INTRODUCTION

The disintegration of USSR (Union of Soviet Socialist Republics) in


1991, into 15 independent states altered the World Order. The
diplomatic relationship between USA and USSR transmuted with the
end of cold war. USA began with remodelling of its Foreign Policy. It
embarked on establishing validated foreign political relations with
each independent state; Ukraine was one of them.

Ukraine went through dynamic changes in Geopolitical sphere since


its independence. Bilateralism came into existence between USA –
Ukraine in the post-communist era. Role of USA was very crucial in
the success of Ukraine, in the realm of being a democratic state and
demonstration of a well flourished economy. US Policy approaches to
promote economic conditions of Ukraine and fight against
corruption.

The United States of America and Ukraine asserted the


considerations for US- Ukraine Cooperation signed on 31st March,
2008 and the President Bush and Yushchenko on 4th April, 2005
obliged to US- Ukraine Charter on strategic partnership which
included the following sections:

• Principles of Cooperation
• Defense and security cooperation
• Economic, trade and energy cooperation
• Strengthening democracy
• Increasing people to people and cultural exchanges

Along with it, it focused on the commitment of US to support


allegiance between NATO (North Atlantic Treaty Organization)
and Ukraine.
NATO – UKRAINE RELATIONS

Ukraine appealed to accord with a NATO membership action


plan (MAP) in 2008. Correspondence between NATO and
Ukraine is shaped by the Charter on Distinctive Partnership
signed on 9th July, 1997 and the Declaration to Complement
the Charter signed on 21st August, 2009. Commencement of
their relations took place in 1991 when Ukraine joined the
North Atlantic Cooperation Council and became the first post –
soviet state to join NATO’ s “Partnership for Peace” Program on
Feb 8, 1994.

➢ ASPECT

Idea was kept in abeyance after 2010; presidential elections


as Viktor Yanukovych (president), preferred to be closer to
Russia. Later, Yatsenyuk government had no plans to join
NATO but after Russian annexation of Crimea, second
Yatsenyuk government prioritized joining NATO. For shaping
Ukraine’s end of NATO and EU membership, the constitution
of Ukraine was amended by the voting of Ukrainian
parliament in feb,2019.
In June 2021, at Brussels Summit, Ukraine was recognised as
the member with MAP as intrinsic part and to ascertain its
future and foreign policy without outside intrusion.

➢ POLITICAL DISCOURSE

The setting up of NATO – Ukraine Commission (NUC) in 1997


intensified the political discourse between both. The mutual
relations are maintained at all levels between both, inter-
parliamentary dimension is prime, it consists of three
elements:

• Collaboration between parliament of Ukraine and


parliamentary assembly of NATO
• Law- giving support for Ukraine -NATO relations
• Parliamentary control over implementation of
legislative decision on Ukraine’s amalgamation into
the Euro-Atlantic security sphere.

➢ PRAGMATIC PARTNERSHIP

The Commission for Coordination of Euro- Atlantic


integration of Ukraine was setup in July 2016.

Four NATO -Ukraine Joint Working Groups were


assembled for leading pragmatic partnership:
• On military reforms → to promote the maintenance of
military- political sphere, to combat corruption
• On joint action in science and environment (2000) → for
cooperation in field of science
• On defence and technical teamwork (Dec 2015) →
focuses on the development in realm of armaments and
military equipment
• On civil emergency planning → alliance in the realm of
civil protection

➢ UKRAINE’S INVOLVEMENT AND NATO


EXPEDITIONS

Ukraine is in association with numerous vocations:

• NATO mission in Afghanistan


• NATO response force
• NATO led Kosovo force
• Partner in NATO’s Sea Guardian Operation (22 July
2020)
• Participated in NATO’s training mission in Iraq (since
2006), Ukrainian officers also served as military
advisors. Granted with the status of potential
operational partner.
In recent times, on 12th June 2020, Ukraine got status of
Enhanced Opportunities Partner Status. Later, on 18th
march, 2021 it joined NATO Energy Security Centre of
Excellence.

The eastward expansion of NATO or Ukraine membership


of NATO could be a national threat for Russia which
apparently led to the Russia- Ukraine crisis of 2022. The
Russian aggression resulted in the transition of
International Politics.
