1. INTRODUCTION

Infrastructure works generate significant impacts on the environment and the population that must
be regulated through the Integrated Management System, which is based on compliance with
legislation on environmental matters and occupational health and safety (Siso-Environmental). On
the one hand, the quality of life, physical and mental health of the worker, the development of their
capabilities and performance, personal and social development, are promoted through the
occupational health and safety plan implemented during all the construction stages of the
construction project. . On the other hand, the control, prevention, mitigation and/or compensation
practices of the multiple environmental impacts generated by the activities of the construction
process are the subject of the Environmental Management Plan (EMP), which is generated and
executed by the construction contractor.
The PMA, based on current environmental legislation, allows establishing clear methodologies and
strategies that aim at the development of the project in a harmonious relationship with nature,
minimizing pollution, compensating for the negative impacts that are generated and, in the best of
cases, contributing to the improvement of environmental conditions in the intervention area.
All people linked directly (contractors, subcontractors, among others) or indirectly (sector
community) to a construction project, present some type of risk related to injuries, incidents,
accidents and illnesses, coupled with the harmful effects of The environmental pollution generated
as a consequence of the construction activities represents a high level of influence of a construction
project on the community. Therefore, it is necessary to adopt measures that protect the integrity of
the population, comply with legal provisions that promote good practices on site, raise awareness
among staff about self-care and the responsible use of natural resources.
It is important to monitor each of the construction stages, developing control tools that guarantee
compliance with the obligations within the Environmental Management Plan. The Siso -
Environmental Audit Office is an external action in charge of verifying, monitoring and controlling that
the programmed actions are executed, that the planned budget is invested and the assigned
resources are used appropriately. The engineer CLARYCELLY MOSQUERA PALACIOS is the
intervening figure of the work contract 076 OF 2019 “RENOVATION OF THE CENTRAL SQUARE
OF THE MUNICIPALITY OF EL CARMEN DE ATRATO” developed in the municipality of El Carmen
de Atrato, Chocó and is directly in charge of carrying out the control each of the construction stages
so that actions for and/or against the environment can be evidenced and from this, carry out
feedback processes that generate positive changes and finally, contribute to the conservation of
natural resources.
This document lists the activities that have been carried out as part of the Environmental
Management System during the month of June. The report aims to present the joint work of the
contractor and the auditor in favor of the management and conservation of the environment within
and in the area of influence of the work “RENOVATION OF THE CENTRAL SQUARE OF THE
MUNICIPALITY OF EL CARMEN DE ATRATO”.
2. GENERAL OBJECTIVE

health and environmental protection actions of the project “RENOVATION OF THE CENTRAL
SQUARE OF THE MUNICIPALITY OF EL CARMEN DE ATRATO”.

2.1. SPECIFIC OBJECTIVES

• Carry out a continuous evaluation throughout the project and periodically report on the
progress and results of the application of the Environmental Management Plan.

• Follow up with the contractor on the timely payment of social benefits of the personnel
employed in the execution of the work, within the periods and deadlines stipulated by law.

• Monitor compliance by the contractor company Absolute Design of the Occupational Health
program and reduce the incidence of work accidents and occupational diseases presented
in the execution of the project “RENOVATION OF THE CENTRAL SQUARE OF THE
MUNICIPALITY OF EL CARMEN DE ATRATO” .

• Improve working conditions for the workers of the project “RENOVATION OF THE
CENTRAL SQUARE OF THE MUNICIPALITY OF EL CARMEN DE ATRATO”.

• Review and approve solid waste disposal plans and in general, supervise and enforce
environmental regulations.

4. CONTROL AND MONITORING OF INDUSTRIAL SAFETY AND ENVIRONMENTAL


MANAGEMENT ACTIVITIES

4.1. ACCIDENT REPORT TO ARL


During this period, a work accident considered not serious occurred, which occurred due to risks
that normally occur on site. The contractor attended to its injured workers during the work day,
giving them the required attention; The official was accompanied by the SISO Environmental
resident and the required medical attention was provided. Detailed information can be found in
Annex 1 of this report.

The official who was the victim of the work accident was incapacitated for 30 days starting on
October 21, and was paid in accordance with the law.

4.2. TRAINING
Keeping the staff of the “RENOVATION OF THE CENTRAL SQUARE OF THE MUNICIPALITY OF
EL CARMEN DE ATRATO” Project motivated has been the strategy of the company
CONSTRUOBRAS FDC SAS so that they become more empowered in their work and contribute to
the fulfillment of the company's goals. productively, through the provision of their knowledge, talent,
skills and enthusiasm. Activities related to training, occupational health, strengthening of internal
communication, and development of values, among others; have allowed the work environment to
be pleasant, although assertive communication exercises must still be carried out that allow this
environment to also improve in the dimension of relationships with its leaders.

