MINISTERIAL AGREEMENT
ARTICLE 1st Act. Nº 1411.- JAVIER PONCE CEVALLOS.- MINISTER OF NATIONAL
DEFENSE.
CONSIDERING:
That the Constitution of the Republic of Ecuador in its article 160, second paragraph states: “that the
members of the Armed Forces will be subject to the specific laws that regulate their rights and
obligations, and their system of promotions and promotions based on merits and with gender equality
criteria. Their stability and professionalism will be guaranteed (…). Disciplinary infractions will be
judged by the competent bodies established in the Law."
That the Organic Law of National Defense, in Chapter II, Art. 56 indicates that the Permanent Armed
Forces are made up of military personnel on active duty and are made up of: b) Aspiring Officers; d)
Aspiring Troops and therefore are subject to current military Laws and Regulations.
That the Amending Law of the Armed Forces Personnel Law, in Art 8 states that: military personnel on
active duty are those who appear in the ranks of the Armed Forces and are classified as: b)
Candidates for Officers; and d) Troop Aspirants.
That the Armed Forces, through Training Schools, prepare Aspiring Officers and Troop Personnel,
who are subject to regulations that allow their integral development within the principles, values,
obligations, rights, duties and military discipline.
That it is necessary to standardize and unify the classification of disciplinary offenses and sanctions
in all Training Schools of the Armed Forces.
That the Applicants of the Training Schools receive military incentives that must be regulated as an
effective means to raise the military spirit, recognize effort, courage, sacrifice, and military virtues,
stimulating healthy competition and permanent desire. of improvement.
At the request of Mr. the Chief of the Joint Command of the Armed Forces in document No. 11-SG-a-
558, dated July 19, 2011 and,
In exercise of the powers granted to me by Art. 154, paragraph 1) of the Constitution of the Republic of
Ecuador, in accordance with Art. 10, literal g) of the Organic Law of National Defense;
AGREE:
Issue the “DISCIPLINARY AND REWARD REGULATIONS FOR APPLICANTS IN THE TRAINING
SCHOOLS OF THE ARMED FORCES”
TITLE I
SINGLE CHAPTER
GENERALITIES
Art. 1.- Purpose.- The purpose of this Regulation is to unify and regulate the disciplinary and reward
regime of aspiring officers and troops of the Training Schools of the Armed Forces.
Art. 2.- Scope.- The provisions of this Regulation are mandatory for all authorities, instructor staff, and
other people who are immersed in the training and training process of aspiring officers and troops of
the Armed Forces Training Schools.
Art. 3.- Principles.- Applicants to the Training Schools

following institutional principles:
LOYALTY.- Feeling of noble fidelity and frankness that allows an environment of trust and security in
relationships between members of the Armed Forces and of total dedication to the Institution.
MILITARY HONOR.- Severe conscience or strict compliance with the duty that the profession of arms
imposes. Irreproachable conduct or extreme zeal within the rigid morals and exalted patriotism that
military service demands.
SUBORDINATION.- Compliance with orders framed within the rules, regulations and military laws,
emanating from superiors, as well as full compliance with the duties inherent to the rank or function
entrusted to him.
MILITARY SPIRIT.- Set of virtues and values that characterizes the members of the Armed Forces.
Love, respect, faith and sacrifice for the institution, without expecting rewards; It is any act in which
the vocation to the military profession is felt palpitating.
MILITARY COURAGE.- In the military and in armed conflict even more so, courage means
recklessness in the face of danger. Courage is fueled by the feeling of very noble values such as: the
Homeland, honor, heroism, family and faith.
MILITARY DISCIPLINE.- Behavior of voluntary and conscious obedience that the military must
possess for full compliance with the orders and provisions issued by the authority.
Strict observance of the laws and regulations established for aspiring officers and troops of the
Training Schools of the Armed Forces.
TITLE II
OF RIGHTS AND OBLIGATIONS
FIRST CHAPTER
ENTRY REQUIREMENTS
Art. 4.- Officer candidate.- These are those people who join the Officer Training Schools; as well as
professionals, who, as students of militarization courses, are recruited as specialist officers.
Art. 5.- Troop candidate.- These are those people who join the Troop Training Schools; as well as the
technologists, who, as students of the militarization courses, are recruited as specialist troops.
Art. 6.- Aspiring officers and troops will be subject to the legal and regulatory provisions that govern
their training.
Art. 7.- Aspiring officers and troops must meet the following requirements:
a) Be Ecuadorian by birth;
b) Son or daughter of an Ecuadorian father or mother;
c) Over eighteen years of age; and,
d) Pass the entrance exams;
CHAPTER TWO
OF THE RIGHTS AND DUTIES
SECTION I
RIGHTS
Art. 8.- Aspiring officers and troops will have the following rights:
a) Enjoy the timely and full exercise of the rights provided for in the Constitution and the law;
b) Receive adequate training under the foundations of democracy and human rights and military
training given by qualified instructors; and with respect for the dignity and rights of people
without discrimination
c) Receive scholarships, supplies, food, accommodation, uniforms and other means required
within the training.
SECTION II
HOMEWORK
Art. 9.- The following are the duties of the aspiring officers and troops:
a) Comply with the Constitution and abide by laws, regulations and military rules;
b) Maintain behavior in accordance with the- principles
3 of Human Rights and the military values

