JOSÉ MATA FIGUEROA, DESIGNATED BY Decree No. 7,193 dated January 26,
2010, published in the Official Gazette of the Bolivarian Republic of Venezuela No.
39,358 dated February 1, 2010 , in exercise of the powers conferred by numeral 19 of
article 77 of the Decree with Rank, Value and Force of Organic Law of the Public
Administration, in accordance with the provisions of article 11 of the Organic Law of
the National Armed Forces Bolivarian, it is dictated on:

I. OBJECT

The purpose of this Comprehensive Military Education Plan is to


formulate, with a long-term vision, the policies, strategies, objectives and general
lines of action, to guide the processes of planning, coordination, organization,
execution, control and evaluation of educational activities. of the Military
Educational Modality, in order to:

A.- CONSOLIDATE THE UNITY OF DOCTRINE AND OPERATIONAL EMPLOYMENT OF


THE BOLIVARIAN NATIONAL ARMED FORCE, IN ACCORDANCE WITH ITS
CONSTITUTIONAL MISSION, ORIENTED TO JOINT ACTION.

B.- STRENGTHEN THE UNITY, INTEGRATION AND INSTITUTIONAL IDENTITY OF THE


BOLIVARIAN NATIONAL ARMED FORCES.

C.- GUARANTEE THE COHERENCE, ARTICULATION AND CONTINUITY OF
MANAGEMENT OF THE EDUCATIONAL, ADMINISTRATIVE AND TECHNICAL
PROCESSES OF THE MILITARY EDUCATIONAL MODALITY, FOR THE ACHIEVEMENT
OF THE INSTITUTIONAL GUIDELINES OF THE DEFENSE SECTOR.

D.- PROMOTE AND GENERATE INSTITUTIONAL CHANGE, FOR THE MODERNIZATION


AND STRENGTHENING OF MILITARY EDUCATION.

The Ministry of Popular Power for Defense, through the Vice Ministry of
Defense Education, will exercise the leadership of the Military Educational
Modality, therefore, it is the competent entity to promote and prepare the
Comprehensive Military Education Plan of the National Armed Forces. Bolivarian,
focusing as a priority on educational excellence in the military and civil-military
dimension, in order to ensure the fulfillment of the mission of the armed institution
and contribute to the Teaching State in promoting, integrating and facilitating
social participation in the defense of sovereignty, national identity and territorial
integrity.

II. JUSTIFICATION

The Constitution of the Bolivarian Republic of Venezuela contemplates a


country project, whose rules impose the need to implement a new model of the
Bolivarian National Armed Force that satisfies the demands demanded by the
transformation processes at the national, regional and hemispheric level.
The general guidelines contemplated in the State's development plans guide
the formation of a Bolivarian National Armed Force that is characterized by:

A.- ITS ACTIVE PARTICIPATION IN NATIONAL DEVELOPMENT, WITH SPECIAL


EMPHASIS ON ITS INTERRELATION AND TREATMENT OF SOCIETY'S PROBLEMS,
WITH SUFFICIENT FLEXIBILITY TO CONTRIBUTE TO THE INTERNAL ORDER, THE
DEFENSE OF THE INDEPENDENCE, SOVEREIGNTY OF THE NATION AND ENSURE
THE INTEGRITY TERRITORIAL.

B.- PROMOTE AND PARTICIPATE IN THE REINFORCEMENT OF THE INTEGRITY AND


INTEGRATION OF THE REGION AND THE HEMISPHERE, AS PART OF THE DEFENSE
SYSTEM.

C.- HAVE AN ESSENTIALLY PROFESSIONAL HUMAN RESOURCE, OF THE HIGHEST


QUALITY WITH A HIGH SENSE OF BELONGING AND COMMITMENT.

To achieve these goals, it is essential to consolidate and strengthen Military


Education, under the premise of constituting in our Armed Forces a solid
monolithic entity perfectly united to the interests of the State.
Military Education, in response to its special characteristics and
particularities, has been recognized by the State as a fundamental process to
achieve the goals of Security, Defense and Comprehensive Development of the
nation, which is why within the Venezuelan legal structure, has had a special
institutional interest with a connotation of legal status, expressly defined by Law.
Currently, Military Education gains more strength and preponderance with
the recent publication of the Organic Law of Education (2009); legal instrument
that governs education at the national level, as it not only consolidates its essential
purpose of ensuring the fulfillment of the mission of the Bolivarian National
Armed Forces, contained in the Constitution of the Bolivarian Republic of
Venezuela, but also that of contributing to the “Teaching State” in the promotion,
integration and facilitation of the social participation of citizens in the defense of
sovereignty, national identity and territorial integrity. Consequently, a new

