1 INTRODUCTION
1.1 PURPOSE
The objective of this specification is to describe the minimum requirements for materials
and workmanship for fences and gates to be erected within the Ain Tsila development.

“CONTRACTOR” means the party, which carries out all or part of the design,
engineering, installation and commissioning, procurement
and construction applicable to this specification
“shall” or “must” indicates that the specified action is mandatory (i.e. must be
done by the specified action party)
“Goods” means the physical items delivered under the terms of the
purchase order or contract
4 DESIGN PARAMETERS
4.1.1 A system of gates and fences shall be erected close to and entirely within the property
limits of a site e.g. Central Processing Facility, Base Industrielle, Security Camps, Airstrip
Building, Wellsites, Manifolds and other remote facilities.
4.1.2 The sterile zone shall be located around the main asset perimeter and around occupied
asset perimeters shall be 7m distance between external and internal fences.
4.1.3 The systems of galvanized steel chain link fence shall be provided to prevent
unauthorized entry into the site by persons as advised by Military.
4.1.4 The perimeter fencing system shall be either a single or double galvanized steel chain
link fence system. A double fence system consists of an inner and outer perimeter fence.
The external/internal fence shall be 2.4m high chain link fence from grade (class 2/ class
2A).
The perimeter fencing systems for each asset are as follows:
• CPF – double fence (class 2 & class 2A)

• Base Industrielle – double perimeter fence with single fence (class 2B) between
BI and CPF
• Base Industrielle Security camp – double fence (class 2 & class 2A)
• Airstrip Building – double fence (class 2 & class 2A)
• Gathering and Export line facilities (well sites, BVS & tie-ins) – single fence
(class 2A)
• WASTA – single fence (class 2A)
For different type of fence, refer to standard drawing no. A-CIV-STD-000-30026 & A-
CIV-STD-000-30027.
4.1.5 Internal perimeter fencing shall be used to demarcate and segregate operationally
sensitive areas.
4.1.6 The number of gates shall be minimum and gates shall be an integral part of the fence
and shall be of a similar design as the surrounding fence, e.g. height, strength. Access
through the fence for pedestrians shall normally be via a full height turnstile at the main
entry of CPF / Base Industrielle and Airstrip Building and for vehicles shall be through a
vehicle gate.
4.2.1 The fence system consists of, but is not limited to, the following components:
• All posts for line, corners, end and pull with a buried concrete footing.
• Struts.
• Galvanized chain link fabric.
• Stretcher bars with bolts
• Roll of Razor wire concertina supported on extension arms furnished with
barbed wires.
• Tension wires.
• Gates (for vehicles entry and personnel) including hinges, locks and drop bolts.
• Turnstiles (wherever applicable)
• Main access gates for vehicles will be manual swing gates.

4.2.2 The area between the inner and outer fences is called the sterile zone. The sterile zone
width will be 7.0 m wide. Access shall be provided for maintenance purposes by four
wheel drive vehicles at a minimum number of locations.
4.2.3 The fence shall be designed to withstand from the effects of the extreme climatic
conditions of the region throughout the design life of the project and also with the
minimum requirements of BS 1722-1.
4.2.4 The outer/inner fence shall have 45° outward cranked tops or extension arms to support
and retain the security topping.
4.2.5 Cranked tops/extension arms shall be of sufficient strength to withstand a weight of 150
kg at the outer end.
4.2.6 For Class 2 fence (on outer perimeter), a concrete sill beam shall be provided with its
top surface flush with the ground level to protect against burrowing of 300mm deep. The
bottom of the fabric shall be fastened to the concrete sill bean with hair-pin staples. The
space between the top of the sill and the bottom of the fabric shall not be more than
25mm. The gap between the gates and the ground shall at no place exceed 50 mm. For
vehicle swing gates this gap shall be no more than 80 mm.
4.2.7 The anti-climb topping of the fence shall be of 0.6 m height for class 2 & class 2A and
shall consist of a single roll of razor wire concertina supported on barbed wire lines and
cranked tops or extension arms.
4.2.8 Where fence passes along sloping and/or non-graded ground the CONTRACTOR shall
submit to COMPANY for approval method of maintaining vertical post so that the top line
of the anti-climb topping shall stand no less than the minimum total height above the
height of the ground level measured 1.0 m away up the slope from the new fence line.
Drawings shall also indicate how the 300mm anti-burrowing depth shall be maintained
on outer perimeter fence of the double fence.
4.2.9 The concrete footing of the fence shall extend at least 0.85 m into the ground, shall be
designed to take account of ground conditions and service (including sand erosion) and
shall at least have the same weight as the post with a minimum of 250 N.
4.2.10 Steel, cast in situ and precast concrete footings are acceptable and the distance shall
be maximum 3 m centre to centre. Where steel or precast posts are used, post holes
shall be sized to provide at least 75 mm of concrete on all sides of the post.
4.2.11 Metal parts (except the galvanized steel chain link fabric) shall not be in contact with the
soil. (see A-CIV-STD-000-30026 & A-CIV-STD-000-30027)
4.2.12 Gates (including double gates) shall be of the swinging type unless otherwise specified
by COMPANY and shall be provided with all accessories e.g. hinges, latches, stops,
locks etc.
4.2.13 Turnstiles shall be installed set back from the fence line to prevent becoming a climbing
aid. The turnstile shall have the fence extended over the top to match the height of the

