1. INTRODUCTION
This Specification defines the minimum technical requirements for the fabrication,
coating and transport of high quality high frequency electric resistance welded line pipe
for use in the Export/Import gas pipeline for the Sincrudos de Oriente C.A. (SINCOR
C.A.) Upstream Surface Facilities between the Main Station and the SINCOR facilities
at Petrozuata station, for the diluted crude oil gathering system and for the diluent
distribution system located between well clusters and Main Station . In the case of any
detail which is not fully addressed, it shall be warranted by MANUFACTURER that
GOODS have been produced in accordance with the COMPANY's Specification and
the best recognized practices in the line pipe manufacturing industry.

Line pipe purchased to this Specification will be used for diluted crude oil with high
natural gas content and naphtha and shall comply with the requirements of the latest
editions of The American Society of Mechanical Code for Pressure Piping, ASME
B31.4 Liquid Transportation Systems for Hydrocarbons, Liquid Petroleum Gas,
Anhydrous Ammonia, and Alcohols, and ASME B31.8 Gas Transmission and
Distribution Piping Systems , and American Petroleum Institute Standard 5L,
Specification for Line Pipe, 41st Edition, April, 1995 except as modified by the
requirements set forth herein.

MANUFACTURER 's steel manufacturing and pipe mill facilities shall be approved by
the COMPANY. All line pipe shall be manufactured in an API certified mill and shall
contain the API monogram.

GOODS produced in accordance with this Specification shall strictly comply with the
requirements set forth herein. Deviations from the requirements shall only be allowed if
this Specification is revised and reissued to MANUFACTURER or if COMPANY has
approved a Concession Request in accordance with COMPANY requirements. It is the
MANUFACTURER 's responsibility to request concessions for any potentially
acceptable nonconformities identified during the provision of GOODS. COMPANY
approval of MANUFACTURER procedures and manufacturing processes shall not
relieve MANUFACTURER from the obligation to provide GOODS in accordance with
this Specification.

The line pipe surface shall be free from slivers, oil, grease and other contaminants that
may interfere with the application and integrity of external corrosion protection coating.

Where conflict occurs between the requirements of this Specification and referenced
Codes and Standards, the conditions of this Specification shall apply. The
COMPANY‘s decision shall be final.

4. PROCESS OF MANUFACTURE

4.1. Manufacturing Procedure Specification

MANUFACTURER shall provide to COMPANY for review and/or approval a


Manufacturing Procedure Specification which includes, but is not limited to, a
complete and detailed procedure for the manufacture of line pipe, listing all
sequential steps and including, steelmaking, ladle metallurgy treatments,
continuous casting practice, aim chemical composition and control ranges,
rolling practice, pipe manufacture and inspection procedures, as listed in
Appendix A. The Manufacturing Procedure Specification shall include an outline
of the mill control procedures and quality assurance practices carried out to
assure that pipe meets the requirements of this Specification.

MANUFACTURER shall include details of techniques used to provide proper


quality for surfaces to be coated with a corrosion protection coating.
MANUFACTURER shall include a description of quality control measures that
ensure surface quality consistency.

4.2. Manufacturing Procedure Qualification

At initial production start up and after production halt periods, a pipe length will
be selected from the first pipe lengths off the mill, and will be designated Joint
A1. Joint A1 will be used for all qualification testing and inspections required by
Appendix B.

Failure of any of the qualification tests shall be cause for rejection of the
Manufacturing Procedure Specification and all pipe lengths produced to it.
COMPANY reserves the right to require requalification in the case of any
changes to the COMPANY approved Manufacturing Procedure Specification or
interruption in the production of line pipe. All qualification testing shall be
completed within five working days after commencement of production or
subsequent restart of production after an interruption of production.

4.3. Steelmaking Process

The steel shall be made by either the basic oxygen or the electric arc furnace
process and shall be desulphurized and dephosphorized if necessary to meet
the requirement of this Specification.

The steel shall be fully killed and fine grained (grain size 9 or finer per ASTM
E112). Should vacuum de-gassing be required to meet the requirements of this
Specification, the process details shall be included in the Manufacturing
Procedure Specification.

4.4. Chemical Composition

MANUFACTURER shall include a chemical composition range in the


Manufacturing Procedure Specification. The range shall comply with the
requirements listed in Section 5.0. The control limits shall be defined in the
Manufacturing Procedure Specification prepared by MANUFACTURER and
reviewed and/or approved by COMPANY.

4.5. Slab Manufacture and Slab Treatment

All slabs shall be made by the continuous casting process. Information shall be
supplied to the COMPANY covering methods of avoiding center line
segregation. Macros of the slab cross section taken at a frequency given in the
manufacturing procedure specifications shall be made available to the
COMPANY.

All surfaces of the slab shall be inspected for defects and the ends of the slab
shall be cut as necessary to remove injurious defects. After hot scarfing, the
slab shall be inspected for imperfections and, if necessary, shall be rescarfed to
comply with the mill standard. Final scarfed areas shall be checked with

magnetic particle or dye penetrant after scarfing. The extent of scarfing shall be
agreed upon by COMPANY and described in the Manufacturing Procedure
Specification.

