1 TRANSMILENIO SA
On October 13, 1999, TRANSMILENIO SA began operating with the main commitment to plan,
manage and control the mass automotive passenger transportation system.
Since December 18, 2000 , the provision of the new mass public transportation service for the
city of Bogotá began with the TransMilenio system.
The Board of Directors of TRANSMILENIO SA, adopted through Agreement 4 of December 28,
2007, the strategic plan of the entity, thus establishing the guidelines for the fulfillment of the
purposes.
1.1 MISSION
“Satisfy the need for public transportation of the users of the Capital District and its area of
influence, with standards of quality, efficiency and sustainability, through the planning,
management, implementation and control of the operation of an integrated urban public
passenger transportation system. , which operates under a public-private scheme, which
contributes to greater competitiveness of the city and the improvement of the quality of life of
the inhabitants.
1.2 VISION
“ To be the organization that manages the operation of the Integrated Public Transportation
System, to meet with quality, efficiency and sustainability the demand for public transportation
in the Capital District and its area of influence, which contributes to economic and social
development through the joint action of the public and the private, becoming a model to follow
at a national and international level.”
1.3 Policy:

inhabitants of Bogotá, through the planning, management and control of the public
transportation system, managing the provision of an efficient, safe, profitable and financially
and environmentally sustainable service, which contributes to the continuous improvement of
the quality of life and well-being of the city's inhabitants,

complying with regulatory requirements, preventing environmental pollution and injuries and
illnesses of the different actors and continuously improving the effectiveness, efficiency and

The Operator's Manual is a work tool that helps you become familiar with and understand its
importance in the Integrated Public Transportation System in the zonal component. Here you
will find in a simple way the necessary instructions and recommendations so that you can work
with professionalism and provide a quality service (safe, reliable, comfortable, effective).
You are part of a change in the city's public transportation, which will migrate towards the zonal
component of the Integrated Public Transportation System, remember that in this System you
have the support of an entire team of professionals both within each company concessionaire

Both the operating company and TRANSMILENIO SA make up a work team, which will help
you guide and execute your tasks; which in turn expects from you a great responsibility with
users, pedestrians, police and other personnel

This document will serve as a general guide for the performance of your work, so we suggest
you read it carefully, follow its recommendations and use it as reference material when you
have concerns related to your task.
3 AIM
Provide the complementary, urban or special bus operator of the Integrated Public
Transportation System with the necessary knowledge to operate under the zonal operation
scheme, under standardized operational conditions, providing the user with a quality service.
4 SCOPE
This manual is aimed at Zone Vehicle Operators (complementary, urban and special), the
people who coordinate and support their work and the auditing personnel who verify their
activities. It includes the necessary instructions to perform and provide a service in accordance
with the requirements of TRANSMILENIO SA as the managing entity of the Integrated Public
Transport System.
5 REFERENCE DOCUMENTS
The SITP Operator He is a well-rounded person, with recognized personal qualities and
technical skills, who has gone through a demanding selection, training and training process.
In his personal appearance he is neat and orderly, he stands out for his education, culture and
kindness, at least he knows and abides by the rules of cordiality cited in this manual.

work.
As an Operator, it is at the service of citizens who use public transportation and is committed to
respecting users, complying with traffic regulations, providing a safe, timely service and
contributing to the mobility of the city.
It is aware of the responsibility it has for the safety and life of users, pedestrians and other
traffic actors, which is why it drives carefully and comfortably, uses appropriate driving
techniques, minimizing the level of polluting emissions, optimizing consumption. of fuel and
taking care of engine wear.

For the operator to perform adequately and operate safely, he or she must be in good physical
and mental condition and with motor coordination, meeting all the requirements established by
Colombian legislation on the matter.
The operator of the Integrated Public Transportation System not only has sufficient knowledge
and training to be able to drive and operate a public service bus in compliance with the
requirements of the law, but has also been trained, mastering preventive driving techniques,
good judgment and is skilled in driving the assigned vehicle.
Due to their commitment, the operators of the Integrated Public Transport System are front-line
protagonists in achieving the policy and quality objectives.
The operator of the Integrated Transport System takes care of his personal presentation and
that of his mobile phone, always wears a uniform that is perfectly clean and carries his license
in a visible place.
PREVENTIVE DRIVING is the driving technique in which the operator (driver) knows and
respects the traffic rules, the rules of the Integrated Public Transportation System, has safe
driving habits, and additionally permanently interprets all traffic variables. , foreseeing and
anticipating those unsafe situations or acts of other traffic actors that may trigger an accident,
acting before it occurs in order to avoid it.
Imagine the worst that can happen and act sooner to prevent it from happening!
The elements of preventive driving that the operator must master are: knowledge of traffic
rules, rules of the Integrated Public Transportation System, preventive and safe driving habits.
Below are the most representative traffic rules that every operator of the TransMilenio System
must know and master, which are contained in the National Transit Code (CNT) adopted by
Law 769 of 2002, complementary regulations and jurisprudence.
Traffic rules regulate the circulation of pedestrians, users, passengers, drivers, motorcyclists,
cyclists and vehicles on public or private roads open to the public, or on private roads open to
the public where vehicles circulate; as well as the actions and procedures of the traffic
authorities.
• Check the vehicle documentation and personal documentation, verify that the following
documents are up to date in the vehicle: traffic license, mandatory traffic accident insurance,
mechanical and gas technical inspection certificate, operator's driving license, registration