orientation is established that is not only limited to the military dimension, since it
provides legal tools for the promotion and consolidation of the civil-military union,
within Venezuelan society, which allow strengthening the interrelation of the
people with the Bolivarian National Armed Forces.
The Bolivarian National Armed Force is constituted by four Military
Components: Bolivarian Army; Bolivarian Navy; Bolivarian Military Aviation; and
Bolivarian National Guard, and complemented by the Bolivarian Militia, it is
essential from an educational point of view to form the Comprehensive Military
Education Plan.
The Third Transitory Provision of the Organic Law of the current
Bolivarian National Armed Forces establishes a period of one year for the
preparation of the Comprehensive Military Education Plan, representing,
therefore, a legal mandate of mandatory compliance by the Ministry of Popular
Power. for Defense, in its capacity as the highest administrative body in matters of
Comprehensive Security of the Nation. That is why the Vice Ministry of Education
for Defense constitutes the competent body of the Ministry of Popular Power for
Defense, to carry out such a task, in accordance with the powers conferred in the
current Ministerial Organic Regulation, as the Governing Entity of the Military
Educational Modality.
The Comprehensive Military Education Plan will be supported by the
philosophical and doctrinal foundations of the National Educational System, the
New Venezuelan Military Thought, in accordance with the ideological bases of our
Liberator Simón Bolívar, considering the strategies of the Simón Bolívar National
Project 2007–2013 and the educational policies and strategies established by the
Ministry of Popular Power for Defense, representing in educational praxis the
governing document of educational action within the armed institution, whose
provisions will be mandatory to consolidate Military education in the Armed Forces
Bolivarian National.

III. THEORETICAL FOUNDATIONS

Generalities:
With the approval of the Constitution of the Bolivarian Republic of
Venezuela (December 19, 1999), the process of refounding the country began to
establish a society: democratic, participatory, leading, multiethnic and
pluricultural. In this context, the legal framework that will govern education in our

country is institutionalized, where the following is established:
A.- EDUCATION AS A HUMAN RIGHT (ART. 102);
8 .- COMPREHENSIVE, QUALITY, PERMANENT EDUCATION AND EQUAL STATUS
(ART. 103);
C.- COMPULSORY EDUCATION AT ALL LEVELS AND MODALITY (ART.103).
Fundamentals that contribute to the scope of a model of society, as
established in the preamble of the Constitution of the Bolivarian Republic of
Venezuela, where the need to consolidate the values of freedom, independence,
peace, solidarity, common good, integrity is raised. territorial, dignity, respect,
equality, equity and justice. Values that stimulate political action, so that the
Venezuelan people act with political awareness, and thus achieve the construction
of a more humane and supportive society model, which consolidates the creation of
a new Republic; starting from the process of formation of the person, the family
and society.
The Simón Bolívar Strategic Plan (2007 – 2013) constitutes the visionary
strategy that reinforces the approaches outlined above, the essence of which focuses
on the following:
A.- NEW SOCIALIST ETHICS;

C.- LEADING AND REVOLUTIONARY DEMOCRACY;
D.- NEW SOCIALIST PRODUCTIVE MODEL;
E.- VENEZUELA ENERGY POWER; AND
F.- NEW INTERNATIONAL GEOPOLITICS.
The aforementioned legal and strategic approaches are intertwined with an
educational model, whose ideological foundation is the tree of the three roots (Simón
Rodríguez, Simón Bolívar and Ezequiel Zamora), basing its essence on the following:

B.- POPULAR EDUCATION SUPPORTED BY THE IDEALS OF THE TEACHER SIMÓN
RODRÍGUEZ, FORMING THE ROBINSONIAN SYSTEM THAT IS FRAMED IN THE
FAMOUS EXISTENTIAL DILEMMA OF THE DICHOTOMY "EITHER WE INVENT OR WE
ERR", WHERE IT SEEKS TO ENCOURAGE THE INVENTIVENESS OF NEW INSTITUTIONS
FOR THE NASCENT REPUBLICS LATIN AMERICAN COUNTRIES, OR TO ERR ALONG THE
WAY, FALLING INTO THE SIMPLICITY OF COPYING MODELS FROM OTHER TIMES,
OTHER ATTITUDES AND OTHER MEN, THAT IS, IF WE DO NOT INVENT, WE FINALLY
FALL INTO ERROR.
C.- ENDOGENOUS DEVELOPMENT SUPPORTED BY THE IDEALS OF GENERAL EZEQUIEL
ZAMORA, WHO CALLS ON VENEZUELANS TO TAKE UP THE LIBERTARIAN FLAGS, TO
ACHIEVE EQUALITY AND TRUE INDEPENDENCE, A STRATEGY BASED ON A SOCIAL
POLICY, THE ESSENCE OF WHICH IS THE INCLUSION OF THE PEOPLE AS A
FUNDAMENTAL ACTOR FOR THE TRANSFORMATION OF SOCIETY UNDER THE MOTTO
“FREE LANDS AND MEN”, CONSTITUTING IN ITS ESSENCE A FUNDAMENTAL PILLAR
OF THE IDEOPOLITICAL BASIS OF 21ST CENTURY SOCIALISM.

These ideological conceptions are those that currently govern the National
Educational System and consequently generate precepts in the construction of a new
dimension of Education that allows:
A.- CREATE POLITICAL AWARENESS AMONG THE PEOPLE TO ACTIVELY
PARTICIPATE IN THE PROCESSES OF CHANGE IN THE COUNTRY.