adjacent fence and shall provide a continuous barrier to the same level of protection as
the adjacent fence.
4.2.14 Turnstiles shall be 120° three segment units. Turnstiles shall be supplier’s standard for
width of opening and vertical clearance required.
4.2.17 Personnel gates shall be 0.9 m wide (clear opening). Width of vehicle gates shall be
suitable for passing heavy traffic and shall be 4.0 m to 8.0 m wide.
4.2.18 Fences at crossing with water courses shall be provided with side wing and shall have
measures to prevent intrusion.
4.2.19 Hills and gullies along fence line shall be levelled off as far as practical.
4.2.20 The galvanized steel chain link fence and appurtenance are to be connected to facilities
earthing grid (see electrical earthing installation details A-ELE-DWG-850-30002).
5 MATERIALS
5.1 GENERAL
5.1.1 The materials shall be selected on basis of durability and minimum maintenance.
5.1.2 Materials shall be durable in view of the climatic conditions, soil conditions and with the
plant atmosphere.
5.1.3 Materials for assembled components shall be compatible and not lead to contact
corrosion.
5.1.5 Posts, rails, gates, fittings, and barbed wire shall be according to the following:
• All posts, braces, gate frames, extension arms for barbed wire, fittings (post
tops, clamps, bands, and similar parts) shall have a uniform hot-dipped
galvanized zinc-coating in accordance with BS EN ISO 1461.
• Zinc coating on articles of iron or steel hardware (such as bolts and hinges) shall
conform to BS EN ISO 1461.
• Zinc Coated barbed wire: BS 4102 (Type BWE) & Bolts and nuts as per BS EN
ISO 10684.

5.1.6 Line wire, stirrup wire and tie wire shall be galvanized and shall comply with the
requirements specified for Grade A of BS 4102.
5.1.7 Pipe or hollow section material shall conform to BS EN 10210 or ASTM A 53.
5.2.1 The chain link steel fabric shall be in accordance with BS 1722-Part 1 and BS EN 10223-
Part 6.
5.2.2 All fabric shall be chain link, with a 40 mm diamond mesh woven continuously without
splices. The top and bottom selvages shall be machine twisted with the wire cut on a
bias to form a barbed finish. The base metal of the fabric shall be 3.55 mm diameter
steel with a minimum tensile strength of 410N/mm².
5.3.2 Tension wires for the razor wire concertina roll shall be hot-dip galvanized steel wire.
5.3.3 All miscellaneous items e.g. assembly clamps/bands, caps, fitting and hardware etc.,
shall be hot dip galvanized steel.

5.4.1 Line posts, corner posts, gate posts and struts shall be of hot dip galvanized steel and
shall be in accordance with BS 1722-Part 1.
5.4.2 Fence Line posts shall be 76 mm diameter, wall thickness 3.25 mm. Fence posts shall
be provided with barbed wire extension arms. They shall be spaced at intervals of not
more than 3.0 m.
5.4.3 Terminal posts (end, straining or corner posts) shall be 89 mm diameter, wall thickness
4.5 mm steel pipe.
5.4.4 Straining (braced) posts shall be provided at all changes of direction, and every 30 m on
straight runs.
5.4.5 All posts shall be spaced evenly in the line of the fence, with a maximum centre to centre
distance of 3000 mm. All posts shall be suitable for setting in concrete footings. The
posts shall extend into the concrete as shown in the Standard drawings.
5.4.7 All concrete materials and construction shall be in accordance with engineering
specifications as per section 2.1.
5.4.8 Swing-gate posts shall vary accordingly to the width of the gate used, as follows:

5.5 STRUTS
5.5.1 For fencing, a bracing assembly of galvanized steel struts shall be provided. Struts shall
be provided at all ends, corners, gate posts, gates and at acute variations in levels and
shall be in accordance with BS 1722-Part 1.
All gate and end posts shall have a single bracing strut. Straining and corner posts shall
have a bracing strut each side of the post.
Bracing struts shall be 76 mm diameter, wall thickness 3.25 mm pipe. They shall be
attached to posts at a point not less than 1.4 metre above ground level and extend
downwards in the plane of the fence at 60°.Bracing struts shall extend 500 mm
(minimum) into a concrete footing. Bracing struts shall be fixed to the posts using 8 mm
diameter 25 mm long bolts.
5.5.2 Maximum distance between two (2) bracing assemblies shall not exceed 30 m.
5.6 GATES
6 CONSTRUCTION
6.1 PREPARATION
6.1.1 Clearing and grubbing shall be performed to a width of at least 300 mm on each side of
the fence line as necessary to allow a proper fence installation.
6.1.2 A reasonable smooth profile at the fence line shall be provided. Wherever the ground is
sloping, CONTRACTOR shall comply with the requirements detailed in section 4.2.8.
6.1.3 Where the fence crosses features such as streams and drainage ditches and conforming
the fence to the ground contour is impractical, the fence shall span the depression,
unless otherwise indicated in the contract documents. The space below the bottom of
the fence shall be closed with extra fence panel as indicated in the drawings. If extra
length fence posts are required at such locations, they shall be furnished and installed

in lieu of standard length posts, together with any intermediate posts or extra panel as
may be required.
6.2 INSTALLATION
6.2.1 Foundations
• Installation and foundations shall be in accordance with the minimum
requirements of BS1722 Part 1, the requirements of Specification for
Earthworks, A-CIV-SPE-000-30002, and Specification for Cast in place
concrete, A-CIV-SPE-000-30003. However, the CONTRACTOR shall verify the
foundation design to allow for ground conditions and wind loading on the fence.
• Excavations shall be neat cut in clays and other cohesive soils with the concrete
deposited against the side of the excavation. Forms shall be used in granular
soils where neat cuts are not possible.
• All excess materials from footings shall be disposed.
• Back filling where required shall be with excavated soil or an approved material
compacted to 90% of maximum dry density obtained by tests in accordance with
ASTM D1557.
• All water and debris shall be removed from the excavation prior to pouring
concrete.
• Posts and rails shall be adequately secured against misalignment during
pouring of concrete and for 24 hours thereafter.
• All posts shall be installed plumb and true and each post checked for alignment.
• Except for gate posts, the exposed surface of the concrete foundation shall be
set 50 mm above the surrounding grade with a smooth 13 mm crown, sloping
away from the post.
• Foundations for gate posts shall extend to the underside of the bottom of the
hinge.
• Before placing components such as panels, rails, line wire and gates, the
concrete shall have cured a minimum 7 days unless the concrete reaches at
least 75 percent of its design strength.
• Concrete surfaces for gatepost footings shall be kept moist for at least 7 days
after placement or cured with membrane-curing material or other purchase-
approved methods.

7 QUALITY ASSURANCE
7.1 GENERAL
7.1.1 CONTRACTOR’s quality assurance system and execution shall be in accordance with
ISO 9001. With each delivery CONTRACTOR shall supply certificates and
documentations from the manufacturer.
7.1.2 The CONTRACTOR shall be solely responsible for the quality control of all furnished
material, installations and workmanship, including those items or installations furnished
by CONTRACTOR.
7.1.3 COMPANY reserves the right to make inspections at any time during the receipt and
installation of fencing material.
7.1.4 The CONTRACTOR shall submit plan layout, showing profiles, sizes and spacing
location of bays and gates with connections, attachments and size and type of fasteners.
7.1.6 The physical locations of features such as fence lines, gates, and terminal posts shall be
in accordance with the Contract Documents.
7.1.7 For specific requirements related to structural steelwork see specified quality assurance
and control in A-CIV-SPE-000-30007.
7.1.8 For specific requirements related to concrete work see specified quality assurance and
control in A-CIV-SPE-000-30003.
8.1 GENERAL
8.1.1 Materials shall be stored 100-300mm off the ground or slab by using wood blocking or
other approved materials.
