SUBJECT: Conduct of Orientation Seminar on Anti-Smuggling of

Tobacco Products
DATE June 21,2024

1.Reference:Command Guidance on the Intensification of Smuggled

Tobacco Products.

2.In connection with the above reference,please be informed that on

June 21,2024,from 8:00 AM-12:00 NN,the undersigned formally initiated,the
conduct of Orientation Seminar on Anti-Smuggling of Tobacco Products
through blended format.There were invited lecturers from different government
agencies such as the Bureau of Customs,Department of Health and Bureau of
Internal Revenue.The said activity was also attended by PLTCOL ROSELILY N
BAGUIO -DPDO,PLTCOL ELENO A DONDOYANO -Chief,PIDMU,PMAJ BON
BASIL A LAMBO -PLO together with the Chief of Police,Chief Investigation
PNCO from different CPS/MPS, personnel of Maritime Police,CIDG ZN PFU and
Coast Guard.

3.The invited lecturers from different government agencies discussed the

following:

a.SP/MAJ ERNESTO T PRACALE JR-District Commander,Bureau of

Customs discussed,Republic Act No.10863 otherwise known as “An
Act Modernizing the Customs and Tariff Administration"which aims to
enhance the understanding in the implementation of the said law;

b.Cindy R Elopre-Rhudy,Alcajoan Lisette M Acojedo and Jonathan

Karlo C Rhudy -Health Program Oficer I/Disease Surveillance
Officer,Provincial DOH Office -Zamboanga del Norte discussed,
Republic Act 10643 otherwise known as "An Act to Effectively
Instill Health Consciousness Through Graphic Health Warnings on
Tobacco Products"which aims to protect public health by reducing
tobacco consumption and exposure to tobacco smoke.Graphic
health warnings are designed to inform the public about the harmful
effects of tobacco use and secondhand smoke;and

 c.Myvi Mascarihas Bahunsua -Group Supervisor,BIR Examiner
Assessment Section of Revenue District No.91 discussed,Republic
Act No.8424“An Act Amending the National Internal Revenue Code”
which aims to create a modern,efficient and equitable tax system
that support economic growth,improves revenue and transparency in
tax administration.
d.PMAJ BON BASIL A LAMBO-PLO discussed,Republic Act
No.9211 “Tobacco Regulation Act of 2003”which aims to
safeguard public health by regulating access to tobacco
products among minors, restricting products advertising,promoting
awareness of the health risks associated with tobacco use,creating
smoke-free environments and supporting tobacco cessation efforts.

4.Further,SP/MAJ ERNESTO T PRACALE JR -District Commander,

Bureau of Customs and PMAJ BON BASIL A LAMBO-PLO,emphasize that there
is a need for proper coordination with the other government agencies in the
enforcement of smuggled cigarettes,considering that the PNP has no legal authority
to enforce the same.