Training is an essential strategy to achieve the objectives proposed in the Occupational Health
Program. It is about ensuring that all company workers, at all levels, acquire the knowledge,
attitudes and practices necessary to generate healthy, safe and comfortable work environments.

On the other hand, in this way, article 62 of decree 1295/94 is complied with, which obliges
employers to inform their workers what risks they may be exposed to during the execution of their
work, which aims to formally provide for workers. workers the necessary knowledge to perform their
work efficiently, complying with Occupational Health, quality and satisfaction standards.

During this period, the contractor developed work reflection activities in which the following topic was
developed.

WORK HEALTH

Strategic psychology activity was carried out based on work motivation; Stories were
shared with the team and each one was analyzed, resulting in a learning reflection.

Talk N°1: THE GREAT MATCH

Once upon a time there was a group of children who had met to play a soccer game in style. They
had decided that each one would bring an important item that was present in all official matches,
and so, one brought the ball, another the whistle, another a goal, another the goalkeeper's gloves,
the corner flags, etc... But before starting the match , when choosing the teams there was a small
discussion, and they decided that they could choose the one that had carried the most important
element.

Since they couldn't agree on that either, they thought that the best thing would be to start playing
completely, with all the elements, and eliminate what each one had brought to see if they could
continue playing and discover what was truly essential . So they started playing, and first they
eliminated the whistle, but whoever was the referee was able to continue refereeing loudly. Then
they left the goalkeepers without gloves , but they stopped just as well without them; And it was
hardly noticeable when they removed the flags that defined the limits of the field, nor when they
changed the goals for two trash cans...; And so they continued, until finally they also exchanged
the ball for a can , and they were able to continue playing... While they were playing, a man passed
by with his son, and seeing them playing that way , he said to the boy: - "Look, son: learn from
them, without having anything they are capable of continuing playing soccer , even if
they are never going to can learn neither improve

And the boys, who heard it, realized that due to their excess of pride and selfishness, what was
presented as an incredible game, had ended up being a painful game , with which they were
barely having fun. So, at that moment, they decided to put aside their selfish opinions, and
immediately agreed to start the game again from the beginning , this time with all its elements.

And truly, it was an amazing game, because no one measured who played better or worse , but
instead everyone only thought about having fun and helping each other.

4.2. AIR RESOURCE MANAGEMENT (Resolution 541 of 1994 load, unload, transport.
Storage and disposal of debris. Decree 2107 of 1995. Control of Atmospheric Emissions).
Using appropriate strategies for the storage and transportation of materials, it is possible to optimize
their use, considerably reduce the negative effects on the environment by minimizing the volume of
waste and avoiding the emission of particles into the air. The contractor is using the stone material
to the maximum, avoiding having material stored on site in order to avoid the dragging and
suspension of particles in the air. Adequate practices regarding cement management are evident
when pouring activities are carried out, which has made it possible to minimize residual concrete
emissions into the atmosphere.

According to the machinery and equipment that are being implemented in construction activities, it
can be said that noise emissions have remained below the permissible limits (80 decibels according
to Resolution 8321 of 1983) without causing harm to the community and/or or occupational health
problems (as long as the personnel wear their protective equipment), it is necessary to clarify that
the work is carried out during the day so it is not necessary to process a night noise permit (Decree
948 of 1995).

4.3. MANAGEMENT OF MACHINERY AND EQUIPMENT.


At the site they are working with 1 backhoe (bow tie type), 2 radial cutters, 1 mixer, 1 compaction
frog, 1 concrete vibrator, 1 vibro compactor and 1 compaction roller and a concrete mixing top. The
audit has carried out periodic evaluation of the registration of machinery and equipment, the
documentation of both the machinery and the operators has been verified. Training support was
requested for the operators of the different teams in the proper handling of the machinery and/or
equipment under their charge.

4.4. MANAGEMENT OF THE FOREST COMPONENT.


The environmental authority authorized the use of isolated trees through Resolution No. 0492 of
April 9, 2019.

Within the resolution are the following recommendations by CODECHOCO to the user:

- The municipal mayor's office, at the time of the cut, must assume and take into account all
measures to minimize the risk of accidents due to falling trees or branches.
- It is necessary to carry out compensation as a mitigation action, for the development of the
work, for this it is important to locate the places in the environment where the work is carried
out or in the urban perimeter of the municipal seat of the municipality of Carmen de Atrato.
For this there must be an agreement between the applicant and CODECHOCÓ of what,
how and where to plant.
- Taking into account that the species to be used are related in number of (9) trees, according
to the manual for loss of biodiversity a 1:6 ratio is applied, that is, for each tree felled it is
necessary to compensate 6, as is the In the case of species not reported in the Red Book of
Endangered Species, for all of the above, it is recommended that the number of individuals
to be compensated will be 54 individuals.
- Select species to compensate that have, above all, ecosystem functions, and that their
physiology does not affect the area where the individuals are established through the action
of their roots or allelopathy.
- This compensation is recommended to be initiated no later than 15 days after the
administrative act is issued.