B.- PROMOTE A NEW SOCIETY IN WHICH THE HUMAN BEING, AS ITS CENTER,
BECOMES THE SUBJECT OF ITS OWN TRANSFORMATION.

C.- STIMULATE THE FORMATION OF A THINKING, CREATIVE BEING, WITH FIRM


VALUES AND CONCEIVING A NEW WAY OF EXISTENCE.

D.- FROM A COMPREHENSIVE CONCEPTION, ENCOMPASSING MAN AS A WHOLE


AND HIS REALIZATION AS A HUMAN BEING.

E.- CONCEIVE MAN IN HIS HISTORICITY, IN HIS FUTURE AND IN HIS


DEVELOPMENT.

F.- FORM A COMPREHENSIVE PROCESS FOR THE ATTENTION OF TEACHING AND


LEARNING AS A COMPLEX UNIT OF HUMAN NATURE.

Education as a social phenomenon guides its action towards the search for

excellence and towards a previously defined purpose, with a transdisciplinary
educational vision, which implies the semantic and operational unification of the
different meanings that must be taught to conceptualize, concretize and globalize in the
educational field; applying new methods and strategies for the generation of
knowledge. The Student - School - Teacher relationship plays a very important role for
the advancement, evolution and transformation of a different society: humanistic, with
equity, law and justice, with new knowledge, open to new educational paradigms and
way of thinking and seeing the world from different spectrums.

This is why Military Education will be in accordance with the requirements of a


comprehensive education in accordance with the 21st Century, where, among other
aspects, priority will be given to: relevance, which lies in a proposal adjusted to the
expectations, needs, capabilities and characteristics of the Bolivarian National Armed
Force, considering the solution of the problems that affect the security and
comprehensive defense of the Venezuelan nation, through addressing conflicts and the
basic elements of coexistence and concentration in the face of reconstruction of a more
just and balanced social fabric; transdisciplinarity, which implies the need for meta-
disciplinary thinking, which goes beyond interdisciplinary; It is understood as the
interaction between the sciences and the concurrence of knowledge from different
disciplines around the study of problems related to the security and comprehensive
defense of the nation; integration, which reflects a solid harmony throughout the entire
academic path of military education, not only in the segment of formal academic
programs, but also non-formal ones and the promotion of creative thinking, which will
be in the search and generation of new solutions in all areas and activities of the
security and comprehensive defense of the nation.

In this sense, and in line with these changes, the Bolivarian National Armed
Forces intends to adapt its educational spectrum, through the implementation of a
Comprehensive Education Plan , where the rules and procedures are established to
unify the Military Educational System of the Military institution.

That is why the Comprehensive Education Plan is based on theoretical


foundations that explain the new Philosophical Conceptions and Educational
Theories or approaches, which support the new curricular construction, with an

open, flexible and contextualized approach, based on the emancipatory ideas of
Simón Rodríguez, Simón Bolívar and Ezequiel Zamora (tree of the three roots), in
which education is conceived as a historical-social process, Integral, permanent,
emancipatory and dignifying, which contributes to the formation of a transforming
citizen (as), with principles and values of cooperation, solidarity, coexistence, unity
and integration that allow a model of society that guarantees individual and
collective dignity and well-being; and therefore, the construction of a country where
there is social justice, equality and brotherhood, as established in the preamble of
the Constitution of the Bolivarian Republic of Venezuela.

Based on the above, the Comprehensive Education Plan orients its


educational action towards the search for human talent to train it as a new
republican, capable of serving the nation, adjusted to the institutional interest of the
Bolivarian National Armed Forces and the demands that national development

The aforementioned precepts and guidelines strengthen the


military educational modality in the Bolivarian National Armed
Forces, since it is legally supported by the new Organic Law of
Education, whose philosophical point of view is framed within the
approach of Social Humanism, which focuses its action in the
human being in interaction with his environment, his intrinsically
human potential and needs with people in his family context and
the community environment, assuming the student in a
biopsychosocial perspective, in order to promote the construction of
a just society, where education and work are the processes to
develop all the potential of the new citizen, of the new citizen who,
consubstantiated with its historical cultural heritage, maintains as
guiding principles solidarity, the common good, respect,
coexistence, peace, freedom, defense of the sovereignty and
recognition of indigenous indigenous peoples and the peoples of the
world; for the formation of the social being that is needed.

Such foundation is in accordance with the approaches of the


thinkers of the 18th and 19th centuries, who influenced the thought
of the Liberator Simón Bolívar, as stated in the Cartagena
Manifesto (1812) and in the Angostura Speech (1819), in these
postulates uphold the democratic principles of justice, equality,
equity, morality, progress and the aspiration for popular education.

The essence of the proposed ideals is the formation of a man


with a deep social, humanist conscience, with an education for
freedom, justice, sovereignty and equality.

