RE: Recommendation of MA. LEILA A. LABAN, RM, Rural Health Midwife of LGU Villanueva

This is related to the intention in defining and illustrating my Rural Health Midwife, MS. MA. LEILA A.
LABAN, RM who had been working under my direct supervision through the Public Health Nurses for 21
years. She’s currently assigned in Barangay Kimaya which is a Geographically Isolated and Disadvantage
Area (GIDA) in our Municipality. The roles and responsibilities as a Rural Health Midwife was beyond
comfort especially in dealing with Indigenous People and other ethnic groups. Providing primary health care
services to GIDA barangay takes full determination and compassion for service considering the level of
understanding and cultures related to alternative medicines.

Implementation of health services towards health promotion and disease prevention as manifested by Ms.
Laban is highly commendable. She was able to provide health care service outside was it expected from
her. The people submit themselves for treatment and management without doubt since the community trust
her as they’re primary health care provider. The health services were properly rendered even beyond office
hours as the community demands without prejudice and hesitations.

Furthermore, as her direct supervisor, I was able to observe the mannerism of professionalism, ethical
conduct, respect, and passion of service. She always finishes task on time with effectiveness and efficiency
as reported and reflected on her accomplishments in the Barangay Kimaya. The community were provided
with all the available health services offered by the Rural Health Unit as supported by the Local
Government Unit of Villanueva.