that govern the Armed Forces;
c) Adequately represent the State and the Military Institution before society;
d) Respond responsibly with military training parameters;
e) Immediately comply with the legitimate orders issued by the superior;
f) Inform the Superior when you become aware of the commission of a fault;
g) Always act with loyalty and candor, avoiding malice or bad faith;
h) Observe obedience to the military hierarchy and respect in relationships with superiors and
colleagues;
i) Greet all superior at any time and place;
j) Submit regular body requests in writing, unless due to an emergency it is permitted to do so
directly;
k) In an unforeseen event, a domestic calamity or force majeure, that prevents you from
attending the School, you must do so at the nearest Military Unit; and,
l) Maintain conduct in accordance with the principles and values received in the training
process, in order to protect the prestige and institutional image.
CHAPTER THREE
INTERPERSONAL PROCEED
Art. 10.- Aspiring officers and troops in the Training Schools must maintain a relationship with their
superiors and colleagues, in accordance with institutional prestige and due respect for other people,
to which end, they are obliged to:
a) Use the military salute in all training school activities;
b) Maintain respect for the body space of the applicants and other people involved in their
training, dispensing with demonstrations of affection and/or sentimental disaffection;
c) Do not use language with sexual, discriminatory, or racist allusions, or in double meaning to
make sexual connotations;
d) Use verbal treatment between applicants consistent with military custom and tradition,
according to hierarchies;
e) Calling the attention of a superior or older candidate to a subordinate while maintaining
military composure, in a brief and concrete manner, without humiliating or violating the rights
of people;
f) Prohibit two or more applicants from remaining in isolated sectors of the school, military
stations or places that lack light, except for acts of service; and,
g) Immediately report to your hierarchical superior any conduct that is related to sexual
harassment.
CHAPTER FOUR
MATERNITY
Art. 11.- Maternity.- Aspiring officers and troops of arms, techniques and services who become
pregnant during their training must take advantage of a special permit, as provided for in the Armed
Forces Personnel Law, which will be authorized for two years. from his departure.
Once this time has expired, they will be able to re-enter at the beginning of the next course that they
have approved, after completing the medical record, psychological tests, academic and physical
exams, according to the curriculum and tables of the year in force established as well as the other
requirements in the applicable regulations.
If the aspiring officers and troops, technicians and services, request discharge or do not comply with
the medical record, psychological tests, academic and physical examinations, according to the
established curriculum and tables for the year in force, as well as the other constant requirements in
current regulations, article 21 of the Regulations will apply to the Armed Forces Personnel Law.
Art. 12.- Loss of the birth.- In case of loss of the birth, when there has been a proven pregnancy
resulting in special maternity leave, the aspiring officer or troop may re-enter at the beginning of the
next course that has been approved after completing the medical record and psychological tests. ,
academic and physical exams, according to the curriculum and tables of the year in force established
as well as the other requirements in the applicable regulations;

