Part Seven
7. The game

Recreational activity carried out by two teams in the discipline of baseball, each with nine (9)
players on both defense and offense. No player or coach will leave the playing field or dugout until
the end of the game. Causes considered force majeure must be authorized by the main referee.

7.1. Respect for National and Institutional Symbols


In order to create citizen awareness, national civic sentiment and patriotic values, considering
the game of baseball not only as a recreational activity, but also educational, at the beginning of
each day the National Pavilion will be raised accompanied by the flag of the Criollitos Corporation
of Venezuela and all the players and coaches will sing the first stanza of the National Anthem and
the chorus of the Criollitos Anthem.

At the end of the day, the National Pavilion and the Flag of the Criollitos de Venezuela
Corporation will be lowered.

The Institution's entities will ensure compliance with this rule. The leagues are responsible for
providing the playing fields with these symbols.

7.1.1. The greeting at the beginning and at the end of the game

At the beginning and at the end of each game, greetings between all coaches and players are
mandatory. With this gesture the player and the coach show that they accept victory with humility
and defeat with gallantry. If the player ignores the technicians' request, they must record the
player's disobedience on the score sheet and the referee will confirm the fact with his signature.

Sanction for section 7.1.1.

Non-compliance by the player and/or coach will be sanctioned according to the following:
1. 1st time Suspension for one (1) game
2. The 2nd time and subsequent Suspension for three (3) games.

Note: The player and/or coach who fails to comply with the first and second point and acts in
the game, if his team wins, will cause the loss of the game on the table; if he loses or draws, the
result will be respected.

7.2. Duration of game (regulation game)


Regulation games will have a duration determined by a time limit or a maximum number of innings
and whichever comes first will apply, taking into account

into consideration the specific conditions for each category. However, that league that has enough
available schedules may schedule based on the number of entries, ignoring the elapsed time, but
the criteria to be used must be established in the conditions of the Official League Championship,
also in the conditions of the Vacation or Maintenance Championships.
Leagues that do not have available times/fields must establish more restricted times in their
championship conditions.

7.2.1. Extra tickets


For tied games in the semi-final and final rounds, the League Boards may establish in their
championship conditions, playing up to two (2) extra innings, progressive, in the Preparatory II
level, Pre-infant, Infant, Pre-junior, Junior and Youth categories. .
7.3. Game start time
The start time of a game will be established in the league schedule. The main referee will start
the game after having carried out the protocol acts (raising of flags, singing of the anthems) and
routine activities (accidental conditions of the field, greeting and delivery of the game sheets). Only
from the start of the game will the game's duration begin to run. When the previous game ends
before the scheduled time, the start time of the next game will be as indicated on the game
schedule.
7.3.1. Deadline to play
The games will be scheduled to be played between 8:00 am and 10:30 p.m. Innings cannot be
opened after this last hour and a game cannot be started after 8:30 p.m. It is recommended that
games be scheduled on Saturdays, Sundays and holidays.

In the 1st Preparatory Categories. and 2nd. Level, the games will be held from 8:00 am to 6:00
pm The game cannot be started after 6:00 pm, and innings can be opened from 7:45 pm
7.3.2. Time to open inning

If the game is being played with a time limit, the visiting team must open a new inning if there are
five (5) minutes left before the playing time expires.
Complement to section 7.3.2.
The main referee will be responsible for controlling the playing time. 7.3.3. Period to schedule
two (2) games on the same day
In Official League Championships, a team can play two (2) games on the same day, if
circumstances require it. The second game must start twenty (20) minutes after the end of the first
game; If not, the break will be at least six (6) hours between the end of the first game and the start
of the second game.
7.4. Game over or concluded
A finished game is one that is concluded by the referee, whether due to a time limit, there is a
winner or it is legally tied or for any of the causes stipulated in these Instructions).
7.5. Legal (regulatory) play
It will be considered a legal (regulatory) game if at least the Entries established for each
category in the following graph are met:

It is considered a legal (regulatory) game when any of the following situations occur:

a) In the Preparatory Category 1st. and 2nd. Level, the legal (regulatory) game is fulfilled if the
visiting team does not reach or exceed the runs of the home team (home club) in 2 and'/2
innings (innings) or if the home team (honre club) ties or exceeds the racing of the visiting
team at the close of the 3rd. entrance (inning).

b) In the Pre-Infant, Infant, Pre-Junior and Junior Categories, the legal (regulatory) game is
fulfilled if the visiting team does not reach or exceed the runs of the home team (homo club)
in 3 and 1/2 innings (innings) or if the team home team (home club) ties or surpasses the
visiting team's runs at the close of the 4th. entrance (inning).

c) In the Youth Category, legal play is fulfilled if the visiting team does not reach or exceed the
runs of the home team (home club) in 4 and 1/2 innings (innings) or if the home team (home
club) ties or surpasses the runs of the visiting team at the end of the 5th. entrance (inning).

d) 5.1. Suspension for advantage runs after legal play (regulations)

7.5.1.1. In the 1st Preparatory Category. Level does not contemplate suspension for lead runs
after legal (regulatory) play.

7.5.1.2. After legal (regulatory) play in the 2nd Preparatory Category. Level, the team with a
twelve (12) run lead will be declared the winner and the match will be considered concluded.
However, if the team that gains the lead in an inning is the visiting team, the home club team must
close out that inning.

7.5.1.3. After legal (regulatory) play in the following Categories: Pre-infant, Infant, Pre-junior,
Junior and Youth, the team that has a ten (10) run advantage will be declared the winner and the
match will be considered concluded. However, if the team that gains the lead in an inning is the
visiting team, the home club team must close out that inning.

Complement to section 7.5.1.

The manager of the team that is losing, even if it is not a legal (regulatory) game, and has a
disadvantage of fifteen (15) or more runs, may request authorization from the main referee to
withdraw the team from the match, a mention must be made on the sheet. of annotation.

7.6. Incorporation into the gaming roster before becoming legal (regulatory) gaming

As long as a game is not legal (regulatory), every player present must be incorporated into the
game roster (line-up), duly registered on the team's player roster (roster).

7.6.1. Late arrival of a player, before it is a legal game (regulations)

If a player arrives late before a game is legal, the manager must ensure that the scorer adds
him to the game roster before the game is legal. In this sense, the manager must inform the main
referee of the incorporation of the player in question and immediately inform the scorer and the
manager of the opposing team. If the manager fails to comply with what is stated here, even if the
player does not participate, the opposing manager may make the protest before the last out.

Complement to section 7.6.1.

In the event that the team begins the game with nine (9) players and the players who arrive late
are resting as pitchers or catchers, they cannot fulfill the role of first relief pitcher.

Sanction for section 7.6.1.

The manager who fails to comply with this section will be suspended for three (3) games and, if
he wins the game, the same will be repeated from the beginning and the costs will be assumed by
the board of directors of the offending currency.

7.6.2. Late arrival of a player during a legal (regulatory) game

A player who arrives late to the field of play, when the match is already legal (regulations),
cannot join the game nor will he be allowed to remain in the dugout. The main referee will ensure
compliance with the section.