IV. ACTION GUIDELINES OF THE MILITARY EDUCATIONAL MODALITY

A.- MILITARY EDUCATION as A MODALITY of THE National EDUCATIONAL system.


The Bolivarian National Armed Forces, as a fundamental public
institution of the State, are unconditional guarantors of the security and
defense of the nation. To fulfill this task, it has implemented and developed

The history of the Armed Institution in Venezuela gives us the legacy
of being heirs to the glory of a historical feat marked by the heroism and
sacrifice of our aboriginal ancestors and the precursors and forgers of a
free and sovereign homeland.

With the roots of our history, we exercise the supreme duty to honor
our faithful commitment to the postulates contained in the current
Constitution of the Bolivarian Republic of Venezuela, not only supported by
our doctrine and the ideals of the Liberator Simón Bolívar, but also
generating the processes of changes that promote and materialize the
consolidation and development of an independent, free and sovereign
homeland.

Given the normative provisions of our Magna Carta, we are under


the historical obligation to face and assume the challenges involved in the
processes of structural transformation of Venezuelan society, for the
construction of a new State with a more humanistic approach, and it is
precisely through of military education the fundamental process that allows
us to achieve such achievements within our organization.

The Bolivarian National Armed Force requires a process of


adaptation of its entire educational structure at the technical, administrative
and teaching levels, in order to adjust to the new legal and political
structure of the State, whose vision is oriented towards the formation and
structuring of a social state, in solidarity with the sister nations of the

American Continent, lover of peace and defender of human rights.

Consistent with the entry into force of the new Organic Law of
Education, it is necessary and imperative to dictate guidelines and
regulatory provisions regarding the modality of military education in the
processes of training, training, professionalization, specialization, updating
and improvement of men. and women of arms who will perform the sacred
duty of serving the country.

Military education must have a clear identification and a decisive


commitment to the country project, which is why the progressive growth of
educational processes aimed at ensuring the comprehensive defense of the
nation, cooperating in the maintenance of internal order and participating

must be guaranteed. actively in the comprehensive development of the
nation.

The purpose of military education is focused on contributing to


ensuring the mission of the Bolivarian National Armed Forces in the
Constitution of the Bolivarian Republic of Venezuela, through the
aforementioned processes of training, training, specialization, training,
improvement and updating, in order to seek the comprehensive and
continuous development of the intellectual and physical capabilities of the
military and civilian personnel of the armed institution.

The military educational dynamic as a modality is complemented by


the National Educational System in order to exchange educational
experiences that, under the criteria of reciprocity and transparency, allow
the adaptation of processes, in order to contribute to the comprehensive
training of human talent. This is why Military Education is not isolated
from the National Educational context, since it maintains, within
Venezuelan society, an interrelation that is not only limited exclusively to
the Military Dimension, but also to a Civic-Military Dimension.

Interrelation of Military Education with the different


Subsystems and modalities of the National Educational System

Consequently, the general guidelines of action of Military Education


as a modality of the National Educational System are aimed at:

1. DEEPEN AND ACCELERATE THE FORMATION OF THE NEW


VENEZUELAN MILITARY THOUGHT.
2. DEEPEN AND ACCELERATE THE NEW NATIONAL MILITARY
STRATEGY, TO STRENGTHEN AND UPDATE NATIONAL DEFENSE PLANS.

3. CONSOLIDATE THE NEW VENEZUELAN MILITARY DOCTRINE,


INSPIRED BY THE PHILOSOPHICAL BASES AND EDUCATIONAL, SOCIAL AND
HUMANIST THINKING OF THE LIBERATOR SIMÓN BOLÍVAR, SIMÓN
RODRÍGUEZ AND EZEQUIEL ZAMORA.

4. DEEPEN AND ACCELERATE THE FORMATION OF NEW
ORGANIZATIONAL, STRATEGIC, CURRICULAR, PEDAGOGICAL AND
ANDRAGOGICAL MODELS TO ACHIEVE A HIGH EDUCATIONAL AND
CULTURAL LEVEL IN THE BOLIVARIAN NATIONAL ARMED FORCES.

5. PROMOTE THE DEVELOPMENT OF AN INTEGRAL AND HUMANISTIC


INDIVIDUAL, ALIGNED WITH THE ELEMENTS OF ETHICS, SOCIAL AND
PARTICIPATORY DEMOCRACY, CULTURE, SOLIDARITY, EQUALITY COMBINED
WITH FREEDOM, JUSTICE AND CO-RESPONSIBILITY.

6. PROMOTE THE DEVELOPMENT OF SCIENTIFIC, TECHNOLOGICAL


AND HUMANISTIC RESEARCH IN RESPONSE TO THE CAPABILITIES AND
PARTICULARITIES OF OUR ORGANIZATION.

7. STIMULATE CREATIVE, CRITICAL AND LIBERATING THINKING


WITHIN THE FRAMEWORK OF THE DEFENSE OF THE NATION'S
SOVEREIGNTY.

