SIDEworks Scope of Works for LEED certification of B7, ISLAMABAD under LEED V4-
Building Design & Construction Rating System from USGBC

PROPOSED SCOPE OF SERVICES


The S.I.D.E-Works / LEED consultant is requested to help M/s. B7, ISLAMABAD to get the LEED
certification for the project. LEED design guidance, technical support, and construction document
review to optimize all designs related LEED requirement are expected in the scope of service. The
detailed scope is as below;
1. LEED Compliance Review, Administration & Documentation Support:
a. Administration
i. LEED Team formation comprising of individuals from Client and Designer,
Contractor / developer and LEED Consultant.
ii. Formation of Credit-to-Credit responsibility matrix amongst the Team
Members.
iii. Convene and coordinate all LEED Progress Review meetings.
iv. Provide guidance and assistance to all team members from all fields on their
respective duties on assigned credits.
2. Design Review
a. LEED Credit & Prerequisites Compliance for the Existing Design& Buildings
Specification.
b. Evaluation of relevant “Direct” Cost impact for required to make the building
compliant to LEED Pre-requisites and credits.
3. Project Meetings
a. Meetings involving project/client managers/specialist engineers; project designers;
construction management team and Owner’s representatives.
b. Monthly Meetings involving LEED Accredited Professional.
c. Establish goals/objective/assignments for future meeting
4. Documentation
a. Online registration of the project with USGBC
b. Fill up all LEED Pre-Requisites and Credits Templates and upload them online at
USGBC website.
c. Review and provide assistance in all Support Documents necessary for LEED

5. Credits and Pre-requisites.

a. Co-ordinate all correspondences with the USGBC reviewing team on all submittal
reviews and provide necessary directions/suggestions/assistance to relevant Team
members to comply with the comments from USGBC.
b. Energy Simulation for Building’s Energy Performance Evaluation
c. Assure certain pre-requisites and Credits.
d. Evaluate the overall performance of the building to ascertain any major design and
buildings change requirement.
e. Evaluation of Exact Energy saving as compared to baseline consumption as fixed by
ASHRAE as per LEED requirement, minimum saving should be 10%.
f. Evaluate Cost saving as compared to the same baseline.
g. Evaluate utilization of Renewable Energy (if any)

6. LEED AP Service

a. LEED Accredited Professional will be included in the scope of LEED service.


b. Administrator for professional and efficient proceedings to attain LEED Certification.
This also will facilitate in attaining Design Innovation Credits.
The scope would consist of green building consultancy, energy modelling and LEED Certification in
coordination with the client’s respective team.
The client should deploy required manpower to take up the site execution tasks for compliance of LEED
certification. We confirm that the scope of this proposal includes the entire tasks required to achieve a
commendable LEED rating.

Project LEED Registration and certification fees


Registration is a flat fee paid up front at the time of registration; rates are based on the date of
registration. The certification fee is based your project's rating system and size; it is calculated and paid
when the project team submits documentation for review in LEED Online. The fees for either the
standard and split review cover both the preliminary and final reviews.
Building Design and Construction fees
Building Design and Construction fees are for single-building projects and apply to all versions of
LEED for New Construction, LEED for Core & Shell, LEED for Schools, LEED for Retail: New
Construction and LEED for Healthcare.
M/s B7, ISLAMABAD- project will falls under the LEED-BD+C rating system by United States Green
Building Council.

SERVICES EXCLUDED
The following are excluded from the scope of services:
 Obtaining NOCs from FEDMIC/CDA/TMA/CB/TMA/EPA/EPD/SIE/PI or any government
authority or department
 Involvement in litigation, arbitration and major claims/ disputes between client and other
parties.
 Services in connection with taxation matters
 Online payments to USBGC or GBCI for project registration or certification purpose until
unless requested by the client in writing and paid as actual in advance.
 Boarding and Lodging to the sites outside Lahore/site visits are not part of the contract and will
be Client’s responsibility.

