standard is now carried out by third party contractors who follow their own processes.

The standard has been restructured and re-written to define cleanliness standards and some
typical steps that may be followed but to not preclude, exclude or require any particular processes.

b) This standard has been reached following broad consensus amongst the authorities concerned with its
use and is intended to be used whenever relevant in all future designs, contracts, orders etc. and whenever
practicable by amendment to those already in existence. If any difficulty arises which prevents application
of the Defence Standard, DStan shall be informed so that a remedy may be sought.
c) Please address any enquiries regarding the use of this standard in relation to an invitation to tender or to
a contract in which it is incorporated, to the responsible technical or supervising authority named in the

0 Introduction
0.1 This Def Stan is sponsored by DES Ships MSS-MX-FPC. Specific enquiries regarding
systems listed in Annex A are to be addressed to the appropriate DA/EA.

0.2 It is to be applied as required by any Ministry of Defence contract for cleaning items,
components and equipment for fluid systems and is applicable to Ship Systems and
Equipment, Propulsion Systems and Equipment and Weapon Systems and Equipment.

0.3 This Def Stan compromises:

0.4 If it is found to be technically unsuitable for any particular requirement the Sponsor is to
be contacted.

1 Scope
1.1 This Def Stan specifies the requirements for cleaning to Grade B, C and D standards of
items, components and equipment for fluid systems.

1.2 The cleaning requirements for Grade A (Nuclear Systems) are specified in DGS PS 5104.

1.3 The cleaning requirements for Oxygen Clean Standards are specified in Def Stan 02-372.

1.4 The cleaning requirements for compressed air systems are specified in Def Stan 02-373.

1.5 This Def Stan applies only to those surfaces of the items, components and equipment
which are in contact with the system fluid and does not apply to cleaning between
manufacturing stages.

1.6 This Def Stan applies to submarines, surface ships and shore-based facilities during build,
refit, and manufacture activities.

1.7 The requirements for preservation and packaging are provided in Def Stan 81-041.

2 General
2.1 General Notes
2.1.1 The cleaning of systems and equipment enables them to function more efficiently.
Foreign materials will impede the fluid flow and form the basis of harmful chemical
or abrasive actions. Such impurities occur as the result of malfunctioning
processes or handling in a dirty environment.

2.1.2 The degree of cleanliness a system or equipment requires is dependent upon the
service to which the system or equipment is applied. Some can tolerate very little
contamination and will need thorough and hence costly cleaning. Economies can
be achieved by limiting these systems or equipment to a minimum and careful
selection of the cleanliness standard to suit the needs of the system or
equipment. Guidance relating to system or equipment cleanliness is referenced
within Def Stan 02-324, Section 3, Contamination and Control.

2.1.3 Ferrous and non-ferrous materials are to be segregated at all times to avoid the
possibility of intergranular penetration.

2.1.4 Pipes made from Aluminium-Nickel-Silicon-Brass (commonly known as Tungum)


must not be cleaned or polished with cleaners containing ammoniacal
constituents as these can increase the risk of stress corrosion cracking.

2.1.5 Where the applicable drawings and specifications do not quote a grade of
cleanliness and this Def Stan is to be used as a general guide, the grades defined
in Annex A for the respective equipment or systems are to apply.

2.1.6 The cleanliness of any manufactured, repaired or overhauled item/equipment

should be commensurate with the supplier’s internal engineering and quality
standards.

2.1.7 Sections 2.2 to 2.4 provide guidance regarding the typical steps the supplier
should undertake in respect of the cleanliness requirements for any
manufactured, repaired or overhauled item/equipment.

2.2 Grade B Cleanliness


2.2.1 The processes detailed in Clauses 2.2.3 to 2.2.11 are typical; each item to be
cleaned is to be treated on its own merits. Before cleaning the following points
are to be considered:

a) Extent of cleaning required;

b) Compatibility of the material to be cleaned with solvent;

c) The method of final examination;

d) The type of preservative (if required).

Definition
2.2.2 No visible foreign bodies, i.e. scale, flux, slag, free water, oil, grease or other
substances on the surface of, or present in, the item concerned. Cleaning is to
be carried out in a dry warm atmosphere in good clean conditions. Should Grade
A cleanliness standards be required surfaces are to be capable of achieving this
standard with a minimum of effort. A typical process is described in Clauses 2.2.3
to 2.2.12.

Preliminary Clean
2.2.3 Remove excess paint, grease, flux and scale prior to inspection.

Degreasing
2.2.4 Remove loose dirt and grease using a suitable degreasant, or completely
immerse in a detergent.

Rinsing
2.2.5 Rinse in hot mains water and violently agitate to remove residual cleaner and
deposits.

Internal Brushing and Cleaning


2.2.6 Pull brushes soaked in an appropriate cleaning agent through pipework and clean
with lint free washed cloths until the cloth shows no evidence of staining.

Rinsing
2.2.7 Thoroughly rinse with water of a suitable quality to remove any cleaning agents.

Drying
2.2.8 Thoroughly dry to remove all moisture from the component.

Visual Examination
2.2.9 Visually examine the bores of pipework or components to determine condition.

Preservation
2.2.10 Flush through with a suitable PX preservative (See Def Stan 01-005).

Sealing
2.2.11 Seal with approved sealing caps. Fittings, threads and unions to be wrapped with
an approved plastic covering.

Identification
2.2.12 After sealing, the pipework or component is to be clearly marked as Grade B.

2.3 Grade C Cleanliness

Definition
2.3.1 Surface free from loose and foreign particles, i.e. flux, dirt, grease and other
difficult to remove surface contaminants. A typical process is detailed in Clauses
2.2.3 to 2.2.11 and 2.3.2.

