1. INTRODUCTION
As a direct follow-on to the Copernicus Space Component Ground Segment 2022 Checkpoint,
the Agency is pleased to present the procedure for the “ESA EO Data Management and
Operations Framework (EOF) Workshop” to be held in April 2024.
The Copernicus Space Component (CSC) Operations aim at ensuring the continuity of
Sentinels data availability with the highest level of excellence. The Copernicus Ground
Segment is contributing to this goal by pursuing a continuous evolution towards a more
efficient, modern, digital and sustainable system. To review the progress in this regard, regular
checkpoints have been organised in 2019, 2021 and 2022. These checkpoints, open to
Industry and stakeholders, have been the opportunity to share the technical Ground Segment
documentation baseline and capture a number of recommendations.
In order to provide a greater opportunity for feedback and discussion on the relevant Data
Management and EO Operations topics and align with the major initiatives being pursued
within the European EO ecosystem, the organization this year is centered around a series of
colloquia to be held through web conferencing followed by a hybrid plenary session. While all
the documentation and the majority of the colloquia address the ESA Copernicus operations
framework as a continuity of previous Copernicus Checkpoints, the scope of the colloquia
have been expanded to highlight the ESA Digital Twin of the Earth (DTE) activities as well as
Ground Segment operations of ESA Missions (Earth Explorers, Earth watch and Heritage) and
relevant Third Party Missions. Additionally, a colloquium focussed on EUMETSAT Copernicus
operations is also foreseen.
To mark the difference with prior years we would refer to the series of events as the “ESA EO
Data Management and Operations Framework (EOF) Workshop 2024”, encompassing the
Copernicus Checkpoint 2024.
This document outlines the procedure by which participants to the Workshop may access and
comment on the document baseline prepared for the Workshop, to attend the Workshop

colloquia and plenary, and outlines the expected follow-up to the Workshop planned by the
Agency to record the achievement of the Workshop objectives.
2. WORKSHOP OBJECTIVES
• To report on the status and technical evolutions implemented in the frame of the ESA
EO Ground Segment and to continue collecting feedback on the associated technical
specifications.
• To provide visibility and gather feedback on the plans for future evolutions for the CSC
Ground Segment framework including the preparation of the Copernicus Expansion
Missions
• To introduce and exchange on the foreseen future evolutions towards an ESA EO Data
Management and Operations Framework
From which the following detailed objectives related to the CSC data Management and ground
segment are associated specifically to the CSC Checkpoint as part of the 2024 Workshop:
• To review and assess the high level planning for the CSC Data Management and ground
segment operations, inter alia:

o That High level roadmaps are established in line with the current programmatic
framework and that the activities foreseen are in line with challenges anticipated
for the future CSC Data Management and Operations.
• To review and assess evolution of CSC operational framework technical interfaces, inter
alia:
o Completeness of operational interfaces, i.e. availability of the Interface Control
Documents capturing correctly all relevant data flows and exchanges and
suitability of technical interfaces implementing these.
• To review and assess the suitability and completeness of the system baseline to fulfil
the upcoming CSC Data Management and Operations needs:
o That the scalability features required for future operations are captured within the
system baseline.
o That the foreseen system baseline is suitable for fulfilling the upcoming
operational needs in line with the level of information available at this stage.
3. ORGANISATION
With the aim of fulfilling the objectives provided in chapter 2, the organisation shall comprise
the following process steps:

o Once you are logged in, you can access the documentation space
o If the message “You don't have permission to view this page” is displayed, click
on “Request access”.
o The schedule for the distribution of the 1st Data Package is 02 April 2024, the
complete package will be delivered by 17 April 2024
• Start comments on the Data Package and feedback via the Comment Capture Tool
(CCT) according to the schedule outlined below;
o The CCT will be made available will be made available 08 April 2024
o Participants are welcome to raise comments on the Data Package at any point
during the Workshop period and up to 2 weeks after the end of the Workshop.
o Follow-up to the comments will be addressed within the CCT and visible to all
participants, during the Workshop period and up to 1 month after the end of the
Workshop.
• The Workshop colloquia will be held via Microsoft Teams according to the schedule
outlined in section 3.4
o Invitations to all colloquia will be emailed to all registered participants in advance
with the Teams web meeting link.
• The Workshop plenary will be held via Microsoft Teams and in person, as outlined in
section 3.4
o In person participation to the Plenary will be limited due to available space,
priority will be towards key Stakeholders including the Copernicus Collaborative

3.2. Participants
Organisation of the Workshop is via an ESA Secretariat, coordinated with COM for all aspects
regarding Copernicus.
The Workshop participants are expected from organizations relevant to the ESA EO Data
Management and Operations including representatives from :
• COM
• ESA
• EUMETSAT
• ESA and EU Member States and Copernicus Contributing Country Representatives
(e.g. Collaborative GS Partners)
• ESA and EU Member States and Copernicus Participating Countries Industry
In addition, a diverse audience is expected for the “CDSE User Review” event organised by
the CDSE Service operations team on the 15th of April and for which a dedicated registration
procedure is available on https://dataspace.copernicus.eu.

The ESA Secretariat shall be responsible for issuing the Workshop Report, assessing the
overall outcome of the Workshop and providing final conclusions and recommendations.
Industry will be informed of the Workshop through the esastar news publication.
The Data Package will be made available online and with procedure for access to the
Comments Capture Tool (CCT).
Following the delivery of the Data Package, the Workshop participants can start the review of
the package. Comments may be raised at any time in the Comments Capture Tool (CCT), and
become immediately visible to all participants.
Following the post of a Workshop Comment, the ESA Teams may provide feedback directly.
All exchanges on the CCT are visible to all participants. Workshop participants may contribute
to the discussion until a point is considered closed by the initiator or the Secretariat.
The Workshop participants will be able to issue comments and contribute to open discussions
until the CCT closure date, as per section 3.1 above.
A user manual for the Comment Capture Tool will be distributed to all participants
