the Secretary of Agricultural Development and Environment, you will be
accompanied to a visual inspection visit on the property located in the
model neighborhood of the Tolima purification municipality, owned by the
inspector, who does not specify in the office the name of the owner of the

On the Eleventh (11th) day of March 2021, at nine in the morning (10:30 AM),
they were present

In the company of the police inspection, the Secretary of Planning and the
Secretary of Agricultural Development and Environment accompanied, at the
request of Inspector NESTOR DANILO ANDRADE , MAURICIO MENDEZ, Risk
Committee, representing the Secretary, the Operational Technician VANESA
HERRAN, the development of The visit entered the neighboring house when
arriving at the property in the company of the Police Inspection, Secretary of
Planning and Secretary of Agricultural Development and Environment, the way
was made to enter an indicated house, where the gentlemen stated that their
home was being affected by the humidity produced by some species trees, one
of the garden type Brownea rosa-de-monte , better known as Palo de la Cruz,
and another of the carbonero species.

The visual inspection visit was attended on the day and time by Ms. MARTA
STELLA MAYORGA VERGARA, who allowed entry to the home to verify the
reported facts, finding the following:

1. The existence of two trees is confirmed, one of the Carbonero species and
another of the garden species Brownea rosa-de-monte, better known as Palo
de la Cruz, and another of the Carbonero species.

2. When observing the neighboring house, no humidity was found, nor was
there evidence that the roots of the Brownea rosa-de-monte tree were affecting
the floors of said house.

3. It was observed that the two trees are on the energy cords, therefore the
recommendation is given to carry out training pruning and cultural work on said
plant material, to prevent them from continuing to reach a volume, weight and
inclination that could affect neighboring homes.

4. We make it clear that the SDAMA is not the entity in charge of giving a
concept on the physical structures of the homes but that this case showed that
due to the age, height and structures of the trees, these are not the ones that are
causing the damage that the trees suffered. gentlemen state, in fact, at the time
of verification no anomaly was found

5. And in the most cordial way we invite the Police inspection to be more
punctual when assigning visits

Objective of the Visit : according to the request of the police inspection to

the Secretary of Agricultural Development and Environment, you will be
accompanied to a visual inspection visit on the property located in Vereda
las Damas of the Tolima purification municipality owned by Mr. CIRO
ALFONSO VALDÉS in said visit does not make reference to why
accompaniment is required

According to the request of the police inspectorate

Development of the Inspection :

On the Eleventh (13th) day of the month of April 2021 at Ten Forty in the
morning (10:40 AM), they were present

In the company of the police inspection, the Secretary of Works The Secretary of
Agricultural Development and Environment Municipal Personnel, National Police
accompanied us at the request of Inspector NESTOR DANILO ANDRADE,
during the visit the Personero and Inspector enlightened us about the reason and
regulations for said visit. Which was requested by a process regarding an alleged
impact on the property of Mr. Ciro Valdés due to a pool where semi-annual
dryland crops of cereal (rice) owned by Mrs. Cecilia Valdés de Rocha are
operating.

The visual inspection visit was attended on the day and time by the
aforementioned parties, both Mr. Ciro Valdes and Mrs. Cecilas Valdes de
Rocha, to verify the reported facts, finding the following:

1. On the part of the SDAMA, it was verified ex officio with some annexes
provided by the inspector with photographs in which, due to their poor
resolution, nothing can be evidenced.
2. Upon entering the crop, it was evident that it was over a pool at that
time with humidity, but there was no evidence of filtration.

3. The land where the cultivation operates has a height of approx. 1.30
high, separated by a groove of approx. 80 centimeters

4. That the second pool has a difference from the first of more than 1.50
in height

5. That at the time of review, the property of Mr. Ciro Valdés was not
found to be affected by humidity.

6. It can be seen that the furrow that adjoins the house was fitted with
plastic at a shallow depth, perhaps to minimize filtration at the time of
applying water to the land.

Recommendations: The following is recommended by SDAMA.

 The land intended for rice cultivation must be prepared with the criteria of
continuous production and the land must be adapted so that the soil
deteriorates as little as possible in each planting cycle. In this situation,
leveling the land (suitable for cultivation) is an important step when
allocating a plot of land for the production of rice under irrigation.

 The SDAMA requests that a controlled visit be rescheduled first: where we

can verify when the crop is supplied with irrigation, to determine if water
seepage occurs to Mr. Ciro Valdés's property, it is of great importance that
it be carried out.

 We must clarify that the crop has an unevenness and that therefore the
cultural processes of its management must be verified in order to provide a
corrective concept.

 If it is found that at the time of applying irrigation and if it produces

filtration, a ditch or canal must be built to divert the flow of the liquid and
thus prevent damage to the following property.

NOTE: The SDAMA cannot proceed to generate a definitive technical concept at

this time, until the aforementioned is verified. We must also take into account that

during these times there have been winters with a considerable proportion of
water.