therapeutic or eugenic and meets the requirements of article 447 of the Penal Code for non-punishable
abortions, the case will be brought to the attention of the competent judicial authorities.
The training courses will be approved in their entirety, without being allowed in phases or separately.
CHAPTER FIVE
JUDICIAL MATTERS
Art. 13.- All judicial matters in which the applicants are involved, they will report verbally themselves
or through third parties to the Director of the School in the shortest possible time and will
subsequently do so in writing.
Art. 14.- Any summons or judicial procedure related to the applicants, which implies their removal
from the School, will be reported and authorized by the Director.
Art.- 15.- Applicants who are caught in flagrante delicto or there are facts or indications that suggest
their commission, will be placed under the orders of the ordinary justice system for trial in accordance
with the law of the matter.
Art. 16.- When there is a duly executed order calling for trial against an applicant, he or she will be
separated from active service. In case of dismissal or acquittal, you may re-enter, meeting the
requirements for re-entry.
CHAPTER SIX
OF THE ILLNESS
Art.- 17.- Applicants will undergo scheduled and unscheduled medical examinations by the Training
Schools with the purpose of verifying their state of health, compatible with the demands of military
physical training and maintaining preventive medical control.
Prior to admission, applicants will provide a notarized authorization to perform these exams.
Art. 18.- In the event of an illness or physiological process that incapacitates the applicant for the
physical or mental performance of normal activities, the Military Medical Unit will inform the
authorities of this fact. The sick applicant must report immediately, personally or through a duly
identified third party, to his or her hierarchical superior, for the consequent purposes.
Art. 19.- The determination of the lack of psycho-physical aptitude of the applicants will be the
responsibility of the Military Medical Unit of the School or Training Center, which will issue the report
so that the Medical Board of an Armed Forces Hospital declare psycho-physical incapacity, which will
be resolved by the competent authority.
CHAPTER SEVEN
DEATH
Art. 20.- In the case of the death of an applicant within the School or in acts of service, the Director of
the School, or the Commander of the military unit where the event occurred must:
a) Immediately inform the National Police and the Prosecutor's Office for legal procedures;
b) Immediately inform the upper echelon verbally and in writing;
c) Communicate the fact to the relatives of the deceased; and,
d) Safeguard the objects and documents of the deceased person.
CHAPTER EIGHT
WITHDRAWAL FROM SCHOOL
Art. 21.- Applicants will be discharged from the Training Schools through administrative acts issued
by the competent bodies, in the following cases:
a) Low academic performance;
b) Absence of more than three days for unjustified reasons;
c) Lack of flight fitness (in the case of cadets with pilot training);
d) Lack of aptitude for life on board (applicable to cadets and cabin boys of the Naval Force);
e) Lack of adaptation to military life applicable in the three forces;
f) Lack of psycho-physical fitness (medical leave);
g) Having been sanctioned with dismissal for committing an attempted foul;
h) For having committed two attempted offenses-5 during his stay at the School;

i) Obtain a conduct average of less than 14/20 points in an academic period or exceed the
number of demerits for each period;
j) Voluntary application;
k) Death;
l) Order calling for trial duly executed;
m) Having been rated with misconduct by the Disciplinary Council;
n) Enter Training Schools, with adulterated or forged documentation, duly verified, without
prejudice to any legal actions that may arise; and,
o) Other causes established in this Regulation.
TITLE III
OF THE DISCIPLINARY REGIME
FIRST CHAPTER
OF MILITARY DISCIPLINE
Art. 22.- The Training Schools of the Armed Forces, to fulfill their mission, require from the aspiring
officers and troops, a thorough and conscious discipline, which translates into faithful fulfillment of
duty and complete compliance with orders. and provisions emanating from the hierarchical superior.
Art. 23.- The existing relationships between superiors and hierarchical subordinates are based on
mutual respect. Superiors must treat their subordinates correctly and they are obliged to show
respect and consideration for them. Even outside of acts of service, superiors and subordinates must
maintain respect and permanently maintain military courtesy.
Art. 24.- Applicants are obliged to respect and observe the regular body, a procedure that they must
comply with in any act of military service, to reach in stages and in writing, the authority responsible
for its knowledge and resolution. Applicants cannot make collective applications.
Art. 25.- To encourage the military spirit, within the Training Schools, the officers, non-commissioned
officers, military instructors, brigadiers and final year candidates will have the power to order the
applicants' personnel to carry out physical conditioning activities. up to thirty minutes as long as
these do not threaten the physical, moral or health integrity of the applicants, considering the
parameters established according to the Physical Culture Regulations of the Armed Forces.
CHAPTER TWO
OF DISCIPLINARY RESPONSIBILITY
Art. 26.- The disciplinary responsibility for an offense falls on all those who have participated in the
action or omission of the disciplinary offense, whether as authors, accomplices or accessories.
The accessory or accomplices in the action or omission of the disciplinary offense will be judged in
the same manner as the author, but the sanction will be less than that imposed on the author.
The accomplice of the disciplinary offense will be imposed half of the sanction imposed on the author
of the same and the accessory will be imposed the third part.
Art. 27.- To establish the degree of responsibility for a fault, the hierarchy will be taken into account;
The higher the hierarchy, the greater the degree of responsibility; and, recidivism will be punished
with the maximum sanction established for the offense committed.
Art. 28.- It is the obligation of every candidate to submit the verbal or written report to the respective
superior when he or she has learned of the commission of an offense under which he or she may
become an accessory.
Art. 29.- Ignorance of the precepts of this Regulation does not excuse any of the aspiring officers and
troops, technicians and services from responsibility.
CHAPTER THREE
OF THE FAULTS
Art. 30.- Foul.- It is any action or omission contrary to discipline, honor and military duties, typified in
this Regulation and in a subsidiary manner in the rules that govern the disciplinary aspect of the
Armed Forces.
Art. 31.- Due process must be observed when- 6there are presumptions of the commission of a