Complement to section 7.6.2.

The parent or legal representative of the player is responsible for the conduct of his client during
his stay in the facilities where the games are held.

Sanction for section 7.6.2.

The manager who fails to comply with this section will be suspended for three (3) games and if
he wins the game, it will be repeated from the beginning and the costs will be assumed by the
offending currency.

7.7. The Forfeit


In order for a team to participate in a match set in the game schedule, it must present a
minimum of nine (9) offensive and defensive players on its game roster (line-up) . Otherwise you
will lose by forfeit once the extension has concluded.
If the forfeit occurs, it is recommended to play a friendly game, since the principle of
participation is applicable and the minimum percentage of participation is accumulated to the other
games.

7.7.1. Twenty (20) minutes of extra time


When one or both teams do not show up with at least nine (9) players at the set time of the
game, the main referee will establish an extension of twenty (20) minutes from that moment on.
Once this is finished and the minimum number of players established has not been presented, the
main referee will declare the forfeit to the teams that fail to comply with the section.

The game begins when the head umpire calls the play ball and the pitcher throws the first
official pitch. The twenty (20) minutes of overtime are not countable towards playing time.

7.7.1.1. Requirements to declare the forfeit


To declare the forfeit, it is an essential requirement that the protocol acts be carried out. If it is
the first game of the day, the field must be demarcated, the bases must be placed, the line-up must
be delivered to the main referee and the Patriotic and Institutional Symbols must be honored. After
the protocol acts, the twenty (20) minutes of extra time will begin and once this time has elapsed,
the players of the team who do not cause the forfeit must each take their defensive position. The
pitcher must make a pitch to the catcher and then the head umpire must declare the forfeit.

In cases where the League Board schedules days of two or more games, a period of twenty
(20) minutes will be given for the start of the next game. When one or both teams do not appear
with at least nine (9) players, both on offense and defense, at the start of the game, from that
moment on an extra time of twenty (20) minutes will begin to run. declare the forfeit. Likewise,
when the previous game ends before the scheduled time, the start time of the next game will be as
indicated on the game schedule. This time will not be attributable to the duration of the game. The
league directories will ensure compliance with this section; if the established formalities are not
complied with, the forfeit will not be valid.

In cases where, for any reason, a certain game ends before the corresponding time according
to the category, the next game will not start.

scheduled, if at least 90% of the players on both teams' rosters are present. Games played by
number of innings will be accepted according to section 7.2.1. (Table of duration of the regulation
game).

In the event that both teams are incomplete, only the provisions of section 7.7.1 must be
complied with. (Twenty minutes of extra time).

7.7.1.2. The cost of the forfeit

The League Boards will have the power to stipulate in their championship conditions regarding
the payment that must be paid by teams that do not present the minimum number of players
required.

The amount stipulated by the League Board cannot exceed what concerns the cost of the game
(payment of referees, scorekeeper, compiler and field marking).

7.7.2. The forfeit and participation

In the case of a forfeit, the principle of participation is applicable as contemplated in sections


3.33. (Adjustment to the minimum percentage of the player's participation in the eliminatory round
of the Official League Championship) and section 3.34.1 (Adjustment to the minimum participation
of the player in the semifinal and/or final round of the Official League Championship).

Complement to section 7.7.2.

In the official League championship, the forfeit will be calculated based on the maximum
number of entries by category, for the purposes of calculating the maximum percentage of
participation for pitchers.

7.8. Request to suspend a scheduled game

For a scheduled game to be suspended, at the request of the currency delegate, he must
request it in writing within the period established in the Official League Championship Conditions. If
the request is denied, the team must appear on the field, otherwise they will lose by forfeit.

7.9. The confiscation

It is a game declared over by the main referee, due to violation of the provisions of the Baseball
Instructions and the Official Baseball Rules.

The confiscation of a game to be valid must be decreed by the main referee in the cases of
sections 7.9.1 (Unsportsmanlike tactics), 7.9.2 (Public behavior), 7.9.3. (Absence of players), 7.9.5
(Confiscation

due to abandonment of the playing field) and in any other case in which provisions of these
Instructions are breached that have confiscation as a sanction.

Complement to section 7.9.

In cases in which the main referee does not proceed during the development of a game to
confiscate it, if there is a violation of any rule or part of the Instructions that has confiscation as a
sanction, whether due to omission or ignorance, the Board of Directors The League is empowered
to decree, by majority of the members of its Board of Directors, the loss of the game at the table.
After verification of the fact, the league decision must indicate in which inning the confiscation
occurred.

In case of confiscation the game is concluded, the individual actions carried out up to that
moment are valid, according to section 3.27. (Player's participation in the game in the Elimination
Round of the Official League Championship).

In the official league championship, if a confiscation occurs before it is legal play, it will be
calculated based on the maximum number of entries by category, for the purposes of calculating
the maximum percentage of participation for pitchers; and to the players who attended, the
provisions established in sections 3.33 will apply, as the case may be. (Adjustment to the minimum
percentage of player participation in the eliminatory round of the Official League Championship) o
3.34.1. (Adjustment of the player's minimum participation in the semifinal and/or final round of the
Official League Championship)

7.9.1. Unsportsmanlike tactics

No team may engage in unsportsmanlike tactics that are intended to obviously delay or shorten
the action of the game (e.g., allowing themselves to be thrown out to open the inning, walking
between the bases or talking to the batter, among others).

Sanction for section 7.9.1.

1. At the first opportunity, the referee will reject the unsportsmanlike action, adding the minute
or minutes lost in case of obvious delay.

2. If the team repeats its bad behavior, the referee will immediately confiscate the game in
favor of the opposing team.

3. In the event that this unsportsmanlike attitude is on the part of both teams, the main referee
will confiscate the match and declare both teams losers.

4. Adults responsible for unsportsmanlike actions will be sanctioned as established in the


Code of Responsibilities and Sanctions.

7.9.2. Public behavior

Public misbehavior can also lead to confiscation. Spectators and the general public must behave
in accordance with the training purposes of the Corporation.

When observing manifestations contrary to these objectives, the main referee must demand that
the manager correct the situation. After the first warning, the main referee must request, through
the manager, the eviction of the offending spectator(s), allowing them a reasonable amount of time
to comply with the provisions; Only after exhausting this procedure, the referee will proceed to
suspend the game and proceed to draw up the report corresponding to the confiscation of the
match. The League Board will establish the responsibilities and sanctions for violators.

7.9.3. Absence of players

After the game has started, when a team cannot maintain the minimum of nine (9) players on
defense, the match will be confiscated in favor of the opposing team.

In the event that a team is on the offensive and a player is removed, it will continue to bat until
the retired player's turn corresponds. Likewise, if the defensive team does not meet the minimum
of nine (9) players, the match will be confiscated in favor of the opposing team.

If the home club team is on the offensive in the last inning and manages to outrun the visiting
team before it is the retired player's turn, it will be considered the winner and the game will be
concluded.

