The Zambia Airports Corporation Limited has provided funds for the provision of “Consultancy
Works for the Bulk Service Implementation Plan for Airport City at Kenneth Kaunda
International Airport, and Hotel Development and Auxiliary Facilities at Mfuwe
International Airport and Harry Mwaanga Nkumbula International Airport” services
and intends to shortlist eligible Consultants for this request.

The Zambia Airports Corporation Limited now invites Expressions of Interest (EoI),
“Consultancy Works for the Bulk Service Implementation Plan for Airport City at
Kenneth Kaunda International Airport, and Hotel Development and Auxiliary Facilities
at Mfuwe International Airport and Harry Mwaanga Nkumbula International Airport”
to Zambia Airports Corporation Limited from eligible consultancy firms as follows:

Firms will be shortlisted based on the information requested to be deposited in the e-GP field
in format as described in the e-GP fields.

Expressions of interest must be uploaded on the e-GP Platform on or before Friday 16th June 2023 at
10:00hours e-GP System time.

The closing date for the receipt of bids is Friday 16th June 2023 at 10:00 hour’s local time
and any bid received after the time and date stipulated above will not be accepted. Bids will

CONSULTANCY SERVICES FOR THE PREPARATION, PROCUREMENT AND


MANAGEMENT OF A COMPREHENSIVE BULK SERVICES IMPLEMENTATION
PLAN FOR AIRPORT CITY AT KENNETH KAUNDA INTERNATIONAL AIRPORT

1.1 Introduction
The Zambia Airports Corporation Limited (ZACL) was established in 1989 through the
repealed Aviation Act, Chapter 444 of the Laws of Zambia now replaced by Act No.5
of 2016 of the Laws of Zambia and incorporated under the Companies Act No. 10 of
2017 of Zambia with the mandate to develop, maintain and manage the four designated
international airports namely, Kenneth Kaunda, Simon Mwansa Kapwepwe, Harry
Mwaanga Nkumbula and Mfuwe International Airports including seven (7) Provincial
Aerodromes and three (3) strategic aerodromes, and to provide air navigation services
throughout the Zambian Airspace.

1.2 Background
One of the key strategic objectives of ZACL is to grow non-aeronautical revenue base.
In this regard, ZACL engaged Consultants to develop a land use plan for an Airport City
totalling 2,700ha with the first phase being 550 ha and the rest to be developed under
the second phase of land use of the Kenneth Kaunda International Airport (KKIA) into
an Airport City.

Several development clusters have been proposed ranging from housing and leisure
resort, hospitality and entertainment, light manufacturing/warehousing, sports activities
(golf course/racecourse), Conferencing (MICE), Retail, Education and R&D to Agro-
business and solar projects. The land will need preparation, marketing, and servicing to
be fully utilized. For the operationalization of this programme, an in-house
Implementation Unit has been set up under the Commercial Directorate.

To actualize the Land use plan, ZACL is set out to develop the area by providing bulky
services such as Access roads, Water and Sewerage to spar the crafted proposed
infrastructure development aimed at servicing the proposed development cluster.

1.3 Objective of The Service


The objective of the Consultancy Service is to formulate a technically, economically
feasible and socially/environmentally sustainable design plan for implementation of
bulky services providing sufficient details for its implementation, including layout plan
of the utilities and road networks with details, Bill of Quantities, as well as preliminary
design of other necessary infrastructure for necessary actualization of the ZACL Airport
City Concept. This shall include tendering and project management as per
implementation plan.

Expected outputs from the Consultancy would include:

i.Survey and beaconing the land according to land-use plan and update maps with their
respective buffer zones in WGS-84 systems giving results in both linear and angular
observations;
ii.Develop an inception preliminary feasibility report highlighting what topography,
waterways, drainage, and other natural features of the site which need to be preserved;
iii.Design civil infrastructure based on the water supply and waste treatment,
electricity/solar, communication, projected development, the overall development
strategy, and their phasing in line with (ii) above;
iv.Zone where the major infrastructure would be located, and how the networks of
collection and distribution might be routed, according to road layouts and topography.
v.The consultant to share a proposal with ZACL on the probable economic way of
phasing of development, by providing planning assumptions needed to drive the
planned land mix and use (i.e. residential, industrial, commercial, etc.); and,
vi.Procure and manage the construction and implementation of the proposed design for
bulky services as per ZACL implementation plan.