MANUFACTURER shall submit as part of the Manufacturing Procedure


Specification to COMPANY for review and/or approval a description of the
proposed rolling practice, instrumentation to ensure proper control of rolling
temperature, rolling reduction, post rolling cooling rate ,and other measures
utilized to ensure consistency of mechanical properties of the product. Slab
thickness shall be controlled by continuous gamma or X-ray devices. Methods
used to assure uniformity of slab hardness shall be included in the
Manufacturing Procedure Specification reviewed and/or approved by
COMPANY.

4.6. Strip Manufacture

A well established and documented rolling particle shall be used and the mill
shall be adequately instrumented to ensure proper control of rolling
temperatures, rolling reduction, post rolling cooling rate and cooling
temperature, and hence consistency in the mechanical properties of the product.

Strip thickness shall be controlled by continuous Gamma or X-ray devices, or


other agreed means. After rolling, but before ultrasonic testing, at least 2 mm
shall be removed from each edge of the strip. Strip edges shall be milled to the
required width prior to forming. Ultrasonic edge testing shall be configured on
the finished edge dimension.

Details of strip heat treatment shall be submitted to the COMPANY for approval
as part of the manufacturing procedure specification (see Appendix A).

4.7. Line Pipe Manufacturing

The line pipe shall contain one straight seam, welded utilizing high frequency
electric resistance or induction methods. The minimum frequency for welding
shall be greater than 150 khz. The welding procedure shall be submitted for
review and/or approval by COMPANY as part of the Manufacturing Procedure
Specification. If MANUFACTURER intents to use any other welding process for
line pipe manufacturing shall propose it to COMPANY for Approval. All welding
procedures and operators shall be qualified in accordance with the requirements

of API 5L and ASME IX. All qualifications shall be subject to COMPANY review
and/or approval.

An area of pipe which includes the full thickness of the weld seam and heat
affected zone shall be given a heat treatment by annealing after welding. The
longitudinal weld seam shall be heat treated by a Normalizing process in the
AC3 temperature region using a narrow indicated head. The width of the heat
treated shall be a minimum of 10 mm on each side of the weld line at the inner
pipe surface, as determined by a visual macro etch. Full details of heat
treatment temperatures and times, heated band widths (internal and external)
and cooling rates, shall be submitted to the COMPANY for review and/or
approval as part of the manufacturing procedure specification (see Appendix A).

MANUFACTURER shall demonstrate that the heat treatment will ensure


consistent production of a fully refined microstructure in the weld area and heat
affected zone by hardness test according to section 6.8 of this specification.
MANUFACTURER shall submit details of any other heat treatment of the line
pipe for approval as part of the Manufacturing Procedure Specification.

Cold expansion/sizing shall only be applied with prior approval of the


COMPANY. The maximum expansion shall be 1.5% outer fiber strain.

MANUFACTURER shall install a paint marking system located at and tied back
to a pyrometer which shall measure the ERW weld temperature as the pipe
leaves the heat treatment coils. Pipe which is heat-treated outside aim
temperature ranges specified in the Manufacturing Procedure Specification,
shall be paint sprayed along its length until the correct temperature is restored.
Pipe which has been incorrectly heat-treated shall be scrapped.

4.8. Tracking System

The MANUFACTURER shall operate a pipe tracking system which ensure full
traceability of each individual pipe to its particular heat number, slab and
strip/coil number and to records of all stages of the manufacturing process. The
MANUFACTURER shall submit full details of the pipe tracking system for
approval by COMPANY.

2. The carbon equivalent, CE (IIW), shall be calculated as follows formula:

3. Alloying elements:

• When Ti is added the max Ti/N ratio shall be in accordance with the
limits specified in the Manufacturing Procedure Specification, but in
any event should not be greater than 3:1;

• Cu + Ni + Cr + Mo shall be less than 0.50%;

• Nb + V + Ti shall be less than 0.13%;

4. No specific addition of Boron shall be allowed. The maximum percentage of


Boron indicated herein shall be as a result of residuals from other elements,
processes or equipment utilized during steel making.

5. A minimum Al content of 0.020% shall be used. The minimum soluble Al: N


ratio shall be 2:1.

6. Any other element(s) added intentionally shall be reported and any


deviations from this Specification shall be stated by MANUFACTURER and
shall be subject to review and/or approval by COMPANY.

5.2. Heat Analysis

MANUFACTURER shall furnish the ladle analysis for each heat of steel. The
heat analysis shall meet the limits for chemistry agreed in the Manufacturing
Procedure Specification.

5.3. Product Analysis

MANUFACTURER shall conduct a product analysis on the first strip/coil from


each heat, and from each batch of 150 pipe lengths if there are more than 150

pipe lengths from a heat. The elements and residuals listed in Section 5.1 shall
be reported by MANUFACTURER, from a cross section rather than from a
surface analysis of the line pipe. If the value of any element falls outside the
limits listed, the pipe lengths made from that heat shall be rejected. At the
discretion of COMPANY, MANUFACTURER may be permitted to check each
pipe length from the rejected heat for compliance with this Specification.
MANUFACTURER shall include the product analysis method in the
Manufacturing Procedure Specification submitted to COMPANY for review
and/or approval.

6. MECHANICAL PROPERTIES AND TESTS

6.1. General

MANUFACTURER shall be responsible for the performance, evaluation,


reporting and recording of all required tests. All tests shall be performed by
MANUFACTURER in accordance with the Quality Plan submitted by
MANUFACTURER for review and/or approval by COMPANY. The acceptance
criteria shall be in accordance with API 5L except as modified herein.

