1. AIM.

1.1. General objective

• Control the risks inherent to working with asbestos, both for workers and the environment,
in order to prevent health effects.

1.2. Specific objectives

• Define the responsibilities of workers.

• Establish an appropriate procedure for working with Asbestos-Containing Materials.

• Establish adequate management of waste generated at work.


• Provide personnel who work with asbestos-containing materials with the
necessary knowledge to prevent exposure to asbestos and thus avoid diseases.

• Carry out control of established activities and procedures.

2. SCOPE.
This procedure applies to all workers who carry out the work called: “Liceo Pablo Neruda
Establishment Conservation Service” and whose activity is the removal, storage and/or
transportation of asbestos, whether it is scheduled or emergency work.

3. RESPONSIBLE.

• Contract administrator : They will be responsible for ensuring that this


instructions are known and applied by all your staff.

• Supervisor : They will be in charge of applying the instructions, maintaining the


elements available for the correct execution of the work and supervise its compliance.

• Risk Preventionist : Will be responsible for technically advising on the interpretation of


this procedure, delivering the protection elements and coordinating the environmental
evaluation and surveillance examinations with the administering body.

5. DEFINITIONS.

• Friable Asbestos : Asbestos mineral that is free, in sleeves, packages or as part of a


material, in a condition to crumble.

• Non-Friable Asbestos : Asbestos mineral that is encapsulated with some material that
does not allow it to crumble.
• Demolish : Includes the work of dismantling or partially or demolishing
completely a work or building.

• Dismantle : corresponds to the tasks of partially or completely disassembling


a work, ship, building, machine or equipment.

• Generating or owner company : natural or legal person to whom

• Friable Asbestos-Containing Material (MCAF): Material that contains asbestos and


when dry, can be crumbled, pulverized or reduced to powder with hand pressure. It also
includes non-friable material, which after being damaged and dry, can be crumbled,
pulverized or reduced to powder by hand pressure.

• Non-Friable Asbestos-Containing Material (MCANF) : that material that contains


asbestos, but when dry cannot be crumbled, pulverized or reduced to powder by hand
pressure.
• Preserved material: that which maintains its structure without alteration.

6. DESCRIPTION.

6.1. Work procedures for handling asbestos

6.1.1. Work procedure

6.2. Control measures adopted to prevent the generation and dispersion of asbestos fibers
into the environment

• Before removing the asbestos material, moisten the materials with a product that prevents the
release of asbestos fibers (example: 20% vinyl latex solution).
• Clean the structure where the asbestos material was located.
To do this, use damp cloths so that no asbestos fiber remains.

• The waste generated from this cleaning must be disposed of with the rest of the waste
contaminated with asbestos, in well-sealed and labeled bags.

• The material containing asbestos (sheet, pipe, etc.) must be wrapped in plastic at least
80 microns thick or another type of wrapping, but of equal or better quality and labeled.

• The bags or other systems used must be sufficiently resistant to allow the transportation
and final disposal of this waste without breaking it.

6.3. Personal protection elements (PPE).

• The following PPE will be provided to workers:


- Respiratory protection: 3M 6200 half-face mask or another with equal or greater protection
with a P100 or similar filter.
- Work clothing: disposable coverall (Tyvek type) with hood and shoe covers.

- Nitrile gloves
- Sealed goggles with adjustment to the contour of the face
- Safety helmet

• The use of disposable respiratory protection will not be accepted.

• All disposable PPE must be placed in labeled containers and disposed of along with the rest of
the waste generated.

6.4. Characteristics of the worker decontamination zone.


Only workers handling the MCA will be decontaminated in this area.
The decontamination zone will be as close as possible to the work area.

Characteristics:

• The decontamination zone will be made up of three zones: “Dirty Zone”, “Dirty Zone”.
Showers” and “Clean Zone”, located in a linear manner.

• These areas will be clearly marked on the outside, so that they are
easily identified by workers.

• The surface for each area must be at least 1 m 2


per worker, and the total surface must
be associated with the number of workers who will use this area (dirty, shower and
clean) simultaneously.

• The dirty area and the shower area will be waterproofed, including its walls, doors, floors and
ceilings.
• Access to the dirty area will be independent of access to the clean area.

• Access to the dirty area will have a security perimeter, to prevent people or communities
outside of this activity from traveling nearby and being exposed to asbestos fibers.

6.4.1. Dirty Area

• In this area, workers will clean their PPE to ensure that no asbestos fibers are released
into the air.

• In this area, a container will be installed where disposable PPE contaminated with
asbestos will be disposed of. This container will be in a good state of cleanliness,
labeled, with a plastic bag inside and a lid.

6.4.2. Shower area

• The cloakroom must be equipped with a shower with hot and cold water (the
number of showers will be calculated according to the provisions of article 23 of
DS 594/99).
• Only workers handling the MCA will be decontaminated in this area.

6.4.3. Clean Zone

• The Zone will have 2 lockers per worker, one of them to store clean clothes (street) and
the other to store PPE that is not disposable and that has been decontaminated before
being stored.

6.5. Procedures for evaluation and control of the work environment.


For scheduled work with friable asbestos, the CCHC Mutual Safety Agency will be requested to evaluate
asbestos fibers in the air. DS No. 594 establishes in its article 66, the weighted permissible limit for all
types of asbestos in workplaces, its value being equal to 0.1 fibers/cc. The results will be communicated
to the area, according to these additional controls will be defined.

6.6. Waste management


The waste generated from MCA (roofing sheets) cannot be sold, reused, or given away. MCA can be
classified, according to its risk, as hazardous or non-hazardous waste.

6.6.1. non-hazardous waste

6.6.2. Hazardous waste

• Residue of friable or non-friable asbestos material that is broken, fragile or in poor


condition (easy to break).

• This material must be encapsulated and all the measures indicated in point 6.2 "Control

environment" must be taken.

6.6.3. Construction characteristics of the storage site


The waste storage sites will be authorized, for this the respective authorization for the storage of non-
hazardous industrial waste or authorization for the storage of hazardous industrial waste must be
requested from the Health Authority, as appropriate.

The following construction characteristics will be met:

6.6.4. Container Features


Disposable PPE, cleaning cloths and other smaller asbestos waste will be deposited in containers, which
must meet the following requirements:

• Built with materials that are resistant to stored waste.

6.7. Transfer of the MCA

6.7.1. Transport to temporary storage site

• The transportation of the MCA from the point of generation to the temporary storage
place will be in appropriate vehicles depending on the quantity to be transported.
• Waste must be encapsulated and labeled.
• The personnel carrying out the transportation must be trained.

6.7.2. Transport to final disposal


Hazardous and non-hazardous waste generated at work will be transported by authorized companies.

You must not remove asbestos-containing waste generated until you have the respective Health
Authorization Resolution for the final disposal of non-hazardous industrial solid waste for generators.

6.7.3. Final disposal of the waste generated


The disposal of hazardous and non-hazardous waste will be in a company authorized to receive this
waste.

6.8. Training and training content for workers


All workers involved in work with MCA must be compulsorily trained and trained before the start of work.

6.9. Medical surveillance program for workers


All exposed workers will be entered into the “ Worker Health Surveillance Program for Asbestos Exposure
” at CCHC Mutual Safety. To prove that the worker is in the program, a certificate or an email will be
requested from the administrative body to which the company is affiliated.

6.10. Signage
To demarcate the work areas, the signage formats indicated below will be used, with which restricted
