Dear Chancellor Hagerott:

2023-2024 has been another busy year in the ever changing world of Higher Education. Your willingness to
adapt and tackle the challenges are appreciated by the SBHE.

Your leadership to update Envision 2030 with Envision 2035 is exemplified in your approach to your
responsibilities at the three levels you name, reliability, adaptability and transformability. We applaud you for
this and look forward to the finished project.

Your ability to work with all the partners of Higher Education, from the legislative branch to the executive
branch, the NDUS system office and the leadership at our institutions is noticed. You make a concerted effort to
keep everyone informed and seek out counsel to make sure you make the right decision.

The effort you make to meet with state and nationals leaders to keep on top of Higher Education trends allows
North Dakota to be at the forefront of many topics. This includes many things, but not limited to, the tenure
discussion, Minnesota promise impact, funding formula evaluation, etc. We look forward to your work in the
future with the upcoming legislative session to keep Higher Education and its continued goal of workforce
enhancement moving forward.

The RUN-ND initiative touches on four important issues affecting our state and we look forward to seeing the
outcome of putting this project in place and moving ahead.

Your self-assessment is very detailed and touches on all that you have accomplished over the last year where
you met or exceeded your goals and we as a board are appreciative of your work.

Lastly, we all know that the student is at the forefront of all we do and moving forward we need you to focus
time and energy in that direction.

Looking forward to a busy and successful 2024-2025!

Dear Chancellor Hagerott

2022-2023 has been time consuming and challenging but very successful. You have outlined progress on goals
established in 2022-23 by State Board of Higher Education. The Board thanks you for your visionary leadership.

The legislative session was time consuming for you and NDUS staff. Chancellor’s face-to-face communications and
committee interactions with legislators during the legislative session was instrumental in the increased funding
provided by the legislature for the NDUS. Some of the successful efforts include salary inflation adjustment for staff
retention, behavioral health for students, institutions funded for tuition freeze, increased funding for student
financial aid programs, minimum amount payable funding, Economic Diversification Research funding for the first
time, a new position in the System Office, and workforce development.

Campus presidents universally respect and appreciate your, “basic values”, especially honesty and transparency. You
are seen as collaborative, unifying, and not playing favorites. Your passion for North Dakota and SBHE are notable.
You are seen as knowledgeable and visionary. Mentoring of President Cook and President Flanigan has progressed
nicely.

NDUS staff appreciate your leadership and vision. Communication through attentive listening has improved staff
morale. Coming from home working and developing a “hybrid remote work” has been appreciated.

Your visionary leadership with the U.S. Chips and Science Act has placed North Dakota/SBHE in a position for future
success. Cybersecurity is a high-level concern requiring your ongoing expertise. Your workforce leadership is
appreciated and remains a critical issue. Your leadership helping campuses to transition student online/campus
learning has been successful, especially when North Dakota education is compared nationally. Progress with Dakota
Digital Academy has been excellent. Campus enrollment is a critical issue for 2023-2024.

You have been recognized nationally as an innovative visionary leader with service on national education task forces,
such as the AGB led Council on Higher Education as a Strategic Asset, and the chair of the U.S. Secretary of Navy
education reform task force.

SBHE congratulates your successes and looks forward to an exciting and challenging 2023-2024 year.

Dear Chancellor Hagerott,

Thank you for leading SBHE/NDUS through a challenging, successful year. Chancellor Hagerott has nicely
reviewed his 2021-2022 goals in the self-assessment document which gives greater detail to this letter.

COVID issues and its impact on campuses including enrollment was appropriately managed by Presidents
and NDUS staff. Cybersecurity is managed but is an ongoing threat.

Your involvement with campus Presidents as a mentor and problem solver is appreciated. They have
confidence in your honest, competent, guidance leadership. They feel you don’t overdo conversation
time. Your long-term vision is beneficial to the Presidents and SBHE. You have guided very successful
President searches at NDSU and NDSCS. We expect continued mentoring of all the Presidents.

Staff communication has moved in a positive direction over the past 2 years. COVID has created
communication challenges that have been appropriately managed. Communication with attentive listening
always needs to be a priority in improving staff satisfaction.

SBHE sees you as leading in cybersecurity and regional state research co-operation. The United States
Innovation and Competition Act has significant promise for SBHE and North Dakota. There will be
challenges in 2022-2023 including campus enrollment, cybersecurity, workforce development, and
inflation. With anticipated inflation issues, interaction with the legislature is a high priority. Enrollment
opportunities exist with campuses creating a safe environment and focused learning.

Chancellor Hagerott, you bring high energy with visionary leadership to your position. SBHE recognizes
and thanks you for this ongoing leadership.