7.9.4. Game without official coaches

Every scheduled game must start and must conclude, with or without the technicians written on
the player roster or in the game line-up . Consequently, under no circumstances can a forfeit or
game confiscation be declared due to lack of technicians.

In the event that one or both teams appear for a game without coaches, the situation will be
resolved as follows:

1. When the team delegate and captain are present: The team delegate will assume the
technical function jointly with the team captain, and the corrected situation must be
recorded on the score sheet.
2. When the delegate is not present: The team captain, with the support of a representative
(father, mother or guardian), will assume the technical function, after involving the field
supervisor, which must be communicated to the main referee and recorded on the sheet.

3. When the team delegate and captain are not present: The players will designate, for the
purposes of playing the game, a team captain, who, with the support of a representative (father,
mother or guardian), will assume the responsibility. technical function, prior participation to the
field supervisor, the corrected situation must be communicated to the main referee and
recorded on the score sheet.

Complement to section 7.9.4.

In cases where the teams are directed by representatives or players who are not legally
registered as technicians in the currency and do not have knowledge of the rules of the
Instructions, championship conditions and/or Baseball Rules and are not warned of non-
compliance with the same, there will be no sanction and the result of the games will be respected.

7.9.5. Confiscation due to abandonment of the playing field

Confiscation of the game will occur when a coach, delegate, manager or representative of a
player incites or coerces the players of a team to leave the field of play without having concluded
the match and without the authorization of the main referee. The measure of temporary inactivity
will automatically be applied to those responsible for such an event and the disciplinary file will be
initiated against the responsible persons and the provisions of the Code of Ethics, Duties,
Responsibilities and Sanctions will be applied.

7.9.6. Fine and removal for confiscation and/or forfeit

During the championship , teams that lose due to confiscation or forfeit will be sanctioned as
follows:

1. The first time they will cancel a fine previously established in the Official League
Championship Conditions.
2. The second time you will pay double the fine.
3. The third time he will be missed from the championship and will pay the costs of the game.

The cases of forfeit and confiscation are cumulative during the championship, whether they
happen indistinctly in any of the scheduled rounds. A forfeit and a forfeit during the elimination
round and another forfeit or another forfeit in the final round determine the removal of the offending
team from the championship.

7.10. Interruption of a game due to force majeure


It is considered a cause of force majeure for the interruption of a game, when factors beyond
the will of man occur that prevent a game from being played, and no one can be held directly
responsible for this situation.

person (example: rain that floods the playing field, tree that falls on the playing field, seismic
movement, electrical storm).

Complement to section 7.10.

At the discretion of the main referee and due to force majeure, the suspended game will not be
allowed to start or continue when the ground conditions do not allow it, after twenty (20) minutes
have elapsed since the interruption of the game. The main referee will evaluate the situation and,
at his discretion, will grant an extension of twenty (20) additional minutes; After the extension has
concluded and the cause of force majeure continues, the game will be concluded and the
provisions of sections 7.10.1 will apply. (Interruption due to force majeure before legal (regulatory)
play or 7.10.2. (Interruption after legal play

If, on the other hand, the cause of force majeure has ceased, the main referee will authorize a
period of ten (10) minutes to begin the necessary maintenance for the conditioning of the playing
field and the resumption of the game.

At the end of this period, if maintenance has not started, the referee will conclude the game and
the provisions of sections 7.10.1 will apply. (Interruption due to force majeure before legal
(regulatory) play or 7.10.2. (Interruption due to force majeure after legal (regulatory) play). If after
the field conditioning has begun, the cause of force majeure restarts, the main referee will
conclude the game.

Situations of fortuitous events must be considered the same as cases of force majeure.

7.10.1. Interruption due to force majeure before being legal (regulatory) play

If a game is interrupted due to force majeure before it becomes a legal (regulatory) game, it is
suspended according to section 7.10.3. (Game suspended (not concluded) and must be
rescheduled and continued from the moment of interruption, with the same game roster. Likewise,
players who did not initially attend may be incorporated into the reserve.

The performances of the pitchers and catchers of the unfinished game are conditioned to the
rest period established for this purpose in the Baseball Instructions. Likewise, the quotas for
pitches for pitchers and out quotas for catchers, used in the game, must continue. not concluded.
Pitchers and catchers who have exhausted their quotas in the opening game may not be used in
the rescheduled game despite the physical rest.

In matches that are limited by time, the time that has elapsed in the game at the time of the
interruption must be recorded on the official score sheet, at the discretion of the League Board.
These games must be rescheduled.

If the scorer does not record the suspension time of the game on the official score sheet, the
game will continue up to the maximum number of innings (lnnings) according to the category.

7.10.2. Disruption due to force majeure after legal (regulatory) play

a) Elimination Round of the Official League Championship.

Any game of the knockout round that is interrupted by force majeure after it is a legal
(regulatory) game, is considered concluded, with the following exception: if the visiting team at the
opening of the inning in progress, ties or beats the home club team in the total number of runs
scored, the game must be continued under the same conditions in which it was suspended, on the
date and time established by the League Board.

b) Semifinal and/or Final Round of the Official League Championship.

Any game corresponding to the Semifinal and/or Final Round, which is interrupted by force
majeure after it is a legal game, must be continued under the same conditions in which it was
suspended, on the date and time established by the competent authority of the event.

The individual and physical performances of each player carried out until the suspension of the
game will be taken into account.

7.10.3. Game on hold (not completed)

Any interrupted game regardless of its cause will become: A SUSPENSED GAME, and it must
be rescheduled to continue from where it left off at the time of the interruption, regardless of the
inning in which it was interrupted.

Factors to determine a Suspended Game (Not concluded)

1) Playfield lighting failures; during the development of the game.

2)Flooding of the playing field due to damage to the irrigation pipes or similar situations and
when trying to resume it, there are mechanical or technical failures to fix and/or condition the
playing field (lack of maintenance personnel to fix the field, failure of mechanisms to bail out
water, absence of canvas).

3)Darkness, when a law prevents the lights from being turned on, or the fields do not have
artificial lighting and the established playing time or the entries contemplated for the category
have not been met, according to

4) If it is interrupted by "Deadline time to play" according to section 7.3.1 (7:45 pm in the 1st
Preparatory Categories. and 2nd. Level and 10:30 p.m. for the Categories: Pre-infant, Infant,
Junior and Youth.
5) In the 1st Preparatory Categories. and 2nd. Level, games will be held from 8:00 a.m. to 6:00
p.m. The game cannot be started after 6:00 pm, nor can the inning be opened after 7:45 pm.
6) Curfew imposed by some law or by the national government.
7) Weather conditions (Example: rain, thunderstorm, hurricane force winds, earthquakes) if it is
interrupted in an inning or inning in progress and any of these conditions occur:

a) The visiting team has scored one or more runs to tie the score and the home team
(home club) has not been able to close or finish the inning.
b) The visiting team has scored one or more runs to take the lead and the home team
(home club) is unable to close or finish the inning.
c) If the home team (home club) does not finish the inning, the game is tied.
A game tied after a legal (regulatory) game suspended based on conditions other than those
indicated in paragraphs 6a, 6b and 6c, will be considered concluded and legally tied.

