FUNCTIONS AND DUTIES OF MTO PERSONNEL

DESIGNATION FUNCTIONS
Responsible in proper management of government funds, sourcing,

collection, custody and disbursement of funds
Municipal Treasurer
• Guardians of Public assets and public adviser for soundness and
sobriety in fiscal management
MTO OFFICE

• Team leader of all office collector and field collector for Zone I, II & III

• Incharge in the assessment of business permits and licenses


Assistant Municipal Treasurer
• Monitor daily output of Cash section, Records section, Collection
section & RPT section

• Assist Municipal Treasurer in various work assignment from time to


time
• Liquidate and deposit all daily collections remitted by all collectors
Liquidating Officer and Brgy. Treasurer
• Prepares Report of Collections & Deposits

• Disburses payroll due to Municipal Employees for General fund, SEF


& Trust Fund
• Incharge for the releasing of check to the payee
• Issuance of Check disbursement
• Prepares report of disbursement for General, SEF & Trust Fund

Disbursing Officer •
CASH SECTION

Post all paid paid payrolls to cash book for General, SEF & Trust Fund
• Submits report of disbursement to Accounting Office
• Receives/verifies vouchers for check issuance
• Liquidates all Cash Advances

• Assist Municipal Treasurer in various work assignment from time to


time
• Types check disubursement


Prepare report to check issued for submission to Accounting Office
Cashier • Deliver check advice to Municipal Accountant's Office

• Deliver check to Municipal Administrators Office for initial signature

• Prepares monthly report of Accountable Forms


• Reconcile monthly RCI to Cash Book

• Record report of Check issued, remmitances and approved payrolls


per office/appropriation
• Prepare Monthly Reports of Check and Cash Disbursement


Prepare Monthly Reports of Expenditures per Office/ appropriation
Admin Assistant
• Prepare Quarterly Reports of Statement of Expenditures

• Consolidate Report of Statement of Expenditures and upload it to


BLGF SREWeb
• Prepare Certifications & Office Orders
RECORDS SECTION

• Assist Municipal Treasurer in various work assignment from time to


time
• Post Gen. Collections Official Receipts

Admin Aide
RECORDS SECTION
• Prepares summary of income report per voucher every month and
make reconciliation to cash book
• Encodes summary of income to statement of receipts and
expenditure monthly and finalize its recapitulation for

Admin Aide • Submit collection vouchers to the Office of the Municipal Accountant
every month
• Consolidate PMS of Office Performance Evaluation System every end
of June & December of the year
• Prepare Project Procurement Management Plan

• Assist Municipal Treasurer in various work assignment from time to

and other related fees & charges
REVENUE COLLECTION OFFICER • Assigned in Hornasan, Sto.niño, Pongtod, Pong-on & Janipaan
(ZONE 1-FIELD COLLECTOR) • Deliver billing statement and notice of delinquency


Follow up delivered billing statement and notice of delinquency
• Prepare daily RCD with abstract of Collection

• Field collector (real property taxes/ business tax/ community taxes


and other related fees & charges
REVENUE COLLECTION OFFICER • Assigned in Oteiza, Poblacion, Kauswagan, buhisan & buatong
(ZONE 2-FIELD COLLECTOR) • Deliver billing statement and notice of delinquency
COLLECTION SECTION


Follow up delivered billing statement and notice of delinquency
• Prepare daily RCD with abstract of Collection

• Field collector (real property taxes/ business tax/ community taxes


and other related fees & charges
REVENUE COLLECTION OFFICER • Assigned in Salvacion, Britania & Gata
(ZONE 3-FIELD COLLECTOR) • Deliver billing statement and notice of delinquency


Follow up delivered billing statement and notice of delinquency
• Prepare daily RCD with abstract of Collection

• Office collector for walk-in taxpayers (real property/ business /


community and other related fees & charges)
REVENUE COLLECTION OFFICER • Prepare daily RCD with abstract of Collection
(OFFICE COLLECTOR)
• Incharge in maintaining/ filing of RCD & Abstract of Collection
including Zone I, II & III
• Incharge of posting in cashbook including Zone I, II & III
• Encodes real property tax card
• compute tax delinquency
• print and generate lists of real property delinquent taxpayers

• prepare masterlist for delinquent tax taxpayers per barangay


(softcopy)
STAFF I • verify and compute real property tax delinquency

• prepare statement billing & notice of RPT delinquent in 13 barangay's


for distribution to all field collector's

filing of RPT tax delinquency reeived by the taxpayers per barangay
• submission of long overdue RPT tax delinquency to PTO Sds
RPT SECTION

• posting monthly abstract of collection to taxpayers individual ledger


(ecopy) indicating OR #, covered year of payment & amount paid

STAFF II
RPT SECTION
• update new revision of ARP# and PIN# (ecopy & hardcopy) for 13
barangay
• posting RPT payments to individual ledger

STAFF II • prepare monthly and quarterly abstract of RPT collection to


submitted at the PTO

incharge in posting of daily real property tax collection(BASIC/SEF)
• prepares tax clearance

• updating/carding of RPT payments of different taxpayers for 13


barangay's
• issued OR for real property tax
