PROJECT:

“ACQUISITION OF TWO COMPACTORS FOR THE COLLECTION OF


URBAN AND RURAL SOLID WASTE TO INCREASE THE LEVELS OF
PUBLIC CLEANING IN THE DISTRICT OF SAN MARCOS, HUARI –
ANCASH”
2.1. INTRODUCTION

The inadequate management of solid waste has a close relationship with the
attitudes and behaviors of the population, poverty, diseases and environmental
pollution, which together mean loss of development opportunities. Efforts aimed at
consolidating comprehensive management in this field will allow this relationship to
be reversed, changing it to one of greater value and sustainability, which consists
of linking the comprehensive management of solid waste with urban and rural
priorities.

On the other hand, demographic growth, accompanied by inadequate population


consumption habits, disordered migratory processes and unsustainable
commercial flows, which together affect a greater generation of solid waste whose
increase continues to be greater than the financing of services. This situation
poses new challenges to our Municipal Government, as the entity responsible for
ensuring the correct provision of the urban sanitation service. Consequently, it is a
priority and necessity to establish a more efficient and effective system for
handling and managing solid waste, a system that must be functionally integrated
into the dynamic development process of our province and in accordance with our
local planning instruments.

The District Municipality of San Marcos, within the framework of its environmental
policy aimed at promoting a better quality of life in the district for current and future
generations, guaranteeing an environmental environment free of contamination
and preserving nature and environmental heritage, is that It is necessary to acquire
two modern solid waste compactor trucks, with the purpose of improving the
current health and environmental conditions in our district.

2.2. GENERAL FEATURES

The Project is framed within the sector of environmental development and public
cleanliness, one of the sectors considered of great importance and priority by the
Local Government, which within its Development Strategy Plan, considers
reducing disorder and lack of sanitation as a priority. cleaning in the district, thus
avoiding the accumulation of solid waste in the streets, even more so when we are
a Tourist District, consequently they have arranged the formulation of this

2.3. PROJECT BACKGROUND

The District Municipality of San Marcos, aware of the existing problems, has been
carrying out different actions with the aim of contributing to development in
general, both urban and rural in particular, and reducing the levels of
environmental contamination and infectious sources for the population of the
district. , efforts that have been taking place through greater access to both public
and private goods, concentrating mainly on activities associated with the
comprehensive development of the district, in human capital, social capital,
institutional capital, physical-public and private capital, among others. . Likewise,
as an entity that promotes the provision of local public services appropriate for the
comprehensive, sustainable and harmonious development of the territory, and in
compliance with its functions, determined in Law 27927 Organic Law of
Municipalities and in accordance with the provisions of the Plan of Concerted
Development.

2.4. CURRENT PROBLEM

Currently there are solid waste compactor trucks that are deteriorated due to use,
which only allow waste to be collected in urban areas, leaving aside rural areas.

Thus affecting the health of the population and promoting the proliferation of both
flies and abandoned dogs who feed on the waste left in the streets.

The existing problem is permanent, because as long as more trucks are not
acquired, the collection system will not be able to supply. Finally, it should be
noted that due to the aforementioned considerations, this project is of great
importance because it will streamline the way of collection as well as allow the
city's decoration to look orderly and clean in the eyes of not only the population but
also national tourists. and foreigners who will get the best impression of the
District.

The climate of the place is typical of the Peruvian mountains, with rainfall from
November to April, the total average annual rainfall is 2667mm with cold
temperatures at night and strong sunshine during the day, the average annual
temperature is 8 ºC .

2.6.3. HYDROLOGICAL CHARACTERISTICS

Rainfall is seasonal, from November to March. Natural reservoirs are formed


by rivers, lagoons and springs, which mostly arise from melting ice and
lagoons on the eastern slope of the Cordillera Blanca. Among the main rivers
are the Mosna River, formed by the influx of the Huachegsa, Caracho,
Pachachaca, Tallas, Ranracancha, Carhuascancha, Rurichinchay,
Huayronga, Carash and Colca rivers, among others, which, originating in the
town of Pichiu San Pedro, runs through the Districts of Chavín, San Marcos
and Huari, this river has a maximum flow of 30 m3/sec and a low flow of 15
m3/sec. On average, there are no records or capacity.

