Since the municipality was not doing good waste management, and this increased the problems in the area where the settlement was generated.
The main problem that arose at that time in Moravia was the impact on public health that put the quality of life of the population settled there at risk, which
triggered more conflicts socially, economically and mainly environmentally.
Therefore, the majority of potentialities are considered affected by this conflict.

The fact that the city could have been considered as an alternative that would serve to cushion the problem of armed conflict that the department had at
the time, is overshadowed by the fact that at a socio-cultural level the municipality showed total abandonment in the face of the arrival of these displaced
people, in addition to the fact that there was no financial support to solve their housing issue nor did they obtain aid from the mayor's office to satisfy their
basic needs.

could be guaranteed for the municipality to truly serve as a buffer to the problem of displacement and settlement.
