the centralized organizational

(Article 1), and within said
framework the Provincial Office
for the Management of Private
Security, Office of Inspection
absorbing the assigned
functions of the then General
Directorate of Inspection of
Private Security Agencies and
the Inspection Directorate
respectively;

That the purpose of the proposal is to crystallize an internal organization
limited to the functions assigned to the police units, both in the operational and instructional phase, in
order to optimize the response that must be provided to all the issues involved in the complex problem
of private security. , providing them with an appropriate organization in order to provide assistance
and collaboration in the multiple activities assigned by Decree No. 602/10 to the Oversight Office, in
order to the provisions established for this jurisdiction as an enforcement authority by Law No. 12,297
and its Decree No. 1987/02, as well as Decree No. 4069/91;

That through Article 4 of Decree No. 1050/09, the power to issue the
corresponding Nomenclators of Functions and Directory of Competencies of police personnel;

That likewise, the appointment to the positions whose approval is being


promoted of the agents MARTÍ, OCHOA, VENTUREIRA, ARELLANO and DEL DAGO is proposed;

That in order to the above, it is advisable to resort to an exception


mechanism to the approved Nomenclator of Functions, to formalize the designations of the proposed
agents;

That after analyzing the background of the police officials, no impediments


arise for the issuance of the pertinent administrative act;

That the Organization and Doctrine Department has intervened, finding no


objections to formulate from an organic-functional point of view;

That this initiative has the endorsement of the Undersecretary of Planning


and the General Superintendent of Police;

That this measure is issued in use of the powers conferred by Law No. 13,757
and its amendments, articles 4 and 7 of Law No. 13,482 and article 4 of Decree No. 1050/09;

Thus,

THE MINISTER OF JUSTICE AND SECURITY


FROM THE PROVINCE OF BUENOS AIRES

RESOLVES:

ARTICLE 1.- Approve and incorporate within the scope of the Ministry of Justice and Security,
Undersecretary of Planning, Provincial Office for the Management of Private Security, Inspection Office,
the Nomenclator of Functions and Directory of Competencies, which as Annex 1 forms an integral part
of this resolution.

ARTICLE 2.- Establish that the positions and functions approved in article 1 determine the
disaggregated organizational structure of the Undersecretary of Planning, Provincial Office for the
Management of Private Security, Inspection Office, according to the organizational chart that is
attached as Annex. 2 is part of this administrative act.

ARTICLE 3.- Designate in jurisdiction 11117 MINISTRY OF JUSTICE AND SECURITY, Undersecretariat
of Planning, Provincial Office for the Management of Private Security, Control Office, in the positions
specified in each case, the personnel, whose individualization data They are recorded as Annex 3,
which forms an integral part of this operative act.

ARTICLE 4.- Repeal any other rule that opposes this resolution.

ARTICLE 5.- Register, communicate, notify the General Secretariat of the Government -Provincial
Directorate of Personnel-, publish in the Information Bulletin and pass it to the Directorate of
Personnel-Police Regimes-. Done, archive.

8. POSITION: Head of the Police Unit for the Instruction of Contraventional Summaries (Office of
Inspection)
02.B. FUNCTIONS
02.Ba) Organize and coordinate, following the directives given by the Provincial Office for the
Management of Private Security, Inspection Office, the investigation of contraventional cases initiated
by Law No. 12,297, modified by laws No. 12,381 and No. 12,874 and its regulations Decree No.
1897/02; Decree No. 4,069/91 and Resolution of the Police Headquarters No. 71,532 of June 30,
1992; received from the Provincial Office for the Management of Private Security, until its completion.
02.Bb) Control strict compliance with the general rules and internal directives that regulate the
substantive and formal aspects of the contravention procedure, for violation of the current legal
regulations applicable to private security providers.
02.Bc) Coordinate actions with other organizations, areas and agencies to fulfill the area's objectives.
02.Bd) Propose and submit to the Provincial Office for the Management of Private Security, proposals
for courses of action aimed at the effective and efficient achievement of the objectives of the area.

B.1. POSITION: Head of the Police Inspection and Inspection Unit (Inspection Office).

02.B. 1.a) Prepare, following the directives issued by the Provincial Office for the Management of
Private Security, Inspection Office, the inspection plan, taking into account compliance with article 43,
paragraph “g” of Law No. 12,297.
02.B.1.b) Organize and coordinate actions linked to inspections of private security service providers, in
any of its modalities, according to the action planning of the Provincial Office for the Management of
Private Security .
02.B.1.c) Control strict compliance with the general rules and internal directives that regulate the
substantive and formal aspects of the contravention procedure, for violation of the current legal
regulations applicable to private security providers.
02.B.1.d) Coordinate actions with other organizations, areas and dependencies to fulfill the area's
objectives.
02.B.1.e) Propose and submit to the Provincial Office for the Management of Private Security proposals
for a course of action aimed at the effective and efficient achievement of the area's objectives.