2.6.5. MAIN ECONOMIC ACTIVITIES OF THE AREA OF INFLUENCE AND


INCOME LEVELS

The main activity in the study area is agriculture, because it is what provides
the greatest economic income to families, a small percentage or perhaps as a
complement to self-support, they practice raising large and small animals. It is
necessary to mention that all physically able family members, including
children, participate in agricultural activities to avoid paying day laborers; the
harvests are mostly used for self-consumption and a percentage is destined
for marketing.

The economic structure of the San Marcos district can be seen in the four
important activities, 28.81% of the population is dedicated to agriculture,
20,625 are dedicated to mining exploitation, 12.89% to construction activity
and 5.51% to retail trade, this data obtained from the results of the 2007
census.

The commercial activity of the district is based on the marketing of agricultural


products and basic necessities, carried out by local rescue merchants -
collectors who at the same time market agro-industrial and manufactured
products. This sector absorbs 5.51% of the population. The offer of services
aimed at the tourism sector is sporadic, on a small scale, that is, there is no
constant offer due to lack of training and scarcity of financial resources, also
due to the seasonal influx of tourists, this sector absorbs 3.03% of the
population. .

Income Levels:

According to information provided by the National Institute of Statistics and


Information Technology (INEI), and the UNDP report, it has been estimated
that the per-capita family income in the district of San Marcos amounts to
S/.203.70 per month and is in the ranking 812.

2.6.6. SOCIOECONOMIC ASPECTS

The economic structure of the district of San Marcos is characterized by being


predominantly agricultural and livestock on a small scale and services, being
the form of extensive exploitation and self-consumption, agricultural activity
absorbs 22.65% of the EAP of the district, the activity of worker and mine
operator absorb 16.74% of the EAP, while 11.63% of the district's EAP is
dedicated to construction; On the other hand, 6.06% of the district's EAP is
dedicated to commerce and 7.66% of the EAP are mid-level technicians.
Another of the notable economic data in the district of San Marcos is that
12.46% of the EAP are women and 61.15% of the EAP are men.

Regarding the Human Development Index (HDI), the district of San Marcos in
2009 has an HDI of 0.5644 and is located in Ranking 994, according to UNDP
reports.

2.7. TECHNICAL DESCRIPTION OF THE PROJECT

2.7.1. GENERAL OBJECTIVE


Improve the inadequate management of solid waste, providing an
adequate service to the population of the San Marcos District, as it is
one of the main priorities in rural and urban areas.

2.7.2. SPECIFIC OBJECTIVES


 Implement the District Municipality of San Marcos so that it can optimally
collect solid waste.
 Establish a more efficient and effective management system.
 Collection and management of solid waste
 Within the framework of the environmental policy, the district aims to
promote a better quality of life for current and future generations .
 Intensify and efficiently manage solid waste collection.

2.7.3. GOALS AND/OR COMPONENTS

 The District of San Marcos has 17,033.00 inhabitants, with a population


density of 30.59 inhabitants/km² , who must be provided with an adequate
collection service for their solid waste, and with the purpose of guaranteeing
adequate care of the environment. , a compactor truck will be purchased.

A) ACQUISITION OF TWO COMPACTOR TRUCKS

 Acquisition of a 15 M 3 Garbage Compactor Truck , for the Project: “Acquisition of two


Compactors for the Collection of Urban and Rural Solid Waste to Increase
the Levels of Public Cleaning in the District of San Marcos, Huari –
Ancash” .

 Training in the operation and maintenance of compactor trucks for the


personnel in charge of handling the vehicles of the District Municipality of San
Marcos.”

2.8. APPLICABLE STANDARDS

2.8.1 NATIONAL PUBLIC INVESTMENT SYSTEM:


 Law No. 28611 – General Environmental Law: In its article 119: Solid Waste
Management, it mentions the management of solid waste and establishes
that the management of solid waste of domestic, commercial or other origin
different origin present similar characteristics to those, are the responsibility of
local governments.
 Regulations of the National Public Investment System (Approved by Supreme
Decree No. 221-2006-EF and published in the Official Gazette “El Peruano” on
December 31, 2006).