Complement for section 7.10.3


When a game is stopped for any reason, the scorer must indicate the time in which the
interruption occurred and when it officially becomes a Suspended Game, the scorer must record
on the Score Sheet the conditions in which it was at the time of the interruption. interruptions such
as: time, inning, outs, bases occupied by runners, batter in turn, count of balls and strikes, pitches
left to the pitchers on duty, outs missing to the catchers and any other that deserves to be noted.
The League Board must establish in the championship conditions the maximum duration of the
game according to section 7.2. Duration of game (regulation game)

7.10.4. Procedure for unfinished game (game on hold)

Any suspended game must be concluded another time, with the same line-up. The individual
performances of the players carried out up to the moment of the interruption will be taken into
account. Likewise, the physical performance of pitchers and catchers will be considered for the
purpose of rest.

When the game resumes, the teams can incorporate into the reserve players who did not attend
that match. The manager can make the changes he considers, with the exception of the players
who left the aforementioned game and could only return in the cases contemplated. in section
3.37. (Returning player) and the following aspects must be considered:

7.10.4.1. Pitchers and Catchers.

a. The pitchers and catchers will maintain their performance, only the catcher, if his position has
been changed, may return to the catcher's position, if he has not completed his quota
established as contemplated in section 9.14.2. (Receiver and other defensive positions)

b. In the event that an unfinished game (suspended) is resumed on a certain date, those players

7.10.4.2. Assigned Hitter

a) Upon resumption of an unfinished game (suspended game), the player or players who
have acted as assigned batter may not act on defense with the exception of what is
provided in article 9.16.1.2. (Assigned hitter and defense).
b) The player or players who have acted as assigned batter in an inconclusive game
(suspended game) must comply with article 9.16.1.2. (Assigned hitter and defense), in the
next game the player attends.

7.11. Games by a missed or retired team

When a team is missed or withdrawn from an Official League Championship, the games
scheduled for the rest of the championship will be awarded as won to the teams with which it was
supposed to play according to the game schedule, in addition they will be granted one (1) race per
inning, according to maximum number of entries per category. Likewise, for the purposes of
calculating the maximum percentage of participation for pitchers, games not played will be
calculated based on the maximum number of innings by category.

Each player of the teams with which he was assigned to play will be added three (3) turns on
offense and four (4) innings on defense, to control the percentage of participation.

7.12. Score for the standings

Every team that wins a game gets one thousand (1000) points; If you achieve a tie, you get
three hundred and thirty-three (333) points; If you lose on the field of play or by decision of the
competent authority zero (0) points and if you lose by forfeit, five hundred (-500) points are
deducted. If a confiscation occurs you will not lose points.

The standings are defined based on the highest score in each of the rounds. It is established
that in cases where a team has three (3) tied games, the result will be rounded to one thousand
(1000) points.

In the event that not all teams have played the same number of games, the leagues can
determine the standings, establishing the relative order of each team, calculating the relationship
obtained by dividing the number of points achieved by that team by the number of games made by
himself

Example for section 7.12.

Team "A" played 19 times: won 17 and lost 2; team "B" played 18 times, won 16 and tied 2; Team

NOTE: The decisions of the League Boards related to this section have no appeal, unless there is

each other qualifies, in the round in which the tie occurs.

b) If the previous criterion does not determine the classification, the team that has scored
the greatest number of runs from the total number of games played, in the round in which
the tie occurs, will classify.

c) The team with the best collective batting average, in the round in which the tie occurs.

d) The team that has hit the most home runs, in the round in which the tie occurs.

e) The team that has hit the most triples, in the round in which the tie occurs.

f) The team that has hit the most doubles, in the round in which the tie occurs.

g) If the tie persists, the League Board may use another criterion to decide.

h) 12.1. Table of positions to determine the first and second half of the teams

The League Directories are obliged to keep the Table of Positions, taking into account the
scoring according to section 7.12. (Score for the Standing Table), which allows determining
whether a team finished in the first or second half of the Standing Table of the Official League
Championship.

To determine the first half, the first six (6) teams in the Standing Table are considered when
twelve (12) or more teams participate in a championship. For less than twelve (12) teams it will be
half.

If it is an odd number, the next lower number is taken. Example: eleven (11) teams half = 5.5
five (5) teams qualify, these five (5) teams are considered to belong to the first half of the
standings, since we take the immediately lower number.

7.13. Regulatory measurements of the playing field

The playing fields where games of the Criollitos de Venezuela Corporation are scheduled must
have the dimensions of the fields in order to demarcate the home run line, based on the
measurements established for the different categories.

7.14. Ground conditions 7.14.1. Conditions


permanent

Many of the fields that are at the disposal of the Criollitos de Venezuela Corporation do not
meet the conditions required to fully comply with the baseball rules, as they were conceived. For
this reason, the situation of each playing field must be analyzed and conditions established that are
appropriate to the field and that are called permanent conditions (example: the distance through
the rightfield is very short; the back stop prevents the free movement of the receiver to control a
deflected shot and others).

The criteria to be applied in permanent conditions is to adapt the baseball rules to the field of
play (example: double instead of home run) and to protect the team that is playing defense, limiting
the maximum number of bases that a runner can reach due to a wild throw from a fielder and not to
favor the runner by granting him additional bases that he had never tried to reach.

League Boards must establish these permanent conditions in writing and incorporate them into
the championship conditions.

7.14.1. Accidental conditions

Additionally, unforeseen situations may arise caused by some fortuitous event that require them to
be incorporated as field conditions for that game. These conditions are called accidental conditions
and are verbal agreements reached by the referees and team technicians on the field of play
(example: a movement of earth, a fallen tree, etc.).

7.15. Field Supervisor

The League Board, for each day on each field, will appoint a field supervisor, who will be the
person responsible for supervising that the playing field is in the best conditions and that all the
necessary implements for the development of the game are present, ( bases, marking, flags and
others). Likewise, the field supervisor will be the immediate collaborator of the body of referees
and scorers, in relation to the attitude and behavior of the teams' bars in the stands, the late arrival
of players or technicians, among other aspects.

In the absence of a referee and/or scorer, the field supervisor must designate the emergent
one(s). If something new has occurred, the field supervisor must present a detailed report of what
happened at the next league meeting.
7.16. Prohibition of alcoholic beverages, cigarettes on playing fields
The sale and consumption of alcoholic beverages is prohibited on baseball fields and within a
perimeter of fifty (50) meters from the external fences where children and adolescents carry out
sports activities, always in accordance with the Organic Law of Sports. , Physical Activity and
Physical Education in force and the Organic Law of Protection for Boys, Girls and Adolescents.
Likewise, the sale of cigarettes is prohibited in sports facilities.
Smoking and drinking alcoholic beverages while in uniform is strictly prohibited. People who
wish can do so, but without the uniform and outside the sports facilities.