disciplinary offense and indications of responsibility.
SECTION I
SANCTIONING POWER
Art. 32.- The sanctioning power will be exercised by the authorities provided for in this Regulation.
Art. 33.- Military superiors and final-year candidates, in compliance with the established procedure,
have the power to sanction minor offenses committed by younger candidates.
Final year Applicants may only apply the following sanctions: censorship, up to thirty minutes of
facility maintenance and up to thirty minutes of physical exercise in accordance with the parameters
established in the Forces Physical Culture Regulations.

Art. 34.-Serious offenses, once they have been reported following the established procedure, will be
sanctioned in each School by the following authorities:

Art. 35.- Attemptuous offenses will be known, processed and resolved by the respective Disciplinary
Council duly formed and structured by the competent military authority.
SECTION II
CLASSIFICATION AND TYPIFICATION OF OFFENSES
Art. 36.- For the purposes of their sanction, as long as they do not constitute a crime, disciplinary
offenses are classified as:
a) Mild,
b) Graves; and,
c) Attempts
All disciplinary sanctions carry with them the corresponding assessment of demerits that affect the
conduct grade.
Art. 37.- Disciplinary offenses are: -7

b) Abuse of powers;
c) Against military duties and obligations;
d) Against punctuality and attendance;
e) Against personal decorum and military composure;
f) Against property;
g) Against health and hygiene;

Art. 116.- For aspiring Specialist Officers, the maximum number of demerits that can be accumulated
during their training is 160 and a coefficient of 0.0375 will be applied.
Art. 117.- For Troop applicants, the final grade in conduct, in each academic period, will be obtained
by subtracting from 20 the result of multiplying the number of demerits accumulated in the period,

Art. 118.- For Specialist Troop applicants, the maximum number of demerits that can accumulate
during their training period at the School is 160 with a coefficient of 0.0375.
Art. 119.- In the first month of admission to the Training School, minor offenses will not be considered
for applicants for the conduct qualification; however, if a serious or attempted offense is incurred, the
procedure established in these Regulations will be followed. .
Art.120.- The applicant who obtains a conduct grade lower than 14/20 during the course of the
academic period will be notified of the separation from the School.
Art. 121.-The candidate who has been sanctioned for having committed an attempted foul will not be
appointed Brigadier: Major, Captain, Sergeant or Boatswain.
Art.122.-The Brigadier who incurs a serious or attempted offense will not be able to continue fulfilling
these functions.
SECTION II
OF THE APPLICATION OF DEMERITS
Art. 123.- For purposes of calculating conduct, concomitantly with the sanctions established for minor,
serious and attempted offenses, they will have the following assignment of demerits:
Art. 124.- For applicants who are on commission abroad or on board training cruises, the assessment
corresponding to fourth year applicants will be applied.
TITLE IV
OF MILITARY STIMULI
CHAPTER I
FOR APPLICANTS TO OFFICERS
Art. 125.- The Officer Candidate Training Schools will grant the following incentives:
a) MEDALS:
The applicants will be awarded the following Medals with their respective assignment of merits as
indicated below:
d. They will be selected to serve on representative commissions of the School inside or outside
the country.
b) ACKNOWLEDGMENTS
Applicants who have stood out in different military, cultural and sporting activities may be awarded
one of the following recognitions, with their respective awards.

SUB-BRIGADIER Older Technical Applicants
Applicants who have been designated Brigadiers will additionally enjoy the following privileges:

c) They will be entitled to a special franchise.
d) They will use the respective badges.
e) They will be selected to serve on representative commissions of the School.

It will be awarded by the Director to those candidates who have excelled in military or civil
competitions, in cultural or sporting aspects and whose performance has contributed to raising the
prestige of the School.
Applicants who obtain this recognition will be awarded ten merits in the Academic Period they are
studying. They will also be entitled to a special franchise.
3. simple commendation
It will be awarded by the Commander of the Cadet Battalion/Commander of Midshipmen/Chief of the
Cadet Corps, to those candidates whose actions demonstrate courage, high esprit de corps,
camaraderie and selflessness in the performance of their duties.
Applicants who obtain this recognition will be awarded six merits in the Academic Period they are
studying. They will also be entitled to a special franchise.

