O. Description of Events or Proceedings

The event officially started with the introduction of Mindanao Organization for Social and
Economic Progress, Inc. The resource speaker, Ms. Norania H.Rakim notably discussed the presence of
the Home-Based IDPs as they are the primary recipients of the humanitarian aid offered by USAID and
ENGAGE. She also recognized the different stakeholders of Sunggod and their efforts in being the host
barangay to more than a hundred of refugees. Following her introductory statement, it was then
followed by Dayamon Abdulracman (a member of the youth sector) who highlighted on the discussion
of the existing available resources of the said barangay. Notably, there are existing facilities for public to
use but are inaccessible and non-functional due to the presence of IDPs in the area. Some of these are
the following:

 one (1) unit of Barangay Health Station (occupied by an IDP);


 one (1) unit four-rooms of Islamic Studies center(occupied by 4 household home-based IDPs);
 one (1) unit of two-rooms classroom (converted to a fish pond);
 three (3) classrooms beside Sunggod Primary School (wrecked due to a heavy typhoon in mid-
2012); and,
 unfinished concrete road situated between Sunggod Primary School and Purok Idongko.

Following the resource mapping, the facilitators questioned the farmers and fisher folks
regarding the status of their income in connection with their livelihood. It was then during this time that
these stakeholders voiced out their concerns about low farming and fish production due to lack of fertile
soil and lack of farming and fishing techniques which resulted to low income. These resulted to their
inability to sustain the needs of their families. Other issues and concerns raised by the stakeholders are
as follows:
a. No alternative source of income due to lack of financial assistance and skills which resulted to
low self-esteem and no available job fit for these cluster of people
b. Inaccessibility of Brgy. Road in some parts of the barangay thus resulted to difficulty of
transportation in times of heavy rains
c. Underdeveloped water system which causes additional burden to PWDs, Expectant Mothers,
and Senior Citizens and promotes the risk for diarrheal-related problems
d. No available barangay health station and medicines which also causes additional burden to the
community as a whole (the nearest Rural Health Unit is situated at Brgy. Poblacion)
e. Lack of public latrines which promotes the risk of community-acquired diseases
f. Lack of elementary and high schools which can cater school-aged children and out-of-school
youth thus decreases the literacy rate among them
g. Lack of recreational activity area, Islamic studies center, and lack of praying supplies in all 3
Prayer Halls

Also involved in the gathering of information are the Home-Based IDPs. Some, if not all, agreed on
the following issues and concerns raised among them:

a. Access to food and nutrition

 Home-based IDPs receive far less food assistance than IDPs in ECs
 Lack of proper food intake of pregnant women and mothers

b. Protection mainstreaming in humanitarian assistance

 Lack of organized distribution of assistance


 Unequal access to humanitarian aid

c. Access to education

 Incidence of school-aged children stopped schooling because of absence of an elementary


school and high school

d. Threat to life, safety and security

 Unsecured environment

e. Access to water, sanitation and hygiene

 Insufficient water supply


 Poor waste management
 Poor Hygiene and sanitation

P. Highlights and Agreements

Through the utilization of problem-solution finding matrix, both parties (Non-IDPs and IDPs)
agreed to vote which among the issues and concerns tackled during the discussion needs urgent action
planning. Thus, after voting has been made it was evident that the inadequate supplies of prayer mats
and sound system in all three (3) Prayer Halls topped the poll.

Another highlight of the event is the inaccessibility to potable drinking water. Both the Non-IDPs
and IDPs are convinced that the lack of access to clean water poses health risks to all age groups. With
this, an agreement on procurement of reservoirs was made between them to ensure equal distribution
of clean water. Another concurrence was the provision of latrines to be installed in areas where these
home-based IDPs are heavily situated.

The third top priority issues and concerns of the citizens is the absence of alternative income
due to lack of financial assistance and which resulted to inability to sustain the needs of each family. But
with the initiative of the BLGU in channeling this concern to different line agencies like TESDA and
DSWD, this concern may be acted upon.