Identification
2.3.2 After sealing, the pipework or component is to be clearly marked as Grade C.

2.4 Grade D Cleanliness

Definition
2.4.1 Surface consistent with good commercial piping standards, practices and
workmanship. A typical process is given in Clauses 2.2.3 and 2.2.4, 2.2.9 to
2.2.11 and 2.4.2.

Identification
2.4.2 After sealing, the pipework or component is to be clearly marked as Grade D.

3 Preliminary Cleaning Inspection and Survey


3.1 Preliminary cleaning may be necessary before or after the survey of items, to remove
excess paint, grease, flux, scale, plastic or rubber tubing etc., in order to inspect or survey
the parent material.

3.2 Preliminary cleaning may involve mechanical or hand cleaning. All preliminary cleaning is
to be carried out in production areas prior to final B, C or D cleaning.

3.3 Whatever method is used for preliminary cleaning, the fluids employed are to be kept
separate from those used for final cleaning to whatever grade.

4 Cleaning Processes
4.1 The cleaning processes utilised will be sufficient to meet the required cleanliness standard
and be compatible with the system or components in question.

4.2 Information regarding typical cleaning processes for metal surfaces can be found in SAE
AMS 03-2.

5 Inspection of Cleaned Items


5.1 All items are to be visually inspected after cleaning, but before sealing. Such inspections
are to be carried out in areas compatible with the system cleanliness requirements. Any
items which, on inspection, fail to meet the requirements of the required cleaning grade
as specified in Clauses 2.2.2, 2.3.1 and 2.4.1 are to be rejected.

6 Temporary Protective Coatings


6.1 Temporary protective coatings are to be selected according to the nature of the materials
of the item to be preserved, the environmental conditions and duration of storage.

6.2 Temporary protective coatings are to be applied to metal surfaces by brushing, dipping,
spraying or flushing immediately after drying and visual inspection.

6.3 Items to be used for lubricating oil, fuel and hydraulic systems may be preserved for short
term storage with OM15 or PX4 filtered to system standards. A list of preservatives is
provided in Def Stan 01-005.

6.4 Preservatives are NOT to be used on items to be painted, or surfaces that will be in contact
with the fluid, for the following systems:

a) Steam;

b) Feed;

c) Fresh Water;

d) Gas, including air.

7 Sealing and Identification


7.1 Sealing
7.1.1 Grade B and C clean components that have been cleaned all over, are to be
finally sealed in an area compatible with the system cleanliness requirements.

7.1.2 When an item being cleaned internally is dry and preserved, all openings are to
be sealed immediately with suitable caps, blanks or polythene film (0.5mm total
thickness, complying with Def Stan 93-116). In the case of lubricating oil,
hydraulic and fuel systems, mouldable wrap complying with Def Stan 81-093 that
is suitably secured may be used.

7.1.3 The red caps, codified under BR 3013(2), are suitable for some applications. In
addition, the whole item may be enclosed in a plastic bag and secured with
pressure sensitive tape, complying with Def Stan 81-145, or heat sealed. The
caps, blanks, plastic bags or heat sealing are to prevent contamination and the
ingress of moisture or air.

7.1.4 When an item is cleaned all over, it is to be totally enclosed in a polythene bag or
approved polythene complying with Def Stan 93-116 and secured with pressure
sensitive tape complying with Def Stan 81-145 or heat sealed. Suitable methods
of sealing are described in Def Stan 81-041.

7.1.5 Where the item being sealed is to be partly or wholly enclosed in a sealed
approved polythene bag or film, corrosion inhibiting paper or desiccant may be
employed when considered necessary.

7.2 Identification
7.2.1 After sealing, the item is to be clearly marked to indicate the standards of cleaning
applied to the component.

8 Pressure Testing, Function Testing, and Flushing


8.1 Pressure and Functional Testing
8.1.1 Pressure and Functional testing, where applicable, is to be carried out before

cleaning pipes and components. Only equipment and assemblies that have to be
cleaned prior to assembly are to be tested after cleaning. In this situation, any
fluids used should not compromise the cleanliness of the system. Suitable fluids
are specified in Def Stan 01-005.

8.2 Flushing and Preservation for Storage


8.2.1 Flushing procedures are described in the relevant test and Quality Assurance
documentation for each system. Fluids used for flushing are to conform to the
cleanliness standards provided in Def Stan 05-042 and are to be one class better
than that specified for the system operating fluid, but in all cases :

− Grade B - Better than CL 6300, ISO 4406-Code 22/20/13;

− Grade C - Better than CL 21000, ISO 4406-Code 24/22/15;

− Grade D - Better than CL 100000, ISO 4406-Code 25/23/17.

8.2.2 These standards are primarily for use with hydraulic systems but serve as
guidance for assessing the cleanliness levels of other fluids.

8.2.3 On completion of flushing, all parts are to be drained, preserved and sealed prior
to storage.

be noted that this is only meant as a general guide and that the chosen cleanliness standard must
be driven by the system design and the relevant engineering standards.

Definitions

For the purpose of this standard, ISO/IEC Guide 2 ‘Standardization and Related Activities –
General Vocabulary’ and the definitions shown below apply.

Definition Description
Grade B No visible foreign bodies, i.e. scale, flux, slag, free water, oil, grease or other
Cleanliness substances on the surface of, or present in, the item concerned.

Grade C Surface free from loose and foreign particles, i.e. flux, dirt, grease and other
Cleanliness difficult to remove surface contaminants.

Grade D Surface consistent with good commercial piping standards, practices and
Cleanliness workmanship.

Lint Free Cloth Cloth having an absorbent unteased surface with no loose, or 'free' fibrous
material.

Pipe A tube which has been cut, shaped, or extruded to a specified length or profile
to which flanges or couplings may have been attached.