1 .- Medals of Merit for Comprehensive Performance of First, Second and Third Class of the Troop
Aspirant Training Schools.
These medals will be awarded to the candidates who, among their entire class, obtain the first three
seniorities, once they are promoted to the next course and who have not committed any serious
offenses during the course of that year.
Applicants who obtain one of these Medals will be awarded twenty-five, twenty or fifteen merits
respectively, for the following academic period.
2 .- Medal of Merit for Relevant Actions in acts of service or outside of it.
This medal will be awarded to national or foreign applicants who are in the Troop Training Schools of
the Armed Forces, who distinguish themselves extraordinarily in acts of service or outside of it, whose
action or performance has contributed to raising the prestige of the institution.
Applicants who obtain this Medal will be awarded fifteen to twenty-five merits during the Academic
Period.
3 .- Medals for Military Merit of the First, Second and Third Class of the Training Schools for Troop
Aspirants.
These medals will be awarded to first-year candidates upon being promoted to the next course, who,
among all the candidates in their class, have obtained the highest average in Military Spirit and have
not committed any serious offenses during the course. of that year.
The Applicants who obtain these Medals will be awarded twenty merits in the following academic
period.
4 .- Medals for Sports Merit of the First, Second and Third Class of the Training Schools for Troop
Aspirants.
They will be given to first-year applicants, upon being promoted to the next year, who among all the
applicants in their class have excelled in sports in national or international competitions, in any
discipline.
The applicant must be above the average of the physical and academic culture qualification of the
promotion.
Applicants who obtain this Medal will be awarded fifteen merits for the following academic period.
Applicants who have obtained the different medals will additionally enjoy the following privileges:
a) They will appear on the School's Honor Roll.
b) They will be entitled to two special franchises.
c) They will wear the medal as a special badge during their stay at the School.
d) They will be selected to serve on representative commissions of the School inside or outside
the country.
b) ACKNOWLEDGMENTS.
Applicants who have excelled in different military, cultural and sporting activities may be awarded one
of the following recognitions, with their respective assignment of merits as indicated below:

activities, in order to encourage them and contribute to their permanent motivation, as long as they
have an average higher than 17/20 in conduct.
Applicants who obtain this recognition will be awarded six merits and appear on the honor roll in the
first month of the following academic period. In addition, they will be eligible for a special franchise on
Fridays during that month.
An applicant who commits a serious or attempted offense loses the right to continue appearing on the
Merit List during that period.
6. Pennant.
The applicant designated as the pennant will be the one who has stood out in military spirit for one
month, in accordance with the internal regulations of the Troop Training Schools.
Applicants who obtain this recognition will be awarded three merits in the academic period they are
studying. You will also be entitled to a special franchise.
7. Sports records table.
The candidates who have obtained the best results in sports activities for a month will appear in the
sports records table, in accordance with the internal regulations of the
Troop Training Schools.
Applicants who obtain this recognition will be awarded two merits in the academic period they are
studying. In addition, you will be entitled to a special franchise.
Art. 130.- Special Franchises.- This reward will also be granted to applicants who have excelled in their
performance in activities of an academic, military, sports, or cultural nature in accordance with the
standards of the Troop Training School.
Art. 131.- It will be granted according to the internal regulations of each School.
Those who are on call, on a week with medical leave or serving disciplinary sanctions for serious or
attempted offenses will not be able to use this privilege.
Art. 132- Personal Congratulations.- It is the recognition given to the applicant who, in carrying out
internal activities of the School, demonstrates courage, selflessness, military spirit and de corps.
This recognition may be granted by the Officers and Instructors of the Troop Training Schools.
Art. 133.- Vacations and Franchises.- Vacations and franchises obey the General Teaching Plan of
each School.
CHAPTER THREE
MERIT COUNCIL
Art. 134.- The Council of Merits will be the competent body to analyze the requirements and award the
different medals; as well as designate the Corps of School Brigadiers.
Art. 135.- This Council will be formed according to the following detail: LAND FORCE