Production testing of pipe lengths shall be carried out at the frequencies,


number and types indicated in Tables 6.1 and 6.2. The location of test specimen
are defined in Figure 6.1. If specimens are removed by flame cutting, a
minimum of 5 mm of material shall be removed by MANUFACTURER by
grinding before sample preparation.

Test specimen shall be taken by MANUFACTURER, from pipe lengths that have
been successfully hydrostatically tested. COMPANY will have the right to select
pipe lengths for production testing.

6.2. Tensile Properties

The yield and tensile strength of the line pipe shall be in accordance with API 5L
(Table 3). Yield strength shall not exceed the minimum specified by more than
140 MPa., for grade X-42 and higher. Additionally, the measured tensile strength
of each test pipe length shall not exceed the minimum by more than 140 MPa. ,
for grade B, the definition of maximum yield strength shall not be applied.

6.3. Transverse Tensile Properties

The use of the ring expansion method for determination of transverse yield
strength is not acceptable. Transverse tensile properties shall conform to API
5L. The yield/tensile ratio shall not exceed 0.90. The minimum elongation shall
be 22% on a 50 mm gauge length as defined in API 5L.

6.4. Weld Tensile Tests

The transverse weld tensile tests shall be performed by MANUFACTURER to


determine tensile strength.

6.5. Longitudinal Tensile Tests

Longitudinal tensile specimens shall be machined from the pipe body at an


orientation parallel to the weld. The preparation of the specimens and
acceptable criteria shall be those stated in API 5L. The yield/tensile ratio shall
not exceed 0.90.

6.6. Guided Bend Tests

Guided bend tests shall be in accordance with the requirements of API 5L (para.
6.2.3, 6.2.4, 9.3.3, 9.3.4). The test fixtures shall be of the following dimensions
with respect to the nominal wall thickness (t) specified in the Purchase Order:
• Radius of male member, Ra = 3t;
• Radius of female member, Rb = 4t + 1.5 mm;
• Width of male member, A = 6t;
• Width of female member, B = 8t + 3 mm.
No defects greater than 3 mm in length shall be evident after bending.

6.7. Hardness Measurements

Specimens shall also be taken for macrographic examination from the cross
section of one pipe per 150. The cross sections are to include the weld seam,
outer heat band and parent material. Hardness surveys are to be conducted in
accordance with the procedures reviewed and/or approved by COMPANY with
the positions of the hardness indentations as shown in Figure 6.2. The
maximum hardness shall be 33 HRC. A macrograph at 10x magnification shall
be submitted by MANUFACTURER with the test results.

The MANUFACTURER 's procedures for performing Rockwell B/C hardness


surveys shall be included in the Manufacturing Procedure Specifications.

Hard spots shall be as defined in API 5L except that the hardness limit of this
specification shall apply.

6.8. Macro/Micro Examination

MANUFACTURER shall perform macro examination to verify that complete


fusion has occurred throughout the wall thickness of the pipe.
MANUFACTURER shall perform micro examination to verify that the line pipe
material is free from martensite and has retained a fine grain structure (Grain
size 9 or finer per ASTM E112) in the weld seam and heat affected areas.

Macro/micro cross sections which include the weld and base metal shall be
taken by MANUFACTURER from each pipe length manufactured from the first
coil used during line pipe production. If the results are acceptable, at the sole
discretion of COMPANY, MANUFACTURER shall take macro/micro examination
specimens at a frequency of one sample per 150 pipe lengths or one sample per
coil if a coil contains less than 150 pipe lengths. Failure of the macro/micro
examination shall be cause for rejection of the coil. In the event of a
macro/micro examination failure, every pipe length shall be examined until, at
the sole discretion of COMPANY, the macro/micro examination results are in
accordance with the requirements set forth herein.

MANUFACTURER shall perform testing to determine the heated band width


from the cross sections. The bevel on one side of each pipe from the first two
coils shall be etched with 2-5% nital to confirm the heated band width and that

the AC1 (lower transformation temperature) zone width on each side of the weld
have been met.

6.9. Flattening Tests

Flattening tests with the weld at 90° as specified in API 5L shall be performed by
MANUFACTURER. Macro examination shall also be performed by
MANUFACTURER on the beveled ends of all pipes subject to flattening tests.

6.10. Weld Ductility Test

Weld ductility tests shall be performed by MANUFACTURER in accordance with


Section 6.2.5 of API 5L. The tests shall serve as an additional test to the
flattening test required in this Specification.

7. HYDROSTATIC TESTS
MANUFACTURER shall hydrostatically test all pipe lengths at the mill in accordance
with Section 9.4 of API Specification 5L to a test pressure of 85% SMYS for a minimum

hold time of 10 seconds. MANUFACTURER shall submit hydrostatic testing


calculations for COMPANY review and/or approval verifying the test pressure is
attained utilizing the proposed equipment. End cap effects shall also be included in the
hydrostatic test calculation.

The hydrostatic testing gauge shall be calibrated against a dead weight tester to the
satisfaction of COMPANY before start of production and at least once per shift,
thereafter. The pressure chart recorder shall be calibrated against the hydrostatic
testing master gauge at least twice per working shift and as directed by COMPANY.
All hydrostatic pressure tests shall be chart recorded and provided to COMPANY.

