Scope of work -subcontractor

This document outlines the scope and the brief technical information related to the modelling for the ESIA study to
be executed by the sub-contractor.

The sub-contractor’s scope shall include all the studies required for air and noise modelling as per NCEC
requirements for the two (2) separate Combined Cycle Power Plant Projects, proposed to be developed.

The quotation should include a detailed methodology, all the necessary input data for the modelling should be
collected by the subcontractor.

(a) Air Emissions Modelling A detailed air quality modelling assessment shall be undertaken to
determine impacts associated with the proposed project. Dispersion
modelling shall be carried out using the applicable codes/software tools.
The model input shall include local meteorological data (as available) and
terrain data. The Client will provide details in relation to the input data of
the emissions rates as well as stack design. The modelling shall assess
impacts for the following scenarios for both main fuel (natural gas) and
back-up fuel (diesel/distillate oil):
1. Combined cycle
2. Simple cycle
The emission dispersion modelling study shall present with dispersion
contour plots, and maximum predicted concentration of pollutants at
specific receptors.
As the projects will have separate development phases (e.g. phases 1 in
simple cycle operation and phase 2 with combined cycle operation), the
modelling shall consider the cumulative effect of both phases.
(b) Noise Modelling A noise modelling study shall be undertaken using the required software
to predict noise impacts from each project and how this will affect nearby
receptors. The noise model shall be based on input data provided by the
Client (mainly the expected equipment noise level).
This modelling shall consider the plant running in simple cycle in phase 1,
and in combined cycle in the next phase with both main fuel and back-up
fuel.
c Power Plant Configuration The expected power plant configuration will be developed later during the
Information Technical Advisory services phase. However, the ESIA sub-contractor may
assume the preliminary configuration of the power plant as below:
PP16 plant (3600 MW) - 6 Gas Turbines/HRSG’s – which means there will
be 6 by-pass stacks at the outlet of GT’s and 6 main stacks at the outlet of
HRSG’s
Al-Rayis (2400 MW) – 5 Gas Turbines/HRSG’s – which means there will be
5 by-pass stacks at the outlet of GT’s and 5 main stacks at the outlet of
HRSG’s
The above no. of GT’s is preliminary and for guidance only.
