VEHICLE DETOUR PLAN

1. INTRODUCTION

In order to facilitate the execution of the works with the minimum of inconvenience for users, we
have prepared the detour plan to be used during the construction stage, the respective plans
have also been prepared that include detailed indications of the alternative routes. and
recommendations for improving the circulation of neighboring streets to be used to increase the
fluidity of circulation.

2.- OBJECTIVE

The purpose of the detour plan is to provide another contribution to the community, with the aim
of improving vehicular traffic conditions in the area of influence of the study.

Among the objectives of this diversion plan it is worth mentioning:

The fluidity of public and private vehicular traffic so that there is no vehicular congestion in the
work area and thus avoid the inconvenience that may be caused to drivers and pedestrians who
circulate in this area.

The detour plan is to maintain the circulation of vehicles in an uninterrupted and fluid manner, in
such a way that the least possible interference occurs during the construction of the work in its
different stages.

The detour plan will establish vehicle traffic on an alternate route parallel to the avenue.

The construction work of the PJ pavement Ricardo Palma, will consist of the elimination of the
asphalt layer on Av. Fellowship and elimination of natural terrain on its other streets, and the
placement of a new pavement structure. The execution work may be carried out in the night
shift, as well as the demolition work, removal of the old pavement and natural terrain, as well as
the placement of the new pavement structure. This will ensure that traffic is not interrupted in
some sectors of the roads.

3.- SIGNALING PLAN

The signaling plan is attached to the detour diagram, since both plans are required to distribute
the vehicle flow on the roads under study.

The signs used in this plan were extracted from the Manual of Automotive Traffic Control
Devices in streets and quarries that was updated by the MTC, Approved with RM N°210-2000-
MTC/15.02

Plans DV-01 and DV-02 show in detail the signage required by the project.

4.- DETOUR PLAN BY STAGES

Given the magnitude of the project, it is considered advisable to develop the work in stages,
following the identification scheme of the sections considered in the design of the roads.

Within this report it is proposed to divide the work into 02 construction stages (see image).
Consisting of restricting vehicular passage on the access roads to the area or stage under
execution, for which the resources previously exposed will be used, this is intended to provide
the relevant security to the work team and prevent accidents.

STAGE N°01
As a proposal for the execution of the first stage, it has been considered to close the 04
accesses to the PJ Ricardo Palma through Av. Hernán Gmeiner and access through Av.
Confraternity, thus restricting vehicular access to the first stage of execution of works.

STAGE N°02
As a proposal for the execution of the first stage, it has been considered to close the 04
accesses to the PJ Ricardo Palma through the auxiliary of Av. José María Escriba, 01 access
through Av. Confraternidad and the last through Gonzales Prada Street, thus restricting
vehicular access to the second stage of execution of works.

5.- PROCEDURES
- All the signs detailed above are placed in each direction of traffic.
- The gates will be located at the entrances to the detour and in the work areas.
- The passage of vehicles can be one at a time.
- In case of rain, it must be verified that the road used as a detour is suitable for the passage
of vehicles.
- The auxiliary roads used for the detour that do not have public lighting will have lights
installed to help the user better view the path.

6.- MITIGATION OF CONGESTION DUE TO CAUSES OF DETOURS

As a result of the detours, so-called Conflict Points or “Congestion” occur at Intersections where
there is no Traffic Control Device. To mitigate its presence, the following must be implemented
in the Conflict Points:
- Transit police
- Ramps
- Vertical Signs
- Partial Access

Traffic Police : The Provincial Municipality of Chiclayo, in coordination with the National Police,
must implement traffic police at intersections where there are points of conflict, created by the
detour plan.

MAC Ramps : Ramps are formed when a detour access indicates that you have to go through a
central berm that has a banked curb. The procedure is to place Hot Mix Asphalt (MAC) between
the curb of the central berm and the pavement; creating a ramp or road passage for the
continuity of vehicle circulation.

Vertical signs : The signs used in this plan were used from the Manual of Automotive Traffic
Control Devices in streets and quarries that was updated by the MTC, Approved with RM
N°210-2000-MTC/15 .02

Partial Access : The execution of the sections of each street and avenue will take into account
(in some cases) road access; These accesses cut the section under construction to make way
for vehicles arriving from a certain street or avenue due to force majeure; Within the sections
under construction, there must be two road accesses, one entry and one exit.
