPETITION PARTICIPATION CONDITIONS

• Competitors can participate in the Fintech Competition in teams of a minimum of 2


and a maximum of 5 individuals. The competition is open to undergraduate,
graduate, postgraduate, doctoral students and/or graduates from any discipline. It
is recommended that teams consisting of students receive counseling support from
an academician or a professional within the relevant field.
• The supervisor undertakes to support the team until the final stage and to be with
the team during the final stage. It is essential that project ideas are original and nor
replicated. Projects identified as resembling or imitating others will be excluded from
the competition. If the competitor has previously participated in another competition
with the same project, details including the name, place, date, organizer and the
result of the competition must be reported in the project file.
• If the competitor has participated in TEKNOFEST technology competitions
organized in previous years with the same project, he/she can apply again with the
condition of developing and/or transforming his / her project.
• Only one category or one competition can be entered with the same project.
Applications from teams submitting the same project to different categories or
competitions organized within the scope of TEKNOFEST will be deemed invalid.
• The competitor cannot participate with an identical and/or copied report from a
previous project. In case of quoting from the reports published on www.teknofest.org
within the scope of a previous year's report, the source must be specified.
• The advisor should not be added as a team member. Each team can have at most
one advisor. Applications of teams with more than one advisor will be invalid.
• There must be a team captain in the team.
• During the competition process, all information to be provided by the TEKNOFEST
Competitions Committee will be directed to the person designated by the team as
the communication officer. For this reason, each team must designate a
communication officer. It is the responsibility of the communication officer to follow
up on the processes (application, report upload, deadline, objection process, form
submission, etc.). The TEKNOFEST Competitions Committee is not responsible for
any delays and/or disruptions caused by the communication officer.
• Between the specified application dates, the team captain/advisor registers through
the system, ensuring the correct and complete registration of the advisor and/or
team captain/team members, if any, and sends an invitation to the e-mails of the
advisor and members, if any. The member to whom the invitation is sent logs into
the application system and accepts the invitation from the "My team information"
section and the registration is completed. Otherwise, the registration will be deemed
incomplete.
• Competitors who have completed the team formation process must apply to the
competition suitable for their project.
• All necessary processes within the scope of the competition (application, report
reception, report results, objection processes, member addition/removal processes,
etc.) are carried out through the QMS system. Teams are required to follow their
processes through the QMS system.
• Member additions/removals are made until the Project Presentation Deadline. No
changes will be made within the teams after the Project Presentation deadline.

• Throughout the competition process, making applications, uploading reports, filling
out forms for the objection process are within the authority of the team captain
and/or consultant and the competition processes are managed through these
people.
• Transport and accommodation support to be provided to finalist teams is limited.
The maximum number of individuals to be supported is 3 people per team, including
the counsellor, and the TEKNOFEST Competitions Committee has the right to make
changes.
• TEKNOFEST Competitions Committee has the authority to limit the number of
members in the festival area. In case of limitation, relevant information will be
provided by the committee.
• If there is a team counsellor in the applications, it is obligatory to send a counselling
certificate.
• Competitors can apply to the same and/or different TEKNOFEST competitions with
different projects.
• The competitor will be able to participate in the competition by reading and
approving all explanations about the competition and the conditions of participation
before applying.
• Applicants to the competition are deemed to have accepted all the conditions in the
specification.
• Applications will be received via the TEKNOFEST Aviation, Space and Technology
Festival Technology Competitions official website (www.teknofest.org). For the
application, the application form must be completed until 20 February 2024.

Evaluation will be made in three different stages; Project Pre-Evaluation Report, Project
Presentation Report and final scoring of the competition. Teams that do not send the
Project Preliminary Evaluation Report and Project Presentation files will not be eligible to
participate in the competition.
The report submission must be uploaded via the KYS system until 17:00 on the day
specified in the calendar. The appeal process is notified to the teams by the TEKNOFEST
Competitions Committee via an e-mail sent after the results are announced. The
TEKNOFEST Competitions Committee has the right to make changes to the calendar and
times. After the application, a "pre-qualification" process will be carried out with the
preliminary evaluation reports submitted by the teams. In this process, the reports will be
examined in terms of report layout and project subject, and decisions will be made to
evaluate the pre-evaluation report, and invalid or incorrect applications will be disqualified.
Projects eliminated in this context will have no right to appeal.

6 EVALUATION CRITERIA

Projects submitted to the competition should originate from addressing an existing problem
or fulfilling a need. The evaluation of the content will be based on the following criteria:
● Added value and innovation
The solution offered by the project should be able to differentiate from existing sector
solutions and create added value to users or business partners.
● Technology use
Relevant technologies should be effectively integrated into the project, establishing a
strong technological basis to achieve its objectives. In this context, the project’s
adaptability to future technological developments is also important.
● Applicability
Another important criterion is the feasibility of realizing the project idea and its potential
to transform into a commercial product within the current conditions.
● Widespread impact
The potential of the project to appeal to a wide audience and its capacity to generate
a positive social, economic or industrial impact will be considered.

● Sustainability
The project should be planned in accordance with the principles of financial,
environmental and social sustainability. For long-term success, it is important to
have the necessary resources and the ability to adapt to changing conditions. The
project should reflect a consideration of how its activities contribute to sustainability
with the awareness of potential risks.

6.1 Project Preliminary Evaluation Report

Teams are obliged to submit their Project Preliminary Evaluation Reports on the date
specified in the competition calendar. After the application period concludes, detailed
information about the submission of the Project Preliminary Evaluation Reports will be
shared with the teams that have completed their application. A preliminary elimination will
be carried out according to the results of these reports. The Preliminary Evaluation Report
template is available on the competition website. Following the preliminary evaluation, the
teams that have passed to the second stage will be announced on the date specified in the
competition calendar.

6.2 Project Presentation Report (Online)

Teams that have passed to the project presentation stage are obliged to submit their
presentations on the date specified in the competition calendar. Project presentations will
be evaluated online. The templates and requirements of the presentation can be found on
the TEKNOFEST website. The dates and times for online presentations will be scheduled
for teams that deliver their presentations in accordance with the calendar and the required
criteria. It is mandatory for the respective team to make its presentation on the specified
date and time. Following the outcomes of the online presentations, the teams that are
eligible to participate in the final will be announced on the date specified in the competition
calendar. Teams that successfully complete the semi-final stage will be entitled to compete
in TEKNOFEST finals.

The template of the project documents requested in the Project Preliminary Evaluation
Report and Project Presentation stages will be provided on the TEKNOFEST official
website (www.teknofest.org). Teams are expected to prepare their reports in accordance
with this template.

7 REWARDS AND BENEFITS

The project teams that qualify to pass the first stage will be offered the opportunity to
"receive short-term training or mentoring". The finalist teams will be given the opportunity
to "meet with experts or managers in the sector" and/or "participate in short-term internship
programmes".
The awards to be given to the teams that are entitled to receive prizes after the competition
finals are outlined in the table below. No individual awards will be granted. The first, second
and third prizes will be divided equally among the total number of team members (all

members registered in the system) and will be deposited into the bank account specified
by each individual.

STATEMENT OF RESPONSIBILITY

T3 Foundation and TEKNOFEST are in no way responsible for any product delivered by
the competitors or for any injury or damage caused by the competitor. T3 Foundation and
the organization authorities are not responsible for any damages caused by the
competitors to third parties. T3 Foundation and TEKNOFEST are not responsible for
ensuring that the teams prepare and implement their systems within the framework of the
laws of the Republic of Turkey.
Technology Team Foundation of Turkey reserves the right to make any changes in
this specification.