1.4 Target Areas


Target land area has since submitted all the deliverables pertaining to the project
particularly on the Highest and Best Use (HBU) study of the land on the mixed-use
basis for the best combination of different type of business activities that could be
placed on the reserved land in maximising revenue generation. The land measures a
total area of about 550 hectares.

1.5 Scope of Services


1.5.1 Stage One – Design and Documentation

1.5.1.2 Develop a Layout Plan (Refining to include service layout);
1.5.1.3 Preliminary Design of Infrastructure;
1.5.1.4 Provide an Environmental Project Brief (EPB);
1.5.1.5 Provide Project Implementation Scheme;
1.5.1.6 Provide Detailed design of civil infrastructure based on the scheme for roads and
drainages, water supply and waste treatment, electricity/Solar, communication;
1.5.1.7 Preparation of document for implementation (Master program of works);
1.5.1.8 Preparation of RFP (Designs, BOQs, Specifications, detailed drawings)

1.5.2 Stage Two - Implementation

Planning, Monitoring, Control and Certification including project close.

(Note that the implementation of each stage is dependent on the availability of


resources)

1.6 Detailed Work Items


1.6.1 Site Survey review and beaconing

The purpose of this task is to review the current status of the targeted site and to
identify necessary pre-conditions for planning and beaconing. Target area shall be
reviewed with respect to the following relevant areas;

1.6.1.1 Title Deeds Survey maps


1.6.1.2 Infrastructure Survey (Outer and Inner of the project site) as per municipalities
approved plans.
1.6.1.3 Natural Environmental Analysis (Disaster Risk, Land Grading)
1.6.1.4 Market Research (Investment Trend, Business Needs, and Real Estate Market
Analysis)

Based on the result of the review and survey of status in consultation with ZACL,
the project direction and framework shall be set by planning and beaconing as the
initial stage of planning for Airport City. The final plan for beaconing shall be
submitted to ZACL prior to implementation in order to build consensus of the
future image of the project among stakeholders.

1.7 Demand Forecast

Following the tone of the survey report and plans, demand forecast of population
allocation, land use, traffic volume, infrastructure, and social service should be
conducted to set projection of business and service demand. This will help in
phasing of the development program according to the demand forecast in line
appendix A, and the basic layout plans should be refined as per demand.

1.8 Preliminary Design of Infrastructure

Land grading plan should be made first considering the existing topo data and flood
elevation. Based on the grading and use plans, layout plans for each of the key
utilities (roads and drainage, water supply, sewer, drainage, power supply,
information and communication) should be made showing the
distribution/collection networks, with notations regarding the anticipated size of the
pipe mains, drains, ditches, cables, etc.

1.8.1 Initial Environmental Examination

For smooth project implementation, Consultant is expected to conduct an


initial Environmental and Social Impact Assessment and develop an
Environmental Project Brief (EPB). Idea and process of strategic
environmental assessment in the planning phase should be considered to avoid
big risk on environmental and social matter in later stage. Countermeasures
and mitigation plan against risks and issues should be proposed for submission

1.9 Project Implementation Scheme


Project implementation scheme is necessary in order to bring the project from planning
stage to implementation stage and certainly decision making. All work items should be
included to secure the project’s feasibility.

 Firstly preliminary cost should be estimated based on work results of the


conceptual design and preliminary design of infrastructure.

 Finally project schedule with phasing process should be proposed under


consideration of economical and financial aspects to be advised by ZACL and its
stakeholders.

conducted within two (2) months after commencement of the service.

months after the commencement of the service.
1.18.1 Final Report including detailed drawings, all outputs of services, shall

1.18.2 Monthly Progress Report shall be submitted after submission of
Inception Report that shall include, but not limited to, the update,
accomplishment of the activities, problems encountered which shall require
ZACL interventions.
1.18.3 Report size shall be A4 format and drawing size shall be both A3 and
A1 format (2 copies). Electronic data is also required to be submitted in editable
Microsoft Office format and AutoCad format not lower than its 2010 version for
the documents and drawings respectively.

