LUIS S. RONGAVILLA
Chief, Monitoring and Enforcement Division
National Water Resources Board
Quezon City

Sir Rongavilla:

Greetings!

We recognize the authority of your institution and it is not our intention to violate the law.

We have utilized the deep well as our source for our water refilling business pending connection with
the Local Water District as there have been no available water services line near my water refilling
business and it is a customary practice of other water refilling business in our town/area to use deep
wells as a water source. Exclusive line from the local water district would mean a formidable expense to
our business, since we are incurring losses due to the restrictions brought about by the pandemic and
rising prices of fuel products and basic commodities, which is why we are unable to immediately comply
with the requirements. It is also upon the advice from our water equipment supplier to temporarily use
deep well water because of the acid effects of the Local Water District’s water supply that may harm our
water filtration machine.

Nonetheless, in compliance with P.D. 1067, we have applied for a water service connection with our
Local Water District as our temporary source for our product, we have attached a photocopy of our
payment for WSC full registration as proof of our subscription. We are also willing to apply for a water
right with your office for us to utilize the deep well water as our source for our product as we are now
gathering pertinent documentary requirements from NIA and other related agencies to comply with the
requirements prescribed by law. Rest assured that once completed, said documents will be submitted
for your perusal and approval.

Thank you for your understanding on this matter!

Yours’,

EDGAR ALLAN C. ALOTA