While these tasks will be undertaken simultaneously, they are listed separately to allow for easier
delineation of the work.
GREEN BUILDING CONSULTANCY – SIDE works detailed Scope description

Design Phase
Design Workshop and Facilitation
The project team is committed to addressing sustainability meaningfully for the project and pursuing a
green building LEED rating. The first step for the LEED consultant is to conduct a green building design
workshop to identify the likely credits and possible credits that can be achieved. The goals of the
workshop are as follows:
 To inform and educate the participants about the energy and environmental implications of
design and construction to identify realistic, cost effective, and sustainable measure that could
be designed and implemented
 To clarify the interrelated approach of holistic design by using the green building rating system
to help define a high-performance design
 To identify economically viable strategies to implement in the new building(s) and in doing so,
attain a green building rating
 To identify and establish best high performance building strategies that are available in Pakistan
 To document the workshop as a training tool and information source
 To determine capital expenditures, which might increase due to energy and environmental
construction costs and to implement integrated design strategies to offset those costs through
passive means. A green building rating certifies that the building has been designed and
constructed to improve environmental, energy and economic performance above and beyond
that of standard facility types.

We recommend that the owner, project manager, architect, engineers and developer / construction
manager attend the workshop. Throughout the workshop the green building rating system will be
referenced through the use of an expanded checklist and preliminary determinations made as to the
likely credits to be achieved or potentially targeted by the project. For each item, credits will be
determined to be ‘Targeted, Possible or Unlikely’.
A summary report, which will entail the revised expanded matrix, will be prepared at the end of this
preliminary review putting forth an assessment of the probable rating (i.e. Certified, Silver, Gold or
Platinum) that the project is likely to achieve.

Provide General Support and Prepare Green Action Items Matrix


Based on tabulation matrix, a green action item matrix will be used to clarify the requirements of the
rating system, and to delineate the steps, which have to be taken in order to comply with these
requirements.
The green action item matrix will also be used to assign responsibilities to the design/construction team
members. This matrix will be updated based on the progress issues of the project documents.

Perform Calculations for Selected Credits under Various Sections of the LEED Rating System
The LEED Consultant will perform calculations for selected credits under sustainable sites, water
efficiency, energy and atmosphere, materials & resources, indoor environmental quality and innovation.
Energy Simulation is a part of Energy and Atmosphere category, which has been included with other
pre-requisites and optional credit calculations and reports. These calculations will be updated in the
later design phases to demonstrate potential compliance with the requirements of the rating system.
The LEED Consultant will relay to the design and engineering team, on a case-by-case basis, which
data are needed to perform the calculations. The fee proposal assumes that the design and engineering
team will provide the LEED Consultant with the necessary information.

Provide Language for Specifications and Specification Review


The LEED Consultant will provide specification criteria for the environmentally preferable products
and the design team has to incorporate this in the tender documentation. It is important that Contractor’s
Fee / release of Payments should be associated with the LEED Contractor Compliance works at the site.
The LEED Consultant will provide language suitable for incorporation into the architect’s and
engineer’s specifications, focussing on the critical environmental criteria for the product types selected
(e.g., Volatile Organic Compounds limits, minimum levels of recycled content, etc.) and on submittal
requirements.

Prepare Design Documentation and Submit to the United States Green Building Council
The LEED Consultant will review and ensure that all the design requirements required for the LEED
Certification rating are met. Once the targeted credits have been identified, the LEED Consultant will
provide a list of the required submittals to the project design team.
The LEED Consultant will assist the design team in assembling the necessary documentation using the
suitable templates required for submission. This task includes the following services:
 Assemble highlighted design documents (drawing files to be provided to the LEED Consultant
from the design team)
 Prepare submission templates and assist other team members in filling in their assigned
templates as may be necessary
 Clarify incidental issues related to the application procedures that may arise
 Draft innovation credits that may be applied for
 Register as accredited professionals for the project team
The documentation process will require collaboration and cooperation from the design, Construction,
contractor, project manager and client’s teams. This will include drawing files, cut sheets, and other
information to the LEED Consultant, as well as preparing specific templates and other miscellaneous
tasks.