1.19 Stage Two – Implementation


1.19.1 The consultant shall be a consortium of firms led by the project
manager (team leader) on behalf of ZACL.

1.20Implementation Schedule
In consideration of the services required under this expression of interest, payment
to the consultant shall be made in the following manner;

1.21 Stage One - Schedule of Payment


i. Fifteen percent (15%) of the contract price upon submission of site
survey review report and site beaconing exercise;
ii. Fifteen percent (15%) of the contract price upon submission of an
Inception Report;
iii. Thirty Five percent (35%) of the contract price upon submission of
scheme Infrastructure Planning and preliminary cost estimates of
infrastructure.
iv. Thirty Five percent (35%) of the contract price upon submission of a
Final Report (Detailed drawings, Bill of Quantities for implementation
and Tender Document.

1.22 Stage Two - Schedule of Payment


i. The payment shall be informed by the man hours on the project which
shall be part of the RFP-BOQ (Provisional and prime cost sums).

1.23 Assignment Terms and Conditions


Alteration and Additional Works

a) Revisions or additional works that becomes necessary due to the errors or


fault of the consultant shall be borne by the consultant at no additional cost to
ZACL.

b) ZACL may, at any time, by written notice to the consultant, issue additional
instructions, make changes or alternations in the Scope of Services. If such
instructions/changes/alternations require extra services on the part of the
consultant, then both parties shall mutually agree upon the corresponding

1.23.1 Ownership of Reports and Documentation


The report, drawings, documents and materials complied or prepared in the
course of performance of this Services are and shall remain the absolute
properties of the ZACL and shall not be used by the consultant for purpose
unrelated to the contract.

1.24Minimum Qualification of the Consortium (Consultant)


The minimum qualifications of the consortium allowed for this project are the followings.

2.0 EXPRESSION OF INTEREST FOR DESIGNING AND DEVELOPMENT OF


A FIVE(5) STAR HOTEL AT THE MFUWE INTERNATIONAL AIRPORT UNDER A
BUILD, OPERATE AND TRANSFER MODEL

2.1 Introduction

The Zambia Airports Corporation Limited (ZACL) established in 1989 through the
repealed Aviation Act, Chapter 444 of the Laws of Zambia now replaced by Act No.5
of 2016 of the Laws of Zambia and incorporated under the Companies Act No. 10 of
2017 of Zambia with the mandate to develop, maintain and manage including
provision of air navigation services throughout the Zambian Airspace to the four
designated international airports namely, Kenneth Kaunda, Simon Mwansa
Kapwepwe, Harry Mwaanga Nkumbula and Mfuwe International Airports. The
mandate has been extended to the seven (7) Provincial aerodromes and three (3)
Strategic Aerodromes.

2.2 Background

The Corporation has been undertaking improvements to its infrastructure at its


airports in a bid to improve customer experience and grow its non-aeronautical
revenues. The Corporation has a plan to rehabilitate Mfuwe International Airport
(MIA) soon. Consequently, the Corporation is now seeking investment in auxiliary

infrastructure starting with a hotel to service the travelling passengers and the
business community that arrive and depart through the airport.

The hotel development proposal is based on the business opportunity which is


premised on the following:
 Strong conference market driving demand for quality conference
facilities in the node.
 Lack of flexible conference facilities catering to mid-market;
 Convenient location of airport and town centre–stronger accessibility
than current supply; and
 High levels of demand during peak months with hotels operating at
nearly full capacity.

2.3 Objectives

ZACL, as part of its gesture to take non-aeronautical business to new heights at MIA,
intends to engage a single entity or a group of entities (the “Consortium”), coming
together to implement the hotel development. The development will be under a
partnership model with ZACL contributing prime land for the construction of the hotel.
The Developer is expected to demonstrate ability to structure developments of a
similar nature including arranging of finance. The design, construction, and operation
of the Project will be governed by Development and Management Agreements with
other supporting project agreements and leases.

2.5 Eligibility Of A Developer

ZACL considered services is envisioned and generally described herein to be


necessary and the respondents must assume them to be mandatory. The actual,
final scope of services, however, may differ, may be greater or lesser, and shall be
determined prior to execution of a prospective Development Agreement with a
successful firm after the RFP process. The relationship of the Developer to ZACL is
envisioned to be that of an independent entity, regardless of eventual financial
arrangements selected for actual development. The Developer will be responsible
for, but not limited to:

 Thoroughly evaluating the analyses conducted to date concerning the


proposed Hotel and conducting an updated independent market
assessment for a current business case based on prevailing fundamentals.