• Respect the speed limits, remember that in urban areas you must drive at a maximum of
60 km/h, and in residential areas, schools (includes schools, universities and educational
institutions), places where there is a lot of traffic.

this separation based on the speed of circulation in article 108 as follows:
> For speeds of up to thirty (30) kilometers per hour, ten (10) meters.
> For speeds between thirty (30) and sixty (60) kilometers per hour, twenty (20) meters.
In all cases, the driver must pay attention to the state of the ground, humidity, visibility,
weight of the vehicle and other conditions that may alter its braking capacity, maintaining a
safe distance from the vehicle in front.2
> Overtaking: Maneuver by which a vehicle passes another vehicle preceding it in the
same lane of a road.
> Overtaking: Maneuver by which a vehicle moves in front of another vehicle that
precedes it in the same lane of a road.
These types of maneuvers are restricted according to the National Traffic Code. 4 So:
> At intersections.
> In sections of the road where there is a continuous central separator line or
prohibition.
> of overtaking.
> On curves or slopes.
> When visibility is unfavorable.
> Near pedestrian crossings.
> At railway intersections.
> On the shoulder or to the right of a vehicle.
> In general, when the maneuver offers danger.
• Traffic priorities, when a driver does not comply with the established priorities, there is a
great risk of accident, and preventively we should never assume that just because we have
the priority, it has been granted to us. Therefore, the alert operator does not assume that he
has been given the right of way but instead slows down and/or stops, verifies that he has
been given the right of way and subsequently continues driving using the right of way.

The priorities are defined in the National Traffic Code as follows:
Article 66. Intersection Turns5 . The driver who travels on a road without priority must
completely stop his vehicle when reaching an intersection and where there is no traffic light,
he will take due precautions and start moving when appropriate.
In no case may the driver stop his vehicle on the railway track, a pedestrian crossing or an
intersection or an exclusive lane, preferential parallel of feeders or shared with pedestrians,
belonging to the STTMP. All drivers must remain at a minimum distance of five (5) meters
from the railway track.
Paragraph. No driver should brake suddenly and reduce speed without making sure that
the maneuver does not present danger.
Article 70. Priority at Intersections or Turns6 . Priority rules at intersections and turning
situations in which two (2) or more vehicles may interfere:
> When two (2) or more vehicles travel in the opposite direction on a two-way traffic road
and try to turn to the same side, the one that is going to turn to the right has priority; On
slopes, the vehicle going up has priority.
> At unmarked intersections, except in roundabouts, the vehicle on the right has priority.
> If two (2) or more vehicles traveling in opposite directions arrive at an intersection and
one of them is going to turn left, the vehicle that is going to continue straight has priority.
> When a vehicle is inside a roundabout, it has priority over those who are going to enter it,
as long as it is moving.
> When two vehicles traveling on different roads arrive at an intersection and one of them
is going to turn right, the vehicle on the right has priority.
> When a vehicle wants to turn left or right, it must first look for the lane closest to its turn
and enter the other road through the lane closest to the direction of traffic.
Additionally, there are other priority rules dictated in the National Traffic Code in articles
105, 111 and 118 related to the classification of roads, signals and traffic lights respectively.
NOTE: Remember that a priority8 , is the priority or preference that a road or vehicle has
with respect to other roads or other vehicles.
• Speeds
The maximum speed must never exceed 60 km/h, nor the limits demarcated or signposted
in the different areas of the city.
The limits established through the Code must be respected even if there is no demarcation
or signage, reducing the speed to thirty (30) kilometers per hour in the following cases 9 :
• Priority of signals
Remember that there is a prioritization of the signs, which must always be respected, taking
into account that the sign that takes precedence over the others is the one given by the
traffic agents, a function that in Bogotá DC It is delegated to the Metropolitan Transit Police.
For example, if a traffic officer tells you to pass an intersection with a red light, do so, but
verify that there is no risk to the operation due to the approach of vehicles with the intention
of crossing the intersection (with a green light). ) in a direction perpendicular to yours.
• Traffic lights
Traffic lights are instruments that, through light signals, allow the automatic management of
various flows and it is your obligation to respect them. They can only be passed with the
light on red under the order of a traffic agent and having taken the precaution to ensure that
the maneuver is safe. .
Remember that according to the light signal there will be actions that you must execute, as
follows11 :
Red: Indicates the duty to stop, without stepping on or invading the initial line of the
pedestrian crossing zone. If it is not demarcated, it will be understood to extend two meters
away from the traffic light. Turning right when the light is red is allowed, respecting the
priority of the pedestrian. The prohibition of this turn will be indicated with special signs. The
transit authorities, in their jurisdiction, may authorize it.
Yellow: Indicates attention for a change of lights or signals and for the crossing to be
vacated by the vehicles that are in it or to refrain from entering the crossing even if they
have space to do so. You should not start driving on a yellow light, nor increase your speed
during that period.
You should not enter the intersection on yellow and if a vehicle is already at the intersection
on yellow light, it will maintain priority until the crossing is completed.
Never use the pedestrian traffic light to start moving before the vehicular traffic light gives
priority.