Complement to section 7.16.

The child's ability to imitate should not be forgotten, so a good example is the best advice to
guide youth.

Managers, technicians, coaches and representatives should not consume alcoholic beverages
at Criollitos de Venezuela Corporation events in which children and adolescents participate.
Putting on the flannel and the cap backwards does not exempt you from compliance with the
section.

Sanction for section 7.16.

In the case of non-compliance with this rule, the following is established:

1.At the first opportunity, the competent authority will verbally reprimand the responsible
persons at a board meeting.

2.On the second opportunity, the competent authority will warn the responsible persons in
writing.

3. On the third opportunity, disciplinary proceedings will be initiated against the responsible
persons.

7.17. PROCEDURE FOR PROTESTING A GAME:

The protest is a right that coaches or team delegates resort to during the development of a
game, when they consider that the opposing team or the referee violates the Baseball Instructions,
resolutions, league championship conditions, field conditions or Rules of the Baseball.

The manager who makes the protest must do so before the main referee, who will make the
observation before the official scorer of the game so that it is recorded on the official scoring sheet,
which must be signed by the main referee, scorer and the manager who makes the protest.

The protest must be recorded on the official score sheet of the game, clearly indicating the

7.17.1 . Ratification of the protest before the league:

signed by the President and the General Secretary of the currency. Each League Board of
Directors is authorized to establish the amount in bolivars that the currency delegate must deposit
with the ratification of the protest.

The league has fifteen (15) continuous days to decide the protest.

In the play off, or final round, the president of the League Board of Directors, together with two
directors, and/or the supervision and control commission will decide, within seventy-two (72) hours.
In the event of an appeal to the decision of the league and/or Supervision and Control
Commission, the higher instance will have the same period to decide.

For all aspects related to the ratification of protests and appeal of decisions, foreign exchange
managers are the only ones authorized to sign such communications.

7.17.2 AUTHORITY OF THE LEAGUE FACING THE PROTEST:

1. The League Board is empowered, after protest and ratification thereof by the affected team,
to declare game lost in the table by
failure to comply with any situation that causes the loss of the game. The decision must be
made within a period of no more than ten (10) continuous days, counted from the moment
of its ratification before the League Board of Directors.

2. In cases of violation of the provisions related to pitchers, catchers and assigned batters, the
League Board is empowered to declare a game lost at the table, even if there is no protest
from the opposing team. The decision must be made within a period of no more than thirty
(30) continuous days, counted from the moment of the violation. Likewise, the protest for
violation of the sections related to the pitcher, catcher and assigned batter that are known to
the affected currency, after the event This will be submitted to the League Board of Directors
by the delegate of the currency and, secondly, by a director of the League.

3. Any protest or decision outside the established period is considered untimely.

RULES OF GAME FOR THE FIRST LEVEL PREPARATORY CATEGORY

7.18. Special playing conditions in the Preparatory Category ter. Level

7.18.1 Offensive. Number of players who must bat in an inning:

In each offensive inning, half of the players attending the game must bat; In the event that the

7.18.2 Player batting out of turn


When it is detected that a child is batting out of turn and there is some advance by one or more

7.19.1 Batter who swings three (3) pitches

7.20. The runners

Players on base (runners) can open the bases at a distance of no more than 2 meters (See

In cases where a certain team has only nine (9) players, the game will be played and will be
valid. The team delegate must present at the next league meeting, proof of the absence of the

7.22. The game
7.22.1 Game duration
One hour and forty-five minutes (1:45) or four (4) innings will be played, whichever comes first,
according to the championship conditions established by the League Board. It is considered a legal
game when the third inning or inning concludes.
7.22.2 Demarcation of the playing field:
1. An eight (8) meter fan line will be demarcated after the second base. The function of this line
is to demarcate the infielder and outfielder zones. (See annex No. 1 page 151)

2. A half circle line will be demarcated two (2) meters in front of home plate (foul line). (See
annex No. 1 page 151)

7.25. Complementary provisions

7.25.1. The team roster of the 1st Preparatory Category. Level may be made up of a
minimum of fourteen (14) players and a maximum of twenty (20) players, each of whom
must participate in seventy-five percent (75%) of the games scheduled for the group.

7.25.2. In cases of a player's absence from three (3) consecutive games without justified
cause, the League Board of Directors must be notified in order to verify the causes.

7.25.3. Likewise, in cases where a team cannot maintain the required minimum of fourteen
players, it may register players from the 1st Preparatory Category. Level until March 15, in
order to replace justified or unjustified absences of players, these players may under no
circumstances come from rosters of teams registered in the same League or other
Leagues, in the same championship.

7.25.1. Complementary player

The complementary player is the one who will cover the existing vacancies in the team rosters
of the 1st Preparatory Category. Level, when it does not comply with the section established for

7.25.2. Selection by draw of complementary players

7.26. Award

7.27. SPECIAL PLAYING CONDITIONS IN THE SECOND LEVEL PREPARATORY


CATEGORY
7.27.1. Suspension for twelve (12) run lead

In legal play, the team with a twelve (12) run lead will be declared the winner. However, if the

9.1. X Pitcher performance

A pitcher is the player designated to throw pitches to the batter. The starting pitcher designated

until such batter is out or reaches base, unless the pitcher suffers an injury or illness which, in the

9.14. The receptor

9.16. The batter


He is a player who acts on offense, who occupies his position in the batter's box. 9.16.1.

Assigned hitter

The assigned batter is a 10th batter and may take any turn in the lineup. The League Board,

conditions, in any category. Its use is not mandatory, but the team that wishes to use the figure of

9.16.1.2. Assigned hitter and defense
1) The assigned batter may play defense in the following cases:

days, without the need for any protest.

d) After these lapses, any protest is considered untimely.

The manager who fails to comply with section 9.16.1.2. (Assigned hitter and defense) will be
suspended for one (.1) game. If he repeats the offense, he will be suspended for three (3) games.

9.16.3. Substitution of assigned batter

The assigned batter may be replaced by another reserve player who must comply with section
9.16.1. (Assigned hitter). In the event that a player replaces the assigned runner as a pinch runner,
he is not considered an "assigned hitter" until he has made at least one (1) appearance on offense.

9.16.4. Control of the participation of the assigned batsman

10. sports supplies

10.1. The ball


In the games of the first level preparatory, second level and pre-infant categories, leather balls of

10.2.1. Non-regulation bat


When the use of a non-regulation bat is proven, the following will apply:
1) When the bat belongs to the offensive team:
a) If the illegal bat is detected at the moment in which the batter is consuming the turn, the bat
will be removed and the player will continue batting with the same count of balls and strikes
that he had at that moment.
b) The batter will be declared out if he has produced a hit or any other situation that allows him
to get on base. With runners on the bases, no advance will be allowed.

