I am hereby addressing you, in relation to the matter in compliance with the reference
document, regarding delivery-reception of charge from the Biomedical Equipment Area. I
detail the following below:

1. The Biomedical Equipment Area was created on August 28, 2009, with the Head of the
General Services and Maintenance Unit being Mr. Guillermo Aguilar Aduvire, due to
the increase in medium and high complexity equipment, through the SHOCK program.
OF INVESTMENTS, for which it was necessary to provide technical support in
maintenance of biomedical equipment and have suitable technical personnel, since
then it started with 04 electronic technicians, 01 appointed personnel, 01 CAS server,
01 IST practitioner and 01 University practitioner Private of Tacna.

2. The Hipolito Unanue Hospital in Tacna currently has a number of 574 biomedical
pieces of equipment in good, regular and paralyzed operational status. Which are
distributed in the different Services and departments of our hospital; Surgery,
Medicine, Pediatrics, Neonatology, Emergency, ICU, Obstetrics Gynecology, Surgical
Center, Serciquem, Clinical Laboratory and Pathology, Diagnostic Imaging, Tomography
Service and Outpatient Clinics. (Cardiology Service, Urology Service,
Otorhinolaryngology Service, Service of Ophthalmology) and Dept. of Physical
Medicine and Rehabilitation.

3. HUMAN RESOURCES

The Biomedical Equipment Area has a reduced Electronics staff, 01 appointed and 02
CAS, limited in sustainable technical support for preventive and corrective
maintenance activity for hospital equipment.

5. LIMITATIONS

The personnel working in the Biomedical Equipment Area is insufficient to fully cover the
demand for services and departments in technical support, and they are also limited in their
functions due to the lack of a greater number of qualified human resources, tools, and
supplies. , high turnover materials and spare parts, as well as permanent specialized training
for the innovation of modern equipment in our hospital.

These limitations and lack of personnel in the Biomedical Equipment Area have resulted in
non-compliance with the execution of the preventive maintenance plan scheduled for 2016
and 2017. Likewise, deterioration and breakdowns in biomedical equipment have increased
prematurely. The same will cause considerable expenses to the Hospital in hiring third-party
services to perform corrective maintenance and purchase high-cost spare parts. As is the case
with Volumetric ventilators in the ICU Service and in the Neonatology Service, the UPS, plasma
conservator and other equipment, these drawbacks influence the quality of care service for
hospital patients.

Consequently, the General Services Unit Headquarters must manage the strengthening of the
Biomedical Equipment Ares with the hiring of 04 Biomedical Electronic Technicians, in order to
provide guaranteed technical support, consequently reducing premature deterioration and
paralysis of biomedical equipment in Critical Services. , the same as would minimize high
corrective maintenance costs by third-party services, to prolong the useful life of medical
equipment it is necessary to apply the scheduled preventive maintenance plan . Avoid
SUSALUD Observations and SANCTIONS.

6.- FINANCIAL RESOURCES


Due to everything described above, it is easy to determine that the BIOMEDICAL EQUIPMENT
AREA has no participation in the budget assigned to the General Service and Maintenance
Unit.

7.- MULTY-ANNUAL BUDGET 2016 AND 2017

In 2016, the Hospital has not received a budget for the multi-annual maintenance plan for
health facilities, despite having had full maintenance of biomedical equipment approved by
the digiem (general directorate of infrastructure, equipment and maintenance). financed by
the MEF/ DGIEM as is the case in 2015. Consequently, last year no scheduled preventive
maintenance was carried out according to the preventive maintenance plan, this year no
scheduled preventive or corrective maintenance was carried out due to lack of resources in the
usgm and the area of biomedical equipment, it is a lack of insufficient budget and technical
staff, in 2016 no budget was managed for the regional government of Tacna to finance the
preventive and corrective maintenance plan (multi-year maintenance plan-2016), approved by
the DGIEM). For this year, pertinent procedures are expected before the corresponding
authorities, the budget for the execution of the 2017 preventive and corrective maintenance
plan, since the biomedical equipment no longer has accessory benefits under warranty, so the
biomedical equipment of the project of modernization pass to the operation and maintenance
coverage by the Hipolito Unanue Hospital of Tacna

8.-TERMINATION OF ACCESSORY BENEFITS (preventive maintenance under warranty)

It should be noted that the biomedical equipment suppliers of the “ Modernization of medical
equipment of the Tacna region Hospital ” project will end with accessory services under
warranty (March-2017 and others April-2017). Starting in the second half of this current year,
the hospital will assume the cost of OPERATION AND MAINTENANCE of the biomedical
equipment, preserving investments of 22,000,000.00 (twenty two million soles), so the current
state of operation should not be lost sight of. and operation of hospital equipment, in the
different services and departments of our hospital.

10.- MEASUREMENT INSTRUMENTS AND SIMULATORS

The biomedical equipment area, currently equipped with modern measurement and
calibration instruments suitable for the scheduled preventive maintenance plan, thanks to the
management carried out by the leadership, with the support of the regional government of
Tacna through the biomedical equipment improvement project. of the HHUT-GRT. It was
implemented with measuring instruments and simulators. These measurement equipment
allow us to calibrate parameters in biomedical equipment. However, it should be noted that
there are no tools, materials, accessories, electronic spare parts , basic for the procedure of
maintenance activities scheduled by the Biomedical Equipment Area, to meet the objectives
and goals. It would be necessary to complement it with 04 multitester for electronic electrical
work.