 Assembling a suitable development team experienced in the financing,


design, construction, branding, and operational management of

convention-oriented hotels, particularly those situated in a mixed-use,


urban environment.

 Entering into a public-private arrangement such that the present and future
economic, operational and connectivity goals and objectives of ZACL are
aligned with the selected private-sector development entity. This includes
utilization of Developer experience and abilities in the establishment of
facility use agreements and convention center hotel booking policies.

 Capitalizing the proposed Hotel that acknowledges both the cyclical nature
of the lodging industry and the probable highly-visible location of the
Project within the MIA.

 The Developer will be responsible for all aspects of the envisioned Project
through to final occupancy, with coordinated approval by ZACL.

 The Developer, including through the services of its approved Architect


shall have overall responsibility for the design of all elements of the Project
in accordance with all applicable laws to the requirements of the Developer
and ZACL, and all technical services necessary or required in connection
with the design of the Project. As such, the developer must provide its
concept as they present their bids.

 Developer shall be responsible for all services provided whether such


services are provided directly by the Developer or by the Financing
Partner, Architect, Operator or any of its team or subconsultants. However,
ZACL shall have input in the selection of the operator of the Hotel. The
scope of the basic services to be provided relative to the Project shall
include, but not be limited to, the following disciplines to the extent
necessary to provide a complete, and fully coordinated development
program for the Hotel:

leadership in projects that utilize technical building methods and
applications.

 The Developer will have experience in a leadership position utilizing the


integrated services of analysts, architects, engineers, construction
managers, financial staff, and project managers, and shall have the
demonstrated ability to do so successfully.

 The Developer will also include: conceptual and logistical planning during
preconstruction, construction, facility transition periods near the end of the
Project; operating plan development, provision of project quality control
systems, insurance, safety and compliance programs, constructability
reviews as necessary, monitoring construction building controls and
milestone schedules; review of reports, manuals, and developed standards
from providers of inspection, testing, commissioning, and training services;
effectively monitoring project costs; negotiating contracts for labour,
material and services to the extent necessary.

 The Developer will have the responsibility for overseeing and implementing
the Project on a daily basis pursuant to its agreement(s) with ZACL and will
jointly provide the resources and expertise necessary to effectively monitor,
review, and help coordinate as the project. ZACL will assign a Contract
administrator (Director Commercial Services) for the prospective
Development Agreement, whose services also may be augmented with
that of other resources including a Project Manager from the Technical
Services of the Corporation to work with the Developer’s team.

 The Developer will keep ZACL well-informed of the progress of the Project
through all phases and will ensure that the relevant Authority agreements
and event contracts impacted by the Project are being adhered to.

 The Developer, as a part of its services, will provide collegial collaboration,


guidance, and assistance.

2.4 Eligibility Criteria

2.4.1 The Bidder may be a single entity or a group of entities (the “Consortium”),
coming together to implement the hotel development under a Partnership
model or Public Private Partnership (PPP) to be agreed upon in respect of the
development cost as per scope. It is recognized that the Developer “team”
may/shall be made up of multiple entities (Developer, Financing Partner,
Operator, etc.). The development, design, construction, and operation of the
Project may be governed by a Development Agreement with other supporting
project agreements and leases.

2,4,2 The Developer will need to meet the following criteria;


(1) Be able to jointly develop, finance and operate the hotel;
(2) Be able to provide process and prospective Development Agreement;
(3) Meet all elements of suitable and successful hotel development and
operations to international standards.

(4) Be able to provide the brand or non-affiliated entity determined for the
Hotel and should have an established track record of successfully
developing midscale or luxury convention centre hotels, preferably in a
mixed-use, urban environment.
(5) Be able to provide an operator for the Hotel with an established history
of successfully managing large, convention center hotels, preferably in
a mixed-use, urban environment, with demonstrated experience in the
establishment and use of room-block agreements and facility
access/use policy agreements.

2.8.1 Executive Summary-Vision and Strategy containing overview information


about the proposing team entities and the approach to this opportunity.
Further, this shall include a comprehensive statement of vision for the hotel
and a detailed narrative on the strategy for development of a highly successful
hotel. It should include conceptual depictions using color sketches or other
graphic tools deemed necessary by the proposing firm to appropriately
support the proposed vision for the hotel and strategies for site
use/coordination. An accompanying narrative shall be included to describe the
concept, identify its uniquely iconic attributes, themes, design intent, aesthetic
appeal and aesthetic harmony with surrounding area, and overall functionality
of the concept to achieve stated project goals.Detailed Team Organization- It
should provide a detailed organizational structure for the entire expanded
proposed team, both graphically (chart or charts) and in narrative form. The
Organizational Chart must depict, comprehensively, the relationship of all key
personnel from all entities of the team as highlighted in 4 (vii) to the principal-
in-charge and other key members of the management team, for all aspects of
the project, including depiction of how the organization might, if applicable,
change in different phases of the project.