2) When the bat does not belong to the offensive team

a) There will be no penalty for the batter. The bat will be removed from the game and the
coaches of the team from which the bat came will be reprimanded.
b) If there has been a hit or any other situation that allows the player to get on base, the action
will be valid.
c) If the hit does not allow the player to reach base, the bat will be removed from the game and
the batter may continue consuming his turn with the same count.

10.4. The helmet


The use of a protective helmet with double earmuffs - in good condition - is mandatory for
batters who are not at bat, and runners. Likewise, the use of protective helmets is mandatory for
technicians who are performing offensive coach functions in all categories.
Sanction for section 10.4.
The referee will stop the game and it will only be restarted once the foul has been corrected. In
addition, he will caution the manager of the player who fails to comply up to two (2) times.

If there is a third warning to the same player, during the course of the game, the manager will

10.5. The protective cup

10.6. Receiver Implements


The catcher must wear a helmet with double earmuffs, a protective cup, a face shield, a

10.7. Glove
Aside from the catcher's mascot, the pitcher's glove in the Junior and Youth categories must be
a uniform color, excluding gray and white.

10.8. Loan of sports equipment


When playing baseball or another sport, healthy customs and ways of acting must also be
cultivated, especially solidarity and brotherhood with one's partner who, many times, does not have
the same resources to develop and participate. For this reason, for the Criollitos "the other team" is
not the "enemy", but rather they are the friends with whom they share and who for circumstantial
reasons of the game are on different teams.

Team coaches are responsible for lending the opposing team, if requested, game equipment
(catcher's implements and batter's helmets). If they refuse, they cannot use them either.
Players must take care of sports equipment as established in section 10.11. (Care of tools). In
the event of any intentional deterioration of the borrowed implements, the referee will record the
fact on the score sheet. If the act is serious, the referee must remove the person responsible from
the game. The League Board must take the measures it deems necessary to replace the damaged
equipment.
The loan of bats is not mandatory, however, teams that require a bat to be loaned will request it
from the other team and the team may lend them the one they consider, as long as it is in good
condition.

10.9. Equipment without sports equipment

When in a scheduled game a team does not present the appropriate equipment, it will be
given ten (10) minutes to correct the situation, this time will be

10.10. Baseball shoes

The players of the different teams of the Corporation must comply with the following regulations:
from the 1st Preparatory category. Level up to the Junior category, under no circumstances may
they use shoes to play baseball with metal hooks. Likewise, Youth category players are authorized
to wear shoes with metal hooks, which cannot be modified or altered. Technicians are authorized
to check the shoes of players from both teams.

Sanction for section 10.10.

In cases where a player is detected failing to comply with the following section, the main referee
will grant a time period of no more than five (5) minutes to resolve the situation. If the irregularity
has not been corrected within that time, the player(s) will be removed from the game.

In cases where a player intentionally injures another with hooks, he will be suspended for three
(3) games: If the offense is serious, according to the respective reports, the disciplinary file will
begin.

These suspensions must be fulfilled in the manner specified in section 3.36. (Player serving
suspension).

10.11. Caring for tools

Players and coaches must take care of the uniform and other sports equipment, as well as the
stadiums or playing fields and sports facilities in general.

11. The technician

It is any person who, duly registered, acts as a team coach during the development of the game
and represents the team in conversations with the referee, scorekeeper and coaches of the
opposing team on the field of play. In carrying out his duties, the coach is responsible for the
behavior of the team, on and off the field of play.

Complement for section 11.

At the start of the Official League Championship, the coach must be duly registered on the
Player List (roster) and on the Collective File. During the development of the championship, the
currency can register a technician by means of a written communication to the League Board, a
copy of which must be sealed and signed as received. If you do not comply with this formality, you
will not be able to act as a technician.

Technicians who are not registered and do not meet the requirements demanded in the
collective form (Example: photographs, signature, etc.), will not be able to direct the teams in the
Official League or Extra-league Championships.

The technicians of the teams that obtain the title of champion may not be replaced for extra-
league events without their respective authorization, which must be in writing explaining the causes
and the respective report will be issued to the competent authority, which must request to the
National Directory, authorization to register new technicians. The League Boards, in the state
championships, are empowered to replace those technicians who do not comply with the
guidelines issued by the competent authority, which must be sufficiently demonstrated and
communicated through a report to the respective Regional Board. Likewise, the Regional Boards
are empowered to apply the same in national championships, and must inform the National Board.

11.1. Limitations of the technician's actions

The technician registered on the equipment payroll of a currency is limited to acting in


compliance with technical functions, in the following:

11.1.1. Cannot be registered in teams of other currencies in the same league.

11.1.2. It cannot be registered in teams from other leagues, with the exception of the special
leagues: Preparatory, Junior and Youth of the federal entity, upon request of the interested
party, as long as the currency does not have teams registered in those leagues.

11.1.3. You cannot perform coaching duties in two (2) or more teams of the same category,
in the same currency, with the exception of the Semifinal and Final Rounds/if your team did
not qualify.

11.1.4. Currency may not be changed during the Official League Championship, with the
exception of section 11.1.1.2. (Technician and/or Delegate retired without justified cause).

11.1.5. He cannot direct teams of other baseball organizations, with the exception of the
adult categories upon request of the interested party to the competent authority.

11.1.6. Cannot perform delegate functions for other currencies Complement

Sanction for section 11.1.

In the case of non-compliance with any of the literals of section 11.1. The following sanction will

The coach will not be able to act on any team of the Criollitos de Venezuela Corporation for a
period of one (1) year, from the moment the foul is committed.

The League Directories, under no circumstances, will allow the violation of section 11.1.
(Limitations of the technician's actions). In case of non-compliance by the League Board, its
members will be inactive and a disciplinary procedure will be initiated in accordance with the
provisions of the Corporation's Code of Responsibilities and Sanctions.

11.1.2. Technician and/or Delegate retired without justified cause

When a coach and/or delegate of a certain currency is removed without just cause, he or she
may be re-registered in another currency and/or team of the same league or in another league of
any federal entity, in the same Official League Championship.

11.1.3. Number of technicians

On the list of players (roster) and on the collective record, every team must register at least the
following number of technicians: Three (3) technicians in the

comply with what is established here determines the non-participation of the team in the Official
League Championship.

11.1.4. The player coach:

From the Children's category onwards, the player can perform the technical function, in the
following way:

a) The player in the children's category can be registered as a technician and may only fulfill
the technical function of coach, in the first and second level preparatory category.

b) The Prejunior player can be registered as a technician (manager or coach) from the first
level preparatory category to the pre-infant category.

c) The junior player can be registered as a technician (manager or coach) from the first level
preparatory category to the children's category.

e) The youth player can be registered as a coach (manager or coach) from the first level
preparatory category to the junior category, inclusive, and may act as a coach-player of his
own team.

Complement to section 11.1.4.