Regarding the recommendations present in the administrative act that authorizes the permit to use
isolated trees, the contractor's residence informed the auditor that all protection and prevention
measures were taken during the felling of the authorized forest species, the mayor's office in support
of CODECHOCÓ and UMATA have already carried out the forest compensation activity but do not
have details of the exact location, quantity and type of species used for compensation, which is why
a field visit was scheduled for the month of September accompanied by UMATA personnel. and
personnel assigned to the Regional Autonomous Corporation for the Sustainable Development of
Chocó – CODECHOCO for identification of species and execution of a forest inventory to record it in
the report of said month.

In the project "RENOVATION OF THE CENTRAL SQUARE OF THE MUNICIPALITY OF EL


CARMEN DE ATRATO" its designs contemplate two of the largest and most leafy specimens, these
were preserved which must be protected and cared for so that during the execution of activities in
works they do not get depressed and fall.

In the tour carried out by the audit, good management and conservation practices of the two (2)
conserved forest species were observed, the enclosure of the conserved species was repaired and
installed appropriately.

4.8. ISOLATION OF THE WORK AND SIGNAGE


Since the beginning of the project, the elements used to demarcate the different components were
inspected and were found to be mostly clean and well placed. The enclosure deteriorated and was
repaired whenever the need was observed, the insulation is without obstacles and at the same level

4.9. PERSONAL PROTECTION ITEMS
Personal protection elements must be used as part of the industrial safety and management
program of the company CONSTRUOBRAS FDC SAS, which covers the complete evaluation of
hazards and the correct use of equipment, its training and the education of employees who must use
them. use, the maintenance operations thereof and the commitment of the directives in search of a
good result, the protection elements are essential for the control of occupational risks and can be

Personal protective equipment (PPE) is safety equipment, for individual use, whose purpose is to
protect the worker from the dangers inherent to or derived from the work being carried out. Its
function is not to eliminate the danger, but to minimize exposure to it in conjunction with the
application of controls.

It was observed that the working team on site is equipped with their PPE and uses it appropriately.

The contractor during this period (month of October) reinforced the provision of PPE to operational
personnel, prioritizing the provision of Gloves and Masks with filters.

4.10. VERIFICATION OF SOCIAL SECURITY PAYMENT AND AFFILIATIONS


The supervision and monitoring of the contract verified the respective certification of social security
payment, the contractor's pension and professional risks of the people who work. The intervention
site was closed with a green tarp to prevent individuals or passers-by from entering the work area
without prior authorization at a certain time.

During the period covered by this report, social security payment checks were carried out, through
the payment form. Likewise, the personnel who entered the work front that manages the project
were verified, checking that these people have the documentation up to date and in order. The SISO
ENVIRONMENTAL Audit Office has ensured compliance with occupational health and safety
standards

The contractor is required to comply with current regulations in this regard, which is why they
currently send the required documentation and it remains in the office file. This documentation is
reviewed by the SISO ENVIRONMENTAL Comptroller to guarantee strict compliance with this

4.11. INDUCTIONS TO NEW STAFF


Induction is a fundamental tool to include the worker in the company, bringing him closer to the

CONCLUSIONS

During the period of time evaluated in this report, practices implemented in the project
“RENOVATION OF THE CENTRAL SQUARE OF THE MUNICIPALITY OF EL CARMEN DE
ATRATO” have been demonstrated that promote the improvement of the environmental, health and
occupational safety management system. This improvement is based on staff awareness
procedures through training on self-care and environmental protection, training and practice of active
breaks, cleaning days of roads and work fronts at the beginning and end of the work day, campaigns
recycling and improving the care of signaling elements. There are still aspects to improve in a
project that, although its typology is of moderate impact according to the Socio-Environmental
Management Guide for the construction of infrastructure works, each of the activities contemplated
in the construction process must be aimed at preventing, mitigating , control or compensate for
negative impacts identified in the EMP.

Whatever their occupation, workers can face multiple risks in their workplaces. Risks can take very
different forms, such as chemical, physical, biological, psychological, mechanical risks and lack of
application of the principles of ergonomics, etc.

Because of the multitude of risks in most businesses and the general lack of attention many
employers take to health and safety, work-related accidents and illnesses remain serious problems
throughout the world. world and, consequently, it is necessary to implement signage and
demarcation to warn of the risks

RECOMMENDATIONS

In the interest of continuous improvement of the Siso Environmental area, the audit office made the
following recommendations to the contractor:

• Strengthen signage on the approach routes to the work and on the work front.

• Keep the equipment maintenance record up to date; additionally, verify that the procedure is
carried out in duly authorized centers.

• Carry out the separation of waste from the source, identify the people or entities that are
