The Colombian Institute of Technical Standards and Certification, ICONTEC , is the national
standardization body, according to Decree 2269 of 1993.
ICONTEC is a private, non-profit entity, whose Mission is fundamental to provide support and
development to the producer and protection to the consumer. It collaborates with the
government sector and supports the country's private sector, to achieve competitive advantages
in the internal and external markets.

INTRODUCTION
In Colombia, diesel fuel has undergone important changes, such as the significant reduction in
sulfur content and the incorporation of mixtures with biodiesel, which responds to policies to
improve air quality and environmental protection.
This “new” fuel, of higher quality than before 2008 and better performance due to its chemical
composition, requires that the distribution chain, from the producer to the final consumer, take
into account the guidelines that ensure its proper management. , during storage and
transportation operations, to maintain the quality of the mixture at each point in the chain.
For many years, the main sources of external pollution that deteriorate the quality of fuels have
been well known. The most relevant are water, sediments and various types of microorganisms.
Currently, low sulfur fuels, biofuels and their mixtures, increase the level of risk of damage, due
to their hygroscopic and biodegradable nature.
Contaminants can enter the distribution chain of liquid petroleum fuels, at all points: production,
storage, transportation and distribution.
The sediments present are made up of deposits of rust, grime, dirt and microorganisms, which
are deposited progressively over time and cause premature degradation of the fuel and clogging
of the filtration systems. Likewise, due to the detergent effect of biodiesel, it is possible that a
considerable increase in these may occur at the beginning of the incorporation of this biofuel into
the chain, which can be avoided by following the good practices described in this standard.
Additionally, free water can enter the distribution chain of liquid fuels derived from petroleum,
through vents in the storage systems, holes present in them and through condensation, when
the fuel is in contact with very humid atmospheres.
The entry of water along the chain constitutes a risk inherent to the operation and it is impossible
to avoid it completely, but with the appropriate application of practices for its removal and control
at each point of the chain (zero water philosophy in tanks and transportation systems) it is
possible to guarantee that there is no impact on the quality of the fuel and, therefore, its proper
functioning in the vehicles
This standard summarizes a series of specific requirements to ensure that the quality of
biodiesel and its mixtures is not affected, based on the adoption of good fuel management
practices. These good practices do not replace and do not conflict with existing ones for the
management of fossil fuels, which are still in force and are based on the general standards of
this industry, such as ASTM, API and NTC standards, among others, which do not are part of
this document.

It is important to mention that if the base products of the mixtures do not meet the required
quality specifications, according to the regulations applicable to each one, it will not be possible
to deliver diesel-biodiesel mixtures suitable for adequate performance to the final consumer. The
current production scheme for diesel and biodiesel ensures compliance with the quality
requirements demanded for these fuels and, therefore, for the mixtures of these components;
However, it is necessary to have strict guidelines that maintain this quality throughout the
distribution chain, until reaching the end user.
This standard aims to make known the most appropriate practices for the management of
biodiesel and diesel-biodiesel mixtures, at each point of the country's diesel fuel distribution
chain.
COLOMBIAN TECHNICAL STANDARD NTC 6032 SUMMARY
1. OBJECT
This standard establishes the requirements of good practices for the management of storage,
mixing and transportation of biodiesel and its mixtures with diesel of fossil origin, in order to
preserve the quality of these products throughout the distribution chain.
2. NORMATIVE REFERENCES
The following referenced normative documents are essential for the application of this normative
document. For dated references, only the edition cited applies. For undated references, the
latest edition of the referenced normative document (including any corrections) applies.
NTC 5708, Biodiesel B100 for diesel engines. Land transportation by tank truck or tank truck.
For the purposes of this standard, the following terms and definitions apply:
3.1 Delete. Dregs or thick sediment that form ink, oil, etc.
3.2 Bottom Loading. Liquid filling or loading system carried out through the bottom of a tank
car.
3.3 Great consumer. Natural or legal person that, for each facility, consumes on an annual
average more than 20,000 gallons per month of liquid fuels derived from petroleum for its own
and exclusive use in its activities, in the terms established in Chapter VIII of Decree 1717 of
2008, and can be: i) large consumer with fixed installation, ii) large temporary consumer with
installation and iii) large consumer without installation.

3.4 Large temporary consumer with installation. It is that large consumer that has facilities
that allow it to download, store and dispatch liquid fuels derived from petroleum and that for the
development of its activity, such as the execution of infrastructure works, oil services, oil and
mining exploration and exploitation and agro-industrial activities, requires fuel consumption in a
period not exceeding one year.
3.5 Mixing installation. Mixer installation approved by the competent authority to mix biofuel
for use in diesel engines and diesel fuel (ACPM) of fossil origin in the determined proportions, in
order to obtain a third product with defined characteristics to be used in diesel engines.
3.6 Diesel - biodiesel blends. Fuel mixtures for use in diesel engines composed of fossil diesel
(ACPM) and biodiesel, mixed in defined proportions. They are identified with the letter B (which
indicates biodiesel) followed by a number between one (1) and one hundred (100) and which
indicates the percentage by volume at which it is mixed with diesel.
3.7 Diesel - biodiesel mixer. Natural or legal person that has approval from the competent
authority to own, lease, operate, control or supervise a mixing facility and that must be able to
maintain the quality of the product.
3.8 Driving system. Dedicated system to convey fuels in the service station facilities (for
example, pipes, valves, among others).
3.9 Sewer system. Procedure by which free water and partially solid particles and other
contaminants present in the storage tank are extracted.
3.10 Cleaning. Procedure by which all the water, sediments, sludge, sludge and other solids
present in the storage tank are removed.