ENERGY EFFICIENCY ENGINEERING


The LEED Consultant’s scope of work includes the following energy efficiency tasks:
Prepare energy model of the building
The LEED Consultant will obtain from the project team, information on the design and existing
components of the building, including:
 Architectural details – Floor areas, window areas, orientation
 Height and width of buildings located nearby
 HVAC – equipment type, size, efficiency
 Interior and Exterior lighting layouts and fixture details
 Plug loads
 Control schemes and diagrams
 Occupancy schedules, and operating hours
 Maintenance schedules and maintenance capabilities of the on-site personnel
 Electricity and gas rates

The LEED Consultant will prepare the design model as well as the energy code model:
The Design Model - based on the as-designed building, including lighting, HVAC, domestic and service
hot water, controls and plug loads. This model will be used to determine the cost-effectiveness of
additional or alternative energy efficiency measures.
The Energy Code Model - to establish compliance with the baseline energy code (ASHRAE 90.1-2007
/ ASHRAE 90.1-2007). The energy code model is needed because of the performance rating method of
Appendix G and / or Section 11 of ASHRAE 90.1 the energy cost budget method, with different
mandatory provisions and baseline systems.
The model must use the effective E & U-factors for the glass curtain wall and for opaque wall portions.
The LEED Consultant will use these values from various industry handbooks and other references.

Investigate Energy Efficiency Measures


The LEED Consultant will investigate Energy Efficiency Measures (EEMs) that increase the energy
efficiency of the design to the minimum level or, if desired by the client, beyond what is required by
the ASHRAE 90.1 standard. The higher energy efficiency levels will result in operational savings.
Such EEMs may include, but are not limited to the following:
 High performance glazing (e.g., Spectrally-selective)
 Increased insulation in walls and roofs
 High efficiency lighting and lighting controls
 Higher efficient cooling and heating equipment, as appropriate
o Higher efficiency air conditioners
 Heat / cool recovery (where applicable)
 Temperature controls
 Others, as may be suggested by The LEED Consultant or the design / construction team

Prepare Brief Summary Report of Energy Modeling Results

The LEED Consultant will create a brief report for the project that outlines assumptions, methods and
results. This report will be submitted to the design team for review and approval. The report will consist
of the following sections;
 Executive summary
 Description of the Design Model
 Description of the Energy Code Model
 Energy efficiency measures
 Summary of energy analyses

Assist Commissioning Agent / Team during the Design Phase


 In conjunction with the Design, Engineering Consultant and Project Manager organize and lead
the commissioning team. Help commissioning team to develop the owner’s project
requirements.
 Verify the initial design intent document from information contained in the OPR (Owner
project Requirements) and BOD (Basis of Design).
 Help Commissioning Agent / team to Prepare a design-phase Commissioning Plan that
describes in general the extent of the commissioning process to accomplish the USGBC’s
requirements and is reflective of the initial design intent.
 Help Commissioning Agent / team to Develop the design-phase Commissioning Plan, which
details the extent of the commissioning process including commissioning team organization,
schedule, training, and documentation requirements and all related testing, verification, and
quality control procedures.
 Review and comment on the impact of the schematic design documents on the commissioning
process for the mechanical, electrical, structural, plumbing, interior design, and other design
professionals such as MEP within the commissioning process, so that interfaces between
systems are recognized and coordinated.

DESIGN AND BUILD CONSTRUCTION

Review Design; Perform Energy Analyses and Update Report at 100% Construction Documents