The identification number of the pipe length being tested shall be legibly recorded on
the hydrostatic test pressure charts. Pressure gauges used in the hydrostatic testing
shall have a range of 1 1/2 to 3 times the minimum test pressure. The longitudinal
seam orientation during hydrostatic testing shall be such that any pinhole leak in the
seam area shall be clearly visible to the hydrostatic testing operational personnel.

8. DIMENSIONS, WEIGHTS AND LENGTHS

8.1. Diameter - Line Pipe Body

The outside diameter of the line pipe body shall be measured by


MANUFACTURER and recorded at a minimum of two locations equally spaced
along each length of line pipe on 5 pipe lengths per shift. The outside diameter
of the line pipe body shall not deviate from the nominal value by more than the
tolerances set forth in API 5L.

8.2. Diameter - Line Pipe Ends

The inside diameters of both ends of 5 pipe lengths per shift shall be measured
by MANUFACTURER at four locations within 100 mm of each end of the line
pipe. Measurements shall be made using an adjustable inside circumferential
ring gauge. The measured inside diameter shall not deviate from the specified
value by more than the tolerance set forth in API 5L.

8.3. Out of Roundness - Line Pipe Ends

The inside diameters of both ends of 5 pipe lengths per shift shall be measured
by MANUFACTURER using a rod type gauge, or COMPANY and/or approved
equivalent, at four locations spaced equidistantly around the circumference, 100
mm from the end of the pipe. The difference between the maximum and
minimum measurement shall be less than 0.5% of the specified inside diameter.

8.4. Out of Roundness - Line Pipe Body

The outside diameter at the center of 5 pipe lengths per shift shall be measured
using a C-Gauge or COMPANY reviewed and/or approved equivalent at four
locations spaced equidistantly around the circumference of the body of the line
pipe. The difference between the maximum and minimum outside diameters on
any one line pipe length shall be less than 1% of the outside diameter.

8.5. Wall Thickness

The wall thickness of each pipe length shall be measured at several locations
and at any location shall not deviate from the specified value by more than
+10% or -5%. At the weld seam location the upset areas shall meet the
specified wall thickness +20%, -5%.

8.6. Weight

Each pipe length shall be weighted and the results shall be included as part of
the line pipe tracking record. The weight per unit length shall not vary more
than +5% or -3.5% from the nominal weight per unit length.

8.7. Length

MANUFACTURER shall provide the pipe lengths in accordance with the


following:

8.8. Straightness

The maximum deviation from a straight line shall not exceed 12 mm in any 12
m. All completed pipe lengths shall be rolled over a proven flat bed to
demonstrate straightness. Any straightening shall be undertaken using
procedures fully detailed for its revision and/or approved by COMPANY.

8.9. Jointers

Jointers shall not be permitted and produced pipe containing skelp end welds
shall be removed.

8.10. Squareness

At least once during each working shift, squareness verification shall be


performed on two finished pipes lengths. The pipe lengths shall be laid on
horizontally aligned "V" blocks or rollers and their ends butted together. The gap
at the joint shall be measured by means of a tape gauge and shall not exceed 3
mm at any position when one pipe length is rotated. Each pipe length shall be
turned end to end and the procedure repeated.

8.11. Pipe Ends

The line pipe shall be supplied with a standard ASME B31.4/B31.8 beveled ends
or as specified in the purchase order. The surface of the end shall be
sufficiently smooth and free from tool marks as to permit proper inspection for
laminations.

8.12. Weld Shape

All pipe lengths shall be inspected to ensure that the external and internal
profiles of the weld comply with the requirements detailed in Section 10.3 of this
specification.

9. NON-DESTRUCTIVE INSPECTION

9.1. General

Non Destructive Testing (NDT) shall conform with Section 9 of API 5L and as
modified herein. Complete and detailed procedures for all nondestructive testing
shall be set forth in the Manufacturing Procedure Specification submitted to
COMPANY for review and/or approval prior to commencement of Work.

9.2. NDT Procedure

The NDT procedures shall include, but not be limited to, the following
information:

• Equipment

MANUFACTURER shall nominate equipment to be used and shall stipulate


calibration and maintenance program.

• Personnel

All operators of NDT equipment shall have a thorough knowledge of the


operation of the equipment to be used and shall be required to demonstrate
their ability to carry out NDT to the satisfaction of COMPANY before the start
of Work. All NDT operator qualifications and capability to perform
examinations will be reviewed and/or approved by COMPANY.

Operator qualification shall be to a minimum of ASNT-TC-1A Level 1 or


equivalent. Operator in charge of determining the acceptability of the test
must be ASNT-TC-1A level 2. An examiner qualified to ASNT-TC-1A Level
3 or equivalent in all NDT techniques used shall also be available to
COMPANY.

• Preparation

(a) Scanning Sheets

MANUFACTURER shall in the case of ultrasonic examination submit


as an essential part of its procedure detailed scanning technique
sheets for all pipe lengths to indicate 100% coverage.

(b) Examination Technique Sheets

Technique sheets, for all pipes, shall contain information such as,
type of steel and form, details of any repairs and
specification/examination criteria and acceptance criteria.