7.2 Knowledge of Standards of the Integrated Public Transportation System
TRANSMILENIO SA, as the managing entity of the System, establishes standards of behavior
that every operator of the TransMilenio System must comply with, which are aimed at providing
a safe transportation service and contributing to the mobility of the city.
The lights of the vehicles have a specific use to indicate to other traffic actors the
actions that are going to be carried out, which allows us to know the actions that the
other actors are going to carry out and communicate our actions to the other actors.
Remember that these instructions must be made sufficiently in advance of the
maneuver, so that it does not pose a risk to other drivers.
The use of turn signal and parking lights must be carried out as follows:
Before changing from right to left lane. Change from right to left lane.

The operation of the zonal routes works through organized stops, for which the driver
must stop only and exclusively at the authorized and signposted stops, taking into
account that the stop will be attended to on demand, that is, when users request a

whereabouts, if one of these two events does not occur, the detention at the
whereabouts should not be made.
The two doors (front and rear) must be operated at the same time when there is a
request from users to board the bus and at the same time there is a request to stop on
board the bus to get off, otherwise the driver must drive or open a door. single door as

Remember that the bus logic unit tells you the distance to the next stop, so you will
know when you should slow down and operate in the right lane to make an appropriate
stop.
The safe way to operate at a stop is described step by step below, a sequence that
ensures a correct way of operating, minimizing the occurrence of incidents.
STAGE 1
Before reaching the bus stop or platform where you are going to operate, turn on the right turn

signal appropriately (between 30 and 60 meters before) and drive in the right lane.
2 Take your foot off the accelerator and begin to slow down.
3 Continue to reduce speed and approach to the stop as long as there is a stop request (internal
via bell, verbal request, or external via manual signal).
If there is another vehicle operating at the stop and at the stopping point where you are going
4 to approach, stop the vehicle at a distance of at least 3 meters, and allow the bus in front to
finish the operation and restart the journey. Go to STEP 3.

STAGE 3

shutter twice that you are going to open them (for mobile phones that allow this operation).
4 Observe the right mirror and the internal mirrors, visualize the whereabouts and determine the
appropriate moment to close the doors.
5 Close the door(s), warning that you are going to close them with reverse shutter twice (for
mobile phones that allow this operation).

Check in the right mirror that the door(s) closed correctly and that no items are trapped.
7 Place the left turn signal.
9 Lift your foot off the brake and/or disengage the safety brake.
Table or route changes must always be made at the same point of the route, which will
be clearly established by each zonal operator in accordance with the guidelines of
TRANSMILENIO SA, in order to guarantee the user timely and uniform information
about the route and its route.
When good habits have been formed, the operator must respond naturally by
assuming appropriate behaviors through compliance with rules and a preventive
attitude, adapting to abnormal traffic situations.
7.3.1 Verify the correct condition of the vehicle, using the company's checklist,
immediately report any anomaly to the control center and follow instructions.
Before the start of each day's operation, the driver must verify the status of the
onboard equipment, in accordance with the logical unit manuals in order to
identify faults before leaving for the trip, for which he must check each device

