I. Introduction

The recorded history of disasters in the Philippines confirms that the country is
vulnerable to natural and human-induced hazards. When emergencies or disasters occur,
the Government has the prime duty of ensuring the continued delivery of basic services to its
citizenry.

The enactment of Republic Act 10121 otherwise known as the "Philippine Disaster
Risk Reduction and Management Act of 2010" provided for the expanded functions of the
Office of Civil Defense (OCD). It was given the mission of administering a comprehensive
national civil defense (CV) and Disaster Risk Reduction and Management (DRRM) program
that aims to reduce vulnerability and risks to hazards and manage the consequences of
disasters. The OCD also serves as the implementing arm of the National Disaster Risk
Reduction and Management Council (NDRRMC).

Under the OCD's approved new Organizational Structure and Staffing Pattern
(OSSP), functions of the services at the Regional Office namely, the Policy Development
and Planning Section (PDPS); Capacity Building and Training Section (CBTS); Operations
Section (OS); and Rehabilitation and Recovery Management Section (RRMS) correspond to
the NDRRMC's four (4) thematic areas such as disaster prevention and mitigation;
preparedness; response; and rehabilitation and recovery. The Administrative and Financial
Management Section (AFMS) performs tasks to support the civil defense and disaster risk
reduction (ORR) operations and functions. The core functions of the OCD are as follows:

1. Provision of responsible, efficient and effective services relating to research,


planning, programming, budgeting, project development, and policy formulation
of civil defense and disaster risk reduction and management/climate change
adaptation
2. Formulation, coordination, implementation, monitoring and evaluation of the
National DRRM training and advocacy, plans and programs;
3. Formulation, implementation and monitoring of operational plans and ensuring
operational readiness in terms of information and communications technology,
logistics, interoperability and force management, and functional management of
the NDRRMC Operations Center;
4. Provision of responsible, efficient and effective services relating to formulation"
of standards for rehabilitation and recovery programs, projects and plans;
5. Provision of economical and efficient services relating to human resource
management and development, financial management and general
administration services to support OCD civil defense and ORR operations and
functions; and
6. Administration of the regional civil defense and DRRM program.

II. Purpose

This document provides operational actions that will be undertaken by the OCD in
response to various forms of disruptive events and ensures continuity of core roles and
functions based on RA 10121 and the newly established OSSP.

The Plan includes risk assessment (ANNEX A), assumptions, activation criteria,
mission essential functions (MEFs), recovery time objectives (RTOs), continuity strategies,
roles and responsibilities, succession of authority, procedures, resource requirements, and
testing and maintenance.

It ensures that needed resources are available for disaster preparation and
response, and proper steps will be undertaken to permit the timely restoration of services.
Moreover, this plan will help the OCD minimize the risk that an emergency poses to its
employees. While this Plan underscores the urgency of continuity or immediate
resumption of mission essential functions, the safety and protection of the OCD employees
are of equal importance.

Furthermore, the OCD 10 PSCP intends to raise employees' awareness of their


roles in a continuity environment by recognizing the importance of 'continuity of operations'
I 'continuity of government'.

III. Policy Statements

The OFFICE OF CIVIL DEFENSE X, guided by our mandate, vision, mission and
core values, commit to deliver mission essential functions even during disruptive
circumstances.
We shall ensure to continue the enhancement of the agency’s delivery mechanism
through public service continuity management.
We shall ensure the safety and welfare of employees and the communities and
ensure provision of necessary services and assistance.

IV. Scope

This PSCP shall apply to all personnel of the OCD stationed at the Regional Office
located at Antonio Luna cor. Sgt. Velez St., Brgy. 27, Cagayan de Oro City. These personnel
refer to those holding permanent status, as well as those under Contract of Service and Job
Order engagement, working inside the Regional Disaster Risk Reduction and Management
Operations Center (RDRRMOC) and Warehouse.

The disruptive event or disaster may either be short or long-term, natural or human
induced such as earthquake, tropical cyclones, fire, flooding, cyberattacks, criminal acts,
terrorism, coup d' etat, civil disturbance, explosions, hazardous chemical spills, among
others.