11.- MATERIAL TOOLS AND SUPPLIES IN THE AREA OF BIOMEDICAL EQUIPMENT

The Biomedical Equipment Area currently has reduced tools, materials and work supplies, due
to wear and tear from the daily use of screwdrivers and multiple pliers. For the predictive,
preventive and corrective maintenance activity of high-tech biomedical equipment, it is
therefore necessary to implement provisions of tools, materials and supplies.

12.-SWOT AREA OF BIOMEDICAL EQUIPMENT

A. STRENGTH

Biomedical Area organized and reflected in the USGM and HHUT organizational chart,
currently has 02 qualified biomedical technicians 01 in charge of the Area, who provide
scheduled maintenance technical support to the hospital's biomedical equipment in an
efficient and safe manner. As well as measuring equipment and instruments, for calibration
of parameters in some equipment through electronic simulators and standardized
standards.

B. OPPORTUNITIES
The Biomedical Area of the Hospital has the great opportunity to grow as a specialized
Technical Area or clinical engineering of biomedical equipment, due to the growth of
biomedical equipment in the different services and departments of our hospital, through
the “Improvement of equipment in the Hipolito Unanue Hospital in Tacna”, Financed by the
Regional Government of Tacna and the Multiannual Equipment Plan for 2018.
The staff of the Hospital's Biomedical Equipment Area has the great opportunity to receive
specialized training in the conservation, maintenance and repair of biomedical equipment,
during the equipment and modernization process at the Hipolito Unanue Hospital in Tacna.
For the approval of our institution, therefore the patients and the Tacna community.

C. WEAKNESSES
The Biomedical Equipment Area with reference to sustainability of specialized technical
support is limited to comply with the activity plan and preventive maintenance program, it
does not satisfy 100% of the demand for preventive and corrective maintenance services
requested by the different services and departments. , it is only 30% fulfilled. Due to the
following shortcomings and deficiencies that must be corrected by the powers, Executive
Management, Administration, OPE, USGM and Logistics:

 Lack of spare parts, supplies, and high-turnover accessories for biomedical


equipment.
 Lack of budget for the 2017 Preventive Maintenance Plan scheduled for the
execution of preventive and corrective maintenance of biomedical equipment in
the hospital.
 Absence of objectives and goals in the USGM in the horizon of the year.
 Location of the Biomedical Area in an inadequate, narrow environment, exposing
technical personnel and biomedical equipment at risk, in cases of natural
phenomena and/or flooding, steam leaks, insecurity and others.
 Insufficient specialized technical personnel to strengthen sustainable technical
support for the maintenance of biomedical equipment throughout the hospital
environment.
 Lack of specialized training for maintenance of sophisticated and complex high-cost
equipment.
 Lack of software for maintenance management of hospital equipment.
 Lack of historical records of biomedical equipment due to lack of maintenance
software
D. THREAT
The Biomedical Equipment Area has the following aspects to take into account for its
evaluation and correction:

 Paralysis and premature deterioration of biomedical equipment in the different


hospital services due to the absence of preventive maintenance. Due to lack of
spare parts and accessories.
 Growth of financial expenses due to lack of preventive maintenance.
 Outsourcing of preventive and corrective maintenance services on biomedical
equipment parallel to the biomedical area of the hospital through Service.
 Desertion of technicians trained in the hospital to other similar institutions

The technical specifications and terms of references of the biomedical equipment for
replacement in 2017 were reached to the competent offices for its execution and

16.-CONLUSIONS

a) The various factors that limit the operational and resolution capacity of the
BIOMEDICAL EQUIPMENT AREA are clearly reflected by the lack of human resources
and financial resources to sustain the guaranteed technical support in the
maintenance activity.
b) The 2019 preventive maintenance plan remains to be implemented for the medical
equipment in the different Services of the Hipolito Unanue Hospital in Tacna.

c) Repair and maintenance costs would be lower if the Biomedical Equipment Area of the
Hospital had a greater number of suitable human resources that allow preventive and
corrective maintenance to be carried out in a guaranteed, safe and reliable manner,
since major failures are reduced in this way.

d) The Biomedical Equipment Area does not have a manual of technical procedures,
instructions that would allow us to improve planning, programming, execution,
supervision and control of activities inherent to preventive maintenance.

e) The different companies that provide biomedical equipment culminated in carrying


out preventive maintenance under warranty (ancillary benefits) according to the
programming offered, now being covered by the BIOMEDICAL EQUIPMENT AREA –
USGM of the HHUT – GRT.

f) The HHUT Biomedical Equipment Modernization project is in the liquidation period, so


the conformities for accessory benefits and conformity with the DEPOSIT LETTER are
currently being issued.

17.-SUGGESTIONS

a) Implement cost center and budgets for maintenance of biomedical equipment in order
to provide sustainability in technical support.

b) Implement a systematized maintenance plan for 2017 and 2018, which will allow us to
have a budget to plan, schedule, execute, evaluate and control the preventive and
corrective maintenance process, with sustained technical support.

c) Implement with a greater number of specialized human resources and economic


resources to reduce premature deterioration of equipment and meet the general
objectives of the hospital and therefore the patients.

d) Implement with tools, supplies, accessories and spare parts for the Biomedical
Equipment Area, in order to comply with the preventive and corrective maintenance
plan for the institution's equipment.
