Introduction

1 Introduction

This document describes the Cell Reselection to LTE in CELL-FACH feature


and its main benefits and impacts in the WCDMA RAN.

This feature provides the support that the User Equipment (UE) needs to
perform cell reselection from WCDMA to LTE in CELL_FACH state. This
capability is supported by LTE capable UE from 3GPP release 8 (optional) and
3GPP release 11 (mandatory). An indicator ‘‘CELL_FACH Absolute Priority
Measurement Indicator’’ is added to System Information Block type 19 (SIB19)
from 3GPP release 11. It serves as an indication to UE during Radio Access
Technology (RAT) measurements selection when the absolute priority based
cell reselection is enabled.

1.1 Basic Characteristics


This section describes the basic characteristics of the feature.

Dependencies

This feature requires the following RAN features to be active:

• FAJ 121 1474: LTE Cell Reselection

This feature affects no other features.

1.2 Benefits
The Cell Reselection to LTE in CELL-FACH feature provides the followings
benefits:

• This feature enables a multi-RAT UE with LTE capability to move to LTE


network from WCDMA cell in CELL_FACH state. Otherwise, UE must
move to Idle/URA_PCH state after the expiry of timer, then move to LTE
network if the feature FAJ 121 1474: LTE Cell Reselection is enabled.

• In the WCDMA connected mode, the Release with Redirect to LTE feature
cannot be triggered when lacking the LTE coverage. After switching down
to CELL_FACH state and moving to LTE coverage, UE performs cell
reselection to LTE coverage directly. It is not necessary to depend on
Release with Redirect to LTE feature and wait for transferring of UE state.

• This feature enables an observability measurement for the number of the


incoming UEs in WCDMA, which have the mobility to LTE in CELL_FACH
state.

2 Feature Operational Description

This section describes the Cell Reselection to LTE in CELL-FACH feature in


more detail, including network configuration requirements and operation flows.

2.1 Network Requirements


LTE capable UE of 3GPP release 8 (optional) and 3GPP release 11
(mandatory) is required to benefit from this feature.

Before activating the feature, ensure that the feature FAJ 121 1474: LTE Cell
Reselection is installed and activated in the RNC.

This section describes parameters introduced by the Cell Reselection to LTE in


CELL-FACH feature and parameters affected by activating the feature.

3.1 Introduced Parameters

UtranCell::absPrioCellRes.m Enables or disables the Cell Reselection to LTE in CELL-FACH
easIndFach on RNC cell level and configures the SIB19(1)IE ‘‘CELL_FACH
Absolute Priority Measurement Indicator’’.

(1) The operator can modify this attribute only by using Advanced MO Scripting (AMOS), which is
a part of OSS-RC. The OSS-RC can support modifications of this attribute in a later release.

3.2 Affected Parameters

PrioritySearch2 changed from 0 to 4 to keep the legacy behavior for GSM and
Inter-Frequency (IF) measurements when the Cell Reselection to
LTE in CELL-FACH feature is active.

Network Impact

4 Network Impact

This section describes how the Cell Reselection to LTE in CELL-FACH feature
impacts the network functions and capabilities.

4.1 Subscriber Capacity


This section provides information on the impact of the feature on subscriber
capacity.

When this feature is active, the LTE capable UE with 3GPP release 8 (optional)
and 3GPP release 11 (madatory) in CELL_FACH state can move to LTE
network. Radio network traffic is affected by this feature if a large amount of
such UE is constantly in CELL_FACH state.

4.2 Network Performance


This section provides information on the impact of the feature on network
performance.

When the SIB19 IE ‘‘CELL_FACH Absolute Priority Measurement Indicator’’ is


set to ‘‘All Layers’’, the LTE capable UE with 3GPP release 8 (optional) and
3GPP release 11 (mandatory) in CELL_FACH performs cell reselection to
LTE when the WCDMA coverage is bad. It is possible that UE omits the GSM
measurements. That is, if WCDMA has a bad coverage and LTE lacks the
coverage, the drop rate is likely to be affected even if the GSM coverage exists.
Additionally, if this feature is enabled, LTE network is measured in CELL_FACH
and more battery is consumed.

with the Cell Reselection to LTE in CELL-FACH feature.

Operation and Maintenance

7 Operation and Maintenance

This section provides Operation and Maintenance (O&M) information for the
Cell Reselection to LTE in CELL-FACH feature.

7.1 Activating the Feature


This section describes the prerequisites for activating the feature and how
the feature is activated.

7.1.1 Preconditions
The FAJ 121 1474: LTE Cell Reselection feature must be activated before
activation of the FAJ 121 3520: Cell Reselection to LTE in CELL-FACH feature.

7.1.2 Activating
The Cell Reselection to LTE in CELL-FACH feature is activated by doing as
follows:

• Order and install FAJ 121 3520: Cell Reselection to LTE in CELL-FACH
with the license key CXC 403 0153 in the RNC.

• Activate the feature on the RNC level by setting the RncFeature::CellR


eselectLteInFach parameter to ACTIVATED.

• Configure the cell level parameter measIndFach, to either


ENABLED_HIGH_PRIO_LAYERS or ENABLED_ALL_LAYERS.

7.2 Deactivating the Feature


This section describes the prerequisites for deactivating the feature.

7.2.1 Preconditions

This feature has no preconditions for deactivating.

7.2.2 Deactivating

The FAJ 121 3520: Cell Reselection to LTE in CELL-FACH feature is deactivated
on the RNC level by setting the RncFeature::CellReselectLteInFach
parameter to DEACTIVATED.

7.3 Engineering Guidelines


The purpose of this section is to provide additional information on practical
engineering aspects about how to use parameters to achieve certain behaviors.

This feature introduces the measIndFach parameter on UtranCell::abs


PrioCellRes MO in the RNC. The operator uses this parameter to enable
or disable this feature on the RNC cell level, and to configure the SIB19 IE
‘‘CELL_FACH Absolute Priority Measurement Indicator’’.

• Set the measIndFach parameter to DISABLED. The Cell Reselection to


LTE in CELL-FACH feature is disabled on RNC cell level.

• Set the measIndFach parameter to ENABLED_HIGH_PRIO_LAYERS. The


Cell Relsection to LTE in CELL-FACH feature is enabled on the RNC cell
level, and the SIB19 IE is set to ‘‘High Priority Layers’’. The cell reselection
to LTE is performed depending on the measurement of LTE carriers with
higher priority than WCDMA carriers.

• Set the measIndFach parameter to ENABLED_ALL_LAYERS. The Cell


Relsection to LTE in CELL-FACH feature is enabled on the RNC cell level,
and the SIB19 IE is set to ‘‘All Layers’’, which means absolute priority
reselection rules are applicable for all RATs.
