CONTINGENCY PLAN FOR


LANDSLIDE

As of July 2023
CHAPTER I.
BACKGROUND

A. INTRODUCTION

New Leyte Elementary School is composed of 3 Zone of Barangay Sto. Nino. The
school is situated 14 kilometers Barangay Sto Nino, Bayugan City in the province of
Agusan del Sur, Philippines.Currently, the school’s population of learners are 81 for the
school year 2022-2023. Placed in the feet of a wide range mountain, the school is prone
to landslide as classified according to CDRRMO. Truthful as it is, school personnel and
learners will feel discomfort when heavy rains poured without fundamental mark of
change.
In addition, there are 2 barangays to pass towards reaching the station. These
barangays are Sta. Irene, Calaitan, Roads are passable in any means of transportation
specially if the fine weather lasts for a week.

DEMOGRAPHY

As of 2022, the barangay has a total population of 4,307 with 14 purok and 163 of
this are living in our community and belong to the Manobo group. Each of the purok is
represented by a designate purok chairman or Datu.

GEOGRAPHY

New Katipunan consist of 70% wide range of mountainous area, 20% Hills and the
rest are plains. Agricultural products are corn, any kinds of vegetables, abaca, and falcata
which considered to be suitable for growing in this area.

CLIMATE

The city is geographically situated below the typhoon belt but is usually affected by
depressions forming in the typhoon regions of Visayas and the province of Surigao del
Norte. The climate map of the Philippines based on the modified coronas classification
shows that the city falls under Type II, which also is the weather classification of the
province of Agusan del Sur.
Type II climate has no dry season with very pronounced wet season of heavy
precipitation. Maximum rainfall generally occurs from December to January although
there is no single dry month. Its average monthly rainfall is 161.6 millimeters (6.36 in) and
average temperature is 32 °C (90 °F). Areas characterized by this climate type are
generally along or very near the eastern coast thus are open to the north-east monsoon.

Conflicts, Human Induced Violence, Earthquakes, Rain Induced Landslides, and Nature and Human Induced fires. Among the
listed hazards, Rain Induced Landslide ranked to be the most probable hazard in the area. Since the area is consist of 70% wide
range of mountainous area, 20% Hills and the rest are plains that is why the area is somehow probable to these hazards due to
some stiff areas inside the premise. The remaining enlisted hazards may be considered having less probability as per observance.

Response Capabilities

The form above consists of the data on the description of the scenario as Bad, Worse and to a Worst-case scenario that
would happen in New Katipunan Elementary School. Wherein in the worst scenario case there is a total number of 26 in male IP
learners and 32 female IP learners for a total of 58 affected IP learners. Total declared dead leaners in this scenario are 7, 5
males and 2 females for a total of 7 IP learners. For the number of Injured Learners there are a total of 5 males and 14 females for
a total of 21 IP learners. For the number of declared missing learners there are a total of 3 males and 3 females for a total of 6
learners. For the affected teaching personnel there are a total of 5 and declared 1 male and 1 female who are identified dead.
Nevertheless, the enlisted effects to Infrastructure, Non- Infrastructure, communication lines, Power / electricity and transportation
were related to the worst scenario cases.

buildings namely Building 1 as the Kindergarten and Grade 1 Classroom, Building 2 as Grade 2, 3 and 4 Classroom and the
Building 3 as Grade 5 and 6 Classroom. There are 58 total number of affected learners as enlisted in the form above. 27 identified
affected learners inside the evacuation centers and a total of 24 affected learners enlisted which are outside the evacuation
centers. Some are evacuated inside the evacuation centers for their houses are not too safe to enter due to the blockage of the
eroded soil in the area.

CHAPTER II. GOALS AND OBJECTIVES

A. Goal

New Leyte Elementary School crafted the contingency plan to provide effective,
efficient, timely and well-coordinated response mechanisms in the event of the
occurrence of a weather induced landslides in the school’s premise. Such mechanisms
shall help to protect lives, properties, and the environment, and restore the immediate
needs of the affected communities.

B. General Objective(s)

Faced as it is with this challenge, New Leyte Elementary School crafted this
Contingency Plan to cover 81 learners and 9 school personnel. The objectives of this plan
are anchored in the Comprehensive DRRM in Basic Education Framework:

The general objectives of the contingency plan are as follows:

1. To ensure the protection of lives and properties in the event of landslide in New Leyte
Elementary School
2. To determine the immediate needs and the resources that will meet the needs in the
event of landslide.
3. To establish coordination and linkages between and among the stakeholders of New
Leyte Elementary School to the community in the event of the landslide.
4. To strengthen risk reduction and resilience through education.
5. To define roles and responsibilities of all partners involved in emergency response.