2.8.2 The accompanying narrative shall provide a description on roles and


responsibilities of all entities and key personnel from all entities of the team.
With the narrative, provide qualifications information and their relevant
experience on similar projects.

2.8.3 Program Management Plan- Provide a plan for comprehensive management


leadership of all components of this entire project, including how the
coordination of all necessary project activities will be handled seamlessly by
the team. Include the overall management approach, leadership plan, the plan
for communication and decision-making, dispute resolution and problem
solving, cooperative relationship-building, and quality assurance.

2.8.4 Provide plan for permanent financing and capitalizing of the Hotel, with respect
to the above analysis and all project components including design, construction,
implementation, branding, and operational management, so that the stated
goals of ZACL and Developers strategic vision are realized. Include sources of
equity/capital financing, amounts and timing of equity to be secured. Provide the
minimum required rate of return for equity investors and short- and long-term
lenders.

3.4.13 The Developer will have the responsibility for overseeing and implementing
the Project on a daily basis pursuant to its agreement(s) with ZACL and will
jointly provide the resources and expertise necessary to effectively monitor,
review, and help coordinate as the project. ZACL will assign a contract
administrator (Director Commercial Services) for the prospective Development
Agreement, whose services also may be augmented with that of other
resources including a Project Manager from the Technical Services of the
Corporation to work with the Developer’s team.

3.4.14 The Developer will keep ZACL well-informed of the progress of the Project
through all phases and will ensure that the relevant Authority agreements and
event contracts impacted by the Project are being adhered to.

3.4.15 The Developer, as a part of its services, will provide collegial collaboration,
guidance, and assistance.

3.5 Eligibility Criteria

3.5.1 The Bidder may be a single entity or a group of entities (the “Consortium”),
coming together to implement the hotel development under a Partnership
model or Public Private Partnership (PPP) to be agreed upon in respect of the
development cost as per scope. It is recognized that the Developer “team”
may/shall be made up of multiple entities (Developer, Financing Partner,
Operator, etc.). The development, design, construction, and operation of the
Project may be governed by a Development Agreement with other supporting
project agreements and leases.

3.5.2 The Developer will need to meet the following criteria;Be able to jointly
develop, finance and operate the hotel;Be able to provide process and
prospective Development Agreement; Meet all elements of suitable and
successful hotel development and operations to international standards.Be
able to provide the brand or non-affiliated entity determined for the Hotel and
should have an established track record of successfully developing midscale
or luxury convention centre hotels, preferably in a mixed-use, urban
environment. Be able to provide an operator for the Hotel with an established
history of successfully managing large, convention centre hotels, preferably in
a mixed-use, urban environment, with demonstrated experience in the
establishment and use of room-block agreements and facility access/use
policy agreements.Interim Report and EPB and Draft Final Report including
detailed drawings

4.0 Request for expressions of Interest

The Zambia Airports Corporation Limited now invites eligible consulting firms to
indicate their interest in providing the services. Interested firms must provide
information indicating that they are qualified to perform the services (description of
similar assignments undertaken, availability of appropriate skills and qualifications
among staff and registration with the Local Professional Consulting Association/Body).
Consultants may associate to enhance their qualifications in the e-GP fields provided.

Interested consultants may obtain further information through e-GP fields provided
before 16th June, 2023.

A consulting firm will be selected through Open National Selection, a procedure


specified in the Public Procurement Act of 2020 and the Public Procurement
Regulations of 2022.
The Expressions of Interest should be deposited through e-GP system of Zambia
Public Procurement Authority (ZPPA) clearly marked Expressions of Interest (EoI),
“Consultancy Works for the Bulk Service Implementation Plan for Airport City
at Kenneth Kaunda International Airport, and Hotel Development and Auxiliary
Facilities at Mfuwe International Airport and Harry Mwaanga Nkumbula
International Airport”
