In this situation, I think this would be permissible, as long as it is not to the detriment of the

organization. If you can still ensure you are hiring competent employees then there is no issue
with seeking out women and minorities. I do not think we have all of the relevant information in
this situation though. I think it would be important to understand what the work is, the size of the
company, and the current number of women and minorities before making an absolute decision
on the necessity of this program. In addition to this, if the program intends to hire people only
based on their race and gender instead of qualifications, I think it is inappropriate. If race and
gender is only one factor then I think it is permissible.