The Regional Boards are empowered to authorize a player, when requested by him, to fulfill the
role of player coach in any team of another currency other than the one in which he plays, when he
considers it necessary for his development as a coach, complying with the established in section
11.1. (Limitations of the technician's actions). It is understood that you cannot direct in two different
currencies.

f) .1.4.1. The coach-player and the technical and/or recriminatory foul

In the event that the coach-player has incurred a technical foul, while fulfilling the role of coach,

11.1.5. Manager and technician compatibility:

No member of the Board of Directors of the National Directory nor the main members
(President, Vice President, General Secretary and Financial Secretary) of the Regional Boards
and League Boards, as well as the National Commissioners and the members of the Honor
Councils in their different instances, they may fulfill technical functions in the Criollitos de
Venezuela Corporation.
Any person who is in the Corporation, fulfilling managerial functions and is authorized by the
regulations to act as a coach, by doing so loses his position as manager during the development of
the game and for the consequences that arise from it (claims, protests, suspensions, others) if any
of these situations arise, you must present a report on what happened, abstaining from

When a director of the Regional Board, fulfilling the functions of a coach, commits acts
sanctioned by the Code of Responsibilities and Sanctions, the League Board must present a

The directors of a league authorized by these instructions to fulfill technical functions cannot

Sanction for section 11.1.5.

To any manager who fails to comply with section 11.1.5. (Compatibility of manager and

violation of section 11.1.6 (Late arrival of the coach). When it is proven that representatives of the
League Board endorse the violation of the section in question, disciplinary proceedings will be

11.1.7. Technician outside the coach box

11.1.9. The technician (Coach) and the batter

No coach may leave his position to speak to the batter, nor vice versa.

b) On the third opportunity the manager will be removed from the game and no additional
penalty will be applied.

The rule is not broken if one of the opposing team's coaches requests time to speak with any of

coaches or a certain player requests time for another reason.

11.1.10. Expulsion of a technician

When one or more coaches of a team are expelled in a certain game, they may only be
replaced in the same game in the manner established in section 7.9.4 (Game without official
coaches).

Any coach who has been ejected from a game automatically serves a one (1) game suspension.
Depending on the severity of the offense, the procedure will be governed as established in section
14.2. (Temporary Inactivity Measure), with the exception of what is established in literal b of
section 11.1.9. (The technician (Coach) and the batter.

11.1.11. Procedure for sanctioned technicians

A suspended coach cannot act in any game of any category until he has served the sanction on
the team in which the foul originated.

When the foul occurs in the last game of the Official League Championship, the coach will be
suspended until the start of the next Official League Championship, however, with the written
authorization of the League Board of Directors, he may act in vacation, maintenance and /or
friendly.

If the offense does not merit a disciplinary procedure, the coach will be authorized to continue
directing other teams of the currency in any category in which he is registered, contemplating the
following situations:

a) If the team in which the foul originated does not register in the next Official League
Championship, the coach will be exonerated from serving the sanction.

b) If the coach does not register for the next Official League Championship, compliance with
the sanction will begin from the moment he registers in any team of the Criollitos de
Venezuela Corporation.

c) If the suspension is contemplated in the Code of Responsibilities and Sanctions, the


technician will not be able to perform in any event organized by the Corporation during the
time the suspension lasts.

d) Technicians on temporary inactivity or serving a sanction will not be able to participate in


friendly or maintenance games.

Sanction for section 11.1.11.


The technician who fails to comply with section 11.1.11. (Procedure for sanctioned technicians)
will be automatically suspended from all activities for three (3) games.

e) You cannot belong to teams of other baseball organizations, with the exception of the adult
categories upon request of the interested party to the competent authority.

Sanction for section 11.2.1.

In the case of non-compliance with any of the literals of section 11.2.1.

11.3. Coach

It is any person who, in the exercise of his profession or with experience in the discipline of
baseball, may collaborate with the teams by imparting his technical-practical knowledge, without
necessarily being included in the list of players (roster) of a certain team or currency. The coach
may collaborate with whatever foreign currency he considers, therefore, officially, it is not part of
the programs of the Criollitos de Venezuela Corporation.

The Criollitos de Venezuela Corporation is not responsible for the agreements or agreements
established by the coaches with the currencies or schools that are affiliated with the Corporation.

11.4. Common standards for technicians, delegates 11.4.1. Conduct

substances, narcotics or stimulants of any kind that deteriorate the health of the individual and
morally harm the family unit.

11.4.3. Personal appearance

The technician must attend Corporation activities properly uniformed and his personal
appearance must be impeccable. Likewise, the use of earrings, bracelets, visible tattoos, or long
hair is not permitted.

game

The use of cell phones, radios or similar by coaches and delegates is not permitted on the
baseball field and dugout during the development of a game.

Sanction for section 11.4.5.

The technician and/or delegate who fails to comply with section 11.4.5. (The use of cell phones
by technicians and delegates during the development of the game) will be removed from the game
and will be inactive for three (3) games, not being able to carry out any activity in the Corporation
until the sanction is met.

11.4.5. Responsibility of managers, technicians and delegates in the player's school


performance

The team managers, the delegate and the coaches are obliged to review and evaluate the
academic performance of each player on their team, together with their parents and/or
representative. The player is important to the team, not only because of his ability with the bat or
his ability to pitch.

Managers, technicians and delegates must develop activities conducive to achieving adequate
school performance (classes, supervised study hours, workshops, etc.), thus achieving the
objective of helping to form healthy and useful citizens for the country.

The board of directors of the currency must appoint a committee of parents and
representatives in order to evaluate the school performance of each player, together with their

Part Twelfth
12. Referees and scorers

They are responsible for following and enforcing the rules of the game of baseball. They decide
the result of a play and complement each other in their functions to direct the incidents of the
game.

12.1. The referee

The referee is the highest authority during the development of the game and represents the
league. It will ensure that this is carried out in accordance with the standards established in these
Instructions and what is established in section 2.2. (Hierarchy of norms).

When it is observed that the official referee is not present, the league board may designate a
substitute referee to conduct the game.

A game can be played, if necessary, with the presence of only one referee. 12.1.1 The

referee's assessment

The referees' assessment decisions are final. Protests will only be accepted for violation of
these Instructions, the Baseball Rules, the conditions of the Official League Championship and the
conditions of the field. When this occurs, what is contemplated in section 12.5 will apply. (The

12.2. Referee's personal appearance

12.4. The consumption of prohibited substances by referees during the Corporation's


activities

The referees who participate in the Corporation's programs must be healthy people, mentally
and physically, not have addictions to psychotropic and hallucinating substances, nor drink
alcoholic beverages, smoke, consume chimó, tobacco or similar, during the activities organized by
the Criollitos Corporation. from Venezuela

Sanction for section 12.4.

In cases where an arbitrator fails to comply with section 12.4. (Consumption of prohibited
substances by referees during Corporation activities), the League Board will remove the offending
referee as follows:

a) For the first time: for a period of fifteen (15) continuous days.

b) For the second time: it will be removed from the programs of the Criollitos de Venezuela
Corporation

12.5. The protest for violation of the regulations by the referee

It is the protest that a coach makes before the main referee, when it is considered that the
referee fails to comply with the rules of the Instructions of the Criollitos de Venezuela Corporation,
the Baseball Rules or conditions of the League Championship and the field of play and, therefore ,
favor the opposing team.

Complement to section 12.5.

The League Board must rectify a mistaken decision by the referee when it is contrary to what is
stipulated in the Instructions, the Baseball Rules, championship conditions or the conditions of the
field of play. In these cases, the game must be repeated from the moment of the violation, in the
same condition in which it was (number of outs, runners on base, same game roster, others). If the
game is not yet legal, teams can add players who were not initially included in the reserve.

12.6. The referee and the public

The referee should not address the public directly and will channel his observations through the
technicians, team representative or field supervisor

12.7. The scorer

He is the person appointed by the league board and will be responsible for recording the

It is the only official document of a baseball game. It must be signed at the beginning of the

12.7.3. Entry on the record sheet

All incidents of the game must be recorded on the score sheet.


Every game scheduled by a certain entity of the Corporation must be recorded on the official
score sheet for the respective control of the statistics of the activity carried out (Examples: vacation
championships, friendly and invitational games).

The scorer must indicate the following on the score sheet: the number corresponding to each
player; the player who is serving a sanction; the list of assigned batters; the name of each returning
player; number of pitches thrown by each pitcher; the player who, having attended the game, has
not acted; the list of players who attended when a forfeit occurs, any protest recorded or situation
arising from the game.

In case of protest, it must be recorded on the score sheet and signed by the main referee, the
scorer and the manager making the protest. In the event that any of these refuse to do so, the fact
and the reasons for the refusal will be recorded on the record sheet and if the protesting manager
does not sign the record sheet, it loses all validity.

12.7.4. Official game compilation

The scorer must provide the League Board with the score sheet, the line-up, the official
compilation (box score) and the pitcher's pitch control sheets. The League Board will be
responsible for general statistics.

12.8. Power of the League Boards to establish agreements, contracts or agreements


with associations of referees and scorers

The League Boards must establish agreements, contracts or agreements with the colleges or

15. Complementary provisions

Managers, delegates, coaches, referees, scorers and compilers must acquire the Baseball
Instructions, in order to be able to participate in the programs developed by the Criollitos de
Venezuela Corporation.

It is recommended that every representative have the opportunity to acquire the Instructions
and thus be able to know and analyze the different standards established by the Corporation,
especially with certain obligations for the representatives of the 1st Level Preparatory Categories.

Complement to section 15.1.

The supplements and notes of these Instructions not only help to understand a standard, but
are also mandatory consideration for its interpretation and application.

Sanction for section 15.1.

If any technician participates in the game without the Corporation's Baseball Instructions, he or
she will be sanctioned with thirty (30) continuous days of general inactivity.

15.2. Use of the name and emblem of the Criollitos de Venezuela Corporation in national
and international events

To use the name and emblem of the Criollitos de Venezuela Corporation in any national and
international event, it must be authorized by the National Board of Directors of the Corporation.
Likewise, the use of replicas of the official uniforms of the National Team of the Corporation in any
event is strictly prohibited.

Sanction for section 15.2.

In case of non-compliance with this section, the directors and technicians of the currency and/or
teams will be removed from the Criollitos de Venezuela Corporation.

15.3. Coexistence in Creole homes

Philosophical aspects constitute the primary factor in the life of the Corporation. In cases
where a certain Regional Directory, league, badge or team, without just cause, contradicts
what is related to the coexistence program regarding the accommodation of players in houses
of Criollitas families, at any event of the Corporation, disciplinary proceedings will be initiated.

when it comes to evaluating a play or a shot. It must be taken into account that we are dealing with
children and adolescents in the formative process, who must learn to accept decisions that are
adverse to them even if they do not agree.

The parents, legal representatives, managers, technicians, coaches, delegates, commissioners,


deputy commissioners, Currency directors, League Directories, Regional Directory, National
Directory and in general, all those who make up the Criollitos de Venezuela Corporation, are
responsible for their faults according to as established in the Code of Responsibilities and
Sanctions.

15.5. Publication and/or statements without authorization

To any member of the Corporation, without statutory jurisdiction or authorization, who publicizes
any communication, document, agreements or similar addressed to the competent body, on
matters to be initiated, in process or resolved or in the case of complaints, protests, reports,
appeals or reconsiderations and in them offend any of the leaders, players or attack by any means
against the prestige of the Corporation or its leaders, temporary inactivity will be applied. Likewise,
the respective disciplinary procedure will be initiated for the persons responsible for the
aforementioned events and what is determined in the Code of Responsibilities and Sanctions will
be applied.

15.6. Complaints to external bodies

Any member of the Criollitos de Venezuela Corporation who makes complaints to external
bodies about a situation that involves the Criollitos de Venezuela Corporation and/or its leaders,
without having exhausted the Corporation's remedies, will automatically be subject to the measure
of temporary inactivity and will be will open the respective disciplinary procedure.
Any Director and/or technician of the Criollitos de Venezuela Corporation who makes
complaints to external bodies about certain decisions issued by any of the administrative bodies of
the Corporation will be initiated into a disciplinary procedure and the provisions of the Code of
Responsibility and Sanctions will be applied.
15.7. Authority of the members of the National or Regional Board of Directors
In any activity of the Corporation in which a representative of the National Board or Regional
Board of the entity is present, this will constitute, in fact, the highest authority of the event.
Complement for standard 15.7.
The members of the National Boards, Regional Boards and League Boards are authorized to
apply the necessary corrective measures when they are aware of violations of these Instructions
and other regulations that govern the activities of the Corporation. They will present a report of the
facts to the respective authorities to establish the sanctions that may apply.
15.8. Resolutions of the National Board
The National Board is empowered to issue the corresponding resolutions in order to expand,
guide and clarify the interpretation of the rules of these Instructions.
15.9. Powers of the National Directorate
The National Board is empowered to suspend, modify or eliminate by resolution any provision of
these Instructions when there are justified causes for this.
15.10. The unforeseen

Anything not provided for in these Instructions will be resolved by the National Board and, as the
case may be, by the Regional Board, always requiring the approval of the National Board and will
be in force temporarily until the National Convention.

The resolutions issued by the Regional Boards must be approved by the National Board to

15.11. Validity and repeal

These Instructions will come into effect starting in 2012 and will be applied to the Official League
Championships following the date of their approval. They repeal all previously approved

MANAGER PHILOSOPHY

Being a manager involves a lot more than bringing bats and balls to the field and letting kids
play. It requires preparing them physically and mentally to compete in an effective, sporting and
safe manner as well as providing them with a positive model of behavior, because children will try
to imitate it.

Generally the manager is an adult with little or no formal training in managing children and
directing baseball. Therefore, it is essential that you like working with children, enjoy baseball,
have a lot of human sensitivity and a predisposition to learn. The technical staff must understand
that they are not dealing with professionals, but with children in full physical, intellectual and
emotional formation who require help in the comprehensive development of their talents, their
character and their personality.
