SUBJECT : Use of SMS in Reporting Significant Incidents

DATE : October 18, 2021

1. Reference: Memorandum from TDIDM, DIDM dated October 13, 2021 with
same subject as above.

2. This pertains to the use of SMS in reporting significant

incidents‘through
the Investigation Family PR03 viber group. The SMS report must be accurate
brief, concise, and complete depicting the 5Ws and 1H, and should be sent at least
one hour after the incident. The following are considered significant incidents
pursuant to PNP MC 2017—031:
a. Incidents involving prominent personalities, such as:
1. Elected and appointed national and local government officials down
to barangay level;

2. Foreign Nationals, diplomats, tourists and balikbayans;

3. Religious leaders; and

4. Other personalities whose involvement in the incidents may result

in
controversies or publicity.

b. incidents involving national security, such as:

1. Attacks on cities, towns, barangays, and other populated areas;

2. Attacks or raids on military or police installations;

3. Assassination of government officials, military, and police

personnel;

4. Encounters with dissident terrorist, syndicates, and organized

crime
groups;

5. Terrorist related incidents such as hijacking,

hostage-taking,
kidnapping, burning, etc;

 6. Bombings and explosion; and

7. Mass actions.

c. Heinous crimes (murder, homicide, rape, drug or kidnapping cases)

involving prominent personalities;

d. Arson cases and structural fires affecting two or more families or with
an estimate damage of Php 5,000,000.00 or more;

e. Robbery, hold-up, hijacking, carnapping, etc. perpetrated by armed

persons/groups;

f. Arrestheutralization of wanted person;

9. Enforcement of Special Laws;

h. Rescue of Kidnap or abduction victim/s; and

i. Jail breaks, escape of prisoner/detainees, and jail/prison riots.

3. In this regard, Chiefs of IDMU are directed to religiously adhere in

sending
significant incidents though the aforesaid Viber Group. Result of your actions taken
will be monitored by this Office and concerned Chief IDMU who will be found remiss
in his/her duties and responsibilities shall be administratively charged. Cample
format of SMS will be posted on the said Viber Group.
