Free Parking in Malls

● House Bill No. 7725: Parking Operations and Fees Regulation Act
- The proposed law covers all parking facilities of “covered establishments” like
accommodation establishments (hotels, motels), commercial establishments, food
service establishments, health service establishments, and retail establishments,
whether government or privately owned. This measure also covers independent
parking enterprises that charge parking fees.

- Seeks to prevent excessive charges by establishments for customers who
bring and park their cars.

1. Free parking for the first 3 hours for customers who spend 1000 pesos pr
more per visit.
2. Free parking for all customers who park for less than 30 minutes.
3. Parking fees will only be 40 pesos for the first 8 hours and 10 pesos per
succeeding hour.
4. Parking operators have accountability or liability in cases where parked cars
are stolen, get into an accident, or have properties stolen inside the car.
- Registered senior citizens enjoy free parking in cities like Cebu City, Manila,
Muntinlupa City, and Quezon City.

- Senior citizens registered in Makati or Manila don’t have to adhere to the number
coding method.


Senate Bill 2147: AN ACT REGULATING THE IMPOSITION OF FEES FOR THE USE OF PARKIN

○ Establishments covered in Sec. 3 (business establishments, commercial


establishments, institutions, parking area) are encouraged to provide parking
spaces free of charge.

○ Establishments that will impose parking fees shall be subject to the following
guidelines:
■ For all types of cars, the fee shall not be more than fifty pesos
(P50.00) 25 for the first eight (8) hours and shall not be more than
ten pesos (Php 10.00) per hour for the succeeding hours.

■ For motorcycles, the fee shall not be more than thirty pesos (P30.00)
for the first eight (8) hours and shall not be more than ten pesos (Php
10.00)per hour for the succeeding hours.

■ For overnight parking for all types of cars, a customer shall be


charged 31 a fiat rate of two hundred pesos (P200.00) per vehicle
which shall cover the period from 12:00 midnight until 8:00 o'clock in
the morning.

■ Vehicles that will enter the parking premises at 6:00 o'clock in the
morning shall be charged the standard rate.

■ For overnight parking for motorcycles, a customer shall be charged a


flat rate of one hundred pesos (Php100.00) per motorcycle which shall
cover the period of 12:00 midnight until 8:00 o'clock in the morning.

■ Motorcycles that will enter the parking premises at 6:00 o'clock in the
morning shall be charged the standard rate for motorcycles.
■ For valet services, a fee not exceeding one hundred pesos (Php
100.00) may be charged in addition to the standard parking fee.

■ For pass-thru, a grace period of thirty (30) minutes shall be given to a


customer wherein no fee shall be charged.

■ For commercial establishments where customers go to purchase items


or where the customers pay fees to enjoy the services, facilities or
amenities offered by the establishment, the parking fee shall be
waived upon presentation of a valid proof of purchase or payment
through a single or accumulated receipts of at least one thousand
pesos (P 1,000.00): Provided, That paying customers who park for
more than three (3) hours may be charged the standard rate after the
third hour.

■ For lost or damaged parking tickets, a maximum fee of one hundred


pesos (Php 100.00) in addition to the parking fees applicable to the
vehicle owner may be imposed.

■ For lost or damaged parking cards, a maximum fee of two hundred


pesos (P200.00) in addition to the parking fees applicable to the
vehicle owner may also be imposed.

OF CLASSES, INCLUDING COLLECTION OF SCHOOL CONTRIBUTIONS,
ENROLMENT, STUDENT UNIFORMS, AND RELEASE OF MOOE

○ The wearing of a school uniform shall not be required in public schools.


Students with existing uniforms may continue using these uniforms, if
they so desire, in order to avoid incurring additional costs for new attire;

○ Identification (ID) Cards shall be provided to students at no cost on their


part. The school administration shall fund these from its Maintenance and
Other Operating Expenses (MOOE).

PROGRAM TO COMBAT HUNGER AND UNDERNUTRITION FOR ALL PUBLIC
BASIC EDUCATION STUDENTS, AND FOR OTHER PURPOSES (Approved by the
President of the Philippines on (6/20/2018)

● Sec. 7: National School Feeding Program Modalities


■ Basis education institutions with local government units, in coordination
with non-government organizations and other development partners shall
utilize any of the following modalities in the operation of the Program:

a) Centralized Kitchen in a Public School - Public basic education


institutions may share one centralized kitchen in one public school where
the preparation of meals shall be done.

b) Centralized Kitchen in the Local Government - Public basic


education institutions in one local government may acquire the meals
from one centralized kitchen operated by the local government unit.

c) School-based/ln-house - Public basic education institutions may


operate a kitchen on their own grounds.

● SEC. 8. Nutrition Promotive Programs

a) Gulayan sa Paaralan - Public basic education institutions shall


maintain an in-house gardening program to augment the National School
Feeding Program. If such already exists, schools shall strengthen the
program. Parents shall be encouraged to maintain a similar program in
their own households. City or municipal Agricultural Officers shall provide
assistance in the maintenance of the Gulayan sa Paaralan program.

3. Prohibition on solicitation by PTA (parent-teacher assoc)

● Dep-ED Order 54 (June 1, 2009):


○ PTAs are prohibited from:
1. Interfering in the academic and administrative management and operations of
the school, and of the DepED, in general;

2. Engaging in any partisan political activity within school premises;

3. Operating a canteen/school supplies store, or being a concessionaire thereof


inside the school or nearby premises, or offering these services to the school as
its client either directly or indirectly;
4. Selling insurance, pre-need plans or similar schemes or programs to students
and/or their parents; and

5. Such other acts or circumstances analogous to the foregoing.

6. PTA Officers and members of the Board of Directors are prohibited from
collecting salaries, honoraria, emoluments or other forms of compensation from
any of the funds collected or received by the PTA.

7. PTAs shall have no right to disburse or charge any fees as service fees or
percentages against the amount collected pertinent to the School Publication
Fee, Supreme Student Government (SSG) Developmental Fund, and other club
membership fees and contributions.
8. In no case shall a PTA or any of its officers or members of the Board of Directors
call upon students and teachers for purposes of investigation or disciplinary
action.

9. The recognition of any PTA shall be cancelled by the Division PTA Affairs
Committee upon the recommendation of the School Head concerned for any
violation of the above-mentioned prohibited activities and these Guidelines.
Thereafter, the School Head may call for a special election to replace the Board
of Directors of the PTA whose recognition was cancelled. Criminal, civil and/or
administrative actions may be taken against any member or officer of the Board
of the PTA who may appear responsible for failure to submit the necessary
annual financial statements or for failure to account the funds of the PTA.