> Adjust the position of the steering wheel, chair, mirrors, route or any element
of the bus only when it is stopped and with a safety brake.
> Position the backrest in such a way that it forms an approximate 90-degree
angle with the chair, so that the top of the steering wheel should not be
further than the reach of your arm, without leaving the backrest of the chair.
> Hold the steering wheel firmly with both hands, never drive with one hand.
> Separate your hands, they must be in a position such that the position of the
hands of a clock marking 10:10 is simulated. If the steering wheel of your
bus does not have steering wheel adjustment controls and you cannot meet
this parameter, locate your hands. at the 09:15 position and on the outside of
the steering wheel.
> Place both feet on the floor.
7.3.3 Adjust and operate the mirrors, the bus Operator's visibility is limited to 120º
in the direction in which the bus is traveling; The side mirrors allow this visibility

recommendations:
> Adjust your outside rearview mirrors so that you can see not only each side
of the road behind you, but also each side of your vehicle. The correct

> Some of the exterior mirrors may be convex and these make objects appear
smaller than they are and further away than they are.
> The mirrors must be constantly observed quickly and at times when it is safe
to move your gaze from the path of the bus.
> When the circulation of an emergency vehicle is announced, you should try
to locate it in advance through the mirrors, so that a safe overtaking is
allowed.
> The internal mirrors of the mobile allow users to be followed when getting on
and off and thus avoid accidents when closing the doors. The objective of
these mirrors is to offer the driver visibility of the interior of the bus.
> Keep in mind that interior mirrors may have blind spots especially with
underage users descending stairs.
> Check the outside rearview mirrors after closing the doors.
> Be aware of the blind spots in the mirrors, turn your head a little to avoid
accidents.

7.3.4 Treat all users with kindness and respect, especially the elderly, disabled
people, pregnant women and children.
7.3.5 Respect the zebras, as they are a safety zone for pedestrians, and they must
remain clear whenever the green light of the pedestrian traffic light is on. If you
are going to turn at an intersection and the turn light is red, take the assigned
lane and stop five (5) to seven (7) meters before the zebra, to allow visibility to
the vehicle that is continuing in a straight line on the left lane and has a green
light.
7.3.6 He is patient and understanding with his colleagues, users, pedestrians and
other drivers.
7.3.7 He controls his impulses, he does not take aggressive attitudes at any time.
For example, it is known that the behavior of pedestrians around the stadium
changes when a soccer match for the Colombian team has just been played and
they have won the match, or during the Christmas season a Christmas concert
has just finished, or around a school when the day is over. Likewise, the way the
vehicles ahead must be observed and detect abnormal situations such as a
vehicle that does not maintain its alignment in the lane, or that drives
aggressively or provoking another driver..., it must be anticipated that there may
be a collision. and avoid it by increasing the safety distance, overtaking it or
changing lanes.

7.3.9 Respect the Traffic and System regulations, since they seek to safeguard the
lives of the different traffic actors.
7.3.10Focus your attention on driving, since this activity is a complex process and
must be done completely consciously, which is achieved by being focused on
the activity, without allowing yourself to be distracted.
Distractions are the main cause of accidents, and are caused by the driver's
lack of attention, which implies a delay in obtaining the information necessary to
drive safely, being the first cause of accidents. There are two types of distracted
driving:
• Internal: They include everything that occurs inside the vehicle, including the
driver's own actions and thoughts.
• External. These are events that occur outside the vehicle (posters,
construction sites, accidents, etc.).
Among the distractions we can name: talking with another person, talking on the
cell phone, using electronic equipment, eating, taking off your jacket, browsing
the newspapers, reviewing and/or organizing documents, arranging mirrors,
moving your chair, thinking about family problems, planning. mentally other
activities, among others.
Keep your hands on the wheel and all five senses in the operation.

7.3.11 Being polite, courtesy disarms any aggressive attitude that may exist in other
people and additionally generates an appropriate environment to interact with
other people. This topic is developed more fully in section 10 of this document.
7.3.12 Avoiding unnecessary lane changes, driving zigzag from one lane to another
can cause accidents and does nothing to help avoid traffic congestion.
7.3.13 Take care of the pedestrian. Remember that they always have priority, respect
the zebras, do not intimidate them with the vehicle or the horn.
7.3.14 Drive with the doors closed, never start the vehicle without having closed the
doors, nor open them with the vehicle in motion.
7.3.15 Always drive in the right lane, without invading part of the left lane, and using
the other lane only to overtake.
7.3.17 Wait the necessary time to allow passengers to board and disembark, do
so only at authorized stops, do not use reverse operation to harass users,
especially elderly people, pregnant mothers and minors.
7.3.18 Ask users not to ride on the running boards, to the extent possible, do not
allow this behavior in users.
7.3.19 Respect the route of the route, except for Traffic Management Plans – PMT,
contingent situations and with the indication of the Zonal Control Center, the
original route of the route will be deviated.

7.3.20 Verify and ensure that disabled wheelchair users use the area and seat belt
designated for them.