Regarding the development of educational activities and processes in


the Bolivarian National Armed Forces, the Ministry of Popular Power for
Defense, through the Vice Ministry of Defense Education, guides the main
efforts along the following specific guidelines:

1. THE INSTITUTES AND EDUCATIONAL CENTERS OF THE NATIONAL


ARMED FORCE MUST FULLY COMPLY WITH THE DIFFERENT LEGAL
PROVISIONS THAT GOVERN EDUCATIONAL MATTERS, IN ORDER TO PROVIDE
A COMPREHENSIVE QUALITY EDUCATION IN WHICH THE AVAILABILITY OF
TEACHING STAFF AND SUITABLE INFRASTRUCTURE IS GUARANTEED, TO IN
ORDER TO GUARANTEE ACADEMIC EXCELLENCE AND THE CONSISTENT
PROVISION OF SERVICES, COMPREHENSIVE HEALTH, SPORTS, RECREATION,
CULTURE AND GENERAL WELL-BEING TO MILITARY AND CIVILIAN
PERSONNEL OF THE MILITARY AND CIVIL-MILITARY ESTABLISHMENT.

2. THE MINISTRY OF POPULAR POWER FOR DEFENSE, THROUGH THE


VICE MINISTRY OF EDUCATION FOR DEFENSE, BASED ON ITS
RESPONSIBILITIES AS THE MILITARY EDUCATIONAL GOVERNING BODY,
ESTABLISHES AS A TEACHER TRAINING POLICY THAT THE UNIVERSITY
TRAINING INSTITUTES FOR OFFICERS OF THE BOLIVARIAN NATIONAL
ARMED FORCES CONTEMPLATE, IN THE PENSA OF STUDIES AS
PROGRAMMATIC CONTENT, THE TEACHING COMPONENT.

3. THE OFFICIAL AND MILITARIZED PRIVATE MILITARY EDUCATIONAL
UNITS OF THE BASIC, SECONDARY GENERAL AND TECHNICAL EDUCATION
SUBSYSTEM MUST FAITHFULLY COMPLY WITH THE TECHNICAL-
ADMINISTRATIVE PROVISIONS AND REGULATIONS ISSUED BY THE MINISTRY
OF POPULAR POWER FOR EDUCATION AND THE GUIDELINES ESTABLISHED
BY THE VICE MINISTRY OF EDUCATION. FOR DEFENSE. THE STUDY PLANS
AND PROGRAMS IN THESE UNITS MUST BE BASED ON THE GUIDING
PRINCIPLES AND VALUES ESTABLISHED IN THE ORGANIC LAW OF
EDUCATION, HIGHLIGHTING THE SUBJECTS OF SPANISH, HISTORY,
GEOGRAPHY OF VENEZUELA, THE ENVIRONMENT AND NATIONAL IDENTITY,
BASED ON THE DOCTRINES OF THE PRECURSORS AND EMANCIPATORS OF
THE COUNTRY.

4. THE VICE MINISTRY OF EDUCATION FOR DEFENSE, TOGETHER


WITH THE EDUCATION COMMANDS OF THE MILITARY COMPONENTS OF
THE BOLIVARIAN NATIONAL ARMED FORCES, WILL GUARANTEE THAT THE
TEACHING ACTIVITY IS CARRIED OUT BY MILITARY AND CIVILIAN TEACHING
STAFF, OF PROVEN ACADEMIC SUITABILITY. IN THIS SENSE, THE
PROCESSES OF ENTRY, PERMANENCE, PROMOTION, PROMOTION AND
PERFORMANCE OF THE AFOREMENTIONED PROFESSIONALS IN THE
BOLIVARIAN NATIONAL ARMED FORCES WILL BE CENTRALIZED BY THE
MILITARY EDUCATIONAL GOVERNING BODY.

DEVELOPMENT OF SCIENTIFIC, TECHNOLOGICAL AND HUMANITARIAN
RESEARCH, IN RESPONSE TO THEIR SPECIFIC CAPABILITIES AND
PARTICULARITIES. THE GOODS AND SERVICES COMPANIES ATTACHED TO
THE MINISTRY OF POPULAR POWER FOR DEFENSE BASED ON THEIR
OBJECT AND PURPOSES, AND IN CORRESPONDENCE WITH THE
EDUCATIONAL POLICIES OF THE DEFENSE SECTOR, ARE OBLIGED TO CARRY
OUT RESEARCH AND DEVELOPMENT ACTIVITIES THAT CONTRIBUTE TO THE
SCIENTIFIC AND TECHNOLOGICAL PROGRESS OF THE BOLIVARIAN
NATIONAL ARMED FORCES.

6. THE SIGNING AND AUTHORIZATION OF MULTILATERAL AND


BILATERAL EDUCATIONAL AGREEMENTS WITH NATIONAL AND
INTERNATIONAL PUBLIC AND PRIVATE ENTITIES WILL BE CENTRALIZED IN
THE VICE MINISTRY OF DEFENSE EDUCATION, AS THE GOVERNING BODY

OF THE MILITARY EDUCATIONAL MODALITY.