• Validation

MANUFACTURER shall demonstrate by sectioning of pipe the absolute


sensitivity of the ultrasonic testing procedures by relating indications to the
size, location and nature of imperfections. The method of assessing
sensitivity shall be at the COMPANY's sole discretion.

• Reporting

MANUFACTURER shall include copies of proposed report formats and


demonstrate the ability to allow complete duplication of all examinations to
the original parameters at a later date. Sufficient information shall be
included to enable any examination to be repeated and repeatable results
obtained.

9.3. Visual Inspection

Each pipe shall be subject to 100% visual examination of the external surface
and 100% visual and/or optical examination of the internal surface, including the
weld area. The MANUFACTURER shall provide details of the procedures to be
used for visual inspection of the internal and external surfaces of finished pipe
for COMPANY approval. The reference standards for acceptance/rejection of
defects revealed by visual examination shall be agreed between the
MANUFACTURER and the COMPANY before the start of production.

9.4. Strip Inspection

All strip shall be examined ultrasonically for laminations over a width of at least
25 mm along all edges where welding is to be performed and throughout the
strip at regular intervals. The ultrasonic examination shall be configured on the
final strip edges. Inspection shall meet the requirements of BS 5996 Grade E3
as a minimum. With the agreement of the COMPANY, inspection other than
edge inspection, may be carried out on pipe instead of strip.

9.5. Pipe Weld Inspection - Ultrasonics

The full length of each weld seam shall be examined with an automatic
ultrasonic scanning device designed to disclose unacceptable longitudinal
defects. The ultrasonic device shall include 45° and 60° or 70° shear wave
probes. The ultrasonic equipment shall be calibrated against an API standard
reference pipe containing 1.6 mm or 3.2 mm diameter drilled holes in addition to
longitudinal ID and OD N5 notches. The reference standard shall be of a whole
pipe length. Calibration shall be performed at production speed.

Longitudinal notches shall be cut on each side of the weld in the reference
standard and displaced so that each notch can be independently displayed. A
total of two internal diameter longitudinal notches, two outside diameter
longitudinal notches, one internal diameter transverse notch, one outside
diameter transverse notch and one hole shall be required. Locations where
defects are indicated shall be examined by manual ultrasonic or radiographic
techniques. Manual ultrasonic units shall be calibrated by MANUFACTURER in
accordance with ASME Section V, Article 5. Calibration notch maximum length
shall be 12.5 mm.

The absolute sensitivity (i.e., minimum resolvable linear defect size) in the
longitudinal direction shall be demonstrated by actual sectioning of pipe ERW
welds containing defects. The assessment of the sensitivity shall be to the
satisfaction of the COMPANY.

In addition manual ultrasonic testing for transverse defects shall be conducted


on the first ten pipes produced using a procedure reviewed and/or approved by
the COMPANY.

The ultrasonic equipment shall be re-calibrated at least twice per working shift
and at more frequent intervals if requested by the COMPANY. If the equipment
is found to be faulty or to require re-calibration, all pipes tested since the
previous calibration shall be re-inspected. The results of all calibrations shall be
recorded and made available to the COMPANY.

Locations where defects are indicated shall be re-examined by manual


ultrasonics or radiography (or both at COMPANY discretion where there is
serious doubt about the identification of a defect). Defects detected by any
method shall be cause for rejection, even with no indications using other
methods.

If the automatic weld seam inspection equipment does not inspect 100% of the
weld seam with all detectors, the un-inspected portion of the weld seam shall be
inspected with a COMPANY reviewed and/or approved manual ultrasonics
procedure. The length of the uninspected portion of the weld seam shall be
demonstrated to the satisfaction of theCOMPANY.

MANUFACTURER shall include full details of the method used to ensure the
automatic ultrasonic equipment tracks accurately along the weld seam being
examined.

Ultrasonic inspection shall be performed in accordance with Sections 9.7 and


SR4. 3 of API 5L with a signal acceptance limit of 80% full screen height.
MANUFACTURER shall provide complete information regarding calibration for
review and/or approval by COMPANY.

During Manufacturing Procedure Testing, calibration checks shall be performed


and recorded. The ultrasonic testing equipment shall be recalibrated at least
once per working shift. If, on checking calibration during routine production
testing, all reference standards are not detected, then all pipes tested since the
previous calibration shall be retested after the equipment has been correctly
calibrated. The results of all calibrations shall be recorded and made available
to COMPANY.

9.6. Skelp Inspection

All coiled skelps shall be visually inspected during uncoiling operations for
surface imperfections.

9.7. Inspection Requirements

The surface examined shall be clean and smooth, i.e., free from dirt, paint or
any other foreign matter which would invalidate tests or which may influence the
results of testing. All pipe lengths shall be 100% examined for defects along
the body by MANUFACTURER.

The surface of the bevel on all pipe lengths shall be smooth and free from tool
marks. MANUFACTURER shall inspect every completed bevel for laminations
and cracks by Magnetic Particle Inspection in accordance with ASME V, Article
7, Clauses T-743 or T-744 or COMPANY approved equivalent. If automatic

ultrasonic inspection does not cover the final cut ends of the pipe, bevel ends
shall also be ultrasonically examined over a width of at least 200 mm around the
periphery for longitudinal and transverse defects in accordance with procedures
in Manufacturing Procedure Specification and/or approved by COMPANY.