V. Roles and Responsibilities

A. Continuity Core Team

In line with the OCD’s thrust and pursuant to the Office of the President of the
Philippines Cabinet Action/Decision File No. 381-120517-34 and the 4 th Meeting of the
Cabinet Cluster on Climate Change Adaptation, Mitigation and Disaster Risk Reduction,
requiring all government agencies to have their respective Public Service Continuity
Plans (PSCP) to guarantee continuity of operations amidst disruptions, and in
compliance to NDRRMC Memorandum No. 33 s 2018 with the Subject: Public Service
Continuity Plan (PSCP) Template for Government Agencies, the OCD 10 Regional
Office Continuity Core Team (CCT) is hereby constituted as follows:

The roles and responsibilities of the OCD 10 Regional Office CCT are the following:

Continuity Core Team


● Leads in the development I updating and maintenance of the OCD PSCP;

● Coordinates the overall activities of the CPT/CWG;

● Coordinates continuity planning activities with policies, plans and initiatives


related to critical infrastructure protection in the OCD PSCP;
● Ensures a Multi-Year Strategy and Program Management Plan designed to
achieve continuity objectives;
● Develops and administers a continuity program budget and submits funding
requirements to the agency head thru the Senior Leadership;
● Provides logistics, administrative and technical staff support to the CPT;

● Provides the heads/officials of the agency with the annual summary of planning
activities and accomplishments in relation to the OCD PSCP; and
● Serves as advocates for the continuity program.

● Responsible for the continuation of essential services during an emergency;

● Ensures development of strategic continuity vision and overarching policy;

● Approves the final plans and policies developed by the Continuity Planning Team
(CPT);
● Ensures development of strategic continuity vision and overarching policy; and

● Ensures appointment of key continuity personnel and the development of


a program budget for adequate facilities, equipment and training.

conduct periodic evaluation of organizational continuity capabilities


● Perform other tasks and functions as may be needed;

● Formulate Work Plan which covers the detailed activities and timelines, and
persons in charge for completing, testing, evaluating, packaging, updating
and improving the PSCP;
● Finalized and completed the OCD Regional Office PSCP officially approved
by the Head of Agency, and
● Make proceedings of the meetings, workshops and simulation exercises.

B. Disaster Control Group (DCG)

The OCD 10 Regional Office has identified a DCG composed of five (5) Service
Teams and three (3) Support Teams in charge of ensuring the safety and
security of each and every personnel in times of a disruptive event or a disaster.
The DCG Chair supervises the emergency management procedures and the
operating teams. Heads and members of above cited teams will be assigned
based on their skills/competencies.

DCG Chair:
● Responsible in making recommendation to the HOA for the activation I
deactivation of the OCD CO PSCP Performs over-all supervision on the
Service and Support Teams
● Consolidates the plan of action, standard operating procedures, reports and
recommendations of the various Service and Support Teams and submit to
the OCD Management and the Continuity Core Team
● Coordinates the activities of the DCG with the Continuity Core Team and
OCD Services

Service Teams

1. Evacuation Team
● Directs the evacuation of personnel from the buildings unto the assembly
area and to the evacuation site
2. Search and Rescue Team
● Performs search and rescue operations
3. Fire Suppression Team
● Performs immediate and actual firefighting operations

● Immediately calls up the Bureau of Fire Protection and assists the latter upon
arrival and take -over
● Conducts a thorough assessment of the situation and ensures that all fire
hazards have been eliminated, reduced or controlled
● Conducts salvage operations of the buildings' valuable contents

● Secures the vacated buildings, the assembly area, evacuation and
alternate sites
● Clears the streets and passageways of any obstructions for ease of

5. First Aid Team
● Assesses any casualties and provides immediate, lifesaving medical care
to the inured personnel
● Arranges for further medical help or other emergency services and
provides handover when further medical help arrives
6. Safety / Damage Control Team
● Ensures safety of personnel during PSCP activation

● Determines the structural integrity of the OCD buildings and facilities

● Recommends to the DCG Chair whether it is safe to return and I or use the
OCD building I facilities after the disruptive event I disaster
● Estimates the costs of damages incurred on the buildings, facilities and other
assets and recommends appropriate action

2. Logistics Team
● Provides logistical requirements in terms of supplies, relief and transportation
as follows:

Supplies Unit:
o Provides the equipment and supplies requirements of personnel in the
evacuation area and alternate sites
Relief Unit:
o Provides the day-to-day basic sustainability needs of personnel in
the evacuation area and alternate site including, but not limited to food
and water
Transportation Unit
o Provides transport services for the victims I casualties to hospitals;
personnel, equipment and supplies to the evacuation a 1d alt hate sites;
and in such other analogous situations