7. THEMANAGEMENT STAFF OF THE INSTITUTIONS AND


EDUCATIONAL CENTERS OF THE BOLIVARIAN NATIONAL ARMED FORCES
WILL BE GUARANTORS OF THE PROHIBITIONS CONTEMPLATED IN THE
ORGANIC LAW OF EDUCATION, REGARDING INCITEMENT TO HATRED;
MESSAGES CONTRARY TO NATIONAL SOVEREIGNTY AND PARTISAN
PROPAGANDA OF ALL KINDS.

8. THE COMMANDERS AND DIRECTORS OF UNITS AND OPERATIONAL


AND ADMINISTRATIVE AGENCIES OF THE BOLIVARIAN NATIONAL ARMED
FORCES HAVE THE DUTY TO CONTRIBUTE AND PROVIDE FACILITIES TO
MILITARY AND CIVILIAN PERSONNEL FOR THEIR ACADEMIC TRAINING,
UPDATING, IMPROVEMENT AND PROFESSIONAL DEVELOPMENT.

9. IT IS MANDATORY FOR THE EDUCATIONAL INSTITUTES AND


CENTERS OF THE BOLIVARIAN NATIONAL ARMED FORCES TO INCLUDE
PHYSICAL EDUCATION AND SPORTS AS A SUBJECT IN ALL EDUCATIONAL
SUBSYSTEMS OF THE MILITARY EDUCATIONAL MODALITY.

10. THE INSTITUTES AND EDUCATIONAL CENTERS OF THE BOLIVARIAN


NATIONAL ARMED FORCE, IN ORDER TO COMPLY WITH THE PRINCIPLES OF
SOCIAL AND SOLIDARITY RESPONSIBILITY, CONTEMPLATED IN THE
ORGANIC LAW OF EDUCATION, MUST CONTEMPLATE IN THE STUDY PLANS
AND PROGRAMS, THE PRACTICE OF COMMUNITY ACTIVITIES , MANDATORY
FOR ALL STUDENTS IN THE GENERAL, TECHNICAL AND UNIVERSITY
EDUCATION SUBSYSTEMS.

11. THE MANAGEMENT AND TEACHING STAFF OF THE EDUCATIONAL


INSTITUTES AND CENTERS AT THE UNIVERSITY LEVEL OF THE BOLIVARIAN
NATIONAL ARMED FORCES MUST PROMOTE AND DEVELOP THE USE OF
SCIENTIFIC, HUMANISTIC AND TECHNOLOGICAL METHODS OF
EDUCATIONAL RESEARCH, AS BASIC INTELLECTUAL TOOLS FOR THE
EXALTATION OF INTELLECTUAL VALUES. ETHICAL, CULTURAL AND
PHYSICAL.

12. THE VICE MINISTRY OF EDUCATION FOR DEFENSE, TOGETHER


WITH THE EDUCATION COMMANDS OF THE MILITARY COMPONENTS OF
THE BOLIVARIAN NATIONAL ARMED FORCES, MUST ENSURE AND
GUARANTEE THE AVAILABILITY OF HUMAN TALENT AND MATERIAL AND
FINANCIAL RESOURCES IN ALL INSTITUTES AND MILITARY EDUCATIONAL

CENTERS OF THE ARMED INSTITUTION.

13. THE INSTITUTES AND EDUCATIONAL CENTERS OF THE NATIONAL


BOLIVARIAN ARMED FORCE MUST PROGRAM SPECIAL EDUCATIONAL
ACTIVITIES OF A CULTURAL, SOCIAL AND SPORTS NATURE, AIMED AT
EXALTING THE VALUES OF THE NATIONAL CULTURE, AS WELL AS
REINFORCING THE BONDS OF SOLIDARITY BETWEEN THE MEMBERS OF THE
INSTITUTION AND SOCIETY. GENERAL.

14. THE VICE MINISTRY OF EDUCATION FOR DEFENSE, AS THE


GOVERNING BODY OF THE MILITARY EDUCATIONAL MODALITY, IN
COORDINATION WITH THE EDUCATION COMMANDS OF THE MILITARY
COMPONENTS OF THE BOLIVARIAN NATIONAL ARMED FORCES, WILL
DETERMINE AND APPROVE THE MILITARY COURSES THAT ARE CONSIDERED
A REQUIREMENT FOR PROFESSIONAL DEVELOPMENT. OF MILITARY
PERSONNEL, IN ACCORDANCE WITH THE CAREER PATTERNS AND
OCCUPATIONAL PROFILE, BY SPECIALTY, OF EACH MILITARY COMPONENT.

15. INSTITUTES AND EDUCATIONAL CENTERS FOR TRAINING OFFICERS


AND PROFESSIONAL TROOPS MUST CONSIDER PERSONAL DEFENSE AS AN
OPERATIONAL SUBJECT WITHIN THE CURRICULAR MATRIX.

