-Provide compensation, allowance and travel expenses to SB members and other
barangay officials
-Conduct fund raising activities for barangay projects
-Authorize the punong barangay to enter contracts
-Initiate the establishment of barangay high school
POWER AND DUTIES OF THE BARANGAY SECRETARY

- Records custodian
- Prepare and keep the minutes of the meeting
- Prepare list of members of barangay assembly
- Assist the COMELEC in the preparation of necessary forms
- Assist the municipal registrar
- Keep an updated record of all inhabitants
- Submit a report on the actual number of barangay residents

THE BARANGAY ASSEMBLY


- composed of all residents of the barangay of not less than 6 months who are at least 15 years old
- initiate legislation
- decide to adopt the initiative as a legislative process

THE KATARUNGANG PAMBARANGAY OR LUPON


- composed of punong barangay, 10-20 members
- exercise supervision over the conciliation panels
- serve as forum
- enable conciliation of panel members
NATURE AND ROLE OF THE MUNICIPALITY/CITY

Both city and municipality serve as a general-purpose


government whose role is:
1. Coordination and delivery of basic, regular, and direct services
2. Effective governance of the inhabitants within its territory
POWER AND DUTIES OF MUNICIPAL AND CITY OFFICIALS

MUNICIPAL/CITY MAYOR
- Exercise supervision and control over all programs, projects, services and activities of the
municipal/city government
- enforce laws and ordinances relative to the governance of the municipal/city government
- initiate and maximize the generation of resources and revenues
- Ensure the delivery of basic services and the provision of adequate facilities
- Exercise and perform other duties and functions prescribed by the law or ordinance
POWER AND DUTIES OF MUNICIPAL AND CITY OFFICIALS

VICE MAYOR/CITY VICE MAYOR


- Be the presiding officer of the Sangguniang Bayan/Sangguniang Panlungsod
- sign all warrants drawn on the municipal/city treasury
- appoint all officials and employees of the Sangguniang Bayan/Sangguniang Panlungsod
- assume the office of the municipal/city mayor for the unexpired term of the latter in the
event it is vacated permanently
- exercise the powers and perform the duties and functions of the municipal/city mayor in
case of temporary vacancy
- Exercise and perform other duties and functions prescribed by the law or ordinance
POWER AND DUTIES OF MUNICIPAL AND CITY OFFICIALS

SANGGUNIANG BAYAN/SANGGUNIANG PANLUNGSOD


- Approve and pass resolutions for efficient and effective operations
- generate resources and maximize use of these resources and revenues
- enact ordinances granting franchise or special privileges for the operation of public utilities
- regulate the use of land, building and structures in the city/municipality
- approve or enact ordinaces to ensure the delivery of basic services and facilities
- Exercise and perform other duties and functions prescribed by the law or ordinance
NATURE AND ROLE OF THE PROVINCE

- composed of cluster of municipalities and component

- political and corporate unit of government
- serves as a dynamic mechanism for developmental
processes and effective governance
POWER AND DUTIES OF PROVINCIAL OFFICIALS

PROVINCIAL GOVERNOR
- Exercise general supervision and control over all programs, projects,
services and activities of the provincial government
- enforce laws and ordinances relative to the governance of the province
- initiate and maximize the generation of resources and revenues
- Ensure the delivery of basic services and the provision of adequate
facilities
- Exercise and perform other duties and functions prescribed by the law
or ordinance
POWER AND DUTIES OF PROVINCIAL OFFICIALS

VICE GOVERNOR