9.8. Radiography

As applicable according to API 5L, MANUFACTURER shall perform


radiographic tests.

The first procedure qualification pipe and four further pipes selected by
COMPANY shall be examined by radiography over a minimum distance of 200
mm from each end. This distance shall be increased where necessary to cover
that portion of the pipe not scanned by all probes of the automatic ultrasonic
equipment. COMPANY reserves the right to require examination of additional
pipes during production. Radiographic procedure qualification shall comply with
API 5L Section 9.7.3. Radiographic examination shall be conducted with X-ray
equipment using lead intensifying screens and the radiographic films shall be
reviewed and/or approved by COMPANY.

The film shall be fine grain, e.g., Gevaert D7, Kodak Industrex C, or COMPANY
approved equivalent. The density shall be within the range 2.0 - 2.8 and shall be
chosen to provide the maximum contrast and definition.

ISO or equivalent wire penetrameter shall be used. The diameter of the thinnest
wire discernible on the radiograph shall be equivalent to 1.6% sensitivity or
better thickness.

9.9. Acceptance Criteria

Acceptance shall be in accordance with API 5L and this Specification. An


imperfection in excess of 1 mm in depth and 25 mm in length shall be
considered an injurious defect and shall be given one of the dispositions specific
in API 5L, Section 9.7.5.4, except that repairs by welding to the pipe body are
not permitted. No cracks or discontinuities with a crack like morphology shall be
permitted. In cases of dispute, the COMPANY interpretation of defects shall
apply.

Wall thickness shall be in accordance with API 5L, Section 7.3 as modified by
this Specification.

Acceptance levels for Magnetic Particle and Ultrasonic inspection of pipe ends
shall be in accordance with ASME Section VIII, Division 1 Appendix 6-4.

The external surface of all pipe to be used for hot induction bending shall be
subjected to 100% magnetic particle examination under fluorescent light in
accordance with a procedure reviewed and/or approved by COMPANY. The
surface of pipe intended for bending shall be free of copper and other low
melting point contaminants.

Indications on weld seams shall not be acceptable and any longitudinal


indications in the pipe body shall be further evaluated using hand held ultrasonic
equipment. Circumferential indications on the bevel face shall be accepted in
accordance with API 5L.

9.10. Magnetism

A digital or analogue gauss meter with a directional probe with an accuracy of


+/-0.1 Gauss shall be used by MANUFACTURER to determine the residual
magnetism at both pipe ends. No residual magnetism in either longitudinal or
transverse direction to pipe axis shall be greater than 20 Gauss.
Demagnetization should be applied if the magnetic measurement is greater than
the acceptable level. The method of degaussing shall be included in the
Manufacturing Procedure Specification. If line pipe required to be coated, this
test shall be performed also after coating. The frequency of this inspection shall
be 5 pipe lengths per shift.

10. WORKMANSHIP, VISUAL INSPECTION AND REPAIR OF DEFECTS

10.1. General

The workmanship visual inspection, repair and disposition of defects shall be


performed by MANUFACTURER in accordance with Section 7.8 of API 5L and
as modified herein. Excessive mill damage as defined at the sole discretion of
COMPANY (e.g., scratches, dents, deep or rough grinding, gouges and similar

10.2. Dents

Pipes with dents shall not be acceptable. A dent is defined as a depression


which causes a deformation in the curvature of the pipe wall without reducing
the wall thickness in accordance with API 5L Section 7.8.1.

10.3. Longitudinal Weld

The longitudinal weld shall be of uniform width and profile. MANUFACTURER


shall remove the external weld bead ("flash") flush with the outside surface of
the pipe. The internal weld bead shall not protrude more than 0.8 mm above a
prolongation of the internal pipe surface. The maximum depth of weld bead trim
below a prolongation of either the outside or inside surfaces shall not exceed 5.0
percent of the specified wall thickness.

If repair of the longitudinal weld is allowed by COMPANY, it will be done in


accordance with 9.7.5. of API 5L. MANUFACTURER shall demonstrate to the
satisfaction of COMPANY that any remnant of flash/bead shall not interfere with
interpretation of nondestructive inspection.

10.4. Defects

Any imperfection having a depth greater than 5% of the specified wall thickness,
measured from the surface of the pipe, shall be considered a defect.
MANUFACTURER shall define defects in accordance with API BUL 5T1.

Crack or crack-like defects shall be cause for rejection of the pipe length. Crack
or crack-like defects are defined as linear discontinuities which includes a
separation of the metal.

10.5. Hard Spots

Hard spots shall be as defined and detected in accordance with API 5L Section
7.8.7 except that the hardness limit of this Specification shall apply.
MANUFACTURER shall specify in the Manufacturing Procedure Specification
the steps taken during production to prevent the presence of hard spots.

10.6. Arc Burns

Pipe lengths containing arc burns shall not be acceptable. Arc burns shall be
removed by grinding until all visible evidence is gone and then etched with a
10% ammonium persulfate solution to verify removal. Following confirmation of
removal of the arc burn the area shall be merged smoothly into the original
contour of the pipe by grinding. On completion of grinding, magnetic particle
inspection shall be carried out of the ground area. The remaining wall thickness
shall be determined using ultrasonic inspection techniques. At no time shall the
remaining wall thickness be less than the specified minimum wall thickness.
COMPANY shall be notified and at its sole discretion shall have the option to
witness all arc burn removal testing.