16. THE OFFICE OF THE VICE MINISTER OF EDUCATION FOR DEFENSE


WILL PROMOTE TEACHING, RESEARCH AND EXTENSION IN INSTITUTES AND
EDUCATIONAL CENTERS AT THE UNIVERSITY LEVEL, IN ACCORDANCE WITH
THE LINES OF RESEARCH ESTABLISHED IN THE HUMANISTIC, SCIENTIFIC
AND TECHNOLOGICAL AREA.

B.- DEFENSE EDUCATION as AN integrating axis of THE National Educational


System

The current Organic Law of Education establishes in its article No.


06, that the Venezuelan State, through the national bodies with jurisdiction
in educational matters, will exercise stewardship in the Educational System,
specifying in “numeral 04”, the obligation and the duty to promote,
integrate and facilitate social participation in defense of sovereignty,
national identity and territorial integrity.
Taking such legal provision as a reference, it is evident that the
aforementioned task can only be achieved through education, with the

national bodies competent in the matter: the Ministry of Popular Power for
Education, as the Governing Body of Basic Education; the Ministry of
Popular Power for Higher Education, as the Governing Body of University
Education; and the Ministry of Popular Power for Defense, as the
Governing Body of Military Education.
Consequently, the implementation of a new educational dynamic with
a very particular focus is seen as a legal mandate within the functional
spectrum of the National Educational System: Education for Defense.
The Constitution of the Bolivarian Republic of Venezuela defines and
establishes a model of social, participatory and leading democracy, which,
based on the principle of co-responsibility, expresses that not only is the
Bolivarian National Armed Force the mission of defense and integrity. of
the territory, but society as a whole, highlighting that education is the
fundamental process to achieve these goals.
The Organic Law of the National Armed Forces, establishes in its
article No. 4, a series of functions that implicitly promote the application of
the management of the military educational modality, beyond the scope of
military spaces, in order to integrate the Venezuelan society in the defense of
the homeland, that is, preparing and organizing the people for
Comprehensive Defense, with the purpose of contributing to the
independence, sovereignty and integrity of the geographical space of the
nation. Consequently, Defense Education allows us as an institution to
participate, from the military field, in the construction of a free, fair,
supportive, co-responsible and democratic society.

Based on the aforementioned approaches, Defense Education is


imposed as the integrating axis of the National Educational System, and it is
precisely the Ministry of Popular Power for Defense that is the competent
body to carry out such a task, since within In our own organization, changes
have been generated to adapt to the new legal and political structures of the
State, which has motivated a restructuring at the ministerial level that
provides a broader dimension to education: The creation of the Vice
Ministry of Education for Defense.
The Office of the Vice Minister of Education for Defense has the
responsibility of assuming the role of Governing Body of the Military
Educational Modality, and due to functional specificity, in the context of

public administration, has the duty to carry out the processes involved. the
adoption of education for the defense of the country, and thereby ensure the
fulfillment of the mission assigned to the Bolivarian National Armed
Forces. Consequently, the Ministry of Popular Power for Defense, by legal
mandate and functional specificity, assumes Defense Education as an
essential process of the Military Educational modality, to promote,
strengthen and disseminate the principles and values of Venezuelanness.
Education for Comprehensive Defense must mainstream the National Educational
System, in order to promote, integrate and facilitate social participation in the defense of
sovereignty, national identity and territorial integrity, in coordination with national
bodies with jurisdiction in educational matters. ..

Therefore, the general guidelines of action for the implementation of


Defense Education are the following:

1. THE OFFICE OF THE VICE MINISTER OF EDUCATION FOR DEFENSE,


AS THE GOVERNING BODY OF THE MILITARY EDUCATIONAL MODALITY,
WILL COORDINATE WITH THE MINISTER OF POPULAR POWER FOR
EDUCATION AND THE MINISTER OF POPULAR POWER FOR UNIVERSITY
EDUCATION, THE IMPLEMENTATION OF THE SUBJECT: “EDUCATION FOR
THE DEFENSE” AS AN INTEGRATING AXIS, IN THE BASIC AND UNIVERSITY
EDUCATION SUBSYSTEMS, WHICH MUST BE CONTEMPLATED IN THE
PROGRAMS AND PENSA OF STUDIES OF THE INSTITUTES AND
EDUCATIONAL CENTERS OF THE NATIONAL EDUCATION SYSTEM. THE
NATIONAL POLYTECHNIC EXPERIMENTAL UNIVERSITY OF THE
BOLIVARIAN NATIONAL ARMED FORCES, DEPENDING ON ITS ACADEMIC
AUTONOMY, WILL CONTEMPLATE SUCH A SUBJECT IN ITS CURRICULAR
DESIGNS. THE OFFICIAL AND PRIVATE MILITARIZED MILITARY
EDUCATIONAL UNITS OF BASIC EDUCATION WILL ADJUST THEIR STUDY
PROGRAMS, INCORPORATING THE AFOREMENTIONED SUBJECT.