Art. 136.- The President of the Merits Council will appoint the Secretary of said body. In the case of
Officer Training Schools it will be an Officer and in Troop Training Schools it will be a Non-
Commissioned Officer or Troop Instructor.
Art. 137.- The Merit Council will meet up to 8 business days after the end of the respective year, in
order to determine which Applicants are eligible for the different medals and the aspects contemplated
in this Regulation as merits, which will be counted. for the next academic period.
Art. 138.- The Merit Council will meet in an extraordinary manner up to 8 business days after the
competent authority becomes aware of the reports of relevant actions of the Applicants, to qualify the
possible candidates for the Medal of Merit for Relevant Actions in acts of service or outside of the.
Art. 139.- The Merit Council will meet up to 8 business days after the end of the academic period to
designate the Corps of Brigadiers from among the oldest final year Applicants. The Brigadier Major or
his equivalent will be appointed in accordance with the provisions of these Regulations and the
internal requirements of each School.
Art. 140.- The Merits Council will meet with the attendance of all its members. In the event of the
absence of the starters, their named substitutes will attend.
Art. 141.- The Merit Council will be the only one that, according to the merits and requirements
accredited by the candidate, will determine the category and type of medal that will be awarded to the
Applicant. Said Council will direct the different Departments and Sections to present the information
required for this purpose.
CHAPTER FOUR
OF THE PROCEDURE OF THE MERIT COUNCIL
Art. 142.- Once the list of possible candidates and the supporting documentation have been delivered
by the respective Departments within the established deadlines, the Director will convene the Council,
indicating the date, place and time.
Art. 143.- The Council will know and analyze all the documentation and reports related to the

candidates to obtain the medals, which will be assigned according to the merits achieved.
Art. 144.- If sufficient evidence is found to justify the award, the Council will decide on the award of the
respective medal.
Art. 145.- Everything that took place will be recorded in the Minutes and the candidates will be notified
in writing of the Council's resolution.
GENERAL LAYOUT
FIRST.- The Applicant who commits an attempted offense while close to the graduation date will not be
able to graduate until the administrative disciplinary procedure is concluded by the respective
Disciplinary Council, and the subsequent compliance with the corresponding sanction if it exists.
If the resolution of the Disciplinary Council contemplates separation from the School as a sanction
and the Ministerial Agreement for promotion has been issued, the revocation of said administrative act
will be requested.
SECOND.- The provisions of this Regulation apply to the applicants of the Training Schools of the
Armed Forces, however, in matters not provided for in this Regulation, the Substitute Regulation to the
Discipline Regulation will be observed and applied as a supplementary rule. Military that governs the

TRANSITIONAL PROVISION
This Regulation will come into force from the following academic period after it is published in the
General Ministerial Order.
FINAL DISPOSITION
This Regulation repeals all the Military Discipline Regulations of the Training Schools of the Armed
Forces and any rule that opposes it.
GLOSSARY OF TERMS
HARASSMENT

c) Visual Harassment: Characterized by sexual notes, exhibition of drawings, magazines,
calendars or diagrams of a sexual nature, posters of men or women, symbols, patches or
stickers with sexual allusions, marks on clothing, images or visual patterns, including clothing
or language body that have sexual content, all of which is intimidating and offensive to the
dignity and good customs of people.
ACTS OF SERVICE
Any prior, simultaneous or subsequent act carried out by the personnel of the Armed Forces, in
compliance with an order, their functions and other duties imposed by Military Laws and Regulations.
Love, respect and sacrifice for the Institution and the Country without expecting rewards; It is any act

Feeling of cohesion that unites all soldiers among themselves, not only those of the same hierarchy,
but also the superior with the subordinate and vice versa. Among those of equal rank, camaraderie

CENSORSHIP
It is a disciplinary sanction that is imposed in writing on the applicant, for the commission of an
offense classified as minor.
COURSE COMMANDER
She is the oldest Aspirant of each parallel.
SEVICE COMMISSION
Being outside the usual destination, due to the performance of tasks specially entrusted to points
other than the Schools, to comply with a specific order.
DISCIPLINE COUNCIL
It is a Collegiate Body competent to know, process and resolve attempted offenses committed by the
Applicants. Its organization and operation are prescribed in this Regulation.
DUTY
It is the sense of obligation that motivates the individual to perform in the best way, according to his or
her responsibility, what is expected of him or her, in any assigned position or given situation.
CRIME
Typical act, illegal and punishable by a penalty.
PHYSICAL EXERCISES
To maintain discipline within the Training School, the hierarchical superior of any grade will have the
power to order the Applicants to carry out 30-minute physical conditioning activities, as long as these
do not threaten physical, moral or health integrity. of the Aspirants.
SIMPLE COMMENT
Written commendation delivered by the Commander of the Cadet Battalion or his equivalent to the
Aspirant who has distinguished himself by a special action, by a particular diligence or intelligence
used in the performance of his duties or in the execution of an order.
SOLEMN COMMENT
Written praise delivered by the School Director at the civic moment on Mondays to the Applicant who
has stood out for special actions, with exemplary dedication for the benefit of the School, the
Institution, its members or society.
ACCESSORY AFTER THE FACT
He who, knowing of the commission of a fault and without having participated in it, as author or
accomplice, subsequently intervenes trying to hide the fault committed or its author. In the same
situation is someone who, knowing that an offense has been committed, does not notify the respective
authority or superior.
Whoever, after the infraction conceals the author or authors, the accomplice or accomplices of the
same, contributes to conceal it or voluntarily benefits from it.
SCHOOL
Understood as the Training Institutes for Candidate Officers and Troops of the Armed Forces.
ESPRIT DE CORPS
Incentive for common improvement and a bond of solidarity that makes the feelings of others feel like
their own, generating a flow of support and support among members of the Armed Forces. It is the
loyalty of individuals towards their Institution and the pride of representing it, it implies acting with