10.7. Repair of Defects

MANUFACTURER shall provide GOODS free of defects. Repairs shall only be


performed by MANUFACTURER with the procedures that have been reviewed
and/or approved by COMPANY.

The repair of defects shall be allowed only with the approval of COMPANY.
Repair of minor round bottomed defects in the pipe body may be merged
smoothly into the original contour of the pipe by grinding, provided the wall
thickness after grinding is not less than the specified minimum thickness. The
ground area shall be 100% magnetic particle inspected with wall thickness
checks using ultrasonics. Repairs by welding are not permitted to the pipe body
or longitudinal weld seam.

Defects that occur near the end of the pipe length shall be rectified by removing
a cylinder from the pipe length containing the defect. The length of the cylinder
removed shall have at least 100 mm of sound material beyond the end of the
defect.

10.8. Rejection

If, at any stage in production, the failure rate exceeds 5%, the quality control
program shall be increased as appropriate until the failure rate during production
is less than 5%. If the total of test failures exceeds 10% of those tested, or if, on
any one day, more than 10% of the production is rejected for other reasons,

COMPANY will require MANUFACTURER to cease production until the cause of


the problem has been identified and corrected.

When pipe from a particular heat fails to meet the criteria set forth in this
Specification all pipes produced from that heat shall be rejected.
MANUFACTURER shall perform additional testing of the heats immediately
before and immediately following the rejected heat. If any heat fails,
MANUFACTURER shall demonstrate by further testing the acceptability of all
heats not tested.

11. MARKING AND COATING

11.1. General

MANUFACTURER shall mark all GOODS supplied to this Specification for


identification against a certificate. When material is stored, the identification
markings shall be easily accessible. Materials which cannot be identified shall
be rejected. Marking shall, generally, comply with the requirements of Section
10 of API 5L, but die stamping shall be used only as specified by COMPANY.

11.2. Marking

The minimum requirements for marking of line pipe utilizing paint stencils shall
be applied to the external surface of each pipe and protected by clear varnish.
Markings shall be 50 mm in height minimum for pipes over 10.75” O.D., 8 5/8”
O.D. ( and under) pipes will be marked with 25 mm minimum marketing heights:

All such markings shall be performed by a method reviewed and/or approved by


COMPANY and described in the MPS.. The pipe number and length in meters
to two decimal places shall be hard stamped by MANUFACTURER at each end
of the pipe length using an COMPANY approved method.

11.3. Coating

The pipe shall be free from oil, grease and metal turnings and shall be supplied
either bare or coated according to document 1060-07-16-O-SP-002:
Specification for Line Pipe Fusion Bonded Epoxy Gas Pipeline, and 1060-07-16-
O-SP-003: Specification for Line Pipe Multilayer System Epoxy-Poliolefines Gas
Pipeline, line pipe requisitions and Purchase Order. Any deviation from this
documents, shall be timely advised to COMPANY

12. DOCUMENTATION AND CERTIFICATION


Documentation relating to the supply of GOODS shall be provided by
MANUFACTURER. All documentation shall be reviewed and/or approved by
COMPANY.

Full certification of the results of inspection and testing shall be provided by


MANUFACTURER. Certificates shall be validated by a recognized certifying
agency provided by MANUFACTURER and approved by COMPANY.

Certification shall cover all results required by this Specification. All certificates
shall be marked with sufficient information to enable full traceability to the items
it represents and the relevant specifications and procedures.

MANUFACTURER shall coordinate directly with Certification/Clarification


agency and COMPANY for inspection and acceptance of GOODS.

MANUFACTURER shall submit to COMPANY all original inspection and test


certificates duly signed by Certification Agency.

13. HANDLING, TRANSPORT AND STORAGE

13.1. General

MANUFACTURER shall submit to COMPANY for review and/or approval,


information detailing the proposed method of handling, stacking, and securing
pipe lengths during manufacture, storage and shipment and shall be set forth in
the Packing, Shipping and Handling Procedure. No welding of temporary
attachments for handling, stacking or securing shall be permitted. All handling,
loading and unloading shall be performed in such a manner as to avoid
mechanical damage and corrosion. All handling shall be performed with certified
soft slings, or pipe-shaped padded hooks reviewed and/or approved by
COMPANY.

13.2. Bevel Protectors

Bevel protectors shall be provided by MANUFACTURER. Bevel protectors of a


type reviewed and/or approved by COMPANY shall be supplied and installed by
MANUFACTURER before stockpiling or load out of the line pipe.

13.3. Transport

Trucks, lighters, ships or other conveyances shall be cleaned of debris or any


substance that might damage the line pipe during handling and load out.
Suitable timber and other dunnage shall be used to protect the pipe lengths
against damage in transit.

Loading onto or into rail cars, trucks, lighters, ships or other conveyances shall
be performed in accordance with API RP 5L1 or API RP 5LW as appropriate. In
all cases loading shall be in accordance with the Packing, Shipping and
Handling Procedures reviewed and/or approved by COMPANY.

No on-deck overseas shipment shall be allowed without prior written approval by


COMPANY. Loading, removal of ship covers and unloading of pipe shall be

witnessed by COMPANY whose decisions on the suitability and acceptability of


pipe protection and handling during loading and unloading shall be final.