At the end of construction and prior to submission of documents to USGBC, The LEED Consultant will
perform on review of the changes in the design that affect the building’s energy efficiency performance.
Such changes may include refinements of lighting design, greater detail in the HVAC design, and
others. Additional computer simulations will need to be performed to reflect these changes. The LEED
Consultant will also provide general support regarding energy related issues.
Provide General Support and Update Energy Models during Construction Administration
During construction, if there is any variance in the recommendation that was proposed during the design
phase, The LEED Consultant will ensure that it still meets the committed LEED rating. Prior to
submission of documents to USGBC, The LEED Consultant will prepare an as-built model of the

project to properly represent the actual building and ensure that the performance target is achieved. The
following tasks will be completed to achieve this goal:
 The LEED Consultant will receive and review regular field reports and meeting minutes as and
when provided from the construction team to remain aware of any changes to the proposed
design
 The LEED Consultant will consult on procurement or installation issues of the recommended
energy measures during construction as requested
 The LEED Consultant will provide general support and will update the energy models and
report to reflect modifications (excluding major changes to the design) during Construction
Administration. Minor changes in design are expected to cause only small deviations in the
Design Model. Minor changes would include, for instance, different efficiencies for HVAC
equipment or modifications in lighting density. Major substitutions from the client side, such
as changes in the layout or changes in the type of mechanical systems, may require additional
updates of the models and earlier energy analysis results
 The LEED Consultant will assist in coordinating the inspection and verification of the
installation of the recommended measures according to the Systems Performance Testing
Protocols
Provide Language for Erosion and Sedimentation Control Plan, Construction Waste Management Plan
and Construction Indoor Air Quality (IAQ) Management Plan
The LEED Consultant will provide generic documents to the construction team (contractors) for the
erosion and sedimentation control plan, the construction waste management plan and construction IAQ
management plan related to the rating system. The responsible contractor will modify and resubmit the
plans to fit LEED requirements. The LEED Consultant will then review the final plans to ensure that
all the requirements are met. If necessary, The LEED Consultant will meet with the construction team
and explain the requirements of the various plans.
Submittals Review during Construction
During the construction process, The LEED Consultant will review contractor submittals for materials
and/or other green systems to confirm compliance with the criteria of the rating system. These reviews
are concisely formatted for efficient communication with all the relevant members of the design team
and the construction administration team.
Prepare Construction Documentation and Submit to USGBC
The LEED Consultant will act as the administrator to compile, review and submit the construction phase
credits for project certification. While the submission will use the rating agency submission process,
the following subtasks will be undertaken:
 Assemble highlighted design documents (drawing files to be provided to The LEED
Consultant from the design team)
 Prepare submission templates as per the targeted rating.
 Clarify incidental issues related to the application procedures that may arise
The documentation process will require collaboration and cooperation from the construction teams.
This will include drawing files, cut sheets, construction records, photographs and other information to
the LEED Consultant, as well as preparing specific templates and other miscellaneous tasks.
Respond to the Rating Agency’s Comments and Resubmit Final Application for Green Rating.
Upon receiving comments from USGBC on supporting documents for prerequisites and optional credit
submitted, The LEED Consultant will respond to comments, finalize the documentation and re-submit
to the USGBC.

BUILDING COMMISSIONING
As per building commissioning requirements by USGBC, commissioning authority is required to
monitor and validate all electrical, mechanical, HVAC, plumbing, and building management systems
installed by contractors. This is a LEED mandatory requirement for getting the green building rating.
The following systems and assemblies will generally be commissioned, however, systems and
equipment specific to each project needs to be identified and may include the following:
 HVAC systems and associated controls
 Refrigeration systems and controls
 Lighting systems and daylight controls
 Domestic hot water systems
 Building automation system
SIDE works will help in Commissioning Compliance of the building systems. Further, SIDEworks
will also provide the commission report templates to Client’s Engineers for verification of systems at
their end and signatures before the submission of final reports to USGBC.
In Case Third Party Commissioning is Required;
Client will have to appoint a commissioning authority separate from LEED Consultant, design or
construction team to comply with this requirement of LEED certification.
Construction Phase A
 Assist in preparing the construction-phase Commissioning Plan required as part of the
commissioning specification.
 Review the final plans and specifications with respect to their completeness in all areas relating
to the Commissioning process. This includes ensuring that the design phase Commissioning
Plan has been followed and that there are adequate devices included in the design to ensure the
ability to properly test, balance, and adjust the systems and to document the performance of
each piece of equipment and each system. Any items required but not shown shall be brought
to the attention of the Design Consultant prior to bidding.
 Assist in the development of a measurement & verification plan and the preparation of the
construction IAQ plan during construction and before occupancy.
 Review contract specifications to ensure that the specifications include installing contractor
requirements during the construction and testing phase of the project so the installing contractor
is prepared to support the commissioning effort.
 Execute the Commissioning process through proper coordination, tests, demonstrations,
training events, and performance verifications described in the contract documents and
approved Commissioning process.
 Review the complete commissioning process with HVAC and electrical contractors, the Design
Consultant, and the Project Manager and establish tentative schedules for HVAC and electrical
system orientation and inspections; O&M submittals; training sessions; system flushing and
testing; job completion; Testing, Adjusting, and Balancing of Air and Chilled water (TAB)
work; and functional performance testing.
 Receive and review the operations and maintenance (O&M) manuals submitted by the
contractor and cross-reference to the owner’s project requirements. Ensure that they follow the
specified outline and format. Insert systems descriptions as provided by the Design Consultant
in the Systems Manual.