3. Warning and Communication Team

Promptly notifies the concerned agencies of the disruptive event / disaster and
requests for assistance.

o Sets-up the necessary facilities to ensure continuous receipt and


transmission of data and communication
o Receives ·and transmits messages, orders, advisories and related
information among OCD personnel and stakeholders

Computer Emergency Response Unit


o Responds to cybersecurity incidents, threats and ICT service disruption
on site and via remote support
o Ensures. the provision of Emergency Communications and IT support to
critical OCD Service Units
o Ensures that cyber security policies and mechanisms are in place
o Notifies identified cyber security threats and incidents to the management
o Resolves the root cause of the cyber security incident and I or mitigate the
impacts associated thereof
o Conducts a thorough assessment of affected ICT infrastructure

VI. Definition of Terms

1. Alternate Site - a location where the organization can relocate following a


disaster and/or disruptive event. A back-up or alternate site can be another

the alternate site is considered as the Emergency Operations Center.

2. Assembly Area - identified and known area where personnel should


immediately proceed to in case of a disruptive event or disaster for purposes
of accounting and safety

3. Call Tree - a structured cascade process that enables a list of persons, roles
and/ or organization to be contacted as a part of information exchange or
plan invocation procedure (BC I Glossary 2011)
4. Continuity of Operations - the capability to continue essential program
functions and to preserve essential facilities, equipment, and records across a
broad range of potential emergencies (Emergency Management Standard
2oo7)1
5. Continuity of Government - the coordinated effort within each branch of
government to ensure that national essential functions continue to be
performed during a catastrophic emergency.
6. Core Working Hours - the period of time wherein personnel are required to
render services at the office. The core working hours for the OCD is from 9:00 am
to 4:00 p.m. Mondays to Fridays except holidays (OCD Memorandum No. 340 s.
2017 re Draft on Adopting a Flexi-time Work Schedule for the OCD and

Reiterating Policies on Attendance and the Administrative Penalties for


Violations thereof).
7. Critical Personnel - OC Regional Office personnel who perform the identified
Mission Essential Functions (MEFs)

8. Disaster - a serious disruption of the functioning of a community or a society


involving· widespread human, material, economic or environmental losses and
impacts, which exceeds the ability of the affected community or society to cope
using its ow resources. Disasters are often described as a result of the combination
of the exposure to a hazard; the conditions of vulnerability that are present; and
insufficient capacity or measures to reduce or cope with the potential negative
consequences. Disaster impact may include loss of life, injury, disease and lthe
negative effects on human, physical, mental and social well-being, together with
damage to property, destruction of assets, loss of services, social and economic
disruption and environmental degradation (NDRRM Operations Center
(NDRRMOC) Standard Operating Procedures (SOP) and Guidelines 2016 Edition)

9. Disaster Control Group (DCG) - an established organization that is in-charge of


ensuring safety and security within its jurisdiction.

normal business, functions, operations, or processes, whether anticipated (e.g.,


hurricane, political unrest) or unanticipated (e.g., a blackout terror attack,
technology failure or earthquake) (BCI Glossary 2011)

11. Emergency Alert and Warning Message (EAWM) - message from the
Warning Agencies that is hazard specific, area focused and time bound, intended
to the subscribers of Telecommunication Companies (NDRRMC Joint
Memorandum Circular No. 001, s. 2015)

12. Evacuation Site - an identified site where OCD personnel should proceed after
accounting I head count from the Assembly Area. This site provides the basic
sustainability needs such as food, water and temporary shelter

13. Mission Essential Functions (MEFs) - the limited set or organization-level


government functions that must be continued throughout, or resumed rapidly
after, a disruption of normal activities (FEMA).

14. Non-Essential Activities - activities of the office/agency which are incidental to


primary mandate under the law; activities under non-Mission Essential Functions

15. Non-Critical Personnel - OCD personnel who, for purposes of the OC PSCP,
are those that do not belong to the ff groups: performing the MEFs; the Disaster
Control Group; Continuity Coordination Team, and OCD Key
Officials/Management
16. Primary Facility - the RDRRM Operations Center which provides the facility for
the performance of the MEFs

17. Recovery Time Objectives – the period of time following an incident within
which: a) product or services must be resumed; or b) activity must be
resumed; or c) resources must be recovered.