03.- GRADE: INSPECTOR COMMISSIONER

03.Ca) Permanently assist the head of the Police Contravention Summaries Unit, in everything related

04.D.2.a) Assume and process issues related to the assets, infrastructure and accounting of the Police
Unit for the Instruction of Contraventional Summaries.
04.D.2.b) Carry out the control of the attendance of the agents who provide services in the Police Unit
for the Instruction of Contraventional Summaries, the registration of Co.Re.S hours. and the fulfillment
of the functions inherent to the personnel office.
04.D.2.c) Organize and keep the Entry Desk updated, the institutional record of the movement of files
and actions in which the organization intervenes.

SEEN that by file No. 21,100-19,883/10, the General Superintendence of


Police promotes the approval of the Nomenclator of Functions and Directory of Competencies, and

CONSIDERING:

That by Resolution No. 131 dated June 30, 2010, the General Police
Secretariat was created within the scope of the Ministry of Justice and Security, General
Superintendency of Police, determining that the position, grade and functions established for the
created body, They must be incorporated into the Nomenclator of Functions and Directory of
Competencies corresponding to the General Superintendence of Police (articles 1 and 4);

That by Resolution No. 359 dated July 16, 2010, the General Superintendency
of Police, the Administrative Directorate and Office were created within the scope of the Ministry of
Justice and Security (article 1);

That in turn, the same Resolution cited above, meriting the circumstances of
opportunity and convenience and in pursuit of providing a better provision of the security service, as
well as optimizing the use of human and material resources, transferred to its scope and approved the
functional organic structure of the General Superintendency of Police (articles 2 and 3);

Likewise, it determined that all positions, grades and functions that make up
the police agencies that make up the organizational and functional structure, established herein, must
be incorporated into the Nomenclator of Functions and Directory of Competencies of the General
Superintendency of Police (article 6°);

That by Resolution No. 2679 dated December 14, 2006, the position of Legal
Counsel was approved, its functions, grade and functional organic dependency were established,
providing that the persons designated to the positions of the then General Directorate of Legal
Counsel, be reached by the provisions of Decree No. 4409/98;

That Decree No. 1050/09, regulating Law No. 13,982, in its article 4
delegated to the then Minister of Security - current Minister of Justice and Security in the terms of Law
No. 13,757 text according to Law No. 14.131- the power to issue the corresponding Nomenclators of
Functions and Directory of Competencies of police personnel;

That this document has the endorsement of the General Superintendent of


Police and the Undersecretary of Planning;

That the Organization and Doctrine Directorate has taken intervention, finding
no objections to formulate from the organic-functional point of view;

That this measure is issued in use of the powers conferred by articles 4 and 7
of Law No. 13,482, article 4 of Decree No. 1050/09 and Law No. 13,757 and its amendments;

Thus,

ARTICLE 1.- Approve the Nomenclator of Functions and Directory of Competencies of the General
Superintendency of Police, which as a Sole Annex forms an integral part of this Resolution.

ARTICLE 2.- Validate Resolution No. 2679 dated December 14, 2006, regarding the personnel
appointed to the positions of the then General Directorate of Legal Counsel, maintaining for the
position of Legal Counsel the intangibility and remunerative equivalence of the grade of Commissioner
General, in accordance with the provisions of Decree No. 4409/98.

ARTICLE 3.- Repeal any rule that opposes this Resolution for the reasons stated in the recitals of this
administrative act.

ARTICLE 4. - Register, communicate, notify the General Secretariat of the Government -Provincial
Directorate of Personnel-, publish, give to the Information Bulletin and to SINBA. Done, archive.

01.- GRADE: GENERAL COMMISSIONER

A. POSITION: General Superintendent of Police


01.A. FUNCTIONS
01.Aa) Exercise, in accordance with the guidelines established by the Minister of Justice and Security,
the strategic coordination, direction, control and supervision of the actions of the Police throughout the
territory of the province of Buenos Aires, always with the aim of optimizing the response to provide to
all the issues involved in the complex problem that involves both public and citizen security.
01.Ab) Execute all those actions and functions established by Decree No. 74 (dated December 12,
2007, published 12/24/07 BO No. 25,807).

02.- GRADE: SENIOR COMMISSIONER

B. POSITION: Secretary General of Police


02.B. FUNCTIONS
02.Ba) Exercise all those functions established by Resolution No. 131/10 of the Ministry of Justice and
Security in its Annex I.
02.Bb) Execute any requirement formulated by the General Superintendent of Police.
02.Bc) Assist the General Superintendent of Police in the fulfillment of his mission.

