BARANGAY EXECUTIVE ORDER
No. 04, Series of 2024
AN EXECUTIVE ORDER ORGANIZING THE BARANGAY BIDS AND AWARDS COMMITTEE
(BAC) OF BARANGAY ISCA, GONZAGA, CAGAYAN
WHEREAS, Republic Act No. 9184, entitled An Act providing for the Modernization, standardization
and regulation of the procurement activities of the Government and for other purposes” was signed into law on
January 26, 2003 and its implementing Rules and Regulations Part A (IRR-A) took effect on October 8, 2003;
WHEREAS, in Section 4 of RA 9184 provides that it shall apply to the procurement of infrastructure
projects, good and consulting services, regardless of source of funds, whether local or foreign by all branches
and instrumentalities of Government, its department, offices and agencies, including government-owned and/or
controlled corporation and local government units;
WHEREAS, above premises considered, there is a need to reorganize the Barangay Bids and Awards
Committee;
NOW THEREFORE, by virtue of the power of authority vested in me by law, I, ERWIN T.
DESALLA, Punong Barangay of Barangay Isca, Gonzaga, Cagayan, do hereby order the organization of the
Barangay Bids and Awards Committee.
Section 1: COMPOSITION
The BAC shall be composed of the following (at least five but not more than seven regular members of
the Sangguniang Barangay, from among them will come the chairman and vice-chairman respectively):
Chairman : Bernabe L. Dancel
Vice-Chairman : Michael D. Desalla
Members : Loreta U. Dancel
Jenelyn B. Cariaga
Analiza L. Ibus
Ronel S. Ancheta
Elizaldo D. Desalla

Section 2: FUNCTION
The Barangay Bids and Awards Committee shall exercise all powers and duties as provided for in the
applicable provisions of Republic Act No. 9184
Section 3: EFFECTIVITY. This Executive Order shall take effect immediately.