 Check installation for adequate accessibility for maintenance and component replacement or
repair.
 Witness equipment, subsystem, and system start-up and testing. Ensure the results are
documented, including a summary of deficiencies, and incorporated in O&M manuals.
 Prior to initiating the TAB work, meet with the Project Manager, HVAC contractor, HVAC
design consultant, and TAB subcontractor. The TAB subcontractor will outline TAB
procedures and get concurrence from the HVAC design consultant and project manager
commissioning authority. Ensure that the TAB subcontractor has all forms required for proper
data collection and understands their importance and use.
 Upon receipt of notification from the contractor that the HVAC system has been completed and
is operational and the TAB report has been accepted by the HVAC design professional, proceed
to verify the TAB report and the function of the control systems in accordance with the
commissioning specification. Prepare a verification report, including all test data and
identification of deficiencies.
 Supervise the commissioning team members in the functional performance tests. The test data
form the basis for the commissioning report.
 Review record drawings for accuracy with respect to the installed systems. Request revisions,
as and when necessary, to achieve accuracy.
 The commissioning authority shall re-verify to an acceptable level the repairs, adjustments, or
replacements of deficient equipment or systems by the appropriate Prime Contractor through
the Project Manager.
 Schedule the initial HVAC training session so that it will be held immediately before the HVAC
system orientation and inspection. This session will be attended by the facility’s O&M
personnel, the HVAC and electrical design professionals, the HVAC and electrical contractors
and the commissioning authority.
 The HVAC design professional / contractor will conduct this session with assistance from the
electrical design professional giving an overview of the system, the system design intent, and
the reasoning behind the selection of the equipment.
 Coordinate the HVAC system orientation and inspection following the initial training session.
The HVAC contractor will conduct the HVAC system orientation and inspection. The emphasis
of this orientation and inspection will be an observation of the equipment location with respect
to accessibility. Record with separate summaries of deficiency findings by the facility’s staff
and the commissioning authority.
 Coordinate the electrical system orientation and inspection following the HVAC system
orientation and inspection session. The electrical contractor will conduct the electrical system
orientation and inspection. The emphasis of this orientation and inspection will be an
observation of the equipment location with respect to accessibility. Record separate summaries
of deficiency findings by the facility’s staff and the commissioning agent.

Final Documentation
 Ensure that O&M manuals and all other records have been updated.
 Conduct a selective review of contractor submittals of commissioned equipment.
 Prepare the Systems Manual.
 Repeat functional performance tests to accommodate seasonal tests and/or correct any
performance deficiencies. Revise and resubmit the Commissioning Report.
 Prepare the final Commissioning Report.
 Develop a re-commissioning management manual.
 Assemble the final documents, which will include the Commissioning Report and the Systems
Manual. Submit this documentation to the Project Manager for review and acceptance
 Owner-construction contractor agreement shall include additional testing and – as required –
repair, adjustment or replacement of deficient equipment during the warranty period.
 Recommend acceptance of the commissioned systems to the Project Manager.