8.1. POSITION: General Chaplain


02.B.1. FUNCTIONS
02.B.1.a) Provide sacramental, pastoral care, training and moral and religious instruction to the Police
personnel of the province of Buenos Aires.
02.B.1.b) Act as a link with the civil community, guiding and helping those who need it, for a better
insertion into the civil environment.
02.B.1.c) Officiate acts of worship, whether due to the liturgical calendar, for those who died in acts of
service, for special intentions and/or any other circumstance required by the police authority.
02.B.1.d) Point out, organize and arrange the pastoral tasks that will be carried out by the
Departmental Chaplains, who are directly subordinate to them.
02.B.1.e) Carry out pastoral visits to the different police units, ordering the same methodology by the
Chief Chaplain and the decentralized and departmental Chaplains.

8.2. POSITION: Police Legal Advisor


02.B.2. FUNCTIONS

02.B.2.a) Assist and advise the Police of the province of Buenos Aires, in the application of current
legal regulations.
02.B.2.b) Disseminate the current legal regulations regarding the powers of the Police of the province
of Buenos Aires.
02.B.2.c) Coordinate with the competent organizations, actions and training programs for personnel in
the matter of their competence.
02.B.2.d) Advise and rule on the application of current regulations to the different areas of the Ministry
of Justice and Security that require it.
02.B.2.e) Rule on issues related to the application of the regulations of the Police of the province of
Buenos Aires at their request or by referral from the General Superintendent of Police.
02.B.2.f) Rule at the request of the General Superintendency of Police on draft administrative and
legislative acts, as well as on agreements linked to the functions and powers of the Police of the
province of Buenos Aires.

8.3. POSITION: Director Organization and Doctrine

02.B.3.a) Carry out planning tasks related to the development of the police security function, analyzing

functions, organization, regulations and other instruments applicable to public security activity.
02.B.3.b) Advise superiors on organizational issues and functional competencies of the organizations
that make up the Police of the province of Buenos Aires.
02.B.3.c) Intervene in those projects of creation, dissolution, modification or base changes of the
police units that make up the Police of the province of Buenos Aires.
02.B.3.d) Plan the necessary operational minimums and organization tables of the different specialties
that make up the General Superintendence of Police, in accordance with the outline of the institutional
policies in progress.
02.B.3.e) Keep the Database on the Police Elements that make up the Police of the province of Buenos
Aires and the matters that make up the Police Doctrine updated.
02.B.3.f) Intervene in the initiatives or preparation of preliminary projects of organic structures,
internal regulations, Nomenclator of Functions and Directory of Competencies and other organizational
and functional issues.
02.B.3.g) Arrange for the formation of technical teams, in order to carry out situational studies and
inspections in the different police elements in everything inherent to the functions of the Directorate.

8.4. POSITION: Director of Personnel - Police Regimes


02.B.4. FUNCTIONS
02.B.4.a) Coordinate and direct activities related to the administration of human resources assigned to
the Ministry of Justice and Security, in accordance with the regulations, regulations and provisions
determined for the sector.
02.B.4.b) Organize and control the procedures and procedures derived from labor issues and
compliance with the duties and rights of the staff, issuing a reasoned opinion in accordance with
current regulations in all actions processed in the sector. .
02.B.4.c) Coordinate the implementation of the procedures leading to the observation of attendance
standards, taking intervention in the supervision of the granting of permits, commissions and license
requests provided for by current legal texts.
02.B.4.d) Organize and keep the personnel functional background registration system updated, by
preparing the files for each agent; and control the certifications of services and procedures necessary
for the granting of retirement benefits.
02.B.4.e) Organize and supervise the records of the different positions, determining the positions
occupied and vacant, recording new additions, terminations, and any other developments and/or
movements of personnel that affect salaries.
02.B.4.f) Supervise the preparation and present the drafts of the administrative decision acts for the
signature of the competent authorities in matters of human resources of the Police personnel of the
province of Buenos Aires.
02.B.4.g) Coordinate actions, collaborate and provide the necessary information and data to the
Delegation of the Provincial Personnel Directorate, in order to jointly prepare, organize and update the
functional plans of the organization.
02.B.4.h) Participate in the survey, analysis and organizational design of the Ministry, according to the
established guidelines.
02.B.4.i) Coordinate activities related to personnel assignment, career, promotions, Sub-echelon
changes, promotions, contests, performance evaluation, teamwork and incentives.

02.B.4.j) Coordinate with the departments and areas involved, the control and verification of the
settlement of salaries regarding the review status of the agents.
02.B.4.k) Implement mechanisms that allow optimizing personal capabilities in their individual and
group interaction, integrating the diversity of individuals that make up the Ministry's staff.

That by Resolution No. 667 dated May 16, 2006, the Positions of Zonal
Coordinator and General Coordinator of the General Directorate of Security were approved and
incorporated into the List of Functions of the Security Police, approved by Resolution No. 1887/05.

That the General Superintendent of Police endorses the proposal (pages. 3);

That after analyzing the background of the police officer, no impediments


arise for the issuance of the pertinent administrative act;

That in order to the above, it is necessary to resort to an exception


mechanism to the approved Nomenclator of Functions, formalizing the designation of the agent MUÑOZ
VERGINELLI;

That this measure is issued in use of the powers conferred by Laws No.