devotion and a sense of belonging, acceptance of the responsibility shared by all the individuals that
make it up and jealous and selfless care of institutional honor and prestige.
The esprit de corps is a spiritual state that is above and beyond the sum of the personalities of the
individuals that make up the group, but above all it is not hiding, dissimulating or covering up the
errors, faults or crimes committed by the members of the group. the Institution, under the argument of
preserving the prestige of the Institution.
STATE OF DRUNKENNESS
It is the effect that alcohol exerts on the central nervous system depending on the sensitivity of each
person, producing a temporary loss or manifest decrease in normal physical and mental faculties. The
maximum permitted alcohol levels are considered to be: 0.3 gr/lt of alcohol per liter of blood or 0.3
mg/lt of alcohol in expired air, levels that are consistent with what the World Health Organization
indicates, which is why it is considered that someone who is above these levels is in a state of
intoxication.
STATE OF GRAVITY
It is the period that covers from the moment of conception until birth.
DISCIPLINARY FAULT
Any failure to comply with military duties that the regulations sanction disciplinaryly.
ATTENTATORY FOUL
In general, attempted offenses will be considered those actions or omissions that, without constituting
a crime, demonstrate a lack of capacity to comply with regulatory provisions; cause serious breach of
discipline, efficiency or safety; constitute immoral conduct or seriously affect the prestige of the
School and must be sanctioned with severity and energy to prevent immediate or later consequences.
SERIOUS MISCONDUCT
In general, serious offenses will be considered those actions or omissions that seriously affect the
discipline, efficiency, esprit de corps or prestige of the School and that must be severely sanctioned to
prevent their repetition, bad influence or spread.
SMALL FAULT
In general, minor offenses will be considered those actions or omissions that do not seriously harm
the discipline, efficiency, esprit de corps or prestige of the School and that can normally be corrected
without severe sanctions.
MILITARY TRAINING
It is the conversion of the citizen into a soldier and eventual combatant; Military training cannot
dispense with the moral forces that military bodies represent due to their traditions, the collective
notion of an accepted discipline and the cult of the flag.
FRANCHISE
Situation that determines that the soldier is not on duty, on commission or carrying out military
activities.
FRAUD
In a general sense it is deception, abuse of trust, act contrary to truth or rectitude, trick, trap.
ACADEMIC FRAUD
Deception, abuse of trust, act contrary to truth or rectitude, trick, cheating in the execution of tests,
exams or academic work.
DEGREE OF PARTICIPATION
Measure to which he participates directly, indirectly or by omission in the commission of a fault.
JURISDICTION
Power or authority to govern and execute laws or to apply them in court within a certain military
division.