18. Situational Report - a I progressive report about a specific hazard, disaster, or


incident, prepared by the Alert Team. It consists of current situation, effects of the
disaster/ incidents and the actions taken by national, regional, and local
offices/agencies.

19. Telecommunications Company (TELCO) - any person, firm, partnership or


corporation, whether government or private, granted with a legislative franchise
by Congress to provide cellular mobile telephone services to the general public,
and issued with a certificate of public convenience and necessity (CPCN) by the
National Telecommunications Commission (RA 10639)

If the disruptive event or disaster occurs beyond the core working hours, or during weekend
or holiday, the Operations Section Chief or his/her identified successor in the Operations
Section PSCP shall, in coordination with the DCG Chair, recommend to the Regional
Director the activation of the OCD 10 PSCP.
The activation of the PSCP should, however, be automatic and immediate when the
disruptive event is On-set Disaster such as Intensity VI (or higher) earthquake, bombing
incident, war, arson, etc.

X. Continuity Strategies

A) When a disruptive event or disaster occurs, and upon the declaration of the Regional
Director or his successor of the activation of the OCD 10 PSCP, the following general
procedures shall be observed:

1. Personnel safety is first secured. If the disruptive event or disaster occurs during
a regular working day, the personnel should evacuate the building and proceed to
the assembly area for a headcount/accounting. On the other hand, if the
disruptive even or disaster occurs outside the core working hours, the Call Tree is
activated as follows:

i. A. The up-line authority shall send text message to his/her subordinates


immediately;
ii. B. If no response is received after ten (10) minutes, the up-line authority
shall directly call the personnel;
iii. C. If no response is received after three (3) rings, the up-line authority
shall report the status to the higher authority until the same reaches the
Regional Director or his successor. The same information shall be
provided to the DCG.

2. All non-essential activities (Annex B) of OCD 10 shall be automatically


suspended.
3. The DCG shall proceed to the site and render immediate assistance. Upon
determination of the DCG, through its Safety/Damage Control Team, and
approval of the Regional Director or his successor, the OCD 10 PSCP is
activated. Thereafter, the alternate site and evacuation site (if necessary) are
established. DCG Service and Support Teams protocols shall be adopted.
4. The Operations Section and the Office of the Regional Director (which includes
the Public Information Officer) PSCPs are activated.
5. All OCD officials and critical personnel shall be required to report to the alternate
site to perform the MEFs.
6. Non-critical personnel shall be instructed to go home and wait for further
notifications or a call for augmentation to the alternate site. If the situation does
not warrant for personnel to go back to their respective homes, they will be
transported/transferred to the evacuation site for temporary shelter.
7. The DCG shall work hand in hand with the OCD Management and the
Operations Section for the continuity of operations during PSCP activation. In
connection, the DCG shall also determine and recommend to the Regional
Director or his successor the deactivation of the OCD 10 PSCP.

In the event that the OCD leadership is affected such that the Regional Director is among
the casualties and neither his location nor current status can be ascertained, and upon
activation of the Call Tree, the succession of leadership shall be as follows:

iv. 4 Chief, Rehabilitation and Recovery Section

XII. Communication Procedure

The communication flow of the RDRRMC / OCD Emergency Operations Center is of an


interdependent nature, it also followed the “2 or more” rule in the elevation of jurisdiction of
disaster management. Both surveillance agencies and the Local DRRMCs provide vital data
to the Regional DRRM OpCen / EOC, provides guidance to the Response Agencies and
other related stakeholders.

The efficiency of communication is vital to the efficiency of response operations and


provision of the necessary materials and services to the affected areas/population during the
period of disasters/incidents.

The method of communication may vary, there are three (3) primary communication tools
available to personnel in Region 10, Internet-Electronic Mail, Telephone lines and Cellular
Network communication. There are alternate means such as Facsimile and Amateur Radio.

XIII. Testing and Maintenance

This PSCP will be tested quarterly, particularly during the conduct of the Nationwide
Simultaneous Earthquake Drill (NSED) which is being spearheaded by the Capacity
Building and Training Section (CBTS)