2. THE MINISTER OF POPULAR POWER FOR DEFENSE, THROUGH THE


VICE MINISTRY OF DEFENSE EDUCATION, WILL ESTABLISH AS A POLICY
OF THE MILITARY EDUCATIONAL MODALITY, THE IMPLEMENTATION OF
DEFENSE EDUCATION, BY THE BOLIVARIAN MILITIA, IN ORDER TO
GUARANTEE THE FULFILLMENT OF ITS MISSION, WHICH WILL BE ORIENTED
TO THE TRAINING, PREPARATION AND ORGANIZATION OF THE PEOPLE FOR
THE COMPREHENSIVE DEFENSE OF THE NATION. THE BOLIVARIAN

MILITIA, THROUGH THE AFFILIATED EDUCATIONAL ENTITY, WILL
DEVELOP EDUCATIONAL PROGRAMS AND PLANS, BASED ON THE PRINCIPLES
AND FOUNDATIONS FOR COMPREHENSIVE DEFENSE, IN ACCORDANCE WITH
THE POLICIES ISSUED BY THE DEFENSE SECTOR AND THE NEW
VENEZUELAN MILITARY THOUGHT, IN COMPLIANCE WITH THE
TECHNICAL-ADMINISTRATIVE TEACHING REGULATIONS, IN ORDER TO
GUARANTEE QUALITY EDUCATION.

3. THE MINISTER OF POPULAR POWER FOR DEFENSE, THROUGH THE


VICE MINISTRY OF EDUCATION FOR DEFENSE, WILL IMPLEMENT AS AN
EDUCATIONAL POLICY WITHIN THE BOLIVARIAN NATIONAL ARMED
FORCES, THE APPLICATION OF THE EDUCATIONAL SPECTRUM
CORRESPONDING TO THE THIRD ENGINE “MORALS AND LIGHTS”, WHICH
IS SPONSORED BY THE MINISTRY OF POPULAR POWER FOR EDUCATION, SO
THAT THE BRIGADE MEMBERS OF THE DIFFERENT OPERATIONAL AND
ADMINISTRATIVE UNITS OF THE MILITARY SECTOR, FORM THE STUDY AND
WORK CIRCLES IN THE POPULATIONS OF OUR NATIONAL GEOGRAPHY,
WHOSE THEMES, AMONG OTHERS, WILL BE FOCUSED ON DEFENSE
EDUCATION.

4. THE INSTITUTES AND EDUCATIONAL CENTERS OF THE BOLIVARIAN


NATIONAL ARMED FORCE, IN THE EXERCISE OF THEIR EDUCATIONAL
FUNCTIONS AND WITH PRIOR AUTHORIZATION FROM THE VICE MINISTRY
OF EDUCATION FOR DEFENSE, WILL SUPPORT THE BOLIVARIAN MILITIA
IN THE PROCESS OF PREPARING AND ORGANIZING THE PEOPLE FOR THEIR
SOCIAL PARTICIPATION IN THE DEFENSE OF SOVEREIGNTY, NATIONAL
IDENTITY AND TERRITORIAL INTEGRITY, EXERCISING A PEDAGOGICAL AND
ANDRAGOGICAL ROLE FOR THE FORMATION OF A NEW CITIZENSHIP WITH

In correspondence with the above, the Comprehensive Education Plan describes the new conception of
Military Education, taking as reference what is established in the Organic Law of Education (2009);
Consequently, this new social context gives rise to the need to review the curricular designs in the Bolivarian
National Armed Forces.

For this, the participation of a multidisciplinary team is necessary, in order to carry out educational reforms,
adjusted to its mission and vision, to provide answers and concretize the educational processes in

in line with the constant changes in the pedagogical, human, scientific, technological, social and political
variables of the country and with the guiding criteria of the new educational policies, where education
focuses on the integral development of the new social, humanist, environmentalist, leading and co-
responsible, with critical, reflective thinking, in a democratic society, based on the ethical valorization of
work and active, conscious and supportive participation in the processes of social transformation,
consubstantiated with the values of national identity and with a vision internationalist and integrationist,
from a Latin American, Caribbean and universal perspective.

VII. FINAL PROVISIONS:


First : The Comprehensive Military Education Plan of the Bolivarian National Armed Forces will come into
effect upon its respective approval and publication by the Higher Defense Office and will have a duration of
five (05) years.

Second : The Comprehensive Military Education Plan of the Bolivarian National Armed Forces will be
distributed for their knowledge and compliance to the different Military Components of the Venezuelan Armed
Institution.

Third : The Ministry of Popular Power for Defense, through the Vice Ministry of Defense Education, as the
Governing Body of the Military Educational Modality, will be in charge of the execution and technical
monitoring of the Comprehensive Military Education Plan of the National Armed Forces. Bolivarian.

Fourth : The General Commanders of the Military Components of the Bolivarian National Armed Forces,
through their respective Education Commands, will guarantee compliance with the provisions contained in the
aforementioned comprehensive plan, for these purposes they must prepare general educational orders for
periods of one year.

Fifth: The Higher Education Council of the Bolivarian National Armed Forces will be the competent body to
permanently evaluate the execution of the aforementioned plan.