JUSTICE
Attribute of every soldier that allows him to act with equity, impartiality, rectitude and firmness in the
exercise of his authority. Quality of being impartial and firm in the exercise of command. It involves
appropriately administering a reward or sanction according to the merits or demerits of the case.
BOOK OF LIFE
File in which all the information related from admission to the aspects and activities concerning the
Applicant's training is recorded, whether of a positive or negative nature, merits and demerits incurred
by the Applicant during his training and permanence at the School.
BAD BEHAVIOR
Behavior of an applicant that causes damage to the organization, operation, resources and image of
the Institution; producing alarm or a bad example within the military organization, in the community
and public opinion.
MERIT
It is the action determinable of a positive evaluation, prize or reward. Quality of good works that make
their author worthy of appreciation, prestige, awards or institutional recognition.
MORAL
Set of values that must be cultivated to practice good and avoid evil; virtue that must be part of the
soldier, as a determining factor of all activity inside and outside of his specific functions, guiding him
towards honesty, loyalty, rectitude, delicacy, scruples, justice and strict zeal in the fulfillment of his
duty.
NEGLIGENCE
Lack of care, zeal, diligence or diligence in the execution of an order or in the performance of a
function.
MANIFEST NEGLIGENCE
Habituality or recurrence of negligence.
OBEDIENCE
Strict compliance with the orders and provisions issued by superiors within the framework of military
rules, regulations and laws, as well as those that arise from the canons that regulate military life.
MILITARY ORDER
Military provisions issued by the competent authority related to the service, which may be verbal or
written; They must be legal, clear, concrete, precise; and, they will be fulfilled without discussion or
reply within the established deadlines. When these seem confusing, it is up to the subordinate to
request clarification, before which the superior must necessarily clarify what was requested.
Provisions that imply a high degree of risk must be provided through a document that leaves no room
for doubt about the scope and content of what is ordered.
The responsibilities that may result from compliance with the orders and provisions correspond to the
superior who dictates them. The delegation of authority does not relieve the superior of his own
responsibility; Compliance with orders does not exempt the person who gives them or the one who
carries them out from guilt.
REGULAR BODY
Military procedure that a member of the Armed Forces must follow in relation to any act of military
service, to reach in stages and in writing, the Authority responsible for its knowledge or resolution.
The members of the Armed Forces cannot make collective requests, nor in tumult or without
observing the regular body, in the same way the superiors should not interfere in the processing of
requests formulated by regulation, unless it is within their knowledge to dictate the resolution that
establishes end of the process. The Regular Body does not mean that staff can speak with the highest
authority on matters that are not their responsibility.
CONDUCT PART

MILITARY PART OR REPORT
Written communication or verbal information, generally brief, that the subordinate sends to the
superior in a clear, precise and timely manner, to give notice or news of a fact, event or news.
SQUARE
Plaza, for the purposes of this Regulation, is understood to be the territorial district within the limits of
the province, where the personnel of the Armed Forces are garrisoned or provide their services.
MILITARY REWARD
Recognition of the merits of military personnel for personal or professional reasons, whether in times
of peace or war, for their courage and success.
DISCIPLINARY REGIME
System of norms and practices that regulate military discipline.
LIST OF PUNISHED
It is the sheet where the applicants who complete physical exercises are recorded and does not carry
the application of demerits.
Interpersonal RELATIONSHIPS not allowed
Gestures, letters, messages, gifts, that violate personal respect between applicants or with members
of the Institution within the military divisions, while the training process as an applicant lasts.
I RESPECT
Consideration, compliance given to those who, due to authority, personal ties, exemplary conduct, age
or other qualities, deserve deference in expression, the provision of small services, the benevolent
practice of certain actions, the acceptance of their criteria or, at least , of their advice on some issues
for those who owe them obedience, affection, admiration, help or provide all of this spontaneously, by
imitation, habit, sentimental outburst or reflection. In the military, respect integrates bearing and
courtesy when obeying.
COUNTRY RESPECT
It is the feeling of deep veneration that every soldier must maintain for the symbols of the Homeland
and the strict observance of the Constitution and the Laws of the Republic.
RESPONSIBILITY
Full and correct fulfillment of the duties inherent to the grade and function. Efficiently and optimally
manage the human and material resources entrusted to your charge. Carry out their tasks with a high
mystique of service and dedication to the highest interests of the Institution.
DISCIPLINARY ROUTINE
It is a disciplinary sanction tool used to raise awareness of Applicants who commit serious or
attempted offenses, which mainly consists of assigning physical exercises and maintenance or
cleaning work in certain areas of the School during the designated internal regime schedules. for rest,
in which they must demonstrate courage, military spirit and their desire to continue in the School,
without there being actions of a degrading or discriminatory nature towards the applicant.
SANCTION
They are the means and resources available to the superior to maintain and restore order, discipline
and in general the conduct and behavior of the subordinate in accordance with the military
institutional structure.
TOUCH
Knowledge, keen appreciation and good judgment that indicate to the soldier how he should proceed
in certain circumstances in order to obtain a lawful or superior objective with courtesy, consideration

NOT SUITABLE FOR SERVICE
Lack of attitude and aptitude for service, demonstrated in the different areas of their training, which
allows it to be foreseen that the Applicant will not achieve the skills and profile necessary for their
future professional performance in the Armed Forces.