2.8.2 OTHER RELATED STANDARDS

 Legislative Decree No. 1278 – Law on Comprehensive Management of Solid


Waste: The Law on Comprehensive Management of Solid Waste states that
the purpose of solid waste management is its comprehensive and sustainable
management, through the articulation, integration and compatibility of
policies, plans, programs, strategies and actions of those involved in the
management and handling of solid waste.
 Article 22 - Municipalities, specifies that the provincial municipalities, with
regard to the surrounding districts, and the district municipalities are
responsible for the management of solid waste of household origin, special
and similar, within the scope of their jurisdiction. jurisdiction. Likewise, article
23 states that: “Provincial municipalities” are competent to:

 Plan and approve the comprehensive management of solid waste within its
jurisdiction, through the Provincial Plans for the Comprehensive Management
of Solid Waste (PIGARS), which must identify the geographical spaces for the
location of waste infrastructure, making compatible the solid waste
management plans of their districts and smaller populated centers, with the
local and regional development policies and with their respective Territorial
Conditioning and Urban Development Plans, Concerted Regional
Development Plans and other national, regional and planning instruments.

the corresponding land use compatibility certificate.
 Regulate and supervise waste management in its jurisdiction, excluding

waste services in its jurisdiction and within the framework of its powers with
the exception of the recovery, transfer and final disposal infrastructure, which

 Approve the projects and Environmental Management Instruments of public


and private investment projects for municipal waste infrastructure if the
service they will provide is provided to one or more districts of their
jurisdiction, and in the event that it is located outside the industrial or
productive facilities, areas of the concession or lot of the project owner or are
owned by a Solid Waste Operating Company.

 Approve the complementary Environmental Management Instruments of the


SEIA for public and private investment projects for the recovery or
reconversion of degraded areas, which serve one or more districts of the
province.

 Authorize, supervise, supervise and sanction the transportation of hazardous


waste in its jurisdiction, in accordance with what is established by the Ministry
of Transportation and Communications, with the exception of that carried out
on national and regional roads by the Superintendence of Land
Transportation of People, Cargo and Goods (SUTRAN).

 Assist in actions to prevent environmental pollution and in the recovery or


reconversion of areas degraded by solid waste.

 Promote and guide community processes or agreements between district


municipalities, to generate economies of scale and greater efficiency in waste
management, in addition to lower environmental and social impacts.
 Implement waste management and management programs that necessarily
include waste minimization and recovery obligations.

 Verify the operation of the waste dumps in accordance with the Regulations
for the Management and Handling of Waste from Construction and Demolition
Activities approved by Supreme Decree No. 003-2013-VIVIENDA or
regulation that replaces it.

 Consolidate inspection actions on construction waste in an annual report to


be sent to the Ministry of Housing, Construction and Sanitation.

 Report through SIGERSOL the information requested by the Ministry of the


Environment, related to waste management.

 Likewise, article 24 specifies that: “The District Municipalities” :

24.1. In terms of solid waste management, they are competent to:


a) Ensure adequate provision of the waste cleaning, collection and
transportation service in its jurisdiction, and must guarantee its proper
final disposal.
b) Sign agreements with the sanitation services company or others in the
jurisdiction with the purpose of collecting the fees for the provision of the
services indicated in the previous paragraph.
c) Regulate, in its jurisdiction, the management of solid waste services
under its jurisdiction, in accordance with the provisions issued by the
provincial municipalities.

d) Approve and update the district waste management plan, for the
efficient management of waste in its jurisdiction, in accordance with the
provincial plans and the national plan.
e) Issue the operating license for the waste infrastructure of the municipal
and non-municipal management field, within the scope of its jurisdiction
and according to the useful life of said infrastructure.
f) Regulate, supervise, supervise and sanction the management of waste
from demolition or remodeling of buildings within the scope of its
jurisdiction.