13.4. Protection

Finished pipe lengths to be stored by MANUFACTURER for a significant period


of time at the mill or marshalling yard shall be stored in a manner to prevent
corrosion. The storage techniques shall be in accordance with the procedures
provided by MANUFACTURER for review and/or approval by COMPANY.

Suitable methods for the protection of internal surfaces from the effects of
moisture during transport shall be provided by MANUFACTURER in the
Handling procedures reviewed and/or approved by COMPANY.

Methods utilized to transport line pipe for induction bending purposes shall be
provided by MANUFACTURER to COMPANY for review and/or approval. The
methods shall include a description of the technique proposed to ensure copper
and other low melting point contaminants are not deposited on the exterior of the
line pipe.

Line pipe shall not rest on projections which could result in point stresses or be
allowed to rub on an adjacent object. Line pipe loading and unloading shall be
performed in accordance with API 5LI or API 5LW, as applicable.

14. QUALITY ASSURANCE

14.1. General

The Quality System implemented by MANUFACTURER shall comply with


COMPANY QA Requirements for MANUFACTURER. MANUFACTURER shall
establish and maintain a fully documented Quality Assurance/Quality Control
system in accordance with ISO 9000 or similar standard acceptable to
COMPANY to ensure:

a) Adequate effective inspection and objective evidence that items conform to


Purchase Order requirements;

b) Adequate identification and suitable handling of items.

MANUFACTURER shall submit documentary evidence of any Quality Reviews


to ISO 9000, internal system audits and corrective action requests. All
certification, test results, reports and any other documentation submitted to
COMPANY relative to the inspection system and results of inspections shall be
in the English language.

Any verification of quality performed by COMPANY will not relieve


MANUFACTURER in any way of the responsibility to produce acceptable
GOODS nor shall it preclude any subsequent rejection of GOODS.

14.2. QUALITY PLAN

Prior to the commencement of Work, MANUFACTURER shall prepare a written


QUALITY PLAN which describes the inspection to be performed during the
supply of GOODS. The Quality Plan shall set forth witness, hold, review and
monitor points.

14.3. Special Process Procedures

MANUFACTURER shall establish and maintain control of all special processes


which are essential to production, inspection and/or safety. Equipment,
processing environment and the MANUFACTURER's personnel shall be subject
to appropriate qualifications or certification to the satisfaction of the COMPANY.

MANUFACTURER shall:

a) Establish means to ensure special processes are accomplished under


controlled conditions by qualified personnel using approved material,
procedures and equipment as required by this Specification. COMPANY
approval shall be obtained prior to commencement of manufacture.

b) Establish and maintain documented evidence of control of special processes.

c) Maintain evidence of qualification status of personnel, processes, or


equipment according to the requirements of pertinent codes and standards.

14.4. Quality Records

MANUFACTURER shall maintain quality records as documenting evidence of


conformance to quality requirements. Quality records shall be made available to
COMPANY for analysis and review.

Quality records shall include item identification by reference to revision number,


acceptance criteria, specific inspections performed and results obtained (if
measurements are not a requirement, include in the record the basis of
acceptance), date of inspection, identification of inspector, data recorder charts,
qualification of material, personnel, procedures and equipment.
MANUFACTURER shall perform trend analyses of all factors affecting the
quality of the product.

14.5. Final Inspection

MANUFACTURER shall inspect GOODS to ensure compliance with Purchase


Order requirements. A check shall be made of all inspection records to verify
that GOODS were inspected at all points shown in the Quality Plan and that
these records are complete and available to COMPANY. Visual inspection and
dimensional checks shall be performed at the point of dispatch or receipt to
confirm that no damage had taken place during transportation.

14.6. Verification

At the sole discretion of COMPANY, the MANUFACTURER's inspection


systems may be subject to evaluation and surveillance by COMPANY to ensure
that they meet the requirement of this Specification and the Purchase Order.

The MANUFACTURER's operation relevant to this Specification are subject to:

a) Procedure compliance checking at unscheduled intervals to determine that


the MANUFACTURER's inspection system is being effectively applied.

b) Product verification to determine compliance with Purchase Order


requirements. The method of verification is at the discretion of COMPANY.

c) Systems audit by COMPANY to ensure that the MANUFACTURER's


operations and Quality System are fully in compliance with ISO 9000 or a
similar standard acceptable to COMPANY.

14.7. Accommodation and Assistance

MANUFACTURER shall provide COMPANY with office accommodation and


facilities required for the proper accomplishment of its work, and shall provide
any reasonable assistance required by COMPANY for verification,
documentation, or movement of GOODS.

COMPANY shall be afforded unrestricted opportunity to perform verification of


inspection. MANUFACTURER shall make available calibrated inspection
equipment for reasonable use by COMPANY to verify the conformance of
GOODS to Purchase Order. The MANUFACTURER 's personnel shall be made
available for the operation of inspection equipment as reasonably required by
COMPANY.

B-1. SCOPE
Section outlines the tests and criteria required for qualifying the Manufacturing
Procedure Specification. The tests specified in the paragraphs below shall be run on
the Manufacturing Procedure Qualification line pipe selected in accordance with this
Specification. COMPANY shall have opportunity to witness and approve all specimen
preparation and testing.

Pipe length designated as joint A1 shall be used for the following tests and inspections:
