CHAPTER III CLASSIFICATION OF BUILDINGS

Article 9. For the purposes of this regulation, buildings will be classified into the genres, subgenres and
typologies specified in the Urban Development Plans and Programs, as well as in the following table.

Article 80. The application for a construction license must be signed by the owner, must contain the response of a
Responsible Construction Director, and must be presented in the formats issued by the Management
accompanied by the following documents:

d) Official Number; e) Architectural project, signed by the Director Responsible for the work and the respective
Joint Managers or Specialists and with their professional license; f) Structural project and calculation report,
signed by the co-responsible and with their professional ID; g) Project authorization, if applicable; h) Favorable
opinion on the fire safety and prevention system, issued by the H. Fire Department of the

Article 87. The duration of the construction licenses will be in relation to the nature and magnitude of the work to
be executed. The City Council will have the power to set the validity period of each construction license in
accordance with the following bases:

I. For the construction of works with an area of up to three hundred meters, the maximum validity will be six
months;

II. For the construction of works with an area of up to one thousand square meters, the maximum validity will be
nine months; III. For the construction of works with an area of up to three thousand square meters, the maximum
validity will be twelve months; and IV. For the construction of works with an area of more than three thousand
square meters, it will be subject to the work program, the maximum validity will be eighteen months;

Article 91. All types of buildings and facilities mentioned below require safety and operation approval:

YO. Vertical multi-family rooms (densities H05, H1, H2 and H3); II. Hotels and motels; III. Restaurants without the
sale of alcoholic beverages, markets, supermarkets and self-service stores of all types; IV. Commercial premises of
all types, vehicle agencies, sale and rental of machinery; v. Public parking lots; SAW. Entertainment centers, such
as: bowling alleys, billiards, skating rinks, board games, auditoriums, cinemas, theaters, concert halls, conference
rooms, cinematheques, convention centers, dance halls, party halls or similar, halls for children's parties,
children's games, cabarets, discos, clubs, bars, bar restaurants, video bars and cinema bars; VII. Storage and supply
places, such as: Supply centers, liquid gas and/or explosive fuel tanks, gas stations, sales of automotive
carburetion gas, grains, seeds and forage, and slaughterhouses; VIII. Department stores of all types, shopping
centers and institutional stores; IX. Places of recreation, such as: zoos, planetary aquariums, observatories, social
clubs, banquet and party rooms. General offices, such as: private office buildings, public offices and corporate
offices; XI. Health buildings, such as: emergency units, general hospitals, hospital clinics, specialty hospitals, health
centers, general clinics and sanatoriums; XII. Public assistance facilities, such as: youth and family integration
centers, orphanages, nursing homes, nurseries and funeral agencies; XIII. Places for religious worship, seminaries
and convents; XIV. Libraries, newspaper archives, cultural centers, houses of culture, art galleries, museums and
centers

of exhibitions; XV. Sports and recreational facilities, such as: arenas, bullrings, charro arenas, racetracks, stadiums,
swimming pools, gyms, public and private sports clubs, as well as those that are subject to commercial
exploitation such as tennis courts, racquetball, squash, karate , rhythmic gymnastics; XVI. Public or private schools
and any other building

intended for teaching, such as; nurseries and kindergartens, primary schools, schools for atypical people,
secondary schools, technical secondary schools, preparatory schools, CCH training centers, CONALEP, universities
and higher education institutions, scientific research centers and laboratories; XVII. Postal, telegraph and
telephone agencies, post and telegraph exchanges, telephone exchanges with and without public service, radio
and television stations with and without an auditorium, foreign and urban bus terminals, railway, cargo and
passenger stations, civil airports and military, and heliports; XVIII. Fire, police and command stations, social

rehabilitation centers and reform schools, and ambulance stations; XIX. Government offices, courts and tribunals;
XX. Infrastructure facilities and buildings, such as: antennas and towers over twenty meters high, electrical
stations and substations, non-combustible storage tanks, garbage treatment plants, organic fertilizers and landfills,
wastewater treatment plants and water treatment plants; XXI. Fairs with mechanical devices, circuses, tents and
any other with similar uses. In these cases, the renewal will also be done every time your location changes; XXII.
Elevators for people, freight elevators, escalators or any other electromechanical transport mechanism; and, XXIII.
All low and high impact industries.

ARCHITECTURAL PROJECT

CHAPTER I
ARCHITECTURAL PROJECT REQUIREMENTS

Article 96. To guarantee the conditions of habitability, accessibility, operation, hygiene, environmental conditioning, energy
efficiency, communication, safety in emergencies, structural safety, integration into the context and urban image of the
buildings in the Municipality of Culiacán, the corresponding architectural projects must comply with the requirements
established in this Title for each type of buildings and the other applicable legal provisions.

The premises of the buildings, according to their typology, must have at least the dimensions and characteristics
established in the following table:

HYGIENE REQUIREMENTS, SERVICES

Article 104. All buildings must have drinking water service of sufficient quality and quantity to cover the
minimum demands in accordance with the Official Mexican Standards and the following dosage table.
